A Copilot Audio Overview can show a restrictive label such as Confidential because the interaction may inherit the most restrictive, highest-priority sensitivity label on the SharePoint or Dataverse content used to create it. That label is separate from sharing permissions: an organization policy or label protection can block sharing, and sharing a response does not give recipients access to the Microsoft 365 files behind it.
Diagnose the issue in four passes: identify every source, inspect its label and protection, check the label displayed on the Copilot interaction or saved output, then test both the organization’s sharing policy and each recipient’s permission to the source files. Do not downgrade a label merely to make a share button work.
What a restrictive label on a Copilot Audio Overview means
Sensitivity labels describe how an organization expects information to be handled. They can apply to files, messages, conversations, and newly created content when the service supports label inheritance. A label such as Confidential is therefore a data-governance signal, not an indication that the audio file is damaged or that Copilot generated unsafe content.
Microsoft Learn states: “When a user interacts with a Copilot agent, the conversation inherits the most restrictive sensitivity label from the referenced content.” The important phrase is referenced content. Copilot may use several files or records to produce an answer or an Audio Overview. If those sources carry different labels, the interaction can be governed by the one with the greatest protection or highest configured priority.

Labels come from the material Copilot used
Start with the actual source set, not with the audio player. List the SharePoint documents, Dataverse records, or other organizational content that supplied the facts for the interaction. A source can be protected even when its title, a short quotation, or the resulting overview looks harmless. The label follows the governed content and the organization’s configuration, not a subjective reading of the generated narration.
“Most restrictive” and “highest priority” are related but distinct checks
Purview administrators configure an order of priority for sensitivity labels. Microsoft’s Purview guidance describes displaying the highest-priority sensitivity label for Copilot responses and inheriting labels for supported newly created content. In practical terms, two questions must be answered:
- Which label is the most protective among the referenced sources?
- Is that label’s priority and protection configuration set as the administrator intended?
A conversation can therefore display a restrictive label even when most of the sources have a lower label. Changing the lower labels will not necessarily change the result if one higher-priority source remains in use.

The official guidance available for this issue covers Copilot interactions and generated content broadly. It does not define every Audio Overview rule for every client, tenant, export method, or saved-file location. An overview may be presented in a conversation, saved as a generated item, or handled by a client-specific feature. Treat the displayed label and the actual sharing controls in your tenant as the authoritative evidence, and verify current Microsoft documentation before assuming that every Audio Overview is labeled, exported, or shared in exactly the same way.
Why labeling and sharing produce different symptoms
A label answers “How should this information be handled?” A sharing policy answers “May this interaction or response be sent to these people?” File permissions answer “Can this particular recipient open the source?” Those controls can overlap, but none replaces the others.
Microsoft Support explains: “Sharing a Copilot conversation or response doesn’t give anyone access to referenced Microsoft 365 content.” A recipient may therefore open a shared response and still receive an access-denied message when selecting a cited document. Conversely, a user may have permission to a source file but still be unable to share the Copilot conversation because an organization policy or sensitivity-label protection blocks the share operation.
When a share control is missing, disabled, or produces a policy message, that is not automatically a Copilot malfunction. The tenant may intentionally prohibit sharing for a protected conversation or response. When a recipient cannot open a linked file, the likely issue is a separate permission check on that file.

