An AI-server GPU can lose throughput even when it is healthy: its power-management system may lower GPU clocks to keep electrical draw inside an enforced power envelope. The decisive diagnosis is a time-aligned slowdown in which clocks fall, power readings approach the effective ceiling, and a clock-event field reports a software power cap. A cap event alone does not prove a defective GPU, and raising a limit is not automatically safe.

Use the workflow below to separate a real power cap from thermal slowdown, an external system power brake, application-clock restrictions, sync boost, a workload that is not feeding the GPU, or a server-level policy that overrides the value you requested.

What power-limit throttling actually means

Under load, GPU power management continuously balances performance against a configured electrical budget. NVIDIA describes the behavior this way: “When power management is enabled the GPU limits power draw under load to fit within a predefined power envelope by manipulating the current performance state.” In practice, the controller reduces graphics/SM and sometimes memory clocks, so each second of computation consumes less power.

This is deliberate control, not automatically a hardware failure. A software power-cap event means clocks are being optimized to remain within the power limit currently in force. The event tells you why clocks were constrained; it does not tell you that the board is damaged or that the configured limit is inappropriate.

AI training and inference workloads can expose the condition because sustained matrix operations keep the accelerator busy for long periods. A short burst may never reach the ceiling, while a steady workload can repeatedly hit it. Throughput falls only when the reduced clock state becomes the bottleneck; a workload waiting on data, synchronization, or CPU scheduling may show low performance without being power-limited.

Requested, current and enforced limits are different

Do not assume the number you requested is the number the GPU is enforcing. The management stack can expose several ceilings:

  • Default limit: the product’s baseline power setting.
  • Software-requested or current limit: the ceiling requested through a management interface such as nvidia-smi.
  • Enforced limit: the value the power-management algorithm is actually using after platform policy is applied.

On supported Hopper-and-newer data-center modules, NVIDIA documents a module-level enforced limit that is the minimum of multiple limits. A host request can therefore be higher than the operative ceiling. Module-level fields are not available on every GPU generation or driver, so first verify that your product exposes them.

The important comparison is not “power draw versus the value I typed.” It is power draw versus the effective, enforced ceiling during the slowdown. If the enforced value is lower than the software request, investigate server policy, firmware controls, and management agents before changing the GPU setting.

Evidence that distinguishes a power cap from other slowdowns

A convincing diagnosis combines several signals captured at the same time:

  • Application throughput or latency degrades under a repeatable workload.
  • GPU utilization remains high enough that the accelerator is the likely bottleneck.
  • SM/graphics or memory clocks fall relative to the normal state.
  • Power draw is close to the effective ceiling, rather than merely low because the GPU is idle.
  • The clock-event reason includes a software power-cap indication.

A single low instantaneous power reading is not evidence of throttling. If the GPU is waiting for data, synchronization, or a CPU launch, it can draw little power while performance is poor. Record a time series, not one sample.

Step-by-step diagnosis

1. Record the system identity

Before collecting numbers, write down the GPU model and SKU, server platform, driver version, DCGM version, workload, and whether the device is a physical GPU, a partition, or a virtualized device. Field names, power-policy interfaces and supported limits vary by product and software release. Do not compare nominal wattage between unlike GPU or server models.

2. Reproduce the slowdown

Run the representative training or inference job long enough for the problem to recur. Capture a time-aligned sample of:

  • Throughput or latency from the application.
  • GPU utilization.
  • Current SM/graphics and memory clocks, where exposed.
  • GPU temperature and, where available, memory temperature.
  • Power draw.
  • Clock-event or limit-reason fields.

Keep the workload and batch shape consistent between a normal interval and a slow interval. This makes it possible to correlate a clock change with an actual service-level impact.

3. Compare draw with every available ceiling

Use nvidia-smi to inspect current/requested and default GPU limits, power draw, and (on supported data-center modules) requested and enforced module limits. A draw value that repeatedly approaches the enforced ceiling while clocks fall is consistent with power limiting. An enforced ceiling below the requested value points to another policy layer.

