Why am I still getting promotional texts after blocking a number? Because blocking usually applies to one sender identity, while the messages may come from other numbers, sender IDs, email-to-text routes, or a separate delivery system. A phone block is only one layer. To reduce the messages, turn on your phone’s spam or unknown-sender filtering, ask your wireless provider about text controls, report each unwanted message, and avoid interacting with suspicious links.
Why blocking one number does not stop every promotional text
A number block is a narrow rule: your phone or messaging service compares incoming messages with the specific sender identity you blocked. If a later message arrives from a different number or through another route, it may not match that rule. This is an explanation based on how separate phone, carrier, and app filtering layers work; it does not prove that every continued message was sent by a new number or that every marketer is disguising its identity.
The campaign may use more than one sender identity
Promotional campaigns can send from multiple numbers, short codes, alphanumeric sender IDs, or other accounts. Blocking one visible number therefore may stop that sender while leaving other messages from the same campaign unaffected. Look at the sender shown on each new message rather than assuming that one block covers an entire business or campaign.
Messages can arrive through a different delivery route
The Federal Communications Commission says email-to-text gateways can deliver a text from an email address instead of a telephone number. The agency encourages providers to make email-to-text an opt-in feature to reduce fraudulent messages, but that is an encouragement, not a claim that every provider has implemented the same control. If a message appears to come from an email address, a phone-number block may not be the relevant filter.

Blocking and spam filtering are different controls
Blocking generally targets a known sender. Spam or junk filtering attempts to identify unwanted messages by sender patterns, message content, reputation, or other signals. Filtering unknown senders may be available in your phone’s messaging settings, but menu names and capabilities vary by device, operating-system version, and carrier.
First decide whether the message is marketing or a scam
Not every unwanted promotional-looking text is a conventional advertisement. Scammers often imitate delivery companies, financial institutions, retailers, or government services. The FTC reported that consumers lost $470 million to scams that started with text messages in calendar year 2024; fake package-delivery messages were the most commonly reported type in that data. That figure concerns reported losses to text-message scams, not the volume of promotional texts or all unwanted messages. See the FTC’s April 2025 summary at ftc.gov.
Signs the message may be a scam
- It demands immediate payment, account verification, or a password.
- It uses an unexpected link, attachment, QR code, or shortened web address.
- It threatens a penalty or loss of service unless you act immediately.
- It asks for Social Security, bank-card, login, or one-time verification information.
- It claims to be from a company but the sender, wording, or web address does not match what you normally receive.
Do not click an unexpected link or share personal or financial information. If the message claims to represent a company, contact that company through a phone number or website you already know is genuine, not through contact details in the text.
What to do when texts continue
Use the following sequence. It combines controls that act at different points in the delivery path instead of relying on another single-number block.

1. Turn on spam and unknown-sender filtering
- Open your phone’s messaging app and inspect its settings for labels such as Spam, Junk, Blocked, Unknown senders, or Message filtering.
- Enable the available spam or unknown-sender option. Some phones place these controls in the main phone settings rather than inside the messaging app.
- Check the filtered or junk folder periodically so that a legitimate message is not missed. Exact names, locations, and behavior vary by platform and software version.
- Continue blocking individual senders when appropriate, but treat that as one part of the filtering setup rather than a complete campaign-level opt-out.
2. Ask your wireless provider what it can filter
The FTC says wireless providers may offer tools or services that block calls and texts. Contact your provider and ask specifically about:
- text-message spam filtering and reporting;
- controls for messages from email-to-text gateways, where available;
- ways to report a suspected scam so the provider can investigate similar traffic; and
- any account-level settings that differ from the controls on your handset.
Capabilities differ by provider, plan, network, and region. Do not assume that a feature offered by one provider exists on another, or that enabling a carrier filter will remove messages already stored on your phone.
3. Use a third-party filtering app only after checking the trade-offs
Some call-blocking applications also filter unwanted messages. An app can add another detection layer, but the FTC’s guidance supports the category, not a particular product. Before installing one, check its current features, compatibility with your phone, privacy policy, permissions, update history, and independent user feedback. Avoid giving a new app access to more message or contact data than its filtering function requires.
4. Report the message instead of only deleting it
- Forward the unwanted text to 7726 (SPAM). The FTC says forwarding helps a wireless provider identify and block similar messages.
- Use your messaging app’s Report junk or Report spam action when it is offered. This can send the message and sender information to the service operating the filter.
- For fraud or impersonation, submit a report at ReportFraud.ftc.gov through the FTC’s spam-text guidance.
- For persistent unwanted texts, use the FCC complaint form. Select the category unwanted calls/texts and the sub-issue all other unwanted calls/messages when those choices appear.
The FCC explains: “We do not resolve individual unwanted call or text complaints, but your complaint provides valuable information that we use to inform policy decisions and as the basis of potential enforcement actions against those violating our rules.” A complaint supplies information for policy and possible enforcement; it is not an individual case-resolution service. The current guidance is at consumercomplaints.fcc.gov.

