Modern AAA games are difficult and expensive because they combine enormous amounts of authored content with demanding technology, large multidisciplinary teams, multiple platforms and, increasingly, years of post-launch service. Better hardware raises the expected visual and technical bar, but it does not create the environments, animation, dialogue, missions, interfaces, testing or support work needed to turn that capability into a finished game.
The financial risk grows with the production. A studio may spend years paying hundreds of specialists before it knows whether players will buy the result. Public figures are uncommon and often count different things, so there is no single “AAA budget.” Development, marketing, platform work, infrastructure and post-launch operations must be separated when comparing projects.
What “AAA” means in production terms
AAA is an industry description rather than a regulated budget category. It generally refers to games backed by substantial publishers and resources, with high production values, broad distribution and significant commercial expectations. The label can cover a tightly focused premium game, a vast open world, a multiplayer product or a live-service title. Those models do not require identical teams or budgets.

Art, animation, audio, writing, design, engineering, production, quality assurance, localization, business development and marketing must deliver work that fits a common build. A change to one system can affect missions, cinematics, performance, accessibility and testing elsewhere. The finished product is therefore more than a pile of expensive assets: it is an integrated software system that must remain playable on every supported configuration.

Why modern games require so much work
Higher fidelity increases both machine and human demands
Modern hardware can render more detailed geometry, lighting, materials and effects, but that capacity has to be filled with authored content. Liam Deane, principal analyst for games technology at Omdia, has described a diminishing-return pattern: each subjective improvement in graphics can require a larger increase in rendering power and human effort. A detailed character needs models, textures, shaders, facial rigs, animations, costumes, dialogue, effects and testing. A detailed world needs building kits, terrain, vegetation, interiors, lighting passes, collision, navigation and missions that make the spaces meaningful.
Graphics are only one visible pressure. More sophisticated simulation, accessibility options, online features, artificial intelligence, cinematics and narrative branching also create work. The central challenge is integration: assets must function together in a coherent, performant game rather than merely look impressive in isolation.
More content creates a larger dependency network
A game with many locations, weapons, characters and systems creates dependencies among them. Designers need reliable tools and content pipelines; artists need stable technical requirements; engineers need representative assets to test performance; writers and cinematic teams need systems that can support the intended scenes. As scope expands, the number of combinations that must be checked expands as well.
This is why adding one feature rarely costs only the time needed to code it. The feature may require new art, animation, user-interface work, tutorials, save-game handling, localization, platform certification and regression testing. If it changes the rules of play, existing missions and multiplayer balance may need revision.
Large teams make coordination a core task
AAA development is commonly distributed across many departments, studios, vendors and external co-developers. In the Game Developers Conference 2023 survey, 84% of respondents working at AAA studios said their organization had more than 100 employees. That is a survey result, not a census of every game, but it shows why communication and production management are material parts of the work.

Team size does not scale output in a perfectly straight line. New contributors need onboarding, design decisions need documentation, and changes must be merged and reviewed. Alexandre Amancio, a former creative director on Assassin’s Creed Unity and Assassin’s Creed Revelations, summarized his view of the overhead in a 2026 TechRadar interview report: “You need to have people to coordinate the people coordinating.” He also warned that adding staff to a problem can slow people who are already working efficiently and introduce what he called “variable noise.” That is an experienced developer’s perspective, not a universal staffing rule, but it captures the management cost of scale.
Multiple platforms multiply technical obligations
Releasing on PC and several consoles can expand the audience, but it also creates compatibility work. Teams must account for different hardware capabilities, operating-system behavior, input methods, storage limits, display modes, certification requirements and performance targets. Cross-play and players’ expectation that they can move between devices add further testing and account-management requirements.
The European Parliament’s study of the games sector describes publishers’ increasing interest in releases across multiple devices to multiply revenue streams. The commercial opportunity is real, but each additional platform adds configurations that must be supported at launch and maintained through patches.
Live service turns a launch project into an operating business
A premium game can, in principle, reach a major production milestone at launch. A live-service game has a second horizon. Boston Consulting Group has noted that such titles require continuing investment in data centers, matchmaking, community engagement, personnel, operations and customer support, as well as a pipeline of new content.
That means the team must design not only the initial game but also tools and processes for safe updates, telemetry, moderation, incident response, seasonal or event content and communication with players. The original development budget should not be confused with the recurring cost of operating the service after release.

