Bing and Copilot can give different answers to the same question because they may use different interfaces, context, search queries, source sets and generation steps. Bing may show ranked web results or an answer box that summarizes pages. Copilot may combine your prompt and recent conversation with web results, uploaded material, work data or personalization, depending on the product, account and settings. Even when Copilot searches Bing, it usually sends a short query generated from your prompt rather than the entire prompt.
A disagreement therefore does not automatically mean that one service is broken. Treat each answer as a claim to investigate: identify the experience, inspect the query and cited sources, open the underlying passage, check its date and authority, and corroborate important conclusions.
Why the same question can produce different answers
Bing search, a Bing answer box and Copilot chat are different experiences
“Bing” can mean an ordinary results page, an answer box or another enhanced search result. Bing says enhanced Answers can summarize information from pages across the web and link to sources, while ranking considers factors such as relevance, freshness, authority and popularity. A conventional results page gives you a ranked set of links; an answer box gives you a generated summary; Copilot gives you a conversational synthesis. Comparing one of these with another is not an apples-to-apples test.

Copilot can have more context than the words you typed
Copilot uses the current prompt and recent conversation to interpret a request. A follow-up such as “What about the smaller models?” inherits the topic and constraints from earlier turns, while a new chat does not. Depending on the Copilot experience and permissions, the answer can also use web results, an uploaded file or link, work information and personalization.
In a work account, access to organizational content is limited by your existing permissions and by administrator and licensing settings. A colleague may therefore receive a different answer from the same wording because their account can access different files, sites or data sources. Copilot may send a shortened query to Bing
When web search is enabled in Copilot Chat, Copilot creates a short Bing query from a few words in your prompt or an uploaded file. The complete prompt or file is generally not sent as the search query unless it is already short. That compression can remove a date, location, audience, product version or comparison requirement.

Web search or work grounding may be unavailable
Web search can be disabled by an administrator, unavailable for a particular subscription or account type, or turned off in the current experience. Work-data controls such as Work IQ also affect which organizational information is eligible for grounding. If the answer contains no current web material, first determine whether web search was available and enabled rather than assuming Copilot ignored a source.

Generation is probabilistic
Even with the same retrieved pages, a generative model can select different passages, order points differently or phrase a conclusion differently. Microsoft’s Transparency Note for Microsoft Copilot describes the use of prompt and conversation context, search grounding when appropriate, and the probabilistic, fallible nature of generative models. Identical wording is therefore not a promise of identical output.

Use the following axes to diagnose a discrepancy. “Not stated” means Microsoft’s public documentation does not specify a universal value for that item; there is no single published formula that predicts every response.

How to see what Copilot searched
- Use Copilot Chat with web search available. Start a new chat if you want to remove inherited conversation context. If you are in a work tenant, note whether the work-data or Work IQ control is enabled.
- Submit the question with explicit constraints. Include the relevant date, country or region, audience, version and comparison criteria in the prompt itself.
- Open Sources. In Copilot Chat, select the Sources control associated with the response. Microsoft says this view can show the exact Bing query that Copilot sent and the sources returned.
- Read the query literally. Check whether it preserved the terms that determine the answer. If it dropped a qualifier, restate that qualifier and ask Copilot to search again; do not infer that the omitted condition was applied silently.
- Review both inline citations and the Sources list. Microsoft’s instructions explain that you can hover an inline citation and select a source to open it, while the Sources pane lists referenced material. Controls can differ by product version, subscription and administrator configuration.
If you do not see Sources, possible explanations include an experience without web grounding, a disabled web-search setting, account or licensing limits, or a changed interface. Ask your administrator about availability in a work account and check the current Copilot controls rather than treating the absence of a button as proof that no retrieval occurred.
A reliable source-checking workflow
1. Identify exactly where each answer came from
Record whether the first answer was an ordinary Bing results page, a Bing answer box, consumer Copilot or Copilot Chat for work. Note whether the conversation was new or a follow-up, whether files or links were attached, and whether work-data controls were active. These details define the context that each system could use.

2. Capture the actual search query
For Copilot Chat, use Sources to record the Bing query. Compare it with the wording you intended. Look specifically for lost qualifiers: a year, jurisdiction, unit, technical version, “for beginners,” “excluding,” or a request to compare two alternatives. A shorter query can be reasonable for broad questions but unsafe when one omitted term changes the answer.

