AI data centers are designed around dense, accelerated computing whose power demand can change quickly; crypto-mining facilities usually operate fleets of modular machines that can be moved or temporarily switched off when electricity economics change. That difference drives the engineering: AI sites need higher-capacity distribution, tighter power-quality and uptime planning, and cooling that can remove heat from very dense racks. Mining sites still consume substantial electricity and require serious heat rejection, but their modularity and ability to curtail often make location and operating flexibility more important than maximum rack density.

AI and crypto mining optimize for different workloads

A graphics-processing-unit (GPU) or other accelerator server performs many operations in parallel for model training and inference. Packing more accelerators into a rack raises the heat released in a small footprint and can produce pronounced changes in electricity demand as jobs start, stop, or change intensity. The International Energy Agency (IEA) describes this trajectory in its 2026 Key Questions on Energy and AI executive summary.

Cryptocurrency mining uses specialized machines that repeatedly perform the calculations required by a particular proof-of-work algorithm. The U.S. Energy Information Administration (EIA) tracks the efficiency of these machines in joules per terahash and notes that operators deploy modular equipment where power is available at attractive cost. Mining hardware can therefore be added, moved, curtailed, or shut down in ways that depend heavily on electricity prices and grid programs.

Design axis AI data center Crypto-mining facility
Primary hardware Accelerated servers, often with multiple GPUs or other AI accelerators. Specialized mining machines; generations differ in efficiency and algorithm support.
Rack and room density Rising accelerator density concentrates more heat and electrical demand in each rack. Machines are power intensive, but their modular format allows capacity to be distributed or relocated.
Load behavior Training and model use can create large, rapid power swings that make supply quality and storage relevant. Operators may reduce or suspend consumption when prices rise or curtailment incentives are available.
Reliability objective Interactive services and long training jobs generally favor dependable, continuously available power. Some operations accept interruption when the lost mining revenue is greater than the electricity cost.
Cooling priority High rack density makes liquid cooling more relevant, alongside advanced air systems and facility heat rejection. Cooling is essential, but the EIA evidence does not prescribe one universal method for every mine.
Siting incentive Access to reliable grid capacity and a suitable cooling environment is central. Low-cost electricity and the ability to connect or move modular loads are major considerations.

These are documented tendencies, not rules for every building. An AI site can have interruptible workloads, and a mining site can use sophisticated cooling or firm power contracts.

AI rack density changes the electrical plant

Density has risen sharply

The IEA reports that AI-server power density increased elevenfold between 2020 and 2025 and projects a further fourfold increase by 2027. Those are report-level trends, not a guaranteed specification for each rack. To illustrate the scale, the IEA says an advanced data-center rack could have peak demand equivalent to that of 65 households by 2027. The comparison describes a peak and should not be read as an average rack load.

When more power is concentrated in fewer racks, the facility must deliver that power through a larger-capacity chain of utility service, transformers, switchgear, distribution equipment, uninterruptible power systems, and branch circuits. The design challenge is not simply installing more total megawatts; conductors, protection, busways, connectors, and backup systems must all be rated for the power and heat in the spaces where the accelerators operate. Designers also need enough headroom for future server generations rather than sizing every component to today’s nameplate alone.

Fast changes matter as much as high averages

AI training and model serving can cause large, rapid swings in demand, according to the IEA. A facility may move from a lower-utilization period to a highly parallel workload in a short interval, then change again as a training phase completes or user traffic shifts. Electrical systems must therefore manage transient behavior and power quality, not only the long-term average.

Reliable supply can include redundant utility paths, on-site backup generation, UPS systems, and batteries, but the right combination depends on the site’s interconnection and service-level commitments. The IEA specifically identifies energy storage as one response to AI-related load swings. Storage can smooth short events or reduce the need to follow every fluctuation with the grid; it does not eliminate the need for adequate firm capacity for a sustained workload.

