Attachments can fail in New Outlook for several different reasons: the file type may not support preview, Windows may have the wrong default app, the file may be blocked by an Exchange policy, or New Outlook itself may need repair. The correct fix also depends on whether you are using New Outlook for Windows, classic Outlook, or Outlook on the web.
Start by downloading the attachment. If the downloaded copy opens from File Explorer, the file is probably valid and the problem is limited to previewing, file associations, or New Outlook. If it cannot be downloaded at all, look for a blocked-file message or an organization policy restriction.
Identify what happens when you select the attachment
The exact symptom usually points to the cause:

| Only .eml, .msg, or .oft files fail | The file may not be associated with Outlook (new), or the account may not meet the requirements for .msg and .oft files. |
Confirm that you are using New Outlook
New Outlook for Windows is a separate Store-based application from classic Outlook. Outlook on the web is a browser application, while Outlook.com is Microsoft’s consumer webmail service. Instructions written for one product do not necessarily apply to the others.
In particular, File > Options > Trust Center is a classic Outlook path. New Outlook does not use that path as its normal attachment repair or preview setting.

Use Download instead of Preview
Open the email in New Outlook, then select the attachment’s drop-down arrow. Choose one of these options:
- Download saves the selected file.
- Download all saves every attachment in the message.
- Save to OneDrive stores the attachment in OneDrive.
You can also select the attachment itself and choose Preview or an application command such as Open in Word, when available.
New Outlook saves files to the last folder used for attachments. It does not necessarily use Documents, and Microsoft’s current New Outlook instructions do not provide a setting for choosing a permanent default attachment folder.
If the file opens correctly after you download it, the attachment is usually not damaged. The failure is more likely to be an unsupported preview format, a Windows file-association problem, or a New Outlook problem.
Download unsupported file types
New Outlook cannot preview every file format. Common Microsoft Office files, images, text files, and several other formats can normally be previewed, but an unfamiliar extension may have no Outlook previewer.
A missing Preview option does not prove that the attachment is corrupt. Download the file and open it with an application designed for that format. For example, a CAD file, archive, database file, or specialist document may require software supplied by the sender or your organization.
Correct the Windows default application
New Outlook relies on Windows associations for many attachments. If a PDF opens in the wrong program, or a document does nothing because no suitable application is assigned, change the default app:

- Open Start > Settings > Apps > Default apps.
- In the search box, type the extension, such as
.pdf,.docx, or.xlsx. - Select the application currently assigned to that extension.
- Choose the application you want Windows to use.
For example, PDFs normally open in Microsoft Edge when Edge is the default PDF application. To use Adobe Acrobat Reader, select it as the default application for .pdf.
After changing the association, close and reopen the attachment in New Outlook. If the file still will not open, download it and test it directly from File Explorer. That separates an Outlook preview problem from a Windows or application problem.
Unblock a downloaded file only when it is trusted
Windows Attachment Manager can add security information to files downloaded from email or other potentially unsafe locations. If a trusted file downloads but Windows refuses to open it:
- Open File Explorer.
- Right-click the downloaded file and select Properties.
- On the General tab, look near the bottom for a security message.
- If Windows displays an Unblock option and you trust the sender and file, select it.
- Select Apply > OK, then try opening the file again.
Do not unblock an unexpected executable or document simply to make it open. Verify the sender, scan the file with your security software, and use a safer delivery method when in doubt.

Outlook blocks file types that can carry executable code, scripts, or malware. Examples include:
.bat .exe .js .vbs .cmd .msi .scr .ps1 .reg .lnkThe Outlook on the web blocked list also includes many installer, script, shortcut, disk-image, command, and executable-related extensions, including .apk, .cab, .com, .cpl, .hta, .iso, .jar, .mdb, .msp, .msu, .py, .shs, .sys, .url, .vbe, .vhd, .vhdx, .wsc, .wsf, .wsh, and .xll.
If Outlook says “Access to attachments has been blocked. Blocked attachments: [filename]”, this is a server-side or Outlook-on-the-web policy decision. You generally cannot override it from New Outlook, and adding the sender to Safe Senders will not usually change an extension-based block.

Safer ways to receive a blocked file
- Ask the sender to upload it to OneDrive or SharePoint and send a sharing link.
- Ask the sender to place it in a properly scanned
.ziparchive, if your organization permits that format. - Use an approved secure file-transfer service.
Renaming an extension does not convert a file. Renaming program.exe to program.docx leaves the contents executable; it does not create a Word document. If your organization needs a blocked file, an administrator must approve the delivery method or change the relevant policy.
Administrator option: review the Outlook on the web policy
For Exchange Online, an administrator can review or change OWA mailbox policies with Exchange Online PowerShell. For example, Microsoft documents the following pattern for removing .xml from blocked extensions and adding it to allowed extensions:

Get-OwaMailboxPolicy | Set-OwaMailboxPolicy -AllowedMimeTypes @{Add = "text/xml", "application/xml"}This is an administrator procedure for Exchange and Outlook on the web, not an end-user setting in New Outlook. Removing blocked extensions increases security exposure, and policy changes may take several minutes to apply.
Check encrypted or rights-protected attachments
A file may not open normally when the message or attachment is protected with Microsoft Purview Message Encryption or a sensitivity label. Downloading a protected file does not necessarily remove its permissions.
For a protected message that will not open:
- Confirm that the computer is connected to the internet.
- Look for a Read the message link in the encrypted message.
- If the link is missing, contact the sender or the organization’s administrator.
Current Microsoft documentation lists protected .docx, .xlsx, .pptx, and PDF files among formats supported for preview in Outlook on the web. Older Word, Excel, and PowerPoint formats—.doc, .xls, and .ppt—have different protection limitations. New Outlook for Windows supports PDF attachment encryption when the tenant has enabled the capability.