Quick diagnosis: match the symptom to the control
| What you see | Control most likely involved | What to verify | Safe next action |
|---|---|---|---|
| The overview or conversation displays Confidential, Highly Confidential, or another restrictive label. | Inheritance from referenced content or label priority. | Every source’s label, protection settings, and the priority order configured in Purview. | Ask an administrator to confirm that the displayed label matches policy; do not remove it just to enable sharing. |
| The conversation or response has no usable Share action. | Organization sharing policy or label protection. | Whether policy allows that type of conversation or generated response to be shared. | Capture the policy message and have the Microsoft 365 or Purview administrator review the rule. |
| A recipient opens the response but not a referenced document. | Permission on the underlying Microsoft 365 file or record. | Whether the recipient has the required organizational access to each source. | Use the organization’s normal file-sharing process to request or grant access, if appropriate. |
| The displayed label conflicts with the labels you expected. | Unexpected source, label priority, or protection configuration. | The complete source list and the label shown on the interaction or saved item. | Recreate the interaction only after confirming the source set; escalate a persistent mismatch for configuration review. |
| An Audio Overview behaves differently after being saved or exported. | Client- or tenant-specific generated-content behavior. | Where the item was saved, which label it shows, and which sharing control is being used. | Verify the current behavior in that tenant instead of extrapolating from the conversation view. |
Step-by-step troubleshooting workflow
1. Identify the complete source set
- Open the Copilot conversation or workspace in which the Audio Overview was created.
- Record every file, page, or Dataverse item that Copilot referenced. Include sources visible through citations as well as material supplied through the prompt or selected context.
- Note whether the overview was only played in the conversation or was also saved, downloaded, or stored as a separate generated item. The handling rules can differ by client and tenant.
Do not diagnose from the audio title alone. A short title can hide a mixture of sources with different protections.
2. Inspect each source’s label and protection
- Open each source using the organization’s normal Microsoft 365 interface.
- Locate the source’s sensitivity-label indicator and its details. Confirm both the label name and any protection conditions, such as restrictions on copying, forwarding, or sharing.
- Compare the sources. If one carries a more restrictive or higher-priority label, record it as the leading explanation for the conversation’s label.
If you cannot view a label or its details, that itself is useful evidence: ask a Microsoft 365 administrator to inspect the source rather than guessing from the file name.
3. Check label priority in Purview
Administrators should review the sensitivity-label priority and protection configuration in Microsoft Purview. The displayed label is intended to signal the sensitivity of the data used, and administrators define the priority order. Confirm that the order reflects the organization’s policy and that the relevant labels are enabled for the users, locations, and content types involved.
Do not treat priority as a cosmetic sorting choice. If a highly restrictive label is configured above a less restrictive one, it can govern a supported Copilot interaction that references both kinds of content.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →4. Inspect the label shown on the interaction
- Return to the Copilot conversation and look for the sensitivity-label indicator or protection details associated with the interaction.
- Compare the displayed label with the source inventory from step 1.
- If the conversation has been saved as a separate item, inspect that item as well. Record whether it displays the same label, a different label, or no label.
A mismatch does not prove that the service is wrong. It may indicate that the interaction used an additional source, that the saved item follows a different supported-content rule, or that the tenant’s configuration needs review.
5. Test sharing without changing the label
- Use the conversation or response’s available Share command, if one is present.
- Read the resulting policy message carefully. Distinguish “sharing is not allowed” from “the recipient cannot open a referenced file.”
- Repeat the test with an internal test recipient only when your organization permits such testing. Do not send protected content to an external address merely to discover whether a policy blocks it.
Microsoft says that some conversations or responses may be unavailable to share because of organizational sharing policies or sensitivity-label protections. A blocked command can therefore be the intended control, not a transient error.
6. Verify recipient access to every source
- For each person who should receive the response, list the underlying files or records they need to open.
- Check their existing permissions through the organization’s normal access-review process.
- If they lack access and policy permits it, request or grant access to the source files separately.
- Ask the recipient to open a source file directly. This isolates a file-permission problem from a Copilot-sharing problem.
Sharing the response cannot substitute for this step. The response may contain a citation or a summary while the source remains protected.

7. Recheck after configuration changes
If an administrator changes a label priority, protection setting, or sharing rule, test a new interaction and a new share attempt. Keep the original conversation and its observed label for comparison. Do not assume that an existing overview will automatically be relabeled or that a saved item will retroactively gain the behavior of a newly created item; the available official guidance does not establish a universal update rule for every Audio Overview form.

8. Escalate with evidence
Send the administrator a concise record containing:
- the tenant and client in which the behavior occurred;
- the source names and their labels;
- the label and protection displayed on the conversation or saved item;
- the exact sharing action attempted and any policy text shown;
- the recipient’s organization and source-file permissions; and
- whether the item was played in place, saved, or exported.
This information lets the Microsoft 365 or Purview administrator review policy and configuration without asking you to weaken protection first.
Common situations and the correct response
“Why is my Copilot Audio Overview labeled Confidential?”
First look for a referenced source carrying Confidential or a higher-priority label. If several sources were used, one restrictive source can determine the interaction’s displayed label. If no source appears to explain it, have an administrator verify the complete source set and Purview priority. The label should be treated as intentional until that review is complete.
The response is shareable, but its document links are not
This is the expected separation between response sharing and file permissions. Give the recipient access to the specific source documents through the organization’s approved process, or remove the links only if your information-governance policy allows that presentation. Do not infer that opening the response grants access to its citations.
The Share command is unavailable
Check whether the conversation or response is protected by a sensitivity label and whether the tenant’s sharing policy permits it. Record the exact state of the control and any explanatory message. A policy restriction must be changed by an authorized administrator; changing a user-visible label is not a workaround.
Sources have different labels, and the result seems too restrictive
Compare the labels with the Purview priority order rather than counting how many sources carry each label. A single high-priority source can govern supported Copilot interactions. If the order is not aligned with policy, the administrator should correct the configuration and then test a newly created interaction.

