AI data centers need specialized cooling and power infrastructure because modern accelerator servers concentrate far more heat and electrical demand in each rack than conventional enterprise equipment. A complete design must coordinate the chip, server, rack, data hall, cooling plant, electrical distribution system and utility connection. Direct liquid cooling can capture heat more effectively at high densities, but it still relies on facility pumps, heat exchangers and heat-rejection equipment. Likewise, a higher-voltage electrical architecture may reduce some distribution challenges, but it must be matched to compatible equipment, protection systems and a reliable grid connection.
Why AI workloads change facility design
AI training and inference systems place many high-power accelerators, memory modules and networking components in a small physical area. The result is both a high total load and a high heat flux: a short section of rack can produce more heat than an entire room of older servers. Cooling and power can no longer be treated as separate fit-outs added after the IT layout. The rack design determines the cooling interface; the cooling plant affects electrical capacity; and the utility connection constrains how quickly the facility can expand.
The U.S. Department of Energy’s 2024 data-center design guide reports that high-performance-computing facilities have recently exceeded 125 kW per compute rack, compared with 60 kW racks observed in 2013. The figure is a documented example from HPC facilities, not a specification for every AI rack. Actual density depends on the accelerator generation, server configuration, networking, deployment strategy and operating limits.
At the national level, the electricity requirement is already material. A December 2024 DOE announcement summarizing the 2024 Lawrence Berkeley National Laboratory report estimated that all U.S. data centers consumed 4.4% of national electricity in 2023. The same report projected that all U.S. data centers could account for 6.7% to 12% in 2028. Those figures include conventional and AI workloads, so they should be used for grid-planning context rather than treated as AI-only measurements.

How does rack density affect data-center cooling?
More watts in the same rack footprint
When rack power rises, each server produces more heat while the available floor area, rack height and airflow paths may stay the same. Air has limited heat capacity, so removing the heat with fans and room air requires large air volumes, close control of supply temperature and substantial cooling-plant capacity. At some point, the fans, ductwork, computer-room air handlers and raised-floor paths become the limiting parts of the design rather than the IT cabinets.
Heat must be captured close to its source
Liquid cooling places a heat-transfer surface much closer to the processor or other high-power component. That short path reduces the amount of heat that must first be mixed into room air. It also allows the facility to move the heat through a compact liquid loop instead of relying entirely on very high airflow. The engineering question is not simply whether liquid is present; it is where heat is captured, what temperatures the equipment accepts and how the facility rejects the heat outside the data hall.
Why do AI data centers need liquid cooling?
Direct liquid cooling is useful when the heat generated by a rack exceeds what practical air circulation can carry away. DOE describes a recirculating arrangement in which liquid absorbs heat at the IT equipment, flows to a coolant distribution unit (CDU), transfers heat to a facility-side loop and then reaches heat-rejection equipment. Pumps, controls, filtration, expansion management and leak detection remain part of the system.
A liquid-cooled hall does not automatically eliminate air cooling. Power supplies, storage devices, networking hardware and other components may still reject heat to room air. The facility may therefore use a hybrid arrangement: liquid for the processors and other concentrated loads, with air handling for residual loads and general room conditions.

