Attacks on oil infrastructure can raise gasoline prices because they threaten one or more links in the chain that turns crude oil into fuel: production, pipelines, ports, tankers, refineries and fuel terminals. A confirmed outage removes supply, while a credible threat can move prices before any barrel is lost as traders price the risk of tighter future supply. The size and duration of any pump-price increase depend on what was hit, how long capacity is unavailable, inventories, alternative suppliers and routes, refinery margins, local distribution and taxes.

How an attack moves through the oil-to-gasoline chain

Gasoline prices do not respond to an attack through a single automatic formula. Traders first determine whether the event changes the expected balance between available supply, demand and inventories. The affected asset’s position in the chain then determines whether the main pressure appears in crude oil, refined gasoline, or both.

Production assets

An oil-field, wellhead, gathering system or processing plant that is damaged may reduce the amount of crude reaching refineries. Even if the lost volume is modest globally, a disruption can matter when spare production capacity is limited or when the affected crude grade is difficult to replace. Buyers may bid up benchmark crude and regional grades to secure alternative barrels.

Pipelines, ports and shipping routes

A pipeline failure, port strike, terminal attack or threat to tankers can strand crude in one location while refineries elsewhere face shortages. The world may still have enough oil in aggregate, but moving it to the right refinery at the right time can become more expensive. Insurance, freight, rerouting and congestion add to delivered costs. A threatened chokepoint can therefore lift prices even before physical flows stop.

Refineries and product terminals

Damage to a refinery removes the facility’s ability to convert crude into gasoline, diesel and other products. This can make gasoline scarce directly, even if crude production is unchanged. A terminal outage can have a similar local effect by interrupting storage, blending or truck and pipeline loading. Regional wholesale gasoline prices may rise faster than international crude prices when nearby product stocks are tight.

Fuel distribution

Attacks on product pipelines, depots or import jetties can prevent finished gasoline from reaching retail stations. In that case, the international crude market may barely move while local wholesale and pump prices respond to a temporary shortage. The same event can have little effect in a region with large inventories and many import options, but a large effect in an isolated market.

Why prices can jump before supply is actually lost

Oil is traded in markets that value expected future availability, not just today’s physical deliveries. When news suggests that an important facility or route may be attacked, buyers may purchase futures or prompt cargoes to protect against a shortage. Sellers demand more compensation for holding barrels that might become difficult to replace. Those actions can lift benchmark prices immediately.

The U.S. Energy Information Administration’s analysis of the September 2019 attacks on Saudi oil facilities and the 2020 military operations in Iraq documents this expectations channel. Prices reacted quickly to news about possible supply losses and later reversed as information changed about the scale, duration and likelihood of disruption. The episodes are described in EIA’s January 8, 2020 analysis. A threat that is contained, repaired or rerouted can therefore produce a brief premium rather than a lasting gasoline shock.

Expectations work in both directions. Confirmation that production has restarted, shipping has reopened or alternative suppliers are available can remove the risk premium. Prices may fall even while some physical damage is still being repaired, because the market is pricing the expected future balance rather than the headline alone.

How crude prices become pump prices

Crude oil is a major refinery input, but it is only one part of what drivers pay. The U.S. Energy Information Administration identifies four broad components in the retail price of gasoline:

Component What it covers How an attack can affect it
Crude oil The cost of the oil processed by refineries Lost production, blocked transport or a risk premium can raise crude input costs.
Refining costs and profit margins Converting crude into gasoline and other products, plus the refiner’s margin A refinery outage reduces product supply; tight gasoline availability can widen margins.
Retail and distribution costs and margins Storage, transport to stations, station operations and the retailer’s margin Local route disruptions, scarce truck capacity or extra logistics costs can raise this component.
Taxes Federal, state, provincial or other fuel taxes Taxes generally do not change because of an attack, although governments can alter rates or provide temporary relief.

