An electronics factory can have surplus components on its shelves and still be unable to finish a product because one required part is missing. The apparent contradiction is usually a mismatch across different components, suppliers, orders, and time periods—not a surplus and shortage of the same item at once.

How can excess inventory and a component shortage happen together?

A finished electronics product depends on a bill of materials: a list of all the parts needed to assemble it. If one required component is unavailable, production may stop or slow even while other parts wait unused. A larger inventory total does not guarantee that the specific components needed for the next build are available.

That is the two-sided inventory problem: some items are overstocked while others are too scarce, or arrive too late, to meet production needs. The imbalance can also span time. A company may have ordered parts for a forecast that has since changed, while a different component remains delayed by a supplier or a long lead time.

The Federal Reserve describes supply-constrained production as a situation in which unfilled orders rise while inventory stocks are drawn down. Research on high-tech assembly similarly models how a shortage of even one component can cause costly delays. Neither description means every item is simultaneously in surplus and unavailable.

What causes the mismatch?

Supply disruption and precautionary buying

When deliveries become uncertain, manufacturers may order extra stock to protect against future shortages. If supply later improves, demand shifts, or products change, those purchases can leave more of some parts than the factory can use. Stockpiling can therefore reduce one risk while creating excess elsewhere.

Forecasts that diverge from actual demand

Procurement decisions often rely on expected demand and planned production. If actual orders rise or fall differently, the parts bought for one forecast may not match the products customers want now. A company filing describes how forecast-based procurement can expose hardware businesses to both excess inventory and insufficient supply, with potential write-downs, delayed revenue, and lost sales.

Long, variable lead times and concentrated supply

A component with a long or unpredictable delivery time can become a production constraint, particularly when there are few alternative suppliers. Manufacturers may order early or buy more as a precaution, but those measures cannot guarantee that every part arrives in the right quantity and sequence. Supply concentration, lead-time variability, and demand changes can compound one another.

Product changes and obsolescence

Electronics parts and finished products can be superseded by newer designs. Inventory bought for an older product may become difficult to use if demand shifts or a design changes. The Electronics Representatives Association’s 2024 industry commentary identifies disruption-related stockpiling, forecasting errors, economic uncertainty, and technological obsolescence as factors that can contribute to excess electronics inventory.

What does the problem cost manufacturers?

Shortages and surpluses create different costs, and can hit the same manufacturer at the same time:

  • Production and sales: A missing component can delay output, defer revenue, or cause missed sales, even if other materials are ready.
  • Cash and storage: Excess stock ties up working capital and takes space to store and handle.
  • Discounts and write-downs: Surplus parts may need to be sold at a discount or written down if they cannot be used at their expected value.
  • Expediting and idle capacity: A company may pay to accelerate a constrained delivery while labor or production capacity waits for the missing part.
  • Waste: Parts that become obsolete may be difficult to reuse and can contribute to electronic waste.

These costs pull planning in opposite directions. Holding more stock can protect against a shortage but increase storage and obsolescence exposure; holding less can free cash but leave production more vulnerable to a delayed delivery.

What do the historical figures show—and what do they not show?

The available figures document the supply-chain disruption period, not the current prevalence of the problem across electronics manufacturing:

Measure What was reported Scope and limitation
Estimated manufacturing output lost 2.5 days per average month The Federal Reserve Board’s 2021 model-based estimate for manufacturing excluding transportation equipment; it is not an electronics-only or current estimate.
Estimated output lost in computer and electronic products 0.3 days total The Federal Reserve Board’s estimate for NAICS 334 over May–September 2021. It combines a negative 0.4-day contribution from excess unfilled orders with 0.7 days associated with depleted inventories; it is not a measure of all electronics firms.
Median semiconductor inventory reported by responding buyers 40 days in 2019; fewer than 5 days in 2021 The U.S. Department of Commerce’s 2022 summary covered the semiconductor products respondents identified as most difficult to acquire—not all chips or all companies.
IPC survey findings Two-thirds reported cost increases; the average increase was 14.5% in 2021; 71% expected to raise prices in 2022 Historical IPC survey findings and an expectation about 2022, not proof of what firms ultimately did or current conditions.

The Federal Reserve cautioned that its estimates relied on assumptions and that order and inventory movements can reflect factors other than supply constraints. Its overall bottleneck estimate may also be a lower bound. The IPC figures likewise describe a survey during the shortage period, not a representative measure of the situation today. No current, representative estimate establishes how prevalent this two-sided problem is across electronics manufacturing in 2026.

How can manufacturers reduce the mismatch?

The useful unit of analysis is the component and its role in a product—not the company’s total inventory value or quantity. A planning review can sort parts by the consequences of being short, the risk of holding too much, and the reliability of supply and demand signals.

  1. Map critical components to production. Identify which parts can stop a line, which have substitutes, and which can be worked around. A low-cost part may still be critical if there is no viable alternative.
  2. Compare actual demand with the forecast. Track where recent orders depart from the plan and how quickly the demand signal changes. Use that information to revisit procurement assumptions rather than treating an old forecast as fixed.
  3. Measure supply exposure. For each important part, review lead-time length and variability, supplier concentration, open purchase orders, and delivery reliability. This highlights where a disruption can become a production constraint.
  4. Account for lifecycle risk. Consider product redesigns, expected component life, and the risk that stock will become obsolete before it can be used.
  5. Balance the full cost. Compare the cost of working capital, storage, discounts, write-downs, and expediting with the potential cost of idle production and missed sales. The right buffer can differ by component.
  6. Improve coordination and flexibility. Forecasting, collaboration with suppliers, flexible manufacturing, and lifecycle planning are among the approaches discussed in industry commentary and assembly research. They are planning options, not a guaranteed universal fix.
  7. Use software as an aid, not a substitute for decisions. Inventory-planning tools may help bring forecasts, stock, and open orders into view, but their usefulness depends on the quality of the underlying records and fit with the company’s ERP and procurement processes. The choice also has to account for implementation and maintenance effort.
