Total War’s AI is not one opponent with one brain. Campaign AI runs the turn-based strategic layer—threat assessment, force strength, diplomacy, recruitment, construction and task selection—while Battle AI controls units in real time, including formations, attack priorities, siege entry points, reserves and coordination. The unfair feeling usually comes from three things interacting: deliberate difficulty modifiers, imperfect decision rules and occasional bugs or tuning regressions. A faction can receive stronger campaign bonuses without making better decisions, and a sensible campaign objective can still produce a clumsy siege attack.
Campaign AI and Battle AI are separate systems
On the campaign map, the AI repeatedly evaluates what it knows, estimates danger and chooses tasks. It has to decide which armies to recruit, where to move, whether to attack, which buildings to construct and how to value diplomatic deals. Once a battle starts, a different tactical controller handles formations, target priorities, movement and siege behavior. That separation matters: a faction can make a poor strategic choice before the battle and then execute its chosen attack competently, or pursue a reasonable campaign goal and make a visibly bad tactical move.
| Layer | Typical decisions | How an error appears to a player |
|---|---|---|
| Campaign AI | Threat scores, force-strength ratios, recruitment, construction, diplomacy and task generation | Unexpected declarations of war, repeated attacks on the player, weak garrisons, odd recruitment or a faction ignoring an obvious strategic target |
| Battle AI | Deployment lines, attack focus, entry points, gates, walls, breaches, reserves and coordination | Blobs, a one-gate assault, a poor breach choice, reserves arriving late or units failing to support one another |
The two layers also receive different kinds of tuning. A campaign patch can alter threat or recruitment without changing how units navigate a wall. A battle-AI change can improve siege coordination while leaving an enemy faction’s strategic priorities untouched.
Why higher difficulties can look like cheating
Higher difficulty is allowed to change the numbers used by the campaign simulation. Creative Assembly’s Patch 5.2 notes say difficulty buffs were increased by approximately 20% in accordance with faction potential. The same notes describe revisions to recruitment and building priorities. These are explicit advantages, not evidence that the AI has discovered a hidden perfect strategy.

Difficulty can affect more than a visible unit-stat bonus. Faction Potential is a numeric value that varies by campaign and difficulty and feeds several other systems. Creative Assembly has described planned changes involving major-faction strength, autoresolve weighting and under-shroud bonuses. A later update said aggression and faction-potential changes were held back because they produced unintended consequences. Therefore, the exact advantage depends on the game, patch and campaign setup; “Very Hard” and “Legendary” should not be treated as a single universal ruleset.
Does Legendary make the AI smarter?
Not automatically. A difficulty setting can improve an AI faction’s effective resources, combat odds or strategic thresholds without improving its reasoning. If the underlying task selection is poor, a better-funded faction may simply make the same poor choice with a larger army. Difficulty can make an opponent more dangerous while leaving its visible mistakes intact.
Why do players see “free armies” on Very Hard?
Some apparent free-army behavior is the result of buffs and different recruitment thresholds. Campaign AI evaluates force strength using the information available to it, including units, experience, bonuses and stances. It compares that result with a strength ratio required for a task; if the ratio is too low, it spends additional resources recruiting. A high-difficulty faction may reach that threshold faster because its modifiers and faction-potential values are stronger.

There have also been implementation problems. Official notes recorded attempts to recruit units through pooled resources even when those units were not affordable. That is a defect, not a general rule that the AI receives unlimited money. The practical question is which behavior you are seeing: a documented difficulty advantage, a recruitment calculation error or a visual impression caused by autoresolve and replenishment.

How campaign AI decides what is a threat
Threat scores are faction-specific values used in task generation, diplomatic attitude and deal evaluation. The campaign AI does not react to every player action with the same fixed response. Personality, difficulty and the faction’s other evaluations can change how strongly an action is interpreted.
Creative Assembly identified anti-player bias as a major source of unfairness. In an explanation of the campaign system, Principal Technical Designer Radoslav Borisov said: “The current biggest source of anti-player bias in the game is the threat system.” Under the earlier system, player actions could be scaled from 50% to 200% depending on AI personality and campaign difficulty. That means the AI could evaluate an identical player army or settlement differently from an AI-controlled faction.
The proposed beta changes narrowed player threat generation to 90%–120%, added a player-strength multiplier of 100%–120% and removed or reduced many tasks explicitly focused on attacking human forces or settlements. Those ranges describe the proposed balancing approach, not a promise that every released title or patch uses them. They explain why an AI faction may appear to ignore a nearby computer-controlled rival while repeatedly targeting a human player.
Why does campaign AI ignore an obvious threat?
The AI is not omniscient. Its strength evaluation considers what the system knows about a force, then compares that estimate with a task’s required ratio. If the estimated strength, threat or task priority does not cross the relevant threshold, the faction may recruit, move elsewhere or accept a risk that looks irrational from the player’s viewpoint. Construction and recruitment priorities can compound the problem: Patch 5.2 documented slow major-settlement upgrades, inconsistent unit-quality values and mis-prioritized special-resource buildings.

