“Free” tells you what you pay at download, not how an app operates. A free app may earn from advertising, subscriptions, optional premium features, sales of physical goods or services, or paid content sold outside the app. It may also be free without earning any revenue from the app at all.
Apps commonly collect information to provide their core function, save preferences, measure use, personalize content, or support advertising and measurement. Collection is not automatically the same as selling your data. To judge a particular app, identify the stated purpose, who receives the information, what permissions it requests, and which choices the app and your device provide.
What “free” means—and what it does not mean
In app stores, free normally means there is no charge at the point of download. It does not establish that the developer has no revenue, that the app collects personal information, or that the developer sells information to another company. Apple’s developer documentation lists several distinct business models, including one in which an app earns no revenue.
Common app business models
| Model | How the developer can earn | What a user may see |
|---|---|---|
| Free without monetization | No in-app purchases, ads, or purchases of physical goods or services through the app; the app earns no revenue from the app. | A genuinely free utility, public-service app, or companion to another product. |
| Display advertising | Revenue from showing advertisements. Ad delivery, targeting, and measurement may involve third-party software and data practices. | Banner, interstitial, native, video, or sponsored ads. |
| Freemium | The download costs nothing, while users pay for premium features, subscriptions, digital goods, or additional content. | A free tier with limits, upgrades, trials, or recurring billing. |
| Reader app | Users pay or subscribe for content outside the app and then access that content in the app. | News, books, video, music, or other subscription content with account sign-in. |
| Physical goods and services | The app facilitates sales such as food, clothing, transportation, or other services. | A marketplace, delivery, booking, or ride-service app. |
| Paid or paymium | The user pays to download; optional purchases may add features or content. | A paid download with upgrades or in-app purchases. This is not a free-to-download model, but it shows why price alone is an incomplete guide. |
Apple describes these categories in Business Models and Monetization. A developer can also combine models—for example, a free app with advertising and an optional subscription—so the store price rarely tells the whole story.

Why an app collects data
Some information is needed for the service to work; other information supports convenience, analytics, personalization, or advertising. The same technical data can be used for more than one purpose, so read the app’s explanation rather than assuming that every collection event is advertising.
Operating the core feature
An app may need an account identifier, device information, approximate location, contacts, photos, microphone access, or network details to deliver its promised function. A navigation app needs location to calculate a route; a messaging app needs account and message-delivery data; a camera editor may need access to selected photos. The appropriate question is whether the requested category is necessary for the feature you intend to use and whether the app lets you deny unrelated access.
Remembering preferences and activity
Services store settings, language, shopping carts, saved searches, or other choices so they persist between visits. The Federal Trade Commission (FTC) lists saving preferences, remembering searches, and measuring visits among common reasons websites and apps collect information. A cookie or similar identifier can let a service recognize a returning browser or account without that fact alone proving that the information was sold.

Analytics and reliability
Developers use usage events, crash reports, device models, operating-system versions, and network information to understand which features are used and to diagnose failures. Analytics can be first-party—run by the app operator—or provided by a separate company. The recipient and the retention period matter: an app’s policy should explain whether reports are linked to an account or device and whether they are shared with a service provider.
Personalized content and advertising
Collection can support recommendations, locally relevant results, or ads selected using browsing history, app activity, or location. The FTC distinguishes first-party tracking by the service you are using from third-party tracking by another company. Third-party trackers may observe activity across apps or sites to build audiences or measure whether an ad led to an action.
On Apple platforms, App Tracking Transparency applies to the defined cross-company tracking uses and access to the device advertising identifier. Apple’s User Privacy and Data Use guidance also explains privacy labels and developers’ responsibility for code supplied by third-party software development kits (SDKs). The permission is platform-specific; it is not a universal rule for every phone, operating system, or country.

How data can support revenue without a simple “data sale”
An ad-supported app can make money when an advertiser pays for an impression, click, install, or conversion. Data may help choose an audience or measure results, but that does not necessarily mean the developer handed an advertiser a list containing your name. In other arrangements, information may be shared with an advertising network, analytics provider, or data broker under a license or service agreement. Those are different practices and should not be collapsed into the claim that every free app sells personal information.
Four questions that separate the practices
- What is shown? Ads displayed inside the app may be contextual, personalized, or both.
- Who receives data? The app operator may process information itself, or send it to an ad network, analytics company, hosting provider, or other partner.
- Why is it shared? Purposes can include delivering an ad, measuring a campaign, preventing fraud, improving the service, or cross-service targeting.
- Is there a direct transaction? A sale or licensing disclosure is distinct from collection used only to provide the service or fulfill an advertiser’s campaign.
Advertising and analytics SDKs can collect device, network, and identifier information. In a 2016 developer guidance article, the FTC warned that developers need enough knowledge of an SDK’s practices to describe collection, use, and sharing accurately. The FTC’s historical examples involving particular SDK companies were enforcement allegations, not proof that every SDK behaves in the same way. Its broader instruction remains useful: “Even if you need to collect or share data so your app can operate, be clear to users about your practices.” See Marketing Your Mobile App: Get It Right from the Start and Ad libraries and app developers, check out this advice.
Does paying for an app guarantee more privacy?
No. Paying can remove advertising or fund development directly, but it does not by itself prohibit analytics, account tracking, third-party SDKs, or other collection. Privacy depends on the specific app’s practices and disclosures.