Separate peak demand from energy consumption

Peak megawatts determine much of the electrical infrastructure and interconnection requirement. Average megawatts determine ongoing energy purchases, while utilization determines how often the equipment approaches its peak. A training cluster with a high peak but intermittent jobs can have a different annual energy profile from an inference service that runs continuously at a lower level. Cooling and power-conversion losses add facility energy beyond the servers themselves.

How large the electricity issue is

Global data-center outlook

In its 2026 outlook, the IEA projects global data-center electricity consumption rising from 485 terawatt-hours (TWh) in 2025 to 950 TWh in 2030. The same outlook says electricity use by AI-focused data centers grew 50% in 2025. The 50% figure is an estimate for that year, not a permanent annual growth rate, and the 2030 number is a projection rather than a measured total.

United States data centers

The U.S. Department of Energy (DOE), summarizing the Lawrence Berkeley National Laboratory 2024 report, says U.S. data centers consumed 4.4% of national electricity in 2023 and could account for 6.7% to 12% in 2028. Those percentages describe the United States and should not be blended with the IEA’s global TWh figures.

The DOE’s Federal Energy Management Program guidance emphasizes that efficiency principles apply from conventional facilities to high-density AI installations. A site’s local grid, climate, water availability, and operating schedule determine what those percentages mean for its actual design.

Why mining facilities can operate differently

Modularity and mobility

EIA’s analysis of U.S. cryptocurrency mining describes fleets of modular machines that can be deployed where substantial, inexpensive power is available. If a site loses its economic advantage, equipment can be moved without redesigning an entire enterprise application stack. That mobility changes the value of a location: a mine may follow surplus generation or a favorable wholesale market, whereas an AI service often places greater weight on network proximity, predictable capacity, and continuity.

Price-responsive operation

Mining revenue is tied to coin prices, network difficulty, and the machine’s energy efficiency. EIA reports that miners may curtail or suspend operations when wholesale prices rise or when grid programs reward reducing demand. Curtailment can be automatic under a contract or a manual business decision. It is not universal: some operators have firm obligations, limited backup capability, or workloads that make interruption uneconomic.

U.S. consumption estimates have wide uncertainty

In a February 1, 2024 analysis, EIA gave a preliminary range of 0.6% to 2.3% for cryptocurrency mining’s share of U.S. electricity consumption. EIA highlighted the difficulty of identifying mining activity and the fact that assets can move. The range is therefore an estimate with substantial uncertainty, not a current, precise meter reading.

Cooling: why dense AI racks raise the stakes

Air cooling remains a valid baseline

Air-cooled facilities use computer-room air handlers, fans, filters, heat exchangers, and chillers or economizers to move heat from servers to the outdoor environment. Air systems can be appropriate where rack densities, climate, and equipment limits permit. They are familiar to operators and can be expanded in stages, but fan power, airflow paths, and the amount of heat that air can carry become limiting factors as density rises.

Liquid cooling is a family of approaches

Liquid cooling places a heat-transfer fluid closer to the components or uses liquid loops in the rack or room. It can transport more heat in a smaller volume than air, which is why it is increasingly considered for high-density accelerator deployments. It is not a single product and is not automatically required for every AI installation. Compatibility with servers, manifolds, pumps, leak detection, maintenance procedures, water treatment, and the facility’s heat-rejection equipment all affect the choice.

The IEA 4E EDNA report (published June 22, 2026) reports potential savings of about 8% in servers and 30% to 40% at the facility level, translating to overall savings of roughly 10% to 21% in the cases it examined. These are modeled or reported potentials, not guaranteed results at every site. The same report identifies barriers including limited standardization, higher initial cost, and concerns about long-term reliability.

Heat rejection and resource trade-offs

Removing heat from a rack is only one step. The heat must then be rejected through dry coolers, cooling towers, chillers, or another site-level system. DOE guidance recommends evaluating energy use, water use, opportunities for heat reuse, dry coolers, and renewable energy together with local climate and utility conditions. Liquid cooling can reduce fan or chiller work in some designs, but it does not mean a facility uses no water or electricity for cooling.

