Cryptoassets and foreign exchange are connected in developing economies, but they are not the same subject. Dollar-linked stablecoins can make digital access to foreign currency and cross-border transfers easier for some people; they can also expose users to new costs and risks, while increasing pressure on local currencies and financial oversight. Whether they help depends on local inflation, exchange-rate conditions, payment infrastructure, regulation and the full cost of converting money in and out.
What do crypto and forex mean in this discussion?
Cryptoassets are digital assets that can be transferred or held using blockchain systems. Stablecoins are a subset designed to track a reference asset, commonly a fiat currency such as the U.S. dollar. They are not equivalent to cash dollars, bank deposits, central-bank digital currencies or guaranteed claims redeemable at par. Their value and usability depend on the token, its backing and redemption arrangements, the platforms involved and the rules where a person lives.
Here, “forex” means access to foreign currency and the conditions for exchanging it—not leveraged retail forex trading. The available evidence does not establish a country-by-country comparison of retail forex brokers, their protections or their rules. Crypto adoption figures should not be treated as a measure of forex access.

Demand differs across countries and communities. The Bank for International Settlements’ 2023 analysis describes users in emerging-market economies turning to cryptoassets when savings and investment options are limited or when they perceive domestic currencies as volatile. These are reasons people may adopt crypto, not evidence that it reliably preserves purchasing power or improves their financial position.

The IMF’s May 2026 remarks identify familiar drivers of dollarization behind stablecoin use: foreign-exchange volatility, inflation, weak institutional frameworks and poor policy credibility. Access to dollars, remittance needs, existing payment systems and regulation can also shape demand. A stablecoin may feel like a convenient way to hold or transfer digital dollars, but that does not make it a risk-free substitute for local money.
When local-currency and foreign-currency stablecoins operate on shared infrastructure, people may exchange them through on-chain markets or peer-to-peer swaps rather than through traditional banks or foreign-exchange dealers. That can create additional paths to currency conversion, but it can also make oversight and controls designed around conventional intermediaries harder to apply, as the IMF discusses in its August 2026 analysis.
Can stablecoins make remittances cheaper or faster?
They may offer a faster or less expensive transfer route in some corridors, but a low blockchain transaction fee is not the same as a low total cost. The relevant comparison is how much the recipient ultimately gets, after the sender’s fees, exchange-rate spread, conversion into stablecoins, cash-out and other on- or off-ramp charges. Settlement speed also does not guarantee that a recipient can quickly turn a token into local cash or usable funds.

In August 2026, the IMF reported that forthcoming research put the cost of sending $200 using stablecoins at between negative 2 percent and 8 percent depending on the corridor, with a “stablecoin premium” in some markets. The same remarks said end-user costs can fall below the global average remittance cost of 6.5 percent, while emphasizing that on- and off-ramp fees and exchange-rate differences make savings uneven. These are IMF-reported estimates, not universal prices or final published quotes for every corridor; see the IMF remarks for context.
For a real transfer comparison, check the amount received rather than relying on a headline network fee. Include the time to settlement and cash-out, local liquidity and access to cash or mobile-money agents, eligibility and identification requirements, and the provider’s legal status and customer recourse. The sources reviewed do not establish comparable current fees or rules for named remittance corridors, so no service can be ranked on this evidence alone.
What do adoption figures show—and what do they not show?
Available statistics describe different kinds of activity and should not be collapsed into a count of people using crypto for remittances or foreign exchange. For example, the IMF Financial Access Survey’s 2025 annual report gives these examples:

| Reported figure | What it measures | Important limit |
|---|---|---|
| 43 percent of crypto transaction volume in Sub-Saharan Africa was stablecoins in 2024 | A reported regional share of crypto transaction volume, attributed in the IMF report to cited research | It is not a measure of remittances, household ownership or inclusion. |
| About USD 92.1 billion in crypto value received by Nigeria between July 2024 and June 2025 | Crypto value received, attributed by the IMF report to Chainalysis | It is not necessarily remittance value and does not count individual users. |
| USD 5 billion in remittances to Mexico facilitated by Bitso | A figure attributed by the IMF report to Bitso | It does not represent the whole Mexican remittance market. |
The same IMF report cites examples of low-cost blockchain services, but these figures do not establish typical user costs, net savings or access for underserved people. More broadly, the Chainalysis 2026 report page names Brazil as the global leader in its list of top crypto-adopting countries, alongside the United States, Singapore, Canada and Ukraine. That commercial analytics firm’s landing page does not provide detailed methodology or figures, so the ranking is not a definitive measure of household use or financial inclusion.
No single global statistic in the available evidence establishes how many people in developing nations use crypto for remittances or forex. Transaction values, shares of activity and adoption rankings answer different questions from the number of people who use a service, why they use it or what they pay.
Does digital-dollar access automatically improve financial inclusion?
No. A digital payment option is useful only if people can reach and use it. The World Bank’s Fintech and the Future of Finance discussion highlights barriers such as lacking a smartphone or identification and needing physical access points to move between cash and crypto. Connectivity, access to regulated exchanges or other on- and off-ramps, and the ability to cash out also matter. The report described technologies intended to support near-instant, lower-cost small transfers as untested at scale, with risks not well understood in that report; this is a qualification about the evidence available there, not a current comparison of every product.

