Apache usually ignores .htaccess because the matching <Directory> configuration has AllowOverride None, the file is not in the directory serving the request, or Apache is looking for a different filename. For rewrite rules, the file can also appear ineffective when RewriteEngine On is missing or the required symlink option is not permitted. Fix the directory context first, then verify the filename, allowed directives, rewrite settings and error log.
What “Apache is ignoring my .htaccess” actually means
Several different failures produce the same symptom: a URL does not redirect, a custom error page never appears, a header is not added, or a rule seems to have no effect. The distinction matters because each case has a different fix.

The key rule is that Apache only searches for access files when the server configuration allows it. The default value of AllowOverride is None; with AllowOverride and AllowOverrideList both set to None, Apache does not even attempt to read the file.
Use this order to diagnose the problem
- Identify the filesystem directory serving the request. Confirm the active virtual host, its
DocumentRoot, and any aliases or proxy rules. A setting for/var/www/htmlcannot enable a file under/srv/www/example/public. - Confirm the exact access-file name and location. The standard name is
.htaccess, including the leading dot and lower-case letters. It must be in the directory being served or in an ancestor directory for which Apache searches. The file name changes only if the administrator changesAccessFileName. - Inspect the applicable
<Directory>block. The block must match the real filesystem path, not the URL path. Check both the global server configuration and the virtual-host configuration; a more specific block can override a broader one. - Allow only the directives you need. Use an override category such as
FileInfofor common rewrite and metadata directives, or useAllowOverrideListto permit named directives individually. - Enable and validate rewriting. Put
RewriteEngine Onin the file. In per-directory context, Apache also requires eitherFollowSymLinksorSymLinksIfOwnerMatch, and the server configuration must permit that option. - Reload Apache and read the error log. Main-configuration changes do not take effect until Apache is reloaded or restarted. A rejected directive and a malformed rule normally generate different, actionable log messages.
Fix the matching directory configuration
Find the directory Apache actually uses
Start with the virtual host that answers the hostname and port in your request. Its DocumentRoot may differ from the default site’s root, and an Alias can map a URL prefix to an entirely different directory. The <Directory> section must use that destination on the local filesystem.

For example, if the site serves files from /var/www/example/public, a useful configuration shape is:

</Directory>Do not put the setting only in a block for /var/www and assume it will always win. Apache combines directory settings according to path specificity, and a later or more specific block can leave overrides disabled. If the application uses several document roots, each one needs an appropriate block.

Choose an override policy
AllowOverride None is the secure and predictable default: Apache serves the directory without processing its .htaccess directives. AllowOverride All enables every override class permitted by the server, but it grants more delegated control than most sites need. A narrower category is preferable.

If you use an allow-list, name every directive the file needs. A rewrite file may require RewriteEngine, RewriteRule and RewriteCond; a configuration that permits only one of them will still fail. Keep the list in the server or virtual-host configuration, not in the access file itself.
Check the filename, path and file access
Verify the name byte for byte
On Unix-like systems, .htaccess is a hidden file. Common mistakes include saving htaccess without the dot, .htaccess.txt from a desktop editor, or .HTACCESS with different capitalization. Display hidden files in your file manager or run a directory listing that includes dot files.

Apache searches for the name defined by AccessFileName. If an administrator changed that directive, a correctly named .htaccess file may be ignored because Apache is looking for another name. Do not change the filename on a managed server unless you know the active AccessFileName value.
Verify the directory, not just the project root
A file in a deployment or home directory has no effect unless that directory is on the request’s filesystem path. Put the file in the document root for site-wide rules, or in the specific subdirectory whose requests it should govern. Parent-directory files can apply to descendants only when Apache is configured to read them.
Verify readability and deployment behavior
The Apache service account must be able to traverse the parent directories and read the file. Check ownership and permissions after uploading through FTP, a deployment system or a container volume. Also confirm that a build or release process has not replaced the live document root with a different directory. Permission failures usually appear in the error log even when a missing override permission does not.
Make rewrite rules eligible to run
Turn the engine on
A rewrite rule in an otherwise valid file does nothing until the per-directory rewrite engine is enabled:
RewriteEngine On
RewriteRule ^old-page/?$ /new-page [R=301,L]In a .htaccess file, the pattern is matched against a path with the directory prefix removed. Do not copy a rule written for the main server configuration without checking its pattern and substitution. Test one simple rule before adding a large framework-generated ruleset.

Permit the required symlink option
Apache requires FollowSymLinks or SymLinksIfOwnerMatch for per-directory mod_rewrite processing. The relevant option must be enabled or permitted by the server configuration; placing an Options line in the file cannot bypass an administrator’s prohibition.