Such behavior is better described as an evaluation or priority failure than as proof that the AI is secretly handicapped. Conversely, if only the human player is repeatedly selected for attacks, anti-player threat scaling is a more plausible explanation than a random tactical error.
What Battle AI is doing during a siege
Sieges expose the tactical system because the AI must solve a constrained pathfinding and coordination problem while under fire. Creative Assembly’s GDC presentation by Lead Battle AI Programmer Andre Arsenault describes a layered architecture containing a battle model, settlement and influence graphs, deployment lines, assault designation, attack focus, entry-point management, gate, wall and breach tactics, storm entry points, reserves and coordination between tactics. The presentation labels the overall system “Battle AI” and separately identifies a “Battle Model” and “Siege Battle AI Architecture.”
The talk was delivered in 2016 for a Warhammer siege-AI design foundation. It documents the architecture and design goals of that period, not proof that every current Total War title uses identical code. Still, it explains why a siege can fail in recognizable ways: the controller must select an entry point, assign an assault, keep units moving through a narrow route, decide when to commit reserves and coordinate several tactical behaviors at once.
Why does siege AI blob or use one gate?
A blob or one-gate assault can result from the entry-point and attack-focus logic concentrating units on the route the model considers most valuable. Walls, gates, breaches and settlement influence areas create different movement costs and tactical values. Once an assault has been designated, units may converge on the same approach even when a human would split the force.

Reserve coordination is another failure point. The battle controller can have a sensible objective—capture the settlement or break a wall—yet release reserves at a poor time or fail to synchronize them with the first wave. That is a limitation of tactical coordination, not evidence that the campaign AI changed its mind mid-battle.

Separating these cases makes troubleshooting much easier.
1. Intentional difficulty bonuses
Higher difficulties can increase AI buffs, alter strength thresholds and interact with faction potential. These advantages are part of the ruleset. They may make an enemy recruit faster, survive autoresolve more often or field a stronger force without making its decisions more intelligent.
2. Strategic evaluation and anti-player targeting
Threat scores, task generation and player-specific multipliers can make the AI value the human player differently from another faction. Repeated attacks on the player, unusual diplomatic hostility or a refusal to recognize a computer-controlled rival can arise here.

3. Tactical limitations
Battle AI has to manage formations, routes, assault designations and reserves in real time. A poor siege approach, a blob or a failure to support a flank is a battle-layer problem even when the campaign decision to attack was reasonable.
4. Bugs and tuning regressions
Official notes have recorded inconsistent unit-quality values, slow major-settlement upgrades, a Lizardmen building bug, unaffordable pooled-resource recruitment attempts and AI factions being forced to remain inactive. Patch 6.1 also records reports of suicidal behavior and concerns that faction-potential changes could make minor factions too easy for major factions to defeat. These are concrete implementation or balance problems, not intended evidence of superior strategy.
How to diagnose the behavior in your campaign
- Identify the layer. If the problem appears before the battle—recruitment, movement, diplomacy, building or target selection—treat it as campaign AI. If it appears after deployment, inspect battle behavior.
- Check the difficulty and patch. Difficulty buffs and faction-potential rules are version-sensitive. Record the game version and whether you are using a beta or modified ruleset before comparing reports from other players.
- Look for a repeatable player-only pattern. One attack can be ordinary task selection. Repeated human-targeted actions while equivalent AI factions are ignored point more strongly toward threat-system bias.
- Compare the force estimate with the visible army. The campaign model includes experience, bonuses and stances, not just unit count. A force that looks numerically larger can still fail the AI’s strength-ratio test.
- Separate recruitment from replenishment and autoresolve. A new army may reflect a threshold-driven recruitment decision, a difficulty modifier or an autoresolve outcome rather than a literal zero-cost spawn.
- Reproduce a siege separately. Save before deployment and observe whether the same entry point, gate or reserve timing recurs. Consistent repetition suggests a tactical rule or map interaction; a single failure may be ordinary battlefield noise.
- Check official patch notes for known regressions. Recruitment, construction, inactivity and suicidal behavior have all appeared in developer documentation. A known issue is a better explanation than assuming every odd result is intentional cheating.
What recent AI updates show about the current state
Creative Assembly is still iterating on campaign AI. In the campaign-AI beta associated with the Update 6.1 discussion, more than 50,000 campaigns were started and 65% continued past the early game. Very Hard was the most popular beta campaign difficulty, followed by Legendary and Normal. The team reported that query-system changes were good enough to ship in Update 6.1, while aggression and faction-potential work needed more testing.

A behavior documented for one update may change when query logic, threat scaling or faction potential is revised. The safest description is therefore conditional: the AI uses explicit evaluations and layered tactical models, but the weights, bonuses and known defects depend on the title and version.
Quick Recap
Practical expectations for players
- Expect asymmetry on higher difficulties. Stronger bonuses can be real even when the AI still makes obvious mistakes.
- Do not infer intelligence from army size. Recruitment thresholds, faction potential and autoresolve weighting can change the forces that reach the battlefield.
- Use siege errors as tactical evidence. A blob or one-gate attack says more about entry-point and coordination logic than about campaign diplomacy.
- Interpret repeated player focus cautiously. Anti-player threat scaling has been acknowledged as a design problem, but the exact values vary by version.
- Report reproducible defects with context. Include difficulty, faction, campaign turn, patch, map situation and whether the issue survives a reload; those details distinguish tuning from a one-off decision.
