Fuel costs can raise cement prices because making cement is energy-intensive at several stages. A kiln heats limestone to about 1,450°C to produce clinker, the key intermediate in cement. Grinding that clinker requires substantial electricity, and diesel can increase the cost of moving raw materials, fuel and finished bags. When those costs rise, producers may seek higher prices, but the increase is neither automatic nor one-for-one.
The final effect depends on the plant’s fuel mix, power source, energy efficiency, transport distances, inventory and contracts, local demand, competitive pressure and the cost measure being used. A producer may pass through some of the increase, delay it or absorb it in a lower margin.
Where fuel enters cement production
Cement is not made by simply mixing limestone with water. The manufacturing chain contains a very high-temperature chemical step followed by power-hungry grinding. Fuel affects both the direct production process and the movement of materials around it.

Plants first prepare limestone and other materials, then feed them into a rotary kiln. The kiln drives the reactions that create clinker, which is later ground with other ingredients to make cement. NITI Aayog’s cement-sector roadmap says the process heats limestone to as high as 1,450°C.

That heat normally comes from fuels such as coal, petroleum coke or alternative fuels. If the delivered price of the kiln fuel rises, the plant needs more money to produce each tonne unless it can switch fuels, improve efficiency or use an existing stock purchased at a lower price.
The scale of this exposure is large. The same roadmap, citing the International Energy Agency’s 2023 data, puts global cement-sector energy consumption in 2022 at 12 exajoules (3,333 terawatt-hours), equal to 7.18% of global industrial energy use. It reports total cement energy consumption of 3.32–3.38 gigajoules per tonne in 2024, and says thermal energy represented more than 90% of cement-production energy consumption as of 2024.
That last percentage describes energy consumed, not the percentage of a retail bag’s price that is fuel. It is therefore evidence of physical fuel dependence, not a universal price formula.
2. Electricity powers grinding and other equipment
After clinker leaves the kiln, large mills grind it into a fine powder. Conveyors, crushers, fans, pumps, separators and material-handling systems also consume electricity. A plant may buy power from the grid, generate some or all of it in a captive power plant, or combine several sources.
Fuel-price movements can affect electricity costs directly when a facility burns fuel for generation and indirectly when the wider power system passes higher fuel costs into tariffs. A captive plant can reduce dependence on grid supply, but it still has to pay for the fuel it burns and for operating the generator. A grid-connected plant may have a different exposure, depending on its electricity contract and the generation mix serving it.

3. Diesel and shipping add a logistics channel
Fuel can raise costs before and after the kiln. Trucks, rail equipment, ships and handling machinery move limestone, additives, coal, petroleum coke and finished cement. Diesel therefore matters to inbound supplies and outbound deliveries, while marine-fuel and freight rates can affect imported fuels or materials.
The size of this channel varies sharply. A plant close to a quarry and its customers has a different exposure from one that imports fuel through a port and delivers bags hundreds of kilometres by road. An industry account from CRISIL in 2022 discussed power, fuel and freight increases together for India, but that grouping should not be read as a fixed share for every country or producer.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Why a fuel increase does not become the same percentage on a cement bag
Fuel is one input among several. A producer’s invoice price or a retailer’s bag price also reflects raw materials, labour, maintenance, packaging, financing, taxes, dealer margins and the balance between supply and demand. Even when fuel costs rise quickly, the seller may be unable to recover the full increase.
Cost shares depend on the date and denominator
Published estimates illustrate why a single global rule is misleading:
| Measure | Reported figure | Scope and qualification |
|---|---|---|
| Power and fuel share of total cost | 26–28% | CRISIL Intelligence India outlook, April 2026; the release also expected this cost to rise 10–12% year on year. |
| Power, fuel and related cost of sales | 30–32% | 2024 industry report filed by JSW Cement, citing CRISIL MI&A Research; the denominator and publication context differ from the 2026 estimate. |
| Total energy per tonne of cement | 3.32–3.38 GJ | NITI Aayog roadmap for 2024; this is an energy-use measure, not a price share. |
| Thermal share of production energy | More than 90% | NITI Aayog roadmap, as of 2024; this is a share of energy consumed. |
The two Indian cost percentages should not be averaged or treated as contradictory. They use different dates and accounting bases. A percentage of total cost is not interchangeable with a percentage of cost of sales, and neither is a percentage of the consumer’s shelf price.

Margins can absorb part of the shock
If competitors hold their prices steady, a producer that raises its own price may lose volume. If construction demand is weak, buyers may postpone orders or negotiate harder. In either case, management may accept a smaller margin rather than pass through the entire fuel increase immediately.
The opposite can also occur. Strong building activity, tight supply or coordinated market expectations can make it easier to recover higher input costs. The same fuel shock can therefore produce different cement-price outcomes in two regions or in two months.
Inventory and contracts change the timing
A plant that bought coal or petroleum coke under a longer-term contract, or built inventory before a price spike, may not face the spot-market increase at once. A producer that must replenish daily at current prices will feel it sooner. Freight contracts, power-purchase agreements and customer contracts can create additional lags. There is no reliable universal delay between a fuel-price move and a cement-price move.
What determines the size of the pass-through
Fuel mix and imported-fuel exposure
Coal, petroleum coke, gas, waste-derived fuels and electricity do not move in lockstep. A plant designed to burn one fuel may have limited ability to switch when that fuel becomes expensive. Imported fuel adds exposure to ocean freight, exchange rates, port charges and disruptions, while domestic supply can create a different set of constraints.
Energy efficiency and kiln technology
Two plants can use different amounts of fuel to make a tonne of clinker. Modern kilns, heat-recovery systems, efficient mills and well-maintained equipment reduce the amount of purchased energy needed for the same output. A more efficient plant has more room to absorb a fuel increase before its cost per tonne rises as much as a less efficient plant’s.