- Drag the file onto the New Outlook Reading Pane.
- Right-click it and select Open with > Outlook (new).
- Assign Outlook (new) as the default application and double-click the file.
Microsoft notes that opening .msg and .oft files requires an account with a qualifying Microsoft 365 subscription. If double-clicking fails, the extension may simply be associated with classic Outlook, another mail application, or no application.
Test shared and additional mailboxes separately
If attachments work in your primary mailbox but fail in a shared or additional mailbox, do not assume the file is broken. Microsoft has documented Outlook on the web issues in which attachments from an additional mailbox could not be previewed or downloaded after certain Exchange updates.

- An empty web page when downloading the attachment.
For affected Exchange Server versions, the fix is a later cumulative update. A documented workaround is to use the Microsoft Outlook client or the OWA light version. Your Microsoft 365 or Exchange administrator may need to investigate this type of problem.
Outlook on the web also cannot open a document referenced by a UNC network path such as \serversharefile.docx. That is by design. Download the document locally or use a supported SharePoint, OneDrive, or web link.
Repair or reset New Outlook
If PDFs, Word documents, images, and other ordinary attachments all fail, repair the application rather than changing security settings:
- Select Start > Settings > Apps > Installed apps.
- Find Outlook or new Outlook.
- Select the More button next to the app.
- Select Advanced options.
- Select Repair.
- Open New Outlook and test an attachment.
- If the problem remains, return to the same screen and select Reset.
Resetting can remove local application data or require you to sign in again, so make sure you know the account credentials before using it. If necessary, reinstall New Outlook through the Microsoft Store. Microsoft’s current support information lists Windows 10 version 17763.0 or later as a requirement for New Outlook.

What not to try
- Do not use the classic Outlook Trust Center instructions: File > Options > Trust Center > Trust Center Settings > Attachment Handling applies to classic Outlook.
- Do not assume every failed preview means corruption: unsupported formats must be downloaded.
- Do not assume attachments always save to Documents: New Outlook uses the last folder used.
- Do not rely on Safe Senders: sender trust does not override a server-side blocked-extension policy.
- Do not rename dangerous files to bypass security: changing an extension does not change the file’s contents.
Recommended troubleshooting order
- Confirm whether you are using New Outlook, classic Outlook, or Outlook on the web.
- Try Download rather than Preview.
- Open the downloaded file from File Explorer.
- Set the correct Windows default application for the extension.
- Check the file’s Properties for an Unblock option, but only for a trusted file.
- Look for a blocked-attachment message or an encryption prompt.
- Test whether the issue affects only one mailbox or file type.
- Repair, then reset or reinstall New Outlook if every attachment is affected.
- Contact your Microsoft 365 administrator when the extension is blocked, the message is protected, or only a shared mailbox fails.

Why can I download an attachment but not preview it in New Outlook?
New Outlook does not support inline preview for every file type. Download the attachment and open it with a compatible local application. If the downloaded file works, the attachment is probably valid.

Where is Attachment Handling in New Outlook?
The path File > Options > Trust Center > Trust Center Settings > Attachment Handling belongs to classic Outlook. It is not the normal attachment setting in New Outlook.
Why does New Outlook open my PDF in the wrong program?
New Outlook follows the Windows default application for PDF files. Go to Start > Settings > Apps > Default apps, search for .pdf, and select Edge, Adobe Acrobat Reader, or another PDF application.
Can I unblock an .exe attachment in New Outlook?
Usually not from New Outlook. Executable extensions are commonly blocked by Outlook or Exchange policies. Ask the sender to use OneDrive, SharePoint, or an approved secure transfer method instead.

Does renaming an .exe file to .docx make it safe?
No. Renaming the extension does not convert the file or change its contents. The file remains executable and should not be opened merely because it has a document extension.
Why do protected attachments fail to open?
Microsoft Purview encryption or a sensitivity label may require an internet connection, the correct account, and permission from the sender’s organization. Look for a Read the message link or contact the sender or administrator.
How do I open an .eml file with New Outlook?

First try Download. A successful download usually means the issue is preview support or a Windows file association, not a damaged attachment. Set the correct default application, check trusted downloads for an Unblock option, and treat blocked or encrypted files as policy issues. If common file types all fail, repair New Outlook. Leave Trust Center changes and Exchange PowerShell commands to classic Outlook or Microsoft 365 administrators, because they are not universal New Outlook fixes.
