Businesses use VPNs to give employees and vendors a protected connection to approved internal resources when they work outside the office. A VPN can protect data in transit between a user’s device and the organization’s VPN gateway, but it does not secure the device itself or automatically protect traffic after it leaves the gateway. For safer remote access, pair the tunnel with device security, multifactor authentication (MFA), least-privilege access, and clear policies.

What a business VPN does

A business VPN creates an encrypted connection—often called a tunnel—between a user’s device and the organization’s VPN gateway. The gateway can authenticate the user and limit access to the internal hosts, subnets, or applications that person is authorized to use. This lets a remote employee reach approved business resources over an external network without making those resources directly accessible to everyone online.

NIST explains the boundary precisely: “Tunnels use cryptography to protect the confidentiality and integrity of the transmitted information between the client device and the VPN gateway.” The protection applies to the connection between those two endpoints; it is not a guarantee that every part of the remote-work setup is secure. NIST SP 800-46 Rev. 2 describes tunneling as one remote-access method.

What the VPN does not protect

The tunnel ends at the VPN gateway. It does not, by itself, protect communications between that gateway and internal resources, or data stored on the employee’s device. An infected or poorly secured laptop can still expose business information, and a VPN cannot prevent an employee from being tricked by phishing or misusing valid access credentials.

  • Beyond the gateway: Use appropriate internal network protections; do not assume the VPN encrypts every later connection.
  • On the device: Require supported security settings and endpoint protections, and secure locally stored business data.
  • Account misuse: Use MFA and role-based permissions to reduce the risk of a stolen password granting broad access.

How to make remote access safer

The Federal Trade Commission’s Cybersecurity for Small Business guidance recommends considering a VPN for employees and vendors, while also securing connecting devices, training staff, using MFA for sensitive network areas, and keeping guest Wi-Fi separate from the business network.

  1. Set device requirements. Permit connections only from devices that meet the organization’s security baseline. Define how updates, endpoint protection, and lost or compromised devices are handled.
  2. Require MFA for sensitive access. A second factor makes a password alone less useful to an attacker. The FTC identifies a hardware token, such as a USB device that generates temporary codes, as one possible factor; confirm that any chosen method works with the organization’s identity provider and VPN.
  3. Limit permissions. Give each user access only to the resources needed for their role. A VPN connection should not automatically mean broad access to the internal network.
  4. Protect and maintain the gateway. Treat VPN gateways and remote-access servers as security-critical systems. NIST recommends keeping them fully patched, applying an organization-defined security baseline, and allowing administration only by authorized administrators from trusted hosts.
  5. Train employees and set clear rules. Explain how to connect, what devices are allowed, how to report a lost device or suspicious sign-in, and which resources may be accessed remotely.
  6. Separate guest access. Keep guest Wi-Fi separate from the business network so visitors do not share the same network access as employees.

Using a VPN on public Wi-Fi

In its 2019 small-business remote-access guidance, the FTC says employees using public Wi-Fi should also use a VPN to encrypt traffic between the device and the internet. That recommendation concerns the connection’s traffic protection; it does not make an insecure device safe. Continue to require secure devices, appropriate access controls, and MFA for sensitive resources. FTC remote-access guidance

When a VPN is the right fit—and when to consider alternatives

A VPN is one way to provide remote access, not a mandatory model for every employee or every application. NIST notes that organizations may use more than one remote-access solution when groups have different security needs. CISA and partner agencies’ June 18, 2024 guidance discusses risks from traditional VPN deployments, including vulnerabilities and misconfiguration, and encourages organizations to consider Zero Trust, Secure Service Edge (SSE), or Secure Access Service Edge (SASE) approaches where appropriate. Those categories are options to assess, not a universal recommendation. CISA, “Modern Approaches to Network Access Security”

What the guidance establishes

NIST SP 800-46 Rev. 2 was published July 29, 2016; its publication record lists an update of March 1, 2021. CISA’s cited alert was released June 18, 2024. These sources explain the VPN protection boundary and remote-access risks, but they do not establish a quantified security benefit for VPN adoption or show that a specific alternative fits every business.
