A credit-card issuer may request documents for three different reasons: to verify that you are the person applying or using the account, to evaluate whether your income supports required payments, or to understand unusual or higher-risk account activity. A government ID, proof of income, and evidence tracing a particular payment to its source answer different questions. In the United States, these checks are generally risk-based; there is no rule that every cardholder must provide source-of-funds records in every situation.
One request can involve three separate checks
People often describe every document request as an identity check, but issuers may be asking about identity, credit underwriting, or the origin of money moving through the account. Identifying the category helps you provide the right records and avoid sending unnecessary sensitive information.
| What the issuer asks about | Question being answered | Common timing | Evidence that may be relevant |
|---|---|---|---|
| Identity | Is this applicant or customer really the person named on the account? | Application, account opening, or a later verification review | Unexpired government-issued photo identification, or information checked through non-documentary sources |
| Income | Can the applicant make at least the required minimum periodic payment? | Before granting or increasing credit | Income information and, when requested, records that support it |
| Source of funds | Where did a particular payment, deposit, transfer, or other activity come from, and does it fit the account profile? | Usually a risk-based review of account activity, though procedures vary | Records that trace the specified funds to their origin, as described in the issuer’s request |
The categories can overlap. For example, an issuer might verify identity while opening an account and later ask about a large payment because the activity requires additional due diligence. The fact that one review follows another does not by itself mean the issuer has concluded that you did anything wrong.
Why identity documents are requested
U.S. banks that issue cards operate a Customer Identification Program (CIP). FinCEN says a CIP must use risk-based procedures designed to let the bank form a reasonable belief that it knows a customer’s true identity. The bank may obtain identifying information directly from you or from a third-party source before extending credit. See the FinCEN guidance on customer-identification regulations.

When opening a new account, the Consumer Financial Protection Bureau (CFPB) says issuers collect information such as your name, date of birth, residential or work address, and taxpayer or another identification number. An application may supply the information, or the issuer may obtain it from another source.
Documentary verification
One possible method is an unexpired government-issued photo identification document. The issuer’s procedures determine which documents it accepts and whether it needs additional records. A request for a driver’s license, passport, or another government ID is aimed at matching your identity details; it is not, by itself, a request to explain the origin of money in your account.
Non-documentary verification
The issuer may instead, or additionally, contact you and compare the information you supplied with information from a consumer-reporting agency, public database, or another source. The FFIEC Customer Identification Program manual describes documentary and non-documentary approaches. A failed automated match can lead to a request for documents even when you have used the card for years; the request indicates that the issuer’s procedure needs more reliable evidence, not that a particular document is universally required by law.
Why income information may be requested
Income serves a credit-underwriting purpose. The CFPB explains that, before granting credit, a card issuer may ask about income to assess whether an applicant can make the required minimum periodic payment. Its consumer guidance specifically addresses whether an issuer may request income, age, and a Social Security number when someone applies for a card: read the CFPB explanation.

This is different from proving who you are. Your Social Security number or taxpayer identification number can be part of identity information, while wages, self-employment earnings, benefits, or other reported income help the issuer judge repayment ability. The supplied federal guidance does not establish one universal list of income documents or require an issuer to request the same proof from every applicant. Follow the exact instructions in your application or secure message.
When an income request appears after approval
An issuer can have its own procedures for a credit-line review or another underwriting decision. If the request arrives after you already hold the card, read whether it concerns a limit increase, account maintenance, or a separate verification. Do not assume that an income request is a source-of-funds investigation: ask the issuer what decision the information is intended to support if the message is unclear.
Why source-of-funds records may be requested
Source-of-funds evidence addresses the origin of money used in an account or transaction. The FFIEC’s Customer Due Diligence guidance lists source of funds and source of wealth among information an institution may consider. It explains that ongoing due diligence should be proportionate to risk, help the institution understand transactions, and assist in identifying potentially suspicious activity.

A request may arise when a payment, deposit, transfer, spending pattern, or other activity does not fit information the issuer has about the account, or when the institution’s controls require a clearer explanation. The issuer should identify the transaction or period at issue and tell you which records it will accept. The federal materials do not prescribe one document list for every card product.

How this differs from an identity check
An identity document answers, “Who are you?” A source-of-funds record answers, “Where did this particular money come from?” They can be requested together because the institution needs confidence both in the account holder and in activity on the account, but satisfying one request does not automatically satisfy the other.
When can a request arrive?
Identity information is commonly collected when a new account is opened. Income information may be requested while an issuer decides whether to grant credit or make another underwriting decision. Source-of-funds questions are more often associated with ongoing due diligence, although the exact timing depends on the issuer’s procedures and risk assessment.
Neither the CIP materials nor the FFIEC due-diligence guidance sets one review schedule for all cardholders. An issuer can perform checks at different points, including after an application, during account servicing, or when activity triggers a review. The date on your letter or secure message controls your response; do not rely on an online claim that every issuer uses the same deadline.

