Some Android phones arrive with malware because software can be added to a phone during manufacturing or through a later system update. Android devices pass through a supply chain involving multiple companies, and an app placed in a privileged system location may be harder to detect or remove than an app installed by the owner. This is a documented risk—not evidence that every preinstalled app, or every Android phone, is infected.
How can malware get onto a phone before you use it?
Android phones are built through a supply chain: companies may provide hardware, firmware, operating-system customizations, and bundled apps. NIST notes that this design and manufacturing process can influence a mobile device’s security architecture. NIST’s mobile supply-chain overview explains why security depends on more than the app a phone owner chooses to install.
Google’s Android Security 2018 Year in Review identified two routes: a potentially harmful app can be included on a new device, or it can be bundled with an apparently legitimate over-the-air (OTA) system update. In either case, the user does not have to download the app. A developer may deceive a manufacturer or another supplier; a harmful component can also enter during a build or update process. A security incident alone does not establish which company introduced it or whether that company acted knowingly.

Android is adaptable: phone makers can customize the operating system, add product features, and include third-party software. That flexibility allows devices to differ, but it also means several organizations can be involved in what ships. A 2019 study by Gamba and colleagues examined preinstalled software using firmware from more than 200 vendors and identified manufacturers, mobile operators, advertising and tracking services, and social platforms among the stakeholders. The authors discuss how limited supply-chain transparency can leave users unaware of software behavior. Read the study, An Analysis of Pre-installed Android Software.

Bundling an app does not by itself make it malware. A preinstalled app might be a legitimate feature, unwanted software, privacy-invasive software, vulnerable software, or malicious software; those labels are not interchangeable. Poor coding can create security problems, while deliberate malicious behavior is a separate possibility. The evidence for a particular device or app determines which description is justified.
Why can a preinstalled app be hard to remove?
Some bundled apps are placed in privileged system-app locations or receive permissions ordinary apps do not have. Google’s 2018 report says those extra privileges can make harmful behavior easier and removal more difficult, including resistance to security tools or a user’s uninstall attempt. That does not mean every app that cannot be uninstalled is malicious: manufacturers may make ordinary system components non-removable because the operating system or device features depend on them.

What cases have been documented?
These examples show that supply-chain compromises have occurred; they do not describe today’s infection rate or a current list of affected phones.
- Germany, 2019: A June 7, 2019 CERT-EU memo said two Android smartphone models had been sold with preinstalled malware affecting at least 20,000 users in Germany. It named the Doogee BL700 and M Horse Pure 1 in connection with German BSI alerts, and discussed a backdoor variant in the default SoundRecorder app on uleFone S8 Pro phones.
- Historical model counts: The same CERT-EU memo summarized supply-chain compromises reported since 2016, affecting up to 141 Android smartphone models. Its roundup included a downloader embedded in firmware for 26 models, Triada in firmware, and Cosiloon in firmware on 141 smartphones. Those are historical incident figures from the 2019 memo, not current totals.
- Firmware research, 2021: In a thesis, Sutter reports scanning more than 900,000 apps and detecting several hundred malware samples with tools including VirusTotal, AndroGuard, and APKiD. The project notes that dynamic analysis was not feasible. These findings are not a representative estimate of how many phones are infected.
CERT-EU’s 2019 memo and Sutter’s FirmwareDroid thesis describe different kinds of evidence and should not be treated as comparable prevalence measurements. No current global infection rate or current affected-model list is established by these sources.

What can you do if a phone seems to have a preinstalled threat?
Start with device-specific guidance rather than assuming that an ordinary uninstall or reset will fix the issue. A component embedded in firmware or installed with system privileges may persist beyond the controls available to a phone owner.
- Check for official system updates. Use the update mechanism provided in your phone’s Settings app, following the manufacturer’s instructions. An update can address known problems, but this is not a guarantee that a suspected firmware-level compromise has been removed.
- Use the phone’s built-in security features. Run available device checks, but do not assume a generic security app can detect or remove every privileged or firmware-level threat.
- Contact the manufacturer or carrier. Give them the exact model, software version, app name, and any alert you received; ask for device-specific steps. If the concern remains unresolved, use a trusted repair or replacement route.
Google’s 2018 security report described a certification process in which apps on new certified devices were scanned and other common security and privacy issues were checked; manufacturers had to fix problems before certification. That is a dated account of the process in that report, not a guarantee that every Android phone in every market receives identical checks today. The Android security reports archive lists reports through April 23, 2026, but its existence alone does not establish current certification details for every device.
