Developers are more likely to use an internal developer platform when it makes their everyday work easier. They may avoid one that adds steps, funnels routine work through tickets, limits useful choices, or solves the platform team’s operational problems without solving theirs. The practical fix is to find where delivery gets stuck, then improve the workflow and measure whether teams can complete real tasks more effectively.
Here, “the platform” means an organization’s internal developer platform (IDP), not a public software ecosystem. The available guidance is practitioner-informed; it does not establish that platform adoption causes higher productivity across organizations.
Why developers may not use the platform
An IDP is a product for its developer users, not just an automation layer for the team that operates it. A platform can reduce provider-side toil yet fail to give application teams a worthwhile reason to change how they work. Thoughtworks platform strategist Jason Wolfe recommends asking users about their delivery friction before deciding what to build.

If a platform automates infrastructure tasks but leaves developers’ common delivery work just as slow or confusing, its value to them may be limited. Start with a task that developers need to complete; assess whether the platform removes steps or waiting, improves reliability, or makes the task simpler.

It preserves ticket queues and other bottlenecks
Putting a new interface on an old approval queue does not make work self-service. If developers still have to wait for a platform-team response to perform routine tasks, the new system may reproduce the friction it was meant to remove. Make clear which actions users can take independently, where human judgment is required, and how users can see a request’s status.
It assumes every team works the same way
Teams can have different delivery needs and toolchains. Copying one workflow across an organization without checking those differences can make the platform feel like a poor fit. InfoQ’s practitioner panel identifies loss of developer freedom as an adoption hurdle and recommends involving developers in golden-path design, integrating with their tools, and enabling component-based onboarding rather than forcing a wholesale switch.

It is treated as a mandate, not a product
Requiring teams to use a platform can raise usage figures without showing that it meets their needs. The 2026 multivocal literature review identifies organizational resistance as a leading barrier in its source set and warns that mandated use can inflate apparent adoption. Its practitioner takeaway is to design “golden paths as enablers instead of mandates.”

How to diagnose the adoption problem
- Talk to users and nonusers. Include developers who use the platform, those who avoid it, and teams with different workflows. Ask about a specific task that is slow or blocked rather than relying only on general satisfaction. Wolfe suggests asking, “What is your single biggest friction point in the current delivery lifecycle?”
- Trace the task from start to finish. Record the steps, waits, handoffs, errors, and recovery work involved. Check whether the platform removes friction for the consuming team, not only effort for its operators.
- Find where self-service ends. Identify routine actions that still require tickets, unclear approvals, or a platform-team intervention. State what developers can do on their own, when a human decision is needed, and how progress is communicated.
- Check fit with existing work. Find out whether the platform integrates with the tools teams already use and whether its standard paths accommodate meaningful differences between teams.
- Compare like with like. Where teams have alternatives, compare the same task across time and number of steps, reliability and recovery, autonomy, onboarding effort, and ongoing maintenance burden. A login or portal-use count alone cannot tell you which approach helps more.
How to improve adoption without mistaking compliance for value
Design around common tasks
Prioritize work developers actually need to do. Build or change platform capabilities around observed delivery friction, and make the benefit clear to the consuming team. An internal automation is not automatically a developer experience improvement simply because it reduces work for its maintainers.

Make useful paths easy, not compulsory
Involve developers in creating and maintaining golden paths, and let teams adopt useful components when they are ready. Integrate those paths into the existing toolchain where practical. Appropriate standards can guide teams, but forced compliance is not evidence that the platform is useful.
Set explicit boundaries for autonomy
Document what teams can self-serve and what requires a human decision. For the latter, explain the reason, expected process, and status visibility. This helps teams understand where the platform offers independence and where organizational controls still apply.

How to measure whether the platform is helping
Google Cloud recommends looking at several dimensions: engagement, usage, adoption, retention, and task success. A useful measurement set combines platform telemetry with developer feedback and outcomes on real work.
Windows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallCrashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- Usage and feature adoption: Track registrations, active use, and which capabilities teams use—not just visits to a portal.
- Task outcomes: Measure completion, errors, and the steps or time required for representative tasks.
- Retention and dormancy: Watch whether teams return or stop using capabilities, then investigate what changed.
- Developer feedback: Ask about specific workflows and friction, and interpret satisfaction alongside behavior.
None of these measures is conclusive on its own. High usage can reflect a mandate, while a satisfaction rating may not reveal whether use is deep or limited to a narrow feature. Google Cloud also cautions that churn can follow changes outside the platform; check for shifts in project needs or team structure before attributing it to a product defect. The 2026 review finds that measurement attribution remains a challenge and that longitudinal evidence for causal effects on productivity is absent.

What survey figures can—and cannot—tell you
Port’s 2024 State of Internal Developer Portals report draws on a vendor-published, self-reported survey of 100 full-time employees at companies with at least 150 developers in the US and Western Europe. It was conducted in October 2023 with Global Survey. Respondents included platform engineers, developer-experience professionals, platform product managers, and SREs. The figures describe what those respondents reported, not universal measurements of developers.
| Reported finding | What it represents |
|---|---|
| 70% said developers spent 3–4 hours a day on non-core work because of the absence of platform engineering. | Respondents’ reports in the Port survey; not an independently measured average for developers generally. |
| 68% reported average software deployment lead times of several weeks or months. | Respondents’ reports in the same survey. |
| 75% said they used surveys or custom reporting rather than SPACE or DORA metrics to measure developer productivity. | Respondents’ reported measurement methods. |
| 34% reported using internal developer portals to drive engineering standards. | Respondents’ reported portal use for this purpose. |
These results provide context about the surveyed organizations, but do not show that a platform caused a particular productivity outcome or that one portal approach will work for every team. The 2026 literature review also notes that only 2 of the 88 sources in its selected corpus (2.3%) were from tier-1 venues with platform engineering as their primary topic. That is the review authors’ characterization of their corpus, not a measure of the entire research field.