What to do when the issuer asks for documents
- Read the complete notice. Check whether it names identity verification, income, a specific transaction, or another purpose. Note every document type, file format, submission channel, and response date stated by the issuer.
- Classify the request. A government ID, income evidence, and a record tracing a payment are not interchangeable. If the reason is vague, use the issuer’s secure message function or the telephone number printed on your card to ask what question the records must answer.
- Gather only the requested records. Use current, legible documents that match the name and account details on file. Do not alter, crop out required information, or substitute a different record unless the issuer confirms it is acceptable.
- Submit through a verified channel. Sign in by typing the issuer’s official web address or using its official mobile application rather than following an unexpected link. If you received a paper letter, independently call the number on the card or the issuer’s official website to confirm the request.
- Keep a submission record. Save the confirmation page, message thread, upload receipt, or date and time of a phone call. If the issuer says a file is missing, you can show what was sent and when.
- Ask about next steps. If the notice does not explain whether the account remains usable during review, ask the issuer. Its procedures may differ depending on the account and the reason for the check.
There is no federally established universal document list or response deadline for every request. The issuer’s own secure instructions are therefore the authoritative source for that particular review.

What if you cannot or will not provide the information?
FinCEN guidance describes institutional procedures for situations in which verification is unsuccessful. Those procedures may address whether an account is opened, whether a customer can use it while verification is attempted, when an account is closed after verification fails, and when the institution considers filing a suspicious-activity report. The guidance does not dictate one result for every cardholder or every unanswered request. See the FinCEN CDD Rule FAQs.
In practical terms, refusing or failing to provide requested information can leave the issuer unable to complete its procedure. Possible consequences depend on the issuer’s rules and the facts: an application may not proceed, transactions or account access may be limited while the review is pending, or an account may be closed after an unsuccessful verification. A request or restriction is not automatic proof of criminal conduct, and you should not infer that a suspicious-activity report has been filed merely because documents were requested.

Documents such as identity cards, tax forms, and account records contain information that can be misused. If an email, text, or phone call seems unexpected, do not use its link or reply with attachments immediately. Instead, open the issuer’s official app or type its known web address, check the secure-message center, or call the number on the back of the card. Ask whether a case number or document request is recorded on your account and where the issuer wants files uploaded.

Examples of how the categories work
New application with an identity mismatch
You apply for a card and the issuer asks for an unexpired photo ID after an automated check cannot match your address. The purpose is CIP identity verification. Provide the document through the channel in the application and resolve any outdated address information; an explanation of your savings or a payment source would not answer the identity question.
Income question during an underwriting decision
An issuer asks for annual income while deciding whether to grant credit or change a credit line. That information helps assess the ability to make required minimum payments. It is not the same as proving that a particular card payment came from your bank account.
Question about a particular payment
After an unusually large payment, the issuer asks for records showing where the money originated. This is a source-of-funds or broader due-diligence question. Follow the notice’s description of the transaction and acceptable records; submitting a photo ID alone would establish identity but would not trace the payment.

| Established point | Limit of the claim |
|---|---|
| Banks must use risk-based CIP procedures aimed at forming a reasonable belief that they know a customer’s true identity. | The rules do not require every bank to use the same verification method or document. |
| Issuers may collect identifying information from an applicant or a third-party source. | A third-party check does not mean every applicant will be asked for paper records. |
| An issuer may ask about income to assess ability to make required minimum periodic payments. | The guidance does not set one income-document package for all applications. |
| Source of funds and source of wealth can be considered in risk-proportionate due diligence. | This is not a blanket requirement that every cardholder provide source-of-funds proof. |
| Institutions maintain procedures for failed or incomplete verification. | There is no single federally mandated deadline, account-access rule, or outcome for every request. |
Questions to ask the issuer
- Is this request for identity verification, income underwriting, or information about a specific transaction?
- Which exact documents and date ranges are acceptable?
- Where should I upload or send them, and how will I know they were received?
- Can I use the account while the review is pending?
- What deadline applies to my case, and what happens if I need more time?
- Who can I contact through a secure channel if the request does not match my account activity?
These questions keep the conversation focused on the issuer’s procedure without assuming that the request is routine for every customer or that it signals wrongdoing.
U.S. scope and jurisdiction limits
The explanations above reflect U.S. federal guidance from FinCEN, the FFIEC, and the CFPB. Requirements and practices can differ by country, state law, issuer, card product, and the facts of an account. If your card was issued outside the United States, or if the notice cites a specific local rule, follow that jurisdiction’s instructions or obtain advice from a qualified professional.
