Underwater robots avoid or release a physical tether to move more freely, reduce cable drag and snag risks, and sometimes simplify deployment. They do not become independent of communication or control: untethered vehicles must rely more on onboard power and navigation, autonomy, and underwater acoustic or optical links. For many missions, a hybrid robot that can operate both wirelessly and on a tether is the practical compromise.
What a tether does—and why robots may leave it behind
A tether, or umbilical, physically connects a remotely operated vehicle (ROV) to operators at the surface. Depending on the system, it can carry control commands and data, provide power, and support continuous human steering. That connection is valuable, but the cable must be managed throughout the dive.
As a vehicle moves around structures, its tether can drag, restrict movement, snag, tangle with other lines, or be damaged. Managing a long, heavy cable can also call for winches, specialized handling equipment, and suitable support vessels. Woods Hole Oceanographic Institution (WHOI) described the equipment and ship demands as a reason to develop untethered vehicles; a 2025 National University of Singapore (NUS) paper likewise identifies tether management, restricted mobility, and specialized vessel requirements as operational challenges. These are potential advantages, not quantified savings that apply to every deployment.

The broad engineering trade-off is clear: removing the physical cable removes cable-related constraints, while also removing functions the cable may have supplied.

How can an underwater robot communicate without a tether?
Underwater wireless communication in the cited examples uses acoustic or optical links—not ordinary Wi-Fi. These links can carry commands and mission data, but they are not equivalent to a physical connection in every system or situation.
Optical communication: fast data over a limited link
WHOI reported an optical modem test in 2008 that transmitted error-free data at 1 megabit per second over more than 100 meters in deep water. WHOI’s 2010 account describes a particular demonstration, not a guaranteed range or current specification for underwater modems generally. The test platform, Nereus, was rated to 11,000 meters; that was the vehicle’s rating, not the modem’s communication depth or range.

Acoustic and combined links
WHOI’s work also discussed combining optical and acoustic communications. A separate NUS research system uses acoustic and optical modems and switches communication modes according to link quality. The appropriate link depends on the vehicle, environment, and mission; the available examples do not establish one method as universally best.
Remote control without a hard wire
In a 2012 Guam field demonstration reported by WHOI, operators controlled Nereus from the surface over wireless optical communications, received real-time video, and used the vehicle’s manipulator. That is evidence that wireless supervision can support particular operations, not proof that a wireless link reproduces every capability of a tether.

ROV, AUV, and hybrid: what changes when the cable goes?
| Vehicle approach | How it is controlled | Main trade-off |
|---|---|---|
| Tethered ROV | Operators control the vehicle through a physical connection, typically with live data and, depending on the system, power supplied through the tether. | Direct connection supports human control, but cable management can restrict mobility and complicate deployment. |
| Untethered AUV | An autonomous underwater vehicle (AUV) carries out a planned mission using onboard systems, without continuous direct operator control. | It avoids a physical tether but depends more on onboard power, navigation, sensing, and the ability to handle faults or unexpected conditions. |
| Hybrid vehicle | Combines autonomous or wireless operation with a tethered mode, or uses software and communications to blend remote supervision with onboard control. | Can offer flexibility, but capabilities vary by design; a wireless link is not a full substitute for every tether function. |
“Cutting the tether” does not necessarily mean cutting a cable during a mission or losing all operator oversight. It can mean designing a vehicle to operate without a physical tether, or switching between tethered and untethered modes. WHOI described Nereus as able to operate as an AUV or as a tethered ROV, and discussed vehicle concepts that could switch among a traditional tether, a fiber-optic line, and a wireless modem. Those concepts are distinct from the NUS system, which uses a software-defined “virtual tether” to carry control signals, telemetry, and camera images.
What does a virtual tether actually do?
In the NUS paper, the “virtual tether” is a communication and control framework, not a physical cable. It carries operator commands and mission information while semi-autonomous functions help the vehicle maintain stability and maneuver. The design includes acoustic and optical modems, a Doppler Velocity Log, scanning sonar, and a base station that changes communication modes based on link quality.

The authors report testing the framework in a deepwater simulator and in Singapore sea trials. Those results describe that research system; they should not be read as independent validation of every wireless subsea vehicle or as a guarantee of performance in other conditions.
What risks and responsibilities shift to the vehicle?
Without a physical connection, a robot relies more heavily on onboard energy, navigation, sensing, fault handling, and communications that may vary in quality. If operators cannot steer continuously, the vehicle must carry out more of the mission safely on its own and respond appropriately when conditions change.

The NUS authors note that reduced operator oversight can make fully autonomous inspection challenging in changing subsea environments. Human judgment can also matter when an inspection reveals unexpected damage or a structural change that calls for a closer look. A design that offers wireless operation therefore needs a plan for communication loss, navigation uncertainty, safe behavior, and recovery—not just a way to send commands when the link works.
A current risk-and-reliability reference
ISO lists ISO 20682:2026, Autonomous underwater vehicles — Risk and reliability as edition 1, published in February 2026. Its scope covers AUV risk and reliability for the underwater “digital mission,” including sensors and communication devices. It explicitly excludes autonomous underwater gliders, batteries, and electric motors. The standard’s existence does not establish that any particular vehicle complies with it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which missions benefit from a tetherless or hybrid design?
The choice depends on the job, not on a general rule that untethered is better. A survey or observation mission may suit a vehicle that follows a planned route with onboard autonomy. Close inspection or manipulation may demand direct human judgment, a dependable data connection, or the option to use a physical tether.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe UK Defence Science and Technology Laboratory (Dstl) and Ministry of Defence describe a specialist ROV adapted to detect unexploded ordnance and remotely place charges for neutralization. Operators receive video and sonar imagery, and the robot can launch from a ship or shoreline. The account illustrates why remote operation can help with hazardous work; it does not say that this robot is untethered or that an untethered vehicle is suitable for the task.
Quick Recap
How to judge whether cutting the tether makes sense
- Mission and operator role: Is the task a survey or inspection, or does it require intervention, manipulation, and real-time human judgment?
- Power and endurance: Does the system rely on power through a surface connection or onboard energy? There is no universal runtime comparison established by the cited examples.
- Communications: Is the link physical, fiber-optic, acoustic, optical, or a combination? What happens if link quality falls or communication is lost?
- Mobility and entanglement: Would cable drag or snagging be a serious obstacle, and what new recovery burden would come with operating without a tether?
- Navigation and autonomy: Can the vehicle localize itself, avoid obstacles, and respond safely when the mission changes?
- Deployment and recovery: What vessel, winch, handling equipment, launch point, and fault-recovery plan does the mission require?
- Risk and reliability: Do the vehicle’s tests and applicable standards address the mission, sensors, and communications it will depend on?