The saved Audio Overview has different handling from the conversation
Document the two contexts separately. Official guidance covers Copilot interactions and generated content broadly, but it does not specify a complete Audio Overview matrix for every client and tenant. Verify the saved item’s own label, location, and sharing control instead of assuming that the conversation’s behavior transfers unchanged.
Administrator checklist
- Ensure source files and records have the intended sensitivity labels.
- Review the priority order so the most protective label is actually the one configured to govern conflicting content.
- Confirm protection settings on labels that may be inherited by Copilot interactions or supported newly created content.
- Review organizational sharing policies for conversations, responses, and generated items.
- Check oversharing controls and recipient permissions for every referenced source.
- Test in the relevant client and tenant after a configuration change.
- Document exceptions where Audio Overview behavior differs between an in-conversation item and a saved or exported item.
Microsoft’s guidance emphasizes protecting data with sensitivity labels and reviewing oversharing controls. Administration should therefore begin with policy intent and access governance, not with making a particular share attempt succeed.
What not to do
- Do not downgrade or remove a label simply to enable sharing. Determine first whether the restriction is intentional and whether the recipient should see the source data.
- Do not send the audio to an unapproved external address as a test. A test can itself become an unauthorized disclosure.
- Do not assume a shared response includes source permissions. Recipients still need access to the underlying Microsoft 365 content.
- Do not diagnose from one client’s behavior. Audio Overview creation, saving, labeling, and sharing may vary by tenant and supported client.
- Do not treat a missing label as proof that content is unrestricted. Inspect the source and ask an administrator to confirm the governing policy.
Scope and evidence limits
Microsoft Learn and Microsoft Support document the general rules for Copilot interactions, sensitivity-label inheritance, and sharing. They do not fully specify every Audio Overview-specific behavior across clients and tenants. In particular, the available guidance does not establish a universal rule for every saved or exported audio file, nor does it guarantee that all Audio Overviews expose identical label and sharing controls.
Use the label shown in the relevant interaction or generated item, the source labels, and the tenant’s actual policy result as the evidence for a particular case. When those observations conflict, preserve the protected state and ask an authorized Microsoft 365 or Purview administrator to review the configuration.
FAQ
Can I change the Audio Overview’s label myself?
Only if your organization grants that capability and the change is permitted by policy. A user should not alter a restrictive label merely to bypass a sharing restriction; the administrator must first confirm that the original inheritance was incorrect.
Does giving someone access to one source file let them open the whole response?
Not necessarily. The recipient may need permission to every referenced file, and the conversation or response can still be blocked by a sharing policy or label protection.

Is a Confidential label proof that the Audio Overview contains confidential facts?
It indicates that governed source content used by the interaction meets the organization’s labeling rules. It does not, by itself, describe which sentence in the narration is sensitive or prove that every part of the audio has the same sensitivity.
Why can two tenants show different sharing results for similar overviews?
Label priority, protection settings, organizational sharing rules, source permissions, client support, and saved-item handling are tenant- and configuration-dependent. Compare those controls rather than assuming that a result in one tenant defines the behavior in another.
Frequently Asked Questions
Can I change the Audio Overview’s label myself?
Only where your organization permits label changes. Do not alter a restrictive label to bypass sharing; have an administrator verify the inheritance and policy first.
Does access to one source file allow a recipient to open the whole response?
No. The recipient may need access to every referenced file, and sharing can still be blocked by policy or label protection.
Who investigates a label-priority mismatch?
Your Microsoft 365 or Microsoft Purview administrator should review source labels, priority order, protection settings, and sharing policy.
Is a Confidential label proof that every part of the audio is confidential?
No. It signals that governed source content used by the interaction meets the organization’s labeling rules; it does not identify the sensitivity of each sentence.
Why might two tenants show different sharing results?
Their label priorities, protections, sharing policies, source permissions, client support, and saved-item handling may differ.