El Salvador illustrates why legal status and subsidies alone should not be mistaken for inclusion. The IMF’s March 2025 country analysis found no visible improvement in financial inclusion in the period assessed and reported that individual and business acceptance and use of Bitcoin remained minimal despite public subsidies for transaction costs. It also identified fiscal contingencies, consumer protection and governance as risks. This finding cautions against assuming that legal-tender adoption produces inclusion; it does not determine the value of every crypto payment service or describe every country’s experience.

Currency substitution and monetary policy
If people increasingly use foreign-currency stablecoins for transactions or savings, local money can lose ground. The IMF warns that this may weaken monetary-policy transmission and reduce seigniorage, particularly where inflation, exchange-rate volatility or weak institutional credibility already encourage demand for digital dollars. As IMF Financial Counsellor Tobias Adrian put it in May 2026: “Where inflation is high, the exchange rate is volatile, or institutional credibility is weak, foreign-currency stablecoins can displace local currency in both transactions and savings.” The remark appears in the IMF’s discussion of tokenized finance and money.
Capital flows and financial intermediation
Moving funds across borders may become easier, complicating capital-flow management. A shift from foreign-currency bank deposits to stablecoins could also affect domestic intermediation, although the IMF says clear evidence of disintermediation is limited. The concern is a possible channel for risk, not proof that stablecoin use has already caused broad bank deposit losses in every adopting economy.

Market, liquidity and operational risks
The BIS identifies market, liquidity, credit and operational risks, as well as possible bank-disintermediation and capital-flow channels. A token designed to track a currency is not itself a guarantee that a holder can redeem it at par, access liquidity when needed or avoid platform and operational failures. The BIS presents these as risks policymakers should address, not as outcomes that must occur in every country.
Data gaps and uneven regulation
Blockchain addresses do not directly establish a user’s residence or the purpose of a transaction. Exchanges, over-the-counter markets, custodial wallets and off-chain activity further limit visibility. The IMF points to reporting and oversight of exchanges, custodians, payment platforms and on- and off-ramps, together with cross-border cooperation, as relevant policy considerations in its August and May 2026 remarks.
Rules also differ across jurisdictions. The BIS Financial Stability Institute’s June 2026 summary reports that, as of August 2025, 11 jurisdictions had finalized comprehensive frameworks for cryptoasset activities and five had done so for stablecoins. It describes significant differences and gaps; the counts do not mean those jurisdictions comply with every standard. A global snapshot cannot substitute for checking a country’s current rules and consumer protections.

How should readers assess claims about crypto and forex?
Start by identifying what is being measured. A crypto transaction may represent a payment, a trade, a transfer between a person’s own wallets or another use; it is not automatically a remittance or evidence of broad access to foreign currency. Likewise, a stablecoin’s dollar peg is a design objective, not proof of guaranteed redemption or a better outcome than other available options.
- For a transfer: compare the full sender cost and the amount the recipient receives, including conversion spreads and both on- and off-ramp fees.
- For practical access: check cash-out time, local liquidity, agent availability, required identification, device access and connectivity.
- For risk: consider custody, redemption, counterparty and operational risks, as well as the consequences if a platform or payment route becomes unavailable.
- For the legal position: verify current local rules, consumer recourse and any applicable foreign-exchange or capital-flow controls.
- For adoption claims: distinguish transaction volume and value from user counts, remittance totals and evidence of financial inclusion.
These checks matter because adoption is contextual, and the available cross-country evidence does not establish one typical user, cost or outcome for developing economies as a whole.