Grid power versus captive generation
Captive generation may protect a plant from some grid shortages or tariff changes, but it does not eliminate energy exposure. The plant still buys fuel and pays for generator operation. A grid-dependent plant may have lower direct fuel handling but greater exposure to utility prices and local reliability. The relevant question is not whether a plant is “captive” or “on the grid” in the abstract, but which arrangement produces the lower delivered cost at that time.
Transport distance and mode
Freight matters more when cement or its inputs travel farther, when deliveries rely heavily on road diesel, or when ships and ports are involved. A local price may therefore diverge from a national fuel trend: two markets supplied by the same producer can have different freight bills and different competitive conditions.
Demand, competition and regulation
Manufacturers have more pricing power when orders are strong and fewer competing tonnes are available. In a weak market, a producer may keep the list price unchanged, offer discounts or reduce production instead. India’s Press Information Bureau said in 2013 that controls over cement price and distribution had been removed and that prices were governed by market forces of demand and supply. That was a historical statement about India, not a current description of every market or a guarantee that prices are entirely unconstrained today.

CRISIL Intelligence’s April 13, 2026 India outlook forecast that cement producers would only partially pass on higher expenses. It expected cement prices to rise 1–3% in the fiscal year discussed, with an expected range of INR 355–360 per bag. It also projected a 4–6% increase in total cost and said power and fuel costs, estimated at 26–28% of total cost, would rise 10–12% year on year.
Sehul Bhatt, Director at CRISIL Intelligence, described the forecast this way: “Geopolitical disruptions will intensify cost pressures for cement makers in the first half this fiscal. A surge in energy prices, which will have a pronounced impact on power and fuel expense, and a moderate increase in raw material and freight cost will push total cost up 4-6% this fiscal.” This is a dated analyst forecast for India and a particular fiscal year, not a realized global price change.

The forecast illustrates partial pass-through: costs were expected to rise more than selling prices. The difference represents pressure on margins, efficiency gains, timing effects or other commercial responses rather than a mathematical error.
Why cement prices can fall while fuel costs are under pressure
Fuel is important, but it does not control the market by itself. The UK Department for Business and Trade reported that UK cement prices were 4.5% lower year on year through June 2026. That statistic does not establish what caused the UK movement, but it demonstrates that cement prices do not inevitably rise whenever fuel costs are elevated. Weaker demand, lower competing input costs, improved supply, inventory liquidation or aggressive competition can outweigh fuel pressure.
This is why a headline such as “fuel up, cement up” should be treated as a potential relationship rather than proof of a fixed elasticity. To identify the cause in a particular market, you would need the relevant plant’s fuel mix, contracts, freight exposure, demand conditions and timing.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHow to assess a cement-price increase in practice
- Identify the level of the price. Check whether the change is at the ex-plant, distributor, retail or delivered level. Freight and dealer margins can change after the manufacturer’s invoice price has not.
- Check the time period. Compare the effective date with fuel purchase and inventory cycles. A spot-price spike may not affect a plant using contracted or previously purchased fuel.
- Separate the energy channels. Ask whether the explanation concerns kiln fuel, electricity for grinding, truck diesel, marine freight or several of them.
- Check demand and competition. A producer in a tight market can recover costs more easily than one competing for weak orders.
- Use the correct denominator. Confirm whether a quoted percentage refers to total cost, cost of sales, production energy or the final retail price.
- Look for partial pass-through. If input costs rose more than cement prices, the producer may have absorbed part of the increase in margin or offset it through efficiency and procurement.
A simple way to think about the price link
For a single tonne, imagine the producer’s cost as four blocks: kiln thermal energy, electricity, logistics and all other costs. A fuel shock directly enlarges the first block and may enlarge the second and third. The selling price rises only if the producer can recover some of that larger total from buyers. The recoverable amount is constrained by competition, demand, contracts and inventory.
This framework also explains why two apparently similar fuel headlines can produce different cement prices. One plant may have efficient equipment, domestic fuel and short deliveries; another may rely on imported fuel, road transport and spot purchases. Their physical exposure and commercial ability to pass through costs are different.
Bottom line
Higher fuel costs put upward pressure on cement prices through kiln heat, electricity and freight. They do not dictate the final price. Fuel mix, plant efficiency, power arrangements, logistics, inventory, contracts, demand and competition determine how much of the pressure reaches buyers and how quickly. India’s 2026 forecast and the UK’s 2026 price decline show why every percentage must be read with its geography, date and measurement basis attached.