3. Open the citation instead of trusting its title
Titles and snippets are not proof. Open the cited page or file, then locate the passage that supposedly supports the sentence. Check whether the page actually states the claim, describes a narrower situation, or merely mentions the topic. In a work document, verify that you opened the cited version rather than an earlier or superseded file.
4. Check scope and date
Read the publication or update date, geographic scope, product edition and time period. Microsoft warns that old linked websites or earlier file versions can produce outdated answers. A current answer assembled from an old policy page is still outdated, even if the citation opens successfully.
5. Test the source’s authority
For consequential claims, prefer the original regulator, standards body, government department, vendor documentation, academic paper or other primary document. A secondary article can help explain a subject, but it should not be the only support for a legal requirement, safety instruction, financial figure or technical compatibility claim.
6. Corroborate material or contested claims
Look for an independent, credible source that addresses the same scope and date. Agreement between two pages is useful only when they are not copying the same unattributed statement. If sources disagree, preserve the disagreement in your notes and investigate the primary evidence rather than averaging the answers.

7. Compare the two products’ source sets
When Bing and Copilot disagree, compare the direct Bing query with Copilot’s displayed query and then compare the source lists. A missing source may reflect query wording, freshness, a disabled data source or account permissions. This process explains the divergence without assuming that either product is always more accurate.

The answer uses the wrong date, place or version
Rewrite the question so the qualifier appears early and explicitly: “For Canada, as of October 2026, using version 3.2 documentation, list…” Then inspect the generated Copilot query again. If the qualifier is still missing, use Bing with the full query and open primary results manually.
Copilot gives a confident answer with no visible sources
Do not treat confidence as evidence. Determine whether web search is enabled for that account and experience. If no web grounding is available, ask Copilot to distinguish what comes from the supplied conversation or file from what it cannot verify. For a consequential claim, perform a direct search and check primary documents.
The citation is relevant but does not support the conclusion
Separate the supported statement from the model’s extension. For example, a source may report that a feature exists while Copilot infers that it works on every edition. Quote or paraphrase only the passage that matches the claim, then find documentation for the broader assertion or label it as unverified.
A work answer omits a file you can open
Check whether the file is within the connected data source, whether you have permission through the account used by Copilot, and whether an administrator has restricted that source. Confirm that the file is indexed and that you did not ask in a consumer Copilot session that lacks organizational grounding. A follow-up answer changes after you ask again
Compare the conversation state, not just the visible sentence. A follow-up may include earlier instructions, an attachment or a correction that a new chat lacks. Start a fresh chat with the full question when you need a clean comparison, and preserve the exact prompt and displayed query for each run.
The two answers cite different pages
Check retrieval timing, query wording and freshness before judging quality. Bing ranking and Copilot retrieval can select different pages, and a page can change after one answer was generated. Evaluate each citation against the claim and date; do not choose the answer with more links merely because it has a longer source list.
How much should you trust a Copilot citation?
A citation is a verification lead, not a guarantee. Microsoft states: “Grounding improves accuracy and relevance and gives you citations to verify, but you should still review the sources and confirm critical details before you share or act on them.” It also cautions that AI can make mistakes and that third-party internet content may not always be accurate or reliable; see the Privacy FAQ for Microsoft Copilot.

A repeatable test for a fair Bing-versus-Copilot comparison
- Write one complete prompt containing the date, location, audience, version and desired output.
- Run that wording as a direct Bing search and save the results page or answer-box citations.
- Start a new Copilot chat, paste the same wording and note whether web search is enabled.
- Open Copilot’s Sources control and save the exact generated query and source list.
- Remove attachments and work-data controls for a second Copilot run only if your goal is to test public-web behavior; otherwise keep them constant and document them.
- For each answer, create a claim-by-claim table with the cited passage, source date, scope and any unsupported inference.
- Report the cause of the difference in concrete terms: different interface, omitted query qualifier, different retrieved page, unavailable work source, stale document or ordinary generative variation.
This method compares inputs and evidence rather than declaring a permanent winner. Product controls and availability can change, so record the date, account type and interface version whenever the result matters.
