Android treats Downloads and Android/data differently. On Android 11 (API level 30) and later, the system picker prevents apps targeting Android 11 or newer from granting themselves a directory-wide tree for Download. It also blocks picker access to files and directory trees inside Android/data and Android/obb. Because those folders are governed by scoped-storage rules, a file manager may display a folder but make it empty, grey out the selection button, or refuse to open it.
What the error actually means
The folder is not necessarily missing or corrupted. Android is enforcing an access boundary that depends on the folder, the Android release, the app’s target behavior and the operation you are attempting. Browsing an entire directory, opening one user-selected document and reading another app’s private external data are separate operations with different permissions.
The restrictions discussed here begin with Android 11 (API level 30) for apps targeting Android 11 or later. The exact screen can vary with the device manufacturer, Android build and system document-picker implementation, but a different-looking picker does not automatically mean the underlying restriction has been removed.

| Location | What it contains | Android 11+ picker behavior | Best supported approach |
|---|---|---|---|
Download or Downloads |
A shared user-facing location for downloaded documents and other files. | An app targeting Android 11 or newer cannot request a directory-tree grant for the entire Download directory through the Storage Access Framework (SAF). | Use an app’s Open, Import or Create-document action to select an individual file, when supported. |
Android/data |
App-specific external-storage directories, normally separated by package name. | SAF cannot select individual files or directory trees under Android/data on Android 11 and later. Access to another app’s app-specific external directory is also restricted by the storage model. | Use the owning app’s export, backup, share or restore feature, or move a user-facing copy to a location the receiving app can access. |
Android/obb |
App-specific expansion-file storage used by some applications and games. | SAF also blocks selection of files and directory trees under Android/obb on Android 11 and later. | Use the application’s supported migration or restore process rather than relying on a general file browser. |
Why Downloads may be visible but the whole folder cannot be granted
Downloads is shared storage, not a private directory owned by one application. However, Android 11 changed what an app can request through SAF. For an app targeting Android 11 or higher, the picker will not issue a tree grant for the entire Download directory. A file manager can therefore list the folder while refusing a “grant access” request or disabling the button used to confirm a directory.

This does not mean Android blocks every operation involving Downloads. SAF is designed around a user choosing a document or directory and granting access to that selected content. The restricted operation is the directory-wide tree request for Download. If an application offers Open, Import or Create document, choose the specific file and complete the system picker flow. Whether a particular extension can be selected still depends on the document provider and the receiving app’s file-type support.
Why Android/data is empty, missing or greyed out
Android/data contains app-specific external-storage directories. Scoped storage is intended to prevent one application from freely reading, changing or deleting another application’s data. On Android 11 and later, the system picker will not let an app select an individual file or a directory tree below Android/data. The same picker restriction applies to Android/obb.
A normal file manager permission does not override that boundary. Even if a manager can show the directory name, its process is still subject to Android’s storage policy. Depending on the device and picker, you may see an empty directory, an unavailable row, a disabled Use this folder button or an error after selection. Those are different presentations of the same platform-level limitation, not proof that the data has been erased.

The restriction is also about ownership. A package’s app-specific external directory is intended for that package. The application that created the files is normally the only appropriate place to expose them for copying, backup or sharing.
Check these conditions before troubleshooting
- Android release: Confirm the device is running Android 11 (API 30) or newer. Older releases had different SAF behavior, although an individual manufacturer’s picker could still impose its own limitations.
- Target behavior: The documented Download tree restriction applies to apps targeting Android 11 or later. Updating a file manager can change its target and therefore its picker behavior.
- Operation: Decide whether you need one document, an entire directory, or another app’s private data. A permission that works for one document does not imply permission for a directory tree.
- Folder: Verify whether the path is shared Downloads or an app-specific path below
Android/dataorAndroid/obb. They have different rules. - Owner app: If the files came from a particular application, look there first for export, backup, restore or share controls.
What to do when you need a file from Downloads
Use the receiving app’s document action
- Open the app that needs the file, rather than starting with a general folder-grant screen.
- Choose its Open, Import, Attach or Create document command.
- In the Android picker, open Downloads and tap the individual document.
- Confirm the selection. Android grants access to the selected document according to the app’s requested operation and the document provider’s rules.
If the file does not appear, check the picker’s file-type filter, the extension and the account or storage volume currently shown. A directory-wide grant is not required for this one-file workflow.
When a folder-wide operation is unavoidable
Some applications are built around scanning or synchronizing a whole directory. On Android 11 and later, a request to grant the entire Download tree through SAF is specifically restricted for apps targeting that release or newer. Look for an application update that supports individual-document selection or another Android-approved storage model. Do not assume that repeatedly reopening the picker, changing the display mode or reinstalling the file manager can make a prohibited tree grant valid.

