Diesel can stay expensive, or even rise, while crude oil falls because the pump price is not a direct quotation of crude. Crude is one layer of the price; refining margins, distillate inventories, exports, seasonal demand, transportation constraints, local retail costs and taxes can move independently.

In the United States, crude represented about 51% of the monthly average retail on-highway diesel price over 2004–2025, according to the U.S. Energy Information Administration (EIA). The other costs are large enough—and variable enough—to overwhelm a decline in the crude component.

The short answer: diesel is a finished product, not crude oil

Crude oil is the principal feedstock for diesel, but a driver buys a finished, specification-compliant fuel delivered through a particular regional supply chain. Between the oil field and the pump are refinery conversion, product blending, storage, pipeline or truck movement, wholesale trading, retail operations and taxes. Each layer responds to different conditions.

That is why a lower crude benchmark does not guarantee a lower diesel price on the same day. If refineries are constrained, inventories are low, exports are strong or winter heating demand is approaching, the wholesale value of diesel can rise relative to crude. A wider diesel “crack spread” can then absorb some or all of the savings from cheaper feedstock.

What makes up a U.S. diesel pump price?

EIA groups the retail price into four components. Their percentages are not fixed: they change with market conditions and differ by location.

Price layer What it pays for Why it can move independently
Crude oil The petroleum feedstock used to make diesel and other products Benchmark crude prices respond to global production, inventories, geopolitics and expectations, not just U.S. diesel conditions
Refining costs and profits Processing crude, running equipment, meeting fuel specifications and earning a refinery margin Outages, maintenance, available capacity, product yields and the market value of diesel can change the margin even when crude moves lower
Distribution, marketing and retail Pipeline, terminal, truck and storage costs, plus station operating costs and profit Distance from supply, congestion, local competition and operating expenses vary by market
Taxes Federal, state, county and local fuel taxes and fees Tax schedules are set by jurisdiction and do not automatically follow crude prices

For U.S. on-highway diesel, EIA reported a federal tax of 24.40 cents per gallon in 2026. That total includes the 24.30-cent federal excise tax and a 0.1-cent Leaking Underground Storage Tank fee. EIA also reported average state taxes and fees of 35.86 cents per gallon in January 2026. Those figures are U.S.-specific and do not describe taxes in other countries.

Why the diesel crack spread matters

The diesel crack spread is the wholesale diesel price minus the crude spot price, expressed on a comparable per-gallon basis. EIA uses it as an indicator, or proxy, for the relative value of diesel and for refinery margins.

Suppose crude becomes cheaper but wholesale diesel does not fall because buyers are competing for limited barrels. The difference between diesel and crude widens. A refinery may therefore receive a higher product value relative to its feedstock, while motorists see little benefit from the crude decline. Conversely, a narrowing spread can push diesel down even if crude is steady.

The spread is not a refinery’s complete net profit. It does not by itself account for every operating expense, the refinery’s actual product yield, energy use, financing, labor, maintenance, transportation contracts or the prices of other products made from the same crude. It is best used to explain the direction and pressure in the product market, not as an accounting statement.

How diesel supply becomes tight while crude is available

Refinery outages and reduced capacity

Diesel is made in refineries alongside gasoline, jet fuel and other products. A planned turnaround, an unplanned outage or lower operating rates can reduce distillate output even when crude supplies are ample. A disruption in another refining region can also increase competition for available cargoes in the United States.

Low inventories

Inventories are the buffer between production and consumption. When stocks are low, a relatively small outage, weather event or demand increase can cause a large wholesale response because buyers have less fuel available to draw down. Low stocks can keep crack spreads elevated until new production or imports arrive.

Exports and international competition

U.S. refineries sell diesel into an international market. If overseas buyers offer attractive prices, exports can reduce the barrels left for domestic users. EIA’s September 2026 analysis attributed elevated margins partly to reduced global refining activity in Russia, China and the Middle East, along with U.S. net exports and low inventories. That was a dated market explanation, not a permanent rule: trade flows and refinery availability change.

Movement between regions

Fuel cannot move instantly from a surplus location to a shortage location. Pipelines, rivers, ports, terminals, rail routes and storage tanks have finite capacity. A regional disruption can therefore raise prices locally even while another region has adequate supply.

Seasonal demand changes the product market

Diesel demand generally follows freight, construction and other economic activity. Distillate demand also includes heating oil; heating oil and diesel are practically the same fuels and are produced together. Winter heating demand can compete with transportation buyers for the same pool of distillate. Agricultural activity in the fall can add another demand surge as farm equipment consumes more diesel.

EIA reports that distillate crack spreads are usually highest from October through February. This is a recurring seasonal tendency, not a guarantee for every year. Weather severity, crop conditions, exports, refinery operations and starting inventory levels determine how strongly the pattern appears.

Why prices differ from one U.S. location to another

Distance from supply is a basic cost driver. EIA identifies the Gulf Coast as the source of about half of U.S. diesel production. Areas that are farther from Gulf Coast refineries, or that require additional pipeline, barge, rail or truck movements, generally face higher delivered costs.

Regional infrastructure matters as much as geography. A pipeline reversal, a closed terminal, river restrictions, port congestion or limited storage can prevent a low-price region from quickly supplying a high-price region. Local refinery outages can have an outsized effect where alternative supply routes are scarce.

