Data centers can be designed, financed and constructed on a developer’s schedule, but their electricity arrives on a utility and regional-grid schedule. A site is not operational merely because its buildings are finished: it also needs an approved interconnection, transformers, substations, transmission and distribution capacity, dependable generation, reserves and testing. Those assets often require separate studies, permits, equipment orders and construction measured in years.

The short answer: a building can finish before its power connection

A data-center developer controls much of the building program. It can buy land, secure permits, order servers and cooling equipment, and build in phases. The electric utility cannot simply switch on an unlimited new load at the property line. It must confirm that the local network can carry the requested demand without violating voltage, thermal or reliability limits, then plan and construct any upgrades. Regional grid operators may also need new generation, transmission and reserve capacity.

These are two linked but different projects. A completed shell, even one filled with racks and cooling plant, does not equal energized computing capacity. An interconnection application, a place in a queue or an announced generation project likewise does not prove that power will be available on the date a facility wants to start.

The timing gap is most visible where developers cluster near fiber routes, cloud customers and major cities. Those locations offer excellent network connectivity and access to workers, but the existing grid may have little spare headroom. Moving to a remote area with abundant generation can ease one constraint while creating new transmission, fiber or workforce problems.

Why the two construction schedules diverge

What a data-center developer can do directly

  1. Select and acquire a site. Fiber access, land, water, zoning and proximity to customers are evaluated before final design.
  2. Obtain local approvals. Buildings, generators, cooling systems, noise controls and environmental measures often go through separate permitting tracks.
  3. Construct the campus. Foundations, halls, cooling, networking, backup systems and security can be built in parallel, sometimes in several phases.
  4. Install information-technology equipment. Servers and networking hardware can be delivered on a procurement schedule that is independent of the utility’s construction program.

A developer can therefore make visible progress while the grid study or network upgrade is still incomplete. It may finish a hall and wait for a substation, or energize only an initial phase while later capacity remains conditional.

What the electricity system must coordinate

  1. Interconnection studies. The utility and, where applicable, a regional transmission organization model the requested load and identify reinforcements.
  2. Local equipment. New feeders, breakers, transformers, substations and protection systems may be required.
  3. Bulk-system capacity. The region must have enough generation and reserves for normal conditions and stressful events, not just an unused line near the property.
  4. Transmission and fuel infrastructure. New lines, gas delivery, storage or other facilities can require long siting and permitting processes.
  5. Testing and energization. Protection settings, power-quality checks and staged commissioning must be completed before continuous high-density load is accepted.

Each step has different owners, contracts and approval dates. A utility may be waiting for a transformer while a transmission operator is waiting for a right-of-way, and both may depend on a final load forecast from the customer.

How quickly is data-center electricity demand growing?

The International Energy Agency (IEA) estimates that data centers consumed 415 terawatt-hours (TWh), about 1.5% of global electricity, in 2024. In its 2025 base case, global data-center use rises to about 945 TWh by 2030 and roughly 1,200 TWh by 2035. The IEA’s 2035 scenarios span approximately 700 to 1,700 TWh because AI adoption, computing efficiency, model design and infrastructure bottlenecks are uncertain.

United States estimates also differ by method and boundary. A 2024 Lawrence Berkeley National Laboratory (LBNL) report, summarized by the U.S. Department of Energy (DOE), puts data centers at 176 TWh, or about 4.4% of U.S. electricity, in 2023. The same report forecasts 325–580 TWh, approximately 6.7–12% of U.S. electricity, by 2028. Those are a range of modeled outcomes, not an observed result.

The Electric Power Research Institute, cited by DOE, gives a separate estimate: data centers could use up to 9% of U.S. generation annually by 2030, compared with 4% in 2023. Because the definitions and assumptions differ, these figures should not be blended into one precise forecast.