What to do with files inside Android/data
Use the application that owns the files
- Identify the app or game associated with the directory name under
Android/data. - Open that app’s settings or account area and look for Export, Backup, Restore, Share or Move data.
- Follow its supported destination or cloud-backup workflow.
- After the app creates a user-facing copy, open that copy from the destination app using its normal document picker.
This route preserves the app’s expected file format and avoids treating private working data as if it were an ordinary shared document. If the owner app offers no export or backup function, Android’s documented access rules do not provide a general picker-based bypass for another app’s directory.
Do not confuse a visible path with usable access
A path shown by a file manager is only a listing. Read and write operations are still checked by Android’s storage layer. An empty listing can mean that the manager cannot enumerate another package’s directory; a failed copy can mean that the destination is protected even when the source name is visible. Avoid deleting or renaming files in a protected directory while trying to diagnose the problem, because the owner app may depend on that data.
Why ordinary storage permission does not solve it
Labels such as Files and media, Photos and videos or a basic storage permission cover defined categories of data; they are not a promise of unrestricted filesystem access. Scoped-storage documentation describes access to an app’s own files, applicable media categories and content the user explicitly selects. Other apps’ app-specific external directories remain outside that ordinary grant.

Android also has a separate broad-access capability named MANAGE_EXTERNAL_STORAGE, often called “all-files access.” It is not the same as a routine runtime permission. Google Play treats it as sensitive and high-risk: eligible apps must have a core need for broad file management, declare the use and pass policy review. The policy lists file managers, backup and restore tools, antivirus software and some document-management apps as possible categories, while requiring SAF or MediaStore when those APIs are sufficient. Requesting all-files access merely to let a user pick individual files is identified as an invalid use case.
Even when an app is legitimately granted all-files access, that policy does not promise a universal user-facing override for Android/data’s app-specific boundary. Availability, enforcement and the app’s implementation still matter, and Play distribution rules govern the app rather than granting every file manager identical powers.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow scoped storage protects the device
Android’s scoped-storage model is designed to protect both app data and user data, including sensitive documents downloaded to Download. It limits an app to its own files, permitted media and user-consented document operations instead of allowing silent modification or deletion across shared storage. Android 11’s storage layer can enforce these decisions at the filesystem interface, so a graphical file browser cannot simply bypass them by displaying a different path.

The result is intentional friction: users choose a document when an app needs one, while private app directories remain isolated. That separation reduces accidental overwrites, unauthorized inspection and one app’s ability to damage another app’s data.
Common symptoms and the correct interpretation
| Symptom | Likely explanation | What to try |
|---|---|---|
| Downloads appears, but Use this folder is disabled. | The app is requesting a Download directory-tree grant that Android 11+ does not allow for apps targeting Android 11 or newer. | Select the individual document through Open or Import. |
| Android/data appears empty. | The picker or file manager cannot enumerate another app’s protected external directory. | Use the owner app’s export or backup feature. |
| Android/data is absent from the picker. | Android 11+ excludes that location from SAF file and tree selection. | Do not treat the omission as evidence that files were deleted. |
| A storage permission was granted but copying still fails. | Ordinary permission does not equal access to another app’s private directory or a prohibited tree. | Change the operation to a user-selected document or an owner-app export. |
| One device shows a different picker layout. | System picker and manufacturer software vary, even though platform restrictions still apply. | Check Android version, build and the app’s target behavior before comparing screens. |
Claims about universal workarounds
Be cautious with instructions claiming that a particular file manager, hidden toggle or repeated permission request will always reveal Android/data. Device builds and picker implementations differ, but the documented Android 11+ rules do not establish a general third-party bypass for that directory. A method that appears to work on one phone may rely on an older release, a manufacturer-specific component or a temporary copy rather than unrestricted access.
Similarly, do not conclude that every file in Downloads is blocked. The restriction concerns a directory-tree grant for Download. User-selected individual-document workflows remain the supported pattern when the app exposes them.
Quick Recap
A practical decision path
- Identify the path. If it is Downloads, continue with a document-level workflow. If it is Android/data or Android/obb, treat it as app-specific storage.
- Check the Android version. Android 11 (API 30) is the point at which the cited SAF restrictions apply.
- Define the task. For one file, use Open, Import or Attach. For a whole directory, confirm that Android actually permits a tree grant for that location.
- Find the owner. For app-created data, use that app’s export, backup, restore or share feature.
- Classify the permission. Distinguish ordinary media/storage access from the separately controlled all-files capability.
- Stop when the platform boundary is the cause. Changing file-manager settings cannot turn a prohibited Android/data selection into a supported operation.
Bottom line for each folder
- Downloads: Android 11+ can block a file manager’s request to grant the entire directory as a tree, but selecting an individual document through the receiving app can still work.
- Android/data: Android 11+ blocks SAF selection of files and directory trees there and protects other apps’ app-specific external data. Use the owning app’s export or backup path.
- Permissions: A normal storage or media grant is limited; all-files access is a separate, policy-controlled capability and is not a guaranteed Android/data override.