The West Coast—especially California—illustrates how regional isolation can matter. EIA links its relatively high prices to taxes and supply issues and notes that the region is comparatively separated from other U.S. fuel markets. A crude decline observed nationally may therefore translate differently at a California pump than at a Gulf Coast station.

Retail conditions add another layer. Station ownership, local competition, rent, labor, equipment, credit-card fees and delivery contracts affect the final price. Two stations supplied from the same terminal can still post different prices.

A dated U.S. example from 2026

EIA’s October 2026 Short-Term Energy Outlook reported that U.S. retail diesel averaged $6.29 per gallon in September 2026. EIA attributed the increase to both higher crude prices and rising crack spreads. The outlook forecast prices above $4 per gallon through 2027, with low inventories keeping spreads elevated.

That forecast is an EIA projection, not a known future outcome. Retail prices can change as crude markets, refinery operations, inventories, weather and trade flows change. The September average is also a U.S. national retail measure; it does not represent every state, truck stop or international market.

How to compare crude and diesel prices correctly

A misleading comparison often starts with a barrel quote for crude and a per-gallon pump quote for diesel. Those figures describe different units, market stages and cost layers. Use a consistent framework:

  1. Match the geography. Compare a U.S. crude or wholesale benchmark with a U.S. diesel series, or compare equivalent regional data elsewhere.
  2. Match the time period. Use the same day, week or monthly average. A monthly retail average should not be judged against a single intraday crude quote.
  3. Match the market stage. Distinguish crude spot or futures, wholesale diesel and retail diesel. Retail includes costs that wholesale data do not.
  4. Use comparable units. Put crude and diesel on a comparable per-gallon basis before interpreting the difference.
  5. Check the crack spread. A widening spread indicates that diesel is becoming more valuable relative to crude and may offset a lower feedstock price.
  6. Check supply conditions. Review distillate inventories, refinery availability, imports, exports and regional transportation constraints.
  7. Check the calendar and taxes. Winter heating, fall agriculture, state tax changes and local retail costs can explain a divergence that crude alone cannot.

Why diesel is often pricier than regular gasoline

EIA reports that diesel has generally been more expensive than regular-grade gasoline since September 2004. It cites increased worldwide distillate demand and the costs of producing and distributing U.S. ultra-low-sulfur diesel. Gasoline and diesel are separate product markets: they use different specifications, have different seasonal demand patterns and can face different refinery and logistics constraints. A crude decline therefore does not force their retail prices to converge.

Common mistakes when interpreting a price drop

  • Assuming crude is the whole bill. EIA’s 2004–2025 U.S. estimate puts the crude share at about 51% of monthly average retail on-highway diesel, leaving substantial room for other components to move.
  • Calling the crack spread pure profit. It is a margin indicator, not a refinery income statement.
  • Expecting a fixed lag. Diesel does not always follow crude after a universal number of weeks. The timing depends on inventories, contracts, refinery operations, transportation and local pricing.
  • Comparing unlike benchmarks. A global crude futures contract, a regional wholesale diesel quote and a local pump price can diverge simply because they represent different markets.
  • Generalizing U.S. taxes internationally. The federal and state figures above apply to U.S. on-highway diesel; other countries use different tax systems, currencies, regulations and supply chains.
  • Ignoring retail timing. A station may have purchased its inventory under an earlier wholesale price, and competition can affect how quickly it changes the posted price.

A practical explanation for a real-world divergence

Imagine crude falls during a period when several refineries are offline and distillate inventories are below normal. Export demand remains strong, and winter heating demand is beginning. Wholesale diesel may hold steady or rise because buyers value each available gallon more highly. The crack spread widens. After pipeline and trucking costs, retail margins and taxes are added, the pump price can remain high even though the crude component is cheaper.

If refineries return, inventories rebuild, exports ease and seasonal demand weakens, the spread can narrow. Retail diesel may then fall even if crude is unchanged. The direction at the pump reflects the combined movement of all layers, not a simple one-for-one response to crude.

What to watch when diesel and crude move in opposite directions

  • Wholesale diesel and the diesel crack spread, rather than crude alone
  • U.S. distillate inventory levels and their distance from typical seasonal ranges
  • Refinery utilization, maintenance and unplanned outages
  • Net exports and disruptions in major refining regions
  • Heating demand from October through February and fall agricultural demand
  • Pipeline, terminal, port, river and storage constraints in the relevant region
  • Federal, state and local tax changes and station-level retail competition

These indicators answer different parts of the question. Crude describes the feedstock; the crack spread describes the product’s relative value; inventories and refinery data describe immediate availability; trade and seasonality describe demand pressure; and taxes and logistics explain why the retail price differs from wholesale markets.

Bottom line

Diesel prices can diverge from crude because diesel is priced in its own distillate market. Crude is a major input, but refining margins, inventories, refinery outages, exports, heating and agricultural demand, regional transport limits, retail costs and taxes can all move separately. When those forces tighten diesel supply, a wider crack spread can offset falling crude and keep the pump price high. The most reliable explanation comes from examining the complete price stack in the same geography, period, unit and market stage.