</Directory>Use the approach required by your hosting policy. Do not blindly add Options +FollowSymLinks when the host disallows it; the resulting error confirms that the file is being read but the requested option is not allowed.
Check module and directive errors
If the log says a rewrite directive is unknown, the rewrite module may not be loaded, or the directive may be outside the permitted override class. If the log reports a syntax error, fix the rule’s spelling, flags, quoting or regular expression. These are not “ignored file” problems: the error proves Apache reached the file.

Changes to httpd.conf, an included file or a virtual-host definition require a configuration reload or restart. A reload keeps existing connections where possible while applying the new configuration; a restart fully stops and starts the service. Use the service method supplied by your operating system or hosting panel, then make a fresh request.

Validate the configuration before reloading when your platform provides a syntax-test command. If the reload fails, Apache continues using the previous working configuration on many systems, so check the service manager’s output rather than assuming the new settings are active.
Use the error log to separate “not read” from “rejected”
Inspect the error log for the virtual host handling the request and note the timestamp. A forbidden directive normally produces an explicit message naming the directive and the directory context. A malformed rewrite rule produces a syntax error. A missing module can produce an unknown-directive message. Correct the first error in the log, reload if the main configuration changed, and retest.
The deliberate-invalid-directive test
When the log is quiet, Apache’s troubleshooting method is to insert a deliberately invalid directive temporarily, such as:
ThisDirectiveDoesNotExistRequest a page from that directory. If Apache reports an error, the file is being processed; remove the test line immediately and use the message to identify the forbidden or malformed setting. If no error occurs, Apache probably did not read that file, pointing back to the filename, path, AllowOverride, AllowOverrideList or directory-context configuration. Never leave the invalid line in production.
Understand what the directory context changes
A rule in the main server or virtual-host configuration runs in a different context from one in .htaccess. In per-directory context, Apache has already mapped the URL to a directory and removes that directory prefix before matching the rule. This is why a pattern beginning with a leading slash that works in the main configuration may fail in .htaccess. Keep the rule’s context consistent when moving it.

Apache may check for access files at multiple path levels for a request. For an illustrative request under /www/htdocs/example, the server can check four directory levels when access-file processing is enabled. That example demonstrates why per-request filesystem checks exist; it is not a universal performance measurement.

Central configuration avoids repeated filesystem checks and makes the active policy easier to audit. Access files remain practical for shared or managed environments, including common control panels, where customers cannot edit the server configuration. If you control the server, move stable rules into the virtual-host configuration and leave only genuinely site-local settings in .htaccess.

The block matches a URL instead of a filesystem path
<Directory "/blog"> is not a match for a site whose files live at /srv/www/site/public/blog. Replace it with the actual local path and ensure that path belongs to the active virtual host.
An inner block resets the setting
A broad parent block may allow overrides while a more specific child block sets AllowOverride None. Inspect all included configuration files and the most specific directory block that applies to the request.
The file was uploaded to the wrong release
Symlinked releases, containers and deployment directories can make the visible project differ from the live document root. Confirm the path from the running virtual host and place the file there, not merely in the source checkout.
The host forbids server-level changes
On managed hosting, you may not have permission to edit httpd.conf or virtual-host settings. Ask the host to enable the necessary override category or named directives for the exact document root. You cannot activate AllowOverride from inside the ignored file.

Once Apache is reading the file, rule ordering, conditions and flags determine the result. Reduce the file to RewriteEngine On and one test rule, verify the response, then add conditions and additional rules incrementally. This prevents an unrelated rule from masking a valid configuration.
A minimal verification procedure
- Create a plainly named test file in the live document root and confirm that your deployment system placed it there.
- Temporarily add an invalid directive and request a page beneath that directory.
- If no error appears, correct the directory block, override policy, filename or path before testing rewrite syntax.
- If an error appears, remove the invalid line and fix the named directive or module.
- Set the smallest required override permission, add
RewriteEngine On, and use one simple rule. - Reload Apache after any server-configuration change, then inspect the virtual host’s error log and response.
- Restore the final rules one at a time, keeping a working copy so the first new failure is identifiable.
When to stop using .htaccess
Move rules to the main configuration when you administer Apache, need consistent behavior across many directories, or are troubleshooting repeated request-time checks. Keep .htaccess when a managed host intentionally delegates directory configuration and the required override permissions are available. The choice is operational: central configuration offers control and startup loading, while access files trade that efficiency for portability and delegated ownership.