What one historical Android study found
A study submitted to FTC PrivacyCon 2019 compared 1,505 pairs of free Android apps and paid counterparts. The free apps were randomly drawn from category-level top charts on Google Play. In that sample:
| Finding | Figure |
|---|---|
| Paid versions reused all third-party libraries found in their free counterparts | 48% |
| Paid versions retained all sensitive-resource permissions of their free counterparts, among relevant pairs | 56% |
| Paid apps showed all the same data-collection and transmission behaviors as their free counterparts | 38% |
| App pairs that provided a privacy policy | 45% |
| Pairs whose free and paid policies differed | Fewer than 1% |
The authors concluded that payment did not guarantee protection from extensive collection in that corpus. These numbers describe a historical, Android-specific sample and should not be treated as a current percentage for all apps or as a prediction about any named app. The full submission is Do You Get What You Pay For? How to check an app before and after installing it
- Read the current store disclosure. On the app’s store page, open its privacy or data-safety section and note the categories collected, whether they are linked to you or your device, and whether the developer declares tracking. Apple says developers are responsible for the app’s own code and included SDKs, but labels remain declarations rather than independent proof of behavior.
- Open the privacy policy. Look for specific purposes, named recipients or recipient categories, retention, deletion, account choices, and a date or version. Vague wording such as “may share data with partners” makes it harder to tell whether sharing is needed for the feature or advertising.
- Compare permissions with the core feature. Deny access that is not needed. If a flashlight requests contacts or a simple calculator requests continuous location, pause and look for an explanation or an alternative. Permission names and controls vary by operating-system version.
- Recheck after updates. An update can add an SDK, a feature, or a new permission. Review the store disclosure and the app’s policy when the purpose of an update appears unrelated to the original function.
- Use device and browser controls. Review operating-system advertising and tracking settings, account-level ad controls, and browser privacy settings. On supported Apple systems, the App Tracking Transparency prompt controls the defined tracking use; other platforms expose different controls and names.
- Use opt-outs or blocking with realistic expectations. The FTC explains that opting out of personalized advertising does not remove advertising altogether. Ad blockers can reduce some ads or trackers but cannot guarantee that every ad or tracking method is blocked.
These steps reduce unnecessary access and improve visibility; they do not make a person completely untracked.

How to compare two free apps
If two apps perform a similar task, compare the disclosures side by side rather than choosing solely by price or star rating.
| Comparison point | What to look for |
|---|---|
| Revenue model | Ads, subscription, premium features, reader content, physical goods or services, sponsorship, or no stated monetization. |
| Data categories | Which categories are collected, whether each is required for the core feature, and whether collection is optional. |
| Recipients and purpose | First-party processing versus advertising, analytics, hosting, or broker partners; match each recipient to a stated purpose. |
| Permissions and choices | One-time or continuous access, granular controls, deletion options, account settings, and opt-outs. |
| Specificity and currency | A dated, detailed policy and a store label that agree with each other and with the app’s visible behavior. |
Apple’s labels can make declared practices easier to compare, but they do not independently verify what an app actually does. A mismatch between the label, policy, and permission requests is a reason to ask the developer for clarification or choose another service.
What is—and is not—established about free apps
- Free access can coexist with advertising, subscriptions, commerce, paid content, or no monetization.
- Data collection can serve functionality, preferences, analytics, personalization, advertising, or measurement.
- Third-party tracking and direct sale or licensing of information are separate questions.
- Paying for an app is not a privacy guarantee.
- There is no single, current percentage showing what share of all free apps sell personal data. Claims about a particular app require that app’s current disclosures and behavior.
The FTC’s consumer explanation, How Websites and Apps Collect and Use Your Information, covers tracking purposes, settings, opt-outs, and the limits of ad blocking. Together with the app’s current policy and store disclosure, it gives you a practical basis for deciding whether the service’s exchange—features in return for money, attention, or information—is acceptable to you.
