Concern about climate change is common among travellers, but concern alone rarely determines a holiday booking. Price, limited time, convenience, family obligations, destination appeal and uncertainty about emissions can all outweigh an abstract climate benefit. The result is an attitude–behaviour gap: people may sincerely support climate action and still fly or choose a conventional package when alternatives are harder, slower or more expensive.
What the surveys show
Germany’s Federal Ministry for the Environment reported that 67% of the population considered ecological or social sustainability important when travelling in 2024, based on Reiseanalyse monitoring. The same ministry says “the gap between sustainable attitudes and sustainable behaviour on holiday trips is still very large.” Only 2–3% of holiday trips were compensated in 2018/19, rising to about 9% in 2021 and then 5% in both 2022 and 2023.
An European Investment Bank survey in 2021 found that 72% of Europeans and Americans believed their own behaviour could make a difference in tackling climate change. However, the survey measured intended responses after travel restrictions, not later observed bookings: 22% said they would avoid flying because of climate concerns, while 42% said they would holiday in their own or a nearby country to minimise emissions.

Evidence is not uniform across countries or questions. A representative survey of 1,004 Italian adults, reported in a 2025 University of Ferrara study, found that general environmental concern did not consistently affect travel decisions. These results do not mean people are insincere; they show that a broad attitude is only one input into a high-cost, practical decision.

Why climate concern loses out at booking time
Immediate constraints beat distant benefits
Holiday decisions involve a clear price, departure date and journey time. The climate benefit of choosing a different mode is collective and delayed, while an expensive ticket, an extra day in transit or an inconvenient connection is immediate. Families may also need to coordinate school calendars, care responsibilities and luggage, making the theoretically greener option impractical.
Alternatives are not equally available
Replacing a short-haul flight with rail can work where services are frequent and affordable. It is less realistic when routes require several changes, cross borders with poor connections or take substantially longer. Nearby destinations may not offer the activity, climate or accessible facilities that a traveller needs. Avoiding a flight can therefore require changing the destination, reducing flexibility or paying more—not merely selecting another button on the same booking screen.

People lack comparable emissions information
Travellers often see an “eco” label for accommodation but no consistent estimate for the complete trip. Emissions depend on transport mode and distance, number of flights and connections, aircraft and cabin space, accommodation energy and the length of the stay. The UK Department for Transport is studying how carbon labels might improve understanding and sustainable flight choices; the study examines whether labels could influence decisions, not whether labels have already changed flight behaviour.

Efficacy feels limited
A person can accept that climate change is serious while doubting that one booking changes an airline network or transport infrastructure. When lower-carbon services are scarce, individual restraint can feel symbolic. That perception is reinforced when airlines, hotels and governments—not passengers alone—control technology, routes and investment.

“Sustainable” can mean different things
One traveller may define a sustainable holiday as money spent with local businesses; another may prioritise nature protection, labour conditions or low transport emissions. A locally owned hotel can deliver social benefits while a long flight creates substantial climate pollution. Both judgements may feel reasonable unless the traveller checks the whole journey rather than one attribute.
Habits and social expectations reinforce flying
Annual beach trips, visits to relatives and group traditions create a default itinerary. Friends or family may expect a particular destination, and frequent-flyer routines make the familiar option easy. Habit is especially powerful when the greener alternative requires negotiation with several other people.

How to compare the climate impact of a holiday
Use several measures instead of treating a single “green” badge as a verdict.

Lower-carbon choices that do not require giving up travel
Start with the largest decision
Examine transport before choosing between hotel labels. A train for a short-haul flight is a substitution; choosing a closer destination is avoidance of a longer journey. These changes can affect emissions more than small adjustments inside a hotel.

Fly less often, and stay longer
When flying is necessary, fewer journeys and longer stays can reduce the number of take-offs and return trips associated with holidays. This is a consolidation strategy, not a claim that the flight has no impact.
Choose direct routes and economy seating
Direct itineraries avoid additional flight segments. Economy seating generally assigns less space per passenger than higher-space cabins, so cabin choice is one factor to include in a comparison. Neither option makes flying climate-neutral.
Handle compensation claims carefully
Compensation is listed in behavioural-science literature as one possible pathway alongside avoidance, substitution and lower-space seating. The German figures show how few holiday trips were compensated in recent years, but they do not demonstrate that a compensated flight is equivalent to an emissions-free journey. Treat any claim of “neutrality” as requiring a transparent method and evidence, not as an automatic result of paying an added fee.
Why better choices require better systems
Personal motivation works within the options that transport and tourism systems provide. Clear, comparable carbon information, affordable rail, reliable cross-border connections and policy that rewards lower-emission services can reduce the penalties attached to greener choices. Relying only on willpower asks travellers to overcome constraints that they did not create.
The Welsh Government describes its Climate Change Perceptions and Actions Survey as an effort to understand attitudes and behaviours related to reducing carbon emissions. That distinction matters: measuring what people believe is not the same as measuring what they can do under real prices, schedules and social obligations. A credible response to the holiday attitude–behaviour gap therefore combines informed individual decisions with infrastructure and policy changes that make those decisions feasible.
