Swadeshi Jagran Manch (SJM), described by Hindustan Times as an economic offshoot of the Rashtriya Swayamsevak Sangh (RSS), has urged India’s Union government not to authorize Starlink’s commercial satellite broadband service. SJM says its concerns include national security, domestic routing of internet traffic and the government’s ability to restrict service during emergencies. Those are the group’s stated arguments, not independently verified findings about Starlink.
What SJM is asking the government to do
Hindustan Times reported on October 13, 2026, that SJM wants the Union government to withhold permission for Starlink to launch commercial satellite broadband in India. The report does not establish whether the government has made a final licensing decision or set a decision timetable.
Why SJM says Starlink could pose a security concern
Traffic routing and lawful monitoring
SJM national co-convenor Ashwani Mahajan argued that internet traffic routed through infrastructure outside India could bypass domestic gateways and make lawful monitoring or enforcement more difficult. He said the government wants Indian traffic to pass through gateways located within the country. These are Mahajan’s reported claims; the article does not independently verify how Starlink would route Indian traffic or whether it has agreed to particular routing conditions.

Mahajan also said Starlink should be able to restrict service precisely when the government directs it to do so, including in security-related emergencies. He said Starlink had not committed to that condition, or that its technology might not allow it. The report does not independently establish Starlink’s technical capabilities, its position on the condition, or its compliance status.

Potential misuse by hostile or criminal actors
SJM’s case also rests on the possibility that satellite internet could be used by hostile actors, smugglers or insurgent groups to communicate outside conventional telecom networks. The group cited Ukraine, Iran, Russia, China and Taiwan as case studies for security analysis. The report supplies no comparative data showing that those examples establish a Starlink-specific threat in India.
The trade argument behind the call
Mahajan said blocking Starlink could send a message to US trade partners in response to tariffs on Indian imports. He also argued India could provide satellite internet at lower cost even if indigenous services were delayed. Hindustan Times provides no price comparison, cost study or launch schedule to substantiate those claims.

What the government has said—and what is still unknown
According to Hindustan Times, the Indian government rejected Elon Musk’s claim that Starlink was being blocked by “certain oligarchs” and described the country’s satellite-communications regulatory framework as “fair and non-discriminatory.” The report does not link to the original government statement, so this is the newspaper’s account of the response.

It also contains no direct Starlink response and no link to an original SJM statement. The dispute therefore captures competing claims, not a confirmed finding that Starlink is unsafe or that its application has been rejected.

How to read the competing claims
| Issue | SJM’s position as reported | What the report establishes |
|---|---|---|
| National security and lawful monitoring | Foreign-routed traffic could bypass domestic gateways and complicate monitoring or enforcement. | This is SJM’s argument; independent technical evidence is not provided. |
| Domestic gateways and routing | Indian traffic should pass through gateways inside India. | The report does not detail Starlink’s planned routing or a formal commitment. |
| Emergency service restrictions | Starlink should be able to restrict service at the government’s direction. | Mahajan’s account of Starlink’s commitment or technical ability is not independently confirmed. |
| Licensing rules | SJM asks the government not to authorize Starlink’s commercial service. | The government reportedly calls its framework “fair and non-discriminatory”; the final decision is not established. |
| Trade and competition | Blocking Starlink could respond to US tariffs, while Indian satellite internet could be cheaper. | No cost figures, study or timetable are provided. |