How does liquid cooling work in a data center?
- Heat pickup at the equipment: A cold plate attached to a processor, or a sealed immersion bath around electronic components, transfers heat into a circulating coolant.
- Rack and row circulation: Manifolds and hoses carry the warmed coolant from servers toward a CDU. Flow control and quick-disconnects must support service without compromising containment or cleanliness.
- Heat transfer in the CDU: The CDU separates the IT-side coolant from the facility-side loop and transfers heat through a heat exchanger. This boundary lets the operator manage chemistry, pressure and temperature independently on each side.
- Facility heat rejection: The facility loop carries heat to chillers, dry coolers, cooling towers or other heat-rejection equipment. The liquid loop therefore moves heat efficiently; it does not make the heat disappear.
- Residual room conditioning: Air handlers continue to control humidity, remove heat from non-liquid-cooled components and maintain acceptable conditions for workers and service operations.
Cold-plate and immersion systems are both classified by DOE as direct-liquid-cooling approaches, but they have different service procedures, fluid requirements and equipment interfaces. A design should specify the coolant, materials compatibility, allowable pressure, filtration, leak response and maintenance method before servers are procured.
What is the difference between air cooling and liquid cooling?
| Criterion | Air cooling | Direct liquid cooling |
|---|---|---|
| Heat capture | Heat enters room air and is moved to air-handling or cooling equipment. | Heat is captured at cold plates or in an immersion system and carried in a liquid loop. |
| Density example | Feasibility depends on airflow, supply temperature and room equipment; no universal rack limit is established. | DOE documents HPC examples above 125 kW per compute rack; this is not a universal AI-rack specification. |
| Facility equipment | Computer-room air handlers, fans, ducting or containment and heat-rejection plant. | CDUs, pumps, heat exchangers, liquid distribution, heat-rejection plant and often residual air cooling. |
| Retrofit impact | May fit an existing air-cooled hall if electrical and airflow capacity are adequate. | Usually requires distribution piping, CDUs, floor or rack modifications and procedures for fluid handling. |
| Temperature compatibility | Determined by server inlet-air specifications and room airflow. | Determined by server and coolant specifications, facility-loop temperatures and the applicable ASHRAE water class. |
| Water and treatment | Depends on the heat-rejection plant; air cooling does not guarantee low water use. | Depends on the loop design and heat rejection; treatment, including reverse osmosis where used, can add energy and operating cost. |
| Energy overhead | Fan and chiller energy can rise sharply as density and airflow requirements increase. | Pump, CDU and heat-rejection energy replace some airflow demand; the net result is site-specific. |
| Cost comparison | The cited DOE materials do not establish one consistent, vendor-neutral cost comparison for all designs. | |
The right choice depends on rack density, climate, water availability, existing building constraints, maintenance skills, expansion plans and the reliability requirement. “Liquid” is not a universal winner, and “air” is not automatically obsolete.
Coolant temperatures and ASHRAE water classes
ASHRAE water classes describe server supply-temperature ranges and help connect IT equipment specifications to the facility loop. DOE’s design guide lists W17, W27, W32, W40, W45 and W+ classes. The class designation matters because a server designed for one supply-temperature range may require different controls, heat-rejection equipment or allowable operating conditions in another.
- W17 through W45: Increasing class numbers indicate different allowable supply-temperature ranges; the exact class must be matched to the manufacturer’s server requirements.
- W+: A broader operating category that still requires explicit equipment and facility specifications rather than an assumption that any warm-water loop is acceptable.
- Compatibility checks: Verify materials, coolant chemistry, pressure, flow, filtration, hose connections and warranty conditions for every server and CDU.
Cooling energy, water and PUE
DOE’s 2025 update estimates an average national power usage effectiveness (PUE) of 1.145 in 2024 for facilities serving AI equipment. DOE models 1.136 for 2030; that is a projection, not a measured future result. PUE is calculated as total facility energy divided by IT-equipment energy. A lower value indicates less overhead relative to IT load, but PUE does not measure water consumption, carbon intensity or the efficiency of an individual AI computation.

“Cooling systems, which dominate facility infrastructure energy use, are also evolving rapidly to meet the increasing power densities of new AI systems.”
U.S. Department of Energy, United States Data Center Energy Usage Report: 2025 Update
Water decisions require a separate accounting. Cooling towers can consume water through evaporation and blowdown; dry cooling can reduce on-site water use but may increase electrical demand or require larger equipment in hot weather. Water treatment can also change the balance. DOE notes that reverse-osmosis treatment may increase energy use and operating costs. A project should therefore track electricity, make-up water, discharge, treatment chemicals and seasonal operating limits rather than claim that one cooling method saves both energy and water in every location.
Why do AI data centers use so much power?
The IT load is only the first part of the electrical system. Power must travel from the utility interconnection through switchgear, transformers, uninterruptible power systems, distribution panels, busways and rack-level power supplies. Cooling pumps, fans, chillers, controls and lighting add facility load. As accelerator racks become denser, the electrical equipment must deliver high current safely while maintaining voltage quality and fault protection.