Where the money goes
The largest expense is sustained skilled labor. A project can employ specialists for years across pre-production, production, testing, launch and post-launch support. Salaries are only one part of employment cost; studios also pay for management, benefits, offices or remote infrastructure, software, contractors and external development.

| Marketing and promotion | Advertising, events, public relations, user acquisition and launch campaigns | Publishers may spend heavily to make a large investment visible |
| Post-launch operations | Servers, matchmaking, support, moderation, community work and new content | Live-service commitments continue after the initial release |
A 2006 Game Developers Conference session description for Rich Vogel’s talk on large-scale massively multiplayer production described projects costing more than $20 million, involving over 100 people and taking more than three years. It also said, “Most of the development is going into content and the bar is being raised every year.” Those figures are historical context, not a current benchmark; they show that the content-and-labor problem predates today’s hardware.
What public budget figures actually tell us
Publishers usually keep project accounts private, and disclosures often use different definitions. One figure may cover development only; another may include marketing, acquisitions, infrastructure or post-launch work. A reported number should therefore be labeled by source, year and category.
| Figure | What it represents | How to interpret it |
|---|---|---|
| $174 million | Cyberpunk 2077 development cost, reported by Omdia analyst Liam Deane in 2022 from the developer’s official post-mortem | A disclosed development example, not a typical AAA price and not the full marketing-inclusive spend |
| 6% CAGR | Boston Consulting Group’s reported growth in PC and console AAA development budgets from 2017 through 2022 | A historical industry trend for that period, not a budget for an individual game |
| 8% CAGR | Boston Consulting Group’s forecast for PC and console AAA budgets from 2022 through 2028 | A 2024 forecast, not a realized 2026 or 2028 result |
| $300 million-plus | A budget reported for Spider-Man 2 by Boston Consulting Group | A named project example; it is not a universal benchmark and the accounting scope must be checked |
Marketing can substantially increase total spending beyond development. The European Parliament study describes rising promotion budgets and a sector responding to cost pressure with fewer, more familiar AAA projects and cancellations. As investment rises, a disappointing launch has a larger financial impact, encouraging publishers to favor concepts with recognizable audiences even when that concentrates risk in a smaller number of very large bets.
Why development takes years
Pre-production is a discovery phase
Before full production, teams establish the game’s technical foundation, visual direction, control scheme and content pipeline. Prototypes expose whether a mechanic is fun and whether the technology can support it. Discoveries made during this phase can force changes to tools, staffing or scope. Delaying those decisions may appear cheaper initially but can make late corrections more expensive because more finished content depends on them.

Production proceeds through dependent stages
Many tasks cannot be finalized until upstream decisions stabilize. A mission may depend on a traversal system; a cinematic may depend on final character rigs; performance tuning may depend on representative levels. Teams can work in parallel, but parallel work increases the chance that assumptions diverge and later have to be reconciled.
Testing expands near the end
As more content becomes playable, testers find combinations that were not visible in isolated prototypes. Fixes can introduce regressions, so corrected builds must be tested again across supported platforms and hardware. Certification, localization, accessibility checks and launch preparation add their own gates. A game can be feature-complete while still requiring substantial stabilization work.

Standardized tools and engines
Productivity tools can automate repetitive tasks, enforce consistent asset formats and make it easier for teams to share work. After Cyberpunk 2077, CD Projekt Red announced a move from its in-house engine to Unreal Engine, citing hopes of lowering costs and making hiring easier through a standardized platform. That is a specific studio decision and stated rationale, not proof that changing engines always saves money: migration itself requires training, technology work and adaptation.
Co-development and outsourcing
External teams can add art, engineering or testing capacity when one studio cannot supply all the required resources. The 2026 GDC Trends Report identifies co-development as a strategy for games that need more staff and resources. It can spread work and provide specialist expertise, but it also creates integration, review, scheduling and communication obligations. Moving work between teams changes the coordination pattern; it does not automatically reduce total cost.

Scope control
The most direct way to reduce production work is to build fewer things. Fewer bespoke assets, systems, supported platforms or post-launch promises mean fewer items to create, integrate, test and maintain. Scope decisions are difficult because they can reduce the marketable features that justify a large project, but postponing them can leave a team with more commitments than its schedule and budget can support.

Reusing technology and content pipelines
Standardized internal tools, established workflows and reusable components can reduce repeated setup work across projects. They do not eliminate the need for new design and content, and reuse may require adaptation when a new game has different performance, visual or platform requirements.
How to compare two AAA projects fairly
Do not rank budgets by headline number alone. Ask the same questions of each project:
- Does the figure cover development only, or also marketing, infrastructure and post-launch operations?
- Is it a reported actual, an estimate or a forecast, and what year does it describe?
- How large and distributed was the team, and were external co-developers involved?
- What content and fidelity target did the project promise?
- How many platforms and online modes had to work at launch?
- Was the product a one-time premium release or a service expected to operate for years?
This framework prevents a disclosed development cost from being compared directly with a marketing-inclusive total or with a forecast for an entire market.

What the evidence does—and does not—establish
Available industry analyses consistently point to rising scope, labor, coordination and operating obligations, but they do not provide a standardized database of every AAA budget. The 84% GDC staffing result describes surveyed AAA-studio respondents, not every project. Unity’s 2025 report found that 88% of surveyed developers said overall play times are rising; that indicates stronger expectations around engagement, not a direct measurement of AAA budgets. The Omdia and Boston Consulting Group figures describe specific years and categories, so they should not be presented as final universal costs for games released in 2026.
The most defensible conclusion is therefore structural rather than a single price tag: modern AAA games are expensive because they require years of coordinated specialist labor to create and verify large amounts of content, support more devices and often operate beyond launch. Tools, co-development and scope discipline can improve productivity, but none removes the underlying work of designing, building, integrating and supporting the game.