In its October 2014 study, “What Drives U.S. Gasoline Prices?”, the EIA estimated that about two-thirds of the U.S. pump price in that analysis was attributable to crude oil refinery input cost. It also estimated that about half of a crude-oil price change reached U.S. retail prices within two weeks, with all other market factors held equal. Those are historical U.S. estimates, not a promise that every later shock or local market will show the same share or timing.

“Crude oil is the main input cost in the production of gasoline, and changes in crude oil price, along with changes in gasoline market conditions, drive changes in wholesale and retail gasoline prices.”

— U.S. Energy Information Administration, What Drives U.S. Gasoline Prices?, October 2014

A crude-price increase therefore tends to raise refinery costs, but the pass-through can be slowed or amplified by inventories, competition, exchange rates, seasonal fuel specifications and local taxes. A fall in crude does not guarantee an equally fast fall at the pump if product supplies are tightening or retailers are replacing higher-cost inventory.

The crack spread: why gasoline can move differently from crude

Refineries buy crude and sell products. The difference between a refined-product price and the crude price used to make it is commonly called the crack spread. It is an indicator of the revenue available to cover refinery operating costs and profit, not a direct measure of a station’s retail margin.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An attack can widen a gasoline crack spread in two ways. First, a refinery or product terminal outage can make gasoline scarce while crude remains available. Second, a crude supply shock can raise input costs and prompt refineries to compete for replacement barrels; if gasoline demand remains firm, product prices can rise enough to preserve or widen margins. The spread can also narrow when gasoline demand is weak, inventories are ample or refineries restart.

Refineries produce several fuels at once and have technical limits on how quickly they can change yields. A shortage of diesel or jet fuel can make those products more profitable and influence refinery operating decisions without causing the same percentage change in gasoline. In 2026, EIA reporting on Middle East disruptions described tight international supply and elevated refinery margins, while noting that U.S. refiners could adjust product yields in response to market conditions. The event-specific details are in the July 15, 2026 EIA account.

What determines the size and duration of the gasoline effect?

1. The asset and route that were hit

Compare an oil field, export terminal, pipeline, tanker route, refinery and fuel depot as different problems. A production loss primarily tightens crude. A refinery or product-terminal loss can tighten gasoline directly. A chokepoint attack may affect many grades and products if ships cannot pass, but may have little lasting impact if vessels can quickly reroute.

2. The volume and duration of lost capacity

A brief shutdown, a partial reduction and a sustained loss of millions of barrels per day have very different consequences. Markets also distinguish between nameplate capacity and usable capacity: a facility may be nominally intact but unable to operate because power, feedstock, workers, insurance or export access is unavailable.

3. What traders already expected

If an attack was widely anticipated, some risk premium may already be in prices. A surprise that confirms a worst-case scenario can produce a larger jump. Conversely, an event that proves less damaging than feared can cause a sharp reversal even when repairs continue.

4. Inventories and spare capacity

Commercial stocks, government reserves, spare crude production, idle refinery units and stored finished gasoline provide buffers. Drawing those stocks can prevent an immediate pump-price spike, but prolonged disruption eventually tests the buffer. Releasing emergency reserves can reduce crude tightness without repairing a refinery or local fuel terminal.

5. Alternative suppliers and transport

Imports, substitute crude grades, different ports, rail and truck deliveries, and rerouted tankers can replace some lost flows. Replacement is not frictionless: compatible refinery specifications, available vessels, longer voyages and higher freight rates all matter.

6. Refinery configuration and product mix

Refineries cannot make unlimited gasoline on demand. Their equipment, maintenance status and environmental fuel specifications constrain substitutions. A refinery may increase gasoline output only by reducing another product or running more crude, and both choices have economic and technical limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Local policy and market structure

Taxes, subsidies, regulated prices, price ceilings, temporary tax holidays and government support can change how much of a wholesale shock reaches motorists. A country that fixes retail prices may show a delayed adjustment or a later jump when the policy changes. Competition, station density and distribution distances also create differences between nearby regions.