Which control should you use?
These options address different parts of the problem. Choose more than one when messages continue.

How to stop spam texts from new numbers
When new numbers keep appearing, treat the pattern as a filtering and reporting problem rather than repeatedly blocking one sender at a time.
- Capture the evidence. Keep the message, sender, date, time, and any link visible. Do not open a suspicious link just to investigate it.
- Report before deleting. Forward it to 7726 and use the app’s report-spam control so the relevant provider receives the sender information.
- Enable broader filtering. Turn on spam and unknown-sender filtering on the phone, then ask the wireless provider about network-level text controls.
- Separate legitimate subscriptions from scams. For a genuine business you recognize, use its independently verified website or customer-service number to unsubscribe or change contact preferences. Do not use an unsubscribe link in a suspicious message.
- Escalate persistent abuse. Send scam details to the FTC and submit an FCC unwanted-text complaint, understanding that the FCC channel informs enforcement and policy rather than handling an individual dispute.
What US rules cover unwanted promotional texts?
The legal result depends on the message, technology, consent, sender, and other facts. An unwanted text is not automatically illegal merely because it is promotional, and the same consent rule does not apply to every type of message.

National Do-Not-Call protections extend to texts
The FCC’s 2024 order codified that National Do-Not-Call Registry protections apply to text messages, effective March 26, 2024. This protection is relevant to covered telemarketing, but it does not turn every unwanted message into a proven violation. Keep records of the sender and message if you believe a business is contacting you improperly.

Prior express written consent has specific boundaries
The same order amended the definition of prior express written consent for covered automated telemarketing messages. The agreement must clearly authorize no more than one identified seller, and the texts must be logically and topically associated with the interaction that prompted consent. Those conditions are narrower than a blanket statement that every marketing text requires the same consent. Whether a rule applies depends on the message and the circumstances in which consent was obtained.
FCC-directed carrier blocking is different from your phone’s block button
The Federal Register summary of FCC Order FCC 23-107 describes a formal process: after notice from the FCC Enforcement Bureau that texts from a specified number are illegal, a terminating mobile wireless provider must block texts from that number. The process accounts for number reassignment, and the rule became effective July 24, 2024. This is a regulatory, carrier-level duty following Commission notice; it is not a promise that a provider will instantly block every number a consumer reports. The same number still appears after you blocked it
Confirm that the number is in the messaging app’s blocked list, not only in a phone-call block list. Update the phone and messaging app, then report the message to 7726 and through the app. If messages continue, ask the provider whether its network filter can block that sender or whether the displayed identity is being handled as an email or service sender.

Do not spend all your time adding individual blocks. Turn on spam and unknown-sender filtering, ask the carrier about broader controls, and report representative messages. Multiple sender identities are consistent with why a single-number rule has limited reach, but the message details are needed to determine the actual source.

The message arrives from an email address
Do not reply or click its links. Report it in the messaging app, ask the provider whether email-to-text traffic can be restricted, and include the sender details in an FTC or FCC report when appropriate. A phone-number block may not apply because the delivery identity is an email address.
You clicked a link or supplied information
Stop interacting with the message. Change any exposed password from a trusted device, enable multi-factor authentication where available, contact the affected financial institution through a known-good channel, and monitor accounts for unauthorized activity. If you supplied payment or identity information, report the fraud to the FTC and follow your bank’s emergency procedures.
Keep legitimate messages while reducing unwanted ones
- Review your phone’s filtered folder so an important message is not overlooked.
- Save trusted contacts and use verified company contact details when managing subscriptions.
- Do not answer a suspicious text, even to request removal; a reply can confirm that the number is monitored.
- Keep your phone’s operating system and messaging app updated so available filtering and reporting controls remain current.
- When reporting, preserve enough information for the provider or agency to identify the sender, but do not forward private account details unnecessarily.
Blocking remains useful for the exact sender you selected. The practical fix for continuing promotional texts is layered: broader device filtering, provider assistance, reporting, and cautious handling of every unexpected message.