DOE’s January 2025 large-load brief identifies utility and regulatory concerns including system costs, investment risk, resource adequacy and the different requirements of large customers. A data-center proposal can therefore affect transmission, generation, tariffs, interconnection queues and backup-resource planning well before servers are installed.

Utility connection and medium-voltage equipment
Early design work establishes the requested capacity, ramp schedule, interconnection voltage, power factor, short-circuit duty and utility protection requirements. The operator must decide how much capacity is firm, how much is backed up and how expansion phases will be metered and commissioned.
Facility distribution and redundancy
Inside the site, transformers and switchgear step voltage down and distribute it through redundant paths. Designers size busways, panels, breakers, cables and rack power shelves for continuous load, inrush, harmonics, maintenance bypasses and fault clearing. Redundancy labels such as N, N+1 or 2N describe a topology; they do not by themselves prove that a facility will ride through every failure.

The 800 VDC proposal
In a May 2025 technical blog, NVIDIA proposed converting grid-side AC to 800 VDC at the data-center perimeter and distributing DC toward future AI racks. NVIDIA stated that the architecture is intended to support 1 MW IT racks starting in 2027. This is a vendor roadmap claim, not independent evidence of a current universal deployment. Adoption would require compatible power shelves, rack equipment, protection, grounding, arc-flash procedures, controls and service practices.

| Power approach | What it can address | What must be verified |
|---|---|---|
| Conventional AC distribution | Uses established utility, switchgear, UPS and server power-supply ecosystems. | Conductor capacity, conversion losses, harmonics, redundancy and space at the rack and row level. |

A practical design workflow
- Characterize the IT load: Record accelerator type, server count, rack power, networking load, utilization profile and growth phases.
- Map heat by component: Separate processor, memory, storage, power-supply and networking heat so the liquid and air portions are sized correctly.
- Select the cooling interface: Choose air, cold plate, immersion or a hybrid arrangement based on density, service model and equipment support.
- Match temperatures and chemistry: Confirm ASHRAE water class, coolant composition, materials, pressure, flow and filtration for every connected device.
- Design heat rejection: Size CDUs, pumps, chillers, dry coolers or towers for peak and part-load conditions, including climate and water constraints.
- Build the electrical plan: Coordinate utility capacity, transformers, UPS or other ride-through systems, distribution paths, protection and expansion sequencing.
- Validate operations: Test leak detection, isolation valves, failover, restart procedures, water treatment, thermal alarms and maintenance access before production workloads run.
Retrofitting an existing data center
A retrofit should begin with measurements, not a cooling technology label. Verify available electrical capacity, floor loading, ceiling and pipe routes, water quality, heat-rejection capacity, generator limits and the structural support for CDUs or new distribution equipment. Existing chillers may have capacity in tons but lack the flow temperature or redundancy required by a liquid loop.
Phased deployment reduces risk. A pilot row can validate server compatibility, connector handling, leak detection, maintenance time and actual facility overhead before the operator converts an entire hall. The pilot should run at representative utilization and seasonal conditions; an unloaded demonstration cannot establish peak performance.
Reliability and operating pitfalls
- Assuming liquid removes all air requirements: Residual loads still need room-air conditioning.
- Mixing incompatible coolant specifications: Different servers or CDUs may require different chemistry, temperature or filtration limits.
- Ignoring treatment energy: Reverse osmosis and other treatment processes can add both power demand and operating cost.
- Designing only for nameplate load: Startup, transient, networking and cooling-plant loads can affect breakers, UPS systems and utility capacity.
- Treating a roadmap as a standard: The proposed 800 VDC architecture requires equipment and protection decisions that are not settled for every facility.
- Measuring only PUE: PUE should be paired with water use, treatment, temperature compliance, availability and workload efficiency.
The engineering takeaway
AI infrastructure is a coupled thermal and electrical system. High rack density can justify direct liquid cooling, but the liquid loop still needs CDUs, pumps, heat exchangers and heat rejection, while residual air loads remain. Power planning extends from the rack through facility distribution to the utility, with grid impacts that include capacity, cost allocation and resource adequacy. The defensible design is the one that matches equipment specifications, climate, water conditions, reliability targets and expansion plans instead of assuming a single cooling method or voltage architecture fits every AI data center.