Measure Value What it means
Global data-center electricity, 2024 415 TWh; about 1.5% IEA estimate of consumption in that year
Global demand, 2030 About 945 TWh IEA base-case projection
Global demand, 2035 About 1,200 TWh; 700–1,700 TWh scenarios IEA base case and uncertainty range
U.S. data centers, 2023 176 TWh; about 4.4% LBNL estimate reported by DOE
U.S. data centers, 2028 325–580 TWh; about 6.7–12% LBNL forecast range reported by DOE
U.S. regional-market demand growth 2.8% in 2024 FERC figure for organized markets

Rapid growth matters because a large campus behaves differently from ordinary commercial demand. It can request hundreds of megawatts, operate around the clock and increase in blocks as new halls come online. A regional operator must plan for the maximum credible load, not just the first building’s average consumption.

Where the power-supply bottleneck forms

Interconnection queues are not a delivery calendar

At the end of 2024, active projects in U.S. regional interconnection queues totaled 2,289 gigawatts (GW), down from 2,368 GW in 2023, according to the Federal Energy Regulatory Commission (FERC). This is the capacity of projects seeking connection, not data-center demand and not capacity that will necessarily be built. Projects can withdraw, be redesigned, fail to obtain financing or face network-upgrade costs that make them uneconomic.

The same caution applies to a data center’s load request. A queue position means studies and agreements are in progress; it does not mean a substation has been energized. Customers should ask for the status of the facilities, the executed interconnection agreement, the required upgrades and the conditions that could delay service.

Transmission takes years and equipment is scarce

The IEA says new transmission lines in advanced economies commonly take four to eight years to build. Planning, land acquisition, environmental review, procurement and construction all contribute. The agency also reports that transformer and cable wait times doubled in the three years before its 2025 analysis. A project can therefore have funding and a final design yet still wait for a critical long-lead component.

FERC reported that more than 5,000 circuit miles of transmission projects entered service in 2024. That demonstrates that expansion is occurring, but completed lines do not automatically serve every high-growth cluster. A new line hundreds of miles away may not relieve a constrained distribution circuit at a particular data-center site.

Generation and reserves must be firm enough

Adding solar or wind energy can increase annual supply, but it does not by itself guarantee power during every hour a data center operates. The grid also needs transmission, storage, demand flexibility and resources capable of covering periods of low renewable output. Gas, nuclear, hydropower, batteries and other technologies each have different construction times, operating characteristics, emissions and fuel risks.

The IEA estimates that around half of global data-center demand growth through 2035 is met by renewables in its outlook, with natural gas and nuclear also contributing. That is a modeled global mix, not a promise for a particular facility. DOE’s portfolio includes solar, wind, storage, existing nuclear and hydropower, next-generation geothermal and nuclear, grid improvements, efficiency, flexible load and planning or tariff reforms.

Clusters consume the remaining headroom

The IEA says 50% of U.S. data centers under development are in pre-existing large clusters. Concentration can overwhelm a local network even when the wider country has adequate generation. Several projects may request service from the same substations, corridors or regional market, forcing upgrades to be sequenced rather than delivered simultaneously.

What reliability looks like in the United States

FERC’s summer 2025 assessment expected all U.S. regions to have adequate resources for forecast summer demand and reserves under normal operating conditions. It also warned that margins were tightening as resources retired and load rose, largely because of hyperscale users such as data centers. New England, MISO, ERCOT, SPP and PJM had a higher likelihood of tight generation availability under certain conditions. That was a dated seasonal outlook, not a universal claim that every region faced an imminent shortage.

FERC’s 2024 market summary presents a mixed picture. Electricity demand in organized markets increased; coal retirements exceeded retirements of other resource types; gas capacity also retired; and most new capacity came from solar, gas, batteries and wind. Transmission projects entered service as well. The challenge is therefore not simply “nothing is being built.” It is that load can arrive faster, in more concentrated locations and with a flatter hourly profile than the combination of new and retained resources can accommodate.

FERC Chairman Mark Christie described the underlying tension in the agency’s March 20, 2025 market-report release: “The combination of rapidly increasing electricity demand, driven by hyperscale customers such as data centers, paired with the alarming rate of base load generation retirements and lack of new dispatchable generation, is not sustainable and must be addressed.” The statement identifies a planning risk; it is not a forecast that every customer will lose service.

