Semiconductor companies are expanding in Vietnam because the country offers a growing electronics-manufacturing base, a strategic Southeast Asian location and a government-backed plan to attract investment and develop chip-industry skills. Supply-chain diversification amid geopolitical uncertainty adds to the appeal. But expansion is not a single, completed shift: company discussions, agreements, announcements, groundbreakings and operating factories are different milestones, and Vietnam is still building capabilities across the semiconductor supply chain.
Why Vietnam is attracting semiconductor investment
Companies are looking to diversify supply chains
Semiconductors are made through a chain of specialized activities, from chip design and wafer fabrication to assembly, packaging and testing. Companies may choose different locations for different stages, rather than moving an entire supply chain to one country. Vietnam’s government presents the country as an additional destination for global semiconductor supply chains at a time of geopolitical uncertainty and supply-chain diversification. It also points to Vietnam’s location in Southeast Asia, economic openness and network of free-trade agreements as advantages. These are the government’s stated reasons for promoting the country, not proof that any particular company invested mainly for geopolitical reasons.
The practical appeal of diversification is that a company can add capacity in another location and reduce dependence on a narrower set of manufacturing hubs. That is a strategic rationale, not a guarantee that production will be uninterrupted: a new site still depends on its own workforce, infrastructure, suppliers and logistics. The official sources do not quantify how much investment is attributable to geopolitical risk, costs, customer proximity or any other individual factor. The factors can reinforce one another, but company-specific motives should not be assumed.

Vietnam already has an electronics manufacturing base
Semiconductor investment does not begin from a blank industrial landscape. Vietnam has a substantial electronics and hardware manufacturing sector, which can provide a starting point for supplier relationships and industrial experience. In a February 2026 report, the Ministry of Science and Technology cited hardware exports of more than $132 billion in 2024. That figure describes hardware exports; it is not a measure of semiconductor exports or domestic chip production.

The government’s semiconductor strategy connects chip development with specialized chips, next-generation electronic devices and supporting industries. It also aims to link domestic businesses with foreign companies and strategic partners. That combination can make Vietnam attractive to firms seeking to expand an existing manufacturing footprint or develop new supplier relationships. However, an electronics base is not the same as a complete semiconductor ecosystem. Chip production requires specialized skills, technologies and infrastructure, and the government’s own plans treat those capabilities as work still to be developed.
Policy is intended to turn interest into an industry
Vietnam’s semiconductor strategy, approved in September 2024, aims to attract selected high-technology foreign investment while building domestic capability. Its measures include administrative coordination, local partnerships, research and development support, and planned investment in electricity, water and digital infrastructure. The strategy also prioritizes renewable and green energy for semiconductor and electronics manufacturing. These are policy directions and development plans; they do not establish that a particular site already has sufficient power or water, or that a company will receive a specific cost advantage.
The government’s stated ambition is broader than attracting individual factories. It wants to develop capabilities in chip design, manufacturing, packaging and testing, while strengthening connections between foreign investors and domestic firms. That could allow more activity to take place locally over time, but the targets below are objectives rather than proof that the corresponding companies, plants or revenues already exist.

| Deadline | Chip-design companies | Manufacturing plants | Packaging and testing plants | Annual semiconductor revenue target |
|---|---|---|---|---|
| By 2030 | More than 100 | One small-scale plant | 10 | More than $25 billion |
| By 2040 | 200 | Two plants | 15 | More than $50 billion |
| By 2050 | 300 | Three plants | 20 | More than $100 billion |
The same strategy set a goal of more than 50,000 semiconductor engineers and graduates by 2030. Read together, the targets indicate that Vietnam is not describing its immediate role as a complete substitute for established chipmaking centers. It is planning to grow particular parts of the industry in stages, including design and the back-end activities of packaging and testing, alongside a small-scale manufacturing capability by 2030. The government’s stated ambition is to become a “new and safe destination of the global semiconductor supply chain”; that is its strategic framing, not an independently verified ranking or guarantee.
The full target timeline and policy measures appear in the Government News account of the semiconductor development strategy and its coverage of the 2030–2050 plan.
People and infrastructure are central to the plan
The workforce is growing, but targets are not current staffing levels
Vietnam’s talent plan is one of the clearest parts of its investment pitch—and one of its key execution challenges. The 2024 strategy set a goal of more than 50,000 semiconductor engineers and graduates by 2030. A February 2026 Ministry of Science and Technology report describes a program to train at least 50,000 university-level and higher personnel, including 15,000 for chip design and 35,000 for manufacturing, packaging and testing. The ministry also reported that around 35 higher-education institutions were involved in semiconductor-related training.

Those figures describe a government training goal and reported institutional participation, not a count of experienced engineers available to staff new plants today. The same ministry report identifies training quality, mastery of core technologies and coordination among companies, educational institutions and regulators as challenges. This distinction matters to investors: expanding enrolment and courses can build a pipeline, but employers still need workers with the right practical experience for particular jobs.