What recent data can—and cannot—tell you

Observation Scope and qualification What it illustrates
About two-thirds of U.S. pump gasoline price tied to crude input cost EIA study of U.S. pricing, October 2014 Crude is the largest single component, but not the whole price.
About half of a crude-price change passed through within two weeks EIA historical estimate for U.S. retail prices, all other factors equal, 2014 Pass-through has a lag and is not one-for-one.
97% average correlation between weekly U.S. wholesale and pump prices International Energy Agency, January 2015–February 2026 Retail prices generally track wholesale prices over this period; correlation is not proof that every event has the same cause or timing.
Brent front-month futures at $118 per barrel on April 29 and $72 on June 26, 2026 EIA historical quarterly observations Benchmark prices can move substantially as disruption expectations change; these are not current quotes.
Average daily Brent swings of $4 per barrel in April and May 2026 versus $1 in the same months of 2025 EIA comparison; uncertainty about reopening shipping through the Strait of Hormuz was cited Transport-risk uncertainty can increase volatility as well as the price level.

The IEA discusses the wholesale-to-pump relationship and why consumer effects differ by country in its July 9, 2026 commentary. The EIA’s quarterly market reports provide the dated Brent and refinery-margin observations: first-quarter 2026 and third-quarter 2026.

How to assess a new attack without overreading the headline

  1. Identify the asset. Determine whether the event affects crude production, export capacity, a shipping lane, refining, or finished-fuel distribution.
  2. Estimate usable capacity at risk. Look for confirmed barrels or product volumes offline, not only the facility’s maximum nameplate capacity.
  3. Check duration and repair information. A few hours, several days and an open-ended shutdown imply different inventory needs.
  4. Watch the relevant market. Crude benchmarks, regional gasoline futures, physical differentials and crack spreads reveal whether the pressure is in crude, products or both.
  5. Look for buffers. Check inventories, imports, alternate ports, spare production and refinery availability before assuming a global shortage.
  6. Separate wholesale from retail timing. Wholesale prices can react immediately; station prices may adjust as retailers receive replacement fuel and as local competition changes.
  7. Account for policy and geography. Taxes, subsidies, regulated prices and local logistics determine how much of the change reaches a particular driver.

This checklist prevents a common error: treating every attack as if it removed the same quantity of gasoline from every market. Two incidents with similar headlines can produce opposite price paths when their assets, routes, inventories and expected durations differ.

Common misconceptions

  • “Any attack means gasoline prices must rise.” A contained incident, a noncritical asset or a well-buffered market may have little lasting effect; prices can even fall when the risk premium disappears.
  • “Crude and gasoline prices move one-for-one.” Refinery margins, product inventories, distribution costs and taxes interrupt a one-for-one relationship.
  • “A crude shortage is the only route to higher gasoline.” A refinery, terminal or product-pipeline outage can tighten gasoline while crude supply is unchanged.
  • “A high correlation proves causation for every week.” The IEA’s 97% figure describes a specified U.S. period and relationship; it does not identify the cause of each movement or guarantee identical timing.
  • “The first price spike is the final result.” New information about repairs, rerouting, reserves or policy can reverse an initial move.

Why the answer differs from one country or city to another

International crude benchmarks are only the starting point. A coastal city with multiple import terminals may replace lost regional production quickly, while an inland market dependent on one pipeline may face a sharper local increase. Fuel taxes and subsidies can be fixed, variable or temporarily changed. Retailers may hold inventory purchased at different costs, and local competition can affect how quickly wholesale changes appear on station signs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For that reason, a global headline cannot establish a specific pump-price increase for an unspecified future attack. A defensible estimate requires the affected asset, expected lost volume, duration, replacement routes, stock levels, refinery conditions and the country’s tax and pricing rules.

The practical takeaway

Attacks affect gasoline prices when they make crude or finished fuel less available—or make the market believe that scarcity is more likely. The strongest and longest consumer effects occur when a large, hard-to-replace flow is interrupted for long enough to exhaust inventories and when refineries or distribution routes cannot compensate. Expectations can create an immediate price move, while repairs, alternate supplies and policy responses can moderate or reverse it. Crude is usually the largest single input to gasoline, but the final pump price is the combined result of crude, refining, distribution, retail margins and taxes.