4. Read clock-event reasons during the slowdown

NVIDIA exposes performance and clock-limit information through nvidia-smi -q -d PERFORMANCE and, on supported versions, selective query fields. DCGM also provides a field for clock-event reasons. Confirm the exact field names with the installed release’s help output; a field documented for one generation may be absent on another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Branch on the event reason

Treat the event list as diagnostic clues rather than a universal fault code:

  • SW Power Cap: investigate the configured and enforced power ceilings.
  • SW Thermal or HW Thermal: investigate GPU and memory temperatures, airflow and cooling control.
  • HW Power Brake: investigate an asserted external power-brake signal, often originating in system power delivery.
  • Application clock setting: inspect configured application-clock bounds.
  • Sync Boost: inspect every GPU in the synchronization group.
  • HW Slowdown: correlate the broad signal with temperature, power-brake status, draw and clock transitions before assigning a cause.

6. Check for system-level policy

On DGX H100, H200 and B200 systems, NVIDIA documents several possible power-policy sources: VBIOS, host-side nvidia-smi settings and out-of-band SMBPBI controls. The GPU Performance Monitoring Unit (PMU) selects the most conservative policy to cap system power consumption. This behavior is specific to the cited DGX platforms; do not assume every OEM server has the same interfaces.

7. Run a controlled power diagnostic when appropriate

DCGM’s targeted_power test applies sustained matrix multiplication to selected physical GPUs. Run it only on GPUs that are idle before the test. A competing workload or an enforced limit below the configured target can prevent a meaningful target-power result. The documented plugin defaults include a 120.0-second duration and a 0.75 minimum target ratio. Those are test parameters, not universal benchmarks or expected performance figures.

8. Change a limit only after confirming authority and headroom

Before changing anything, establish the effective limit, the server’s total power budget, cooling capacity, redundancy policy and the vendor or platform rules governing the machine. This evidence does not establish a safe wattage or a guaranteed speedup for an unspecified configuration. If another policy layer is lower, increasing a host request may have no effect.

For a sustained DCGM check, select the documented diagnostic test name targeted_power and follow the installed DCGM release’s syntax. Its idle-GPU prerequisite and configured target matter more than the command form, which can differ by release.

How to interpret each important throttle reason

Event reason What it indicates Next check
SW Power Cap Clocks are optimized to remain within currently set power limits. Compare draw with requested and enforced limits; inspect system policy and budgeting.
SW Thermal Clocks are optimized to stay within GPU and memory maximum operating temperatures. Review GPU and memory temperatures, cooling, airflow and fan or rack conditions.
HW Thermal Hardware thermal slowdown is engaged. Correlate the event with temperature telemetry and the cooling path.
HW Power Brake An external power-brake assertion, such as a signal from system power supply hardware, is implicated. Have the platform or power-delivery owner inspect the asserted signal and supply state.
HW Slowdown A broad hardware slowdown signal; NVIDIA lists high temperature, an external power brake, fast protection from excessive draw, and possible reporting during a P-state or clock transition. Use time-series temperature, power and clock data; do not treat this event alone as proof of one cause.
Sync Boost All GPUs in the sync-boost group are held to the minimum possible clocks across that group. Inspect the event reasons and clocks of every GPU in the group, including the slowest member.
Application clock setting Configured application-clock bounds are limiting clocks. Check the application-clock configuration and the authority that set it.

NVIDIA’s DCGM documentation summarizes the power-cap case as: “The clocks have been optimized to ensure not to exceed currently set power limits.” That wording describes clock behavior, not a component failure.

Why a server can enforce a lower limit than the GPU setting

A data-center GPU is part of a power-managed system, not an isolated desktop board. Firmware, host software and out-of-band management can each impose a ceiling. On the documented DGX H100/H200 and B200 platforms, the PMU chooses the most conservative policy. Consequently, a host-side request can appear accepted while the effective module or system limit remains lower.

When the requested and enforced values differ, preserve the evidence before making a change: record both values, the time, the active workload and any platform management logs available to the operator. A lower enforced value may be intentional for rack-level power allocation, redundancy or thermal design. Only the platform owner can decide whether that policy may be changed.

Using DCGM targeted_power without creating a false diagnosis

The targeted_power diagnostic is useful for asking whether selected physical GPUs can sustain a configured power target under a controlled compute load. It is not a throughput benchmark and it cannot override a lower enforced ceiling.

  1. Identify physical GPUs that are not running another workload.
  2. Stop or isolate jobs that could compete for those GPUs or alter their power state.
  3. Confirm the configured target and the installed DCGM plugin settings.
  4. Run the test using the syntax documented for that DCGM release.
  5. Interpret a failure to reach the target alongside the reported power limit and platform policy.