The ministry also reported that Vietnam’s technology sector employed about 1.9 million people and that the country had more than 7,000 chip-design engineers. These broader figures help describe the existing talent context, but they should not be mistaken for semiconductor-specific staffing totals or evidence that every skill needed by a new facility is already available.
Utilities and site readiness are part of the investment equation
The government has identified electricity, water and digital infrastructure as areas for development, and has prioritized renewable and green energy for semiconductor and electronics manufacturing. The presence of those priorities is significant because semiconductor operations depend on specialized facilities and reliable supporting systems. But policy plans alone do not establish the availability, reliability or cost of utilities at any individual industrial park or project site. Companies assessing a location still need site-specific information rather than assuming that national ambitions equal local readiness.
What reported company activity does—and does not—show
Vietnam has reported interest from established technology and semiconductor companies, but the type and maturity of each milestone matter. In December 2024, Government News named discussions involving Qualcomm, Google, Meta, Lam Research, Qorvo and AlChip. It also reported that NVIDIA had signed an agreement with the Vietnamese Government to establish an R&D center and an AI data center. Discussions and an agreement indicate engagement; they are not evidence that those companies have opened semiconductor manufacturing plants in Vietnam.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteA February 2026 report from the Ministry of Science and Technology described a different set of milestones involving existing investment projects and planned capacity. It reported that Viettel broke ground on a 32nm semiconductor chip manufacturing plant at Hoa Lac Hi-Tech Park on January 16, with trial production expected in 2028. The same report said FPT announced a semiconductor testing and packaging plant on January 28. The dates and status are important: the Viettel project was reported at groundbreaking with trial production expected later, while the FPT facility was reported as an announcement. Neither description establishes that the named project was already producing chips when the report was published.

The December 2024 account of company interest and the government’s investment rationale is in Government News coverage of technology-company plans. The February 2026 report on projects, workforce and challenges is from the Vietnam Ministry of Science and Technology. These are dated government accounts; project status can change, and the milestones should be attributed to the report dates rather than presented as a live operational audit.

“Manufacturing” can refer to distinct steps, so a company’s presence in Vietnam does not automatically mean it is fabricating wafers there. Chip design creates the specifications and layouts; front-end fabrication makes semiconductor devices on wafers; packaging protects and connects the resulting chips; and testing checks that products meet requirements. A site focused on testing and packaging contributes to the supply chain, but it is not the same kind of facility as a wafer fabrication plant.
Vietnam’s stated targets and the reported Viettel and FPT projects illustrate why it is useful to identify the activity precisely. The government strategy envisages design firms and packaging-and-testing plants as well as manufacturing plants, and the reported projects span chip manufacturing and packaging/testing. Building several of these capabilities could deepen the country’s role without implying that all stages are already present or integrated locally.
For companies, an additional location can support supply-chain diversification and connect production with Vietnam’s existing electronics sector. For the country, investment can support the broader aim of moving from electronics assembly and hardware exports toward more technology-intensive activities. Whether that transition succeeds depends on execution: projects must reach operation, workers must acquire the required skills, and supporting infrastructure and local partnerships must develop alongside investment.

How to read claims about Vietnam’s semiconductor boom
News about a country’s chip ambitions can blur plans and operating capacity. A useful way to assess a new claim is to check what stage it describes and who reported it:
- Strategy target: a future objective, such as a planned number of factories or trained workers; it is not a completed result.
- Discussion or memorandum: evidence of engagement, but not necessarily a final investment decision or construction start.
- Announcement or agreement: a stated plan or formal arrangement; it does not by itself show a facility has been built.
- Groundbreaking: construction has begun, but the plant is not thereby complete or in production.
- Trial production: a later operational milestone that should be distinguished from full commercial output.
- Operating production: the clearest evidence of current manufacturing capacity, ideally confirmed by a dated company statement or other direct operational information.
Also check the activity: design, wafer manufacturing, packaging and testing are not interchangeable. Finally, treat national statistics according to what they measure. Vietnam’s more than $132 billion in hardware exports in 2024, for example, provides context for its electronics base, not a semiconductor export total. The Ministry of Science and Technology’s February 2026 report is the source for that figure and the workforce statistics above.
Why the expansion is promising but not guaranteed
Vietnam has a credible set of ingredients for attracting additional semiconductor activity: a large electronics sector, a government strategy spanning multiple stages of the value chain, investment interest and a workforce-development effort. Its regional position and the broader search for supply-chain diversity strengthen the case for considering it as an additional location. The government’s stated policy priorities also show that infrastructure, skills and local capacity are part of the investment agenda rather than incidental topics.
The same evidence points to limits. The headline factory, revenue and workforce figures are future targets; institutional training activity does not prove that all required talent is ready; and reported investment milestones range from discussion to groundbreaking rather than uniformly operating production. Official descriptions of the country’s appeal explain the policy case, but they do not disclose each investor’s internal reasoning or establish that Vietnam already matches other locations on power reliability, costs, supplier depth or project readiness. For now, the most accurate description is that Vietnam is building a larger role in the semiconductor supply chain, not that the industry has completed a wholesale move there.