Which responses can close the gap?

Response Strength Limitation to check
Build or upgrade transmission Moves power into constrained regions and can serve multiple customers Four-to-eight-year construction timelines, siting disputes and long equipment queues
Add local generation Can provide capacity near the load and reduce dependence on a distant corridor Fuel, emissions, permitting and operating-cost concerns; may not solve distribution constraints
Renewables plus storage Reduces fuel use and can shift energy into high-value hours Output is weather-dependent; storage duration and interconnection still matter
Existing nuclear, hydro or other firm resources Supplies steady or dispatchable capacity without building an entirely new site Availability, licensing, transmission access and regional limits vary
Flexible data-center load Moves non-urgent computing, charging or batch work away from grid-stress periods Latency-sensitive services cannot always be interrupted; contracts and software controls are required
Efficiency and better utilization Reduces the megawatts needed for the same computing output Efficiency gains can be offset by demand growth and do not replace local wires
Relocate or phase the campus Uses areas with more headroom and makes demand easier to sequence May sacrifice fiber, workforce, water access or proximity to users

Added generation alone cannot fix a local transmission or distribution bottleneck. Conversely, a new line cannot compensate for insufficient regional reserves. Effective plans combine siting, network upgrades, firm capacity, storage, efficiency and demand flexibility.

How developers and utilities can reduce schedule surprises

For a developer evaluating a site

  • Request the utility’s available-capacity study, not just a marketing statement that power is nearby.
  • Separate the date for an initial energized block from the date for the campus’s ultimate build-out.
  • Identify every network upgrade, its owner, procurement status, cost allocation and critical-path date.
  • Ask whether the service depends on a generation project, transmission project or transformer that is not yet under construction.
  • Model normal operations, heat waves, cold snaps, outages and renewable-output variability.
  • Design controls that can curtail or shift non-latency-sensitive workloads when the grid operator calls for flexibility.

For utilities and grid planners

  • Use staged load commitments so a customer receives capacity as verified milestones are met.
  • Publish transparent queue assumptions and distinguish studies, signed agreements, construction starts and energization.
  • Coordinate transmission, distribution, generation and fuel planning instead of treating each request as an isolated feeder project.
  • Update forecasts when AI hardware efficiency, utilization or deployment plans change.
  • Consider tariffs and flexibility programs that reward customers for reducing demand during constrained hours.

Why forecasts should be read as ranges

AI adoption, model efficiency, hardware performance, workload placement and data-center utilization can all change the amount of electricity required. The IEA’s 700–1,700 TWh range for global data-center demand in 2035 illustrates that uncertainty. U.S. projections from LBNL likewise span a wide interval, while the EPRI estimate uses a different baseline and time horizon.

Infrastructure forecasts have a second uncertainty: a proposed project may never reach operation, or may be delayed long enough for another project to use the available capacity. The IEA estimates that about 20% of planned data-center projects could be at risk of delay if grid risks are not addressed. That is an estimate of exposure, not a measured share of completed facilities.

Generation queues show the same distinction. In 2025, at least 1,700 GW of advanced-stage renewables and 600 GW of utility-scale batteries were awaiting grid connection globally, according to the IEA. Those figures describe generation and storage projects seeking connection; they are not data-center load requests and cannot be counted as power already available.

What the timing gap means for readers

When a provider announces a new data center, treat the announcement as a construction and capacity plan, not proof of immediate service. The practical questions are where the facility is, which utility and grid operator serve it, how much load is contracted for each phase, what upgrades are funded, and when those upgrades are expected to energize.

The core problem is a coordination problem: computing investment can be approved in months, while substations, transformers, transmission lines and dependable generation often require multi-year planning. Closing the gap does not depend on one technology or a single national ratio between building time and utility time. It depends on matching each project’s location, load shape and commissioning sequence with the physical and regulatory limits of the grid that will serve it.