NVIDIA documents a 120.0-second test duration and a 0.75 minimum target ratio as plugin defaults. A competing workload or an enforced limit below the target can prevent a meaningful result, so do not label such a result a GPU hardware failure without checking those prerequisites.

Power cap, thermal limit or workload bottleneck?

Use the following decision sequence when the application is slow:

  1. Is utilization low? If so, inspect input pipelines, CPU launch overhead, storage, network, synchronization and batch sizing before blaming power.
  2. Is utilization high and are clocks reduced? Read the event reason and compare power draw with the enforced ceiling.
  3. Is SW Power Cap present and draw near the ceiling? Focus on configured limits, module enforcement and system budgeting.
  4. Is a thermal event present? Focus on temperature and cooling rather than increasing the power limit.
  5. Is HW Power Brake present? Treat it as a platform or power-delivery issue and involve the server owner.
  6. Is Sync Boost present? Find the GPU in the group holding the minimum clock and diagnose that member.
  7. Is only HW Slowdown present? Correlate all telemetry because the signal has several documented causes.

This sequence prevents a common error: changing a GPU limit when the actual restriction is a cooling condition, an external power signal or a workload that is not compute-bound.

Common diagnostic mistakes and their fixes

Reading one power sample

Mistake: concluding that low power draw means the GPU is power-throttled. Fix: sample continuously through a representative busy interval and align power, utilization, clocks and throughput.

Assuming a requested limit is enforced

Mistake: comparing draw with the value entered in a command. Fix: inspect the enforced module or platform value where supported, and investigate any lower policy source.

Treating every slowdown event as a power cap

Mistake: grouping thermal, power-brake, sync-boost and application-clock events under one label. Fix: branch on the exact event reason and collect the corresponding temperature, group or platform evidence.

Running targeted_power on a busy GPU

Mistake: expecting the diagnostic to reach its target while another job is active. Fix: reserve idle physical GPUs and verify that no enforced ceiling is below the target.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing unlike GPUs by watts alone

Mistake: treating a nominal wattage as a universal performance or safety threshold. Fix: compare each SKU with its own documented limits, clocks, cooling design and server policy.

Changing limits before checking authority

Mistake: raising a host-side setting without confirming firmware, out-of-band controls, redundancy and cooling headroom. Fix: identify who owns each policy layer and obtain platform-specific approval before changing it.

When a power-cap event is normal

A power-cap event can be expected during a sustained, compute-heavy workload: the controller reaches the configured envelope, lowers clocks, and holds the GPU there. If throughput is stable, temperatures are within limits, the enforced value matches policy and no workload requirement is missed, the event may simply describe normal operation.

Escalate when the effective limit unexpectedly drops, clocks oscillate with service-level latency, a hardware power brake appears, temperatures approach their operating maximum, or behavior differs between otherwise identical GPUs. Include the system identity and time-aligned telemetry in the incident record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What not to infer from the telemetry

  • A software power-cap event does not by itself prove a defective GPU.
  • A GPU that is not drawing its nominal maximum is not necessarily throttling; it may be idle or feed-limited.
  • A higher requested limit does not prove that the platform will enforce it.
  • The 120.0-second duration and 0.75 target ratio are DCGM plugin defaults, not measured performance guarantees.
  • Behavior documented for the cited NVIDIA data-center products should not be generalized to every accelerator, OEM server, virtual machine or partition.

Practical incident checklist

  • GPU model/SKU and physical, partitioned or virtualized status recorded.
  • Server platform, driver and DCGM versions recorded.
  • Normal and slow workload intervals identified.
  • Throughput or latency aligned with utilization, clocks, temperature, draw and event reasons.
  • Requested, current, default and (where supported) enforced limits compared.
  • Thermal, power-brake, application-clock and sync-boost branches checked.
  • Platform policy reviewed on systems with VBIOS, host and out-of-band controls.
  • Any DCGM targeted_power run performed only on idle physical GPUs.
  • No limit raised until power budget, cooling, redundancy and authorization are confirmed.

Bottom line

Diagnose AI-server power throttling as a correlation problem: reduced clocks, a power-cap event and draw near the enforced ceiling must coincide during a real workload. Then rule out thermal events, external power brakes, application clocks, sync boost, hardware slowdown and workload starvation. Because the effective ceiling can be lower than the value requested by software, platform policy and system headroom must be understood before anyone changes a limit.