The DOE guide quotes NREL researcher David Sickinger: "The updated guide applies to traditional air-cooled data centers, all the way up to the cutting-edge data centers that have higher rack power densities and use liquid cooling." That range underscores a practical point: cooling should be selected from the rack density and site constraints outward, not from the workload label alone.

Power and cooling consequences for each facility type

AI data centers

  • Electrical capacity: Plan the utility interconnection, transformers, switchgear, distribution, and backup systems around both projected peak rack demand and future accelerator generations.
  • Power quality: Model rapid workload changes and coordinate UPS, batteries, generators, and control systems so short events do not interrupt servers or destabilize the facility.
  • Thermal design: Validate whether air can remove the heat at the intended rack density; if not, evaluate a liquid system and its pumps, controls, leak response, and heat-rejection path.
  • Operational continuity: Account for training jobs that may run for long periods and for inference services whose users expect consistent response times.
  • Expansion: Reserve physical and electrical capacity for higher-density racks rather than assuming today’s deployment is the endpoint.

Crypto-mining facilities

  • Interconnection economics: Compare the delivered electricity price, demand charges, curtailment payments, and expected mining revenue.
  • Modular deployment: Design electrical and network blocks that can be added, removed, or relocated without rebuilding the whole site.
  • Interruption strategy: Define which price or grid signals trigger a partial or full shutdown and how machines restart safely.
  • Heat management: Size airflow and heat rejection for the installed machine population and local weather; do not assume a mining label dictates air or liquid cooling.
  • Asset flexibility: Track machine efficiency and resale or relocation value because changes in network difficulty and electricity prices can make an installation uneconomic.

How to compare electricity and cooling claims correctly

There is no standardized, like-for-like facility comparison in the cited official material. The available figures use different years, geographies, definitions, and methods:

Figure Scope and qualification
485 TWh in 2025 to 950 TWh in 2030 IEA projection for global data-center electricity consumption; the 2030 value is not a measured total.
50% growth in 2025 IEA estimate for AI-focused data-center electricity consumption in that year.
4.4% in 2023; 6.7%–12% in 2028 DOE/LBNL figures for the share of total U.S. electricity used by data centers; the 2028 range is an estimate.
0.6%–2.3% EIA’s preliminary 2024 range for U.S. cryptocurrency-mining electricity share, with mining activity difficult to identify and assets mobile.
About 8%, 30%–40%, and roughly 10%–21% IEA 4E EDNA liquid-cooling savings potentials at server, facility, and overall levels in the report’s examined cases.

Do not subtract the mining range from a data-center percentage or compare the global TWh projection with a U.S. share. For a real project, measure server load, cooling load, conversion losses, utilization, and curtailment separately, then state the period and boundary for every number.

Siting and grid planning

AI growth can run into local transmission, distribution, generation, or permitting limits even when national electricity is available. A site assessment should verify firm capacity, connection timing, redundancy, power-quality requirements, cooling-water availability, heat-rejection options, and the climate’s effect on cooling efficiency. Storage can help manage short AI load swings, but it cannot substitute for a grid connection sized for sustained operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mining projects often begin with the opposite question: where can a large, flexible load obtain power cheaply enough to remain profitable? EIA’s October 3, 2024 Texas analysis discusses strong demand growth from both data centers and cryptocurrency mining. It illustrates why local grid studies matter: two facilities may compete for the same connection while imposing very different requirements for continuity and curtailment.

A practical decision checklist

  1. Characterize the workload. Record accelerator or mining-machine type, expected utilization, job duration, restart behavior, and whether interruption is acceptable.
  2. Calculate three loads. Establish peak electrical demand, average IT demand, and cooling or facility overhead as separate values.
  3. Model transients. For AI, simulate training and inference ramps; for mining, model the ramp-down and restart sequence used for curtailment.
  4. Choose a cooling envelope. Compare air and liquid options against rack density, climate, water availability, maintenance capability, and heat-reuse goals.
  5. Check the grid contract. Confirm firm capacity, outage expectations, demand charges, curtailment terms, and any storage or backup obligations.
  6. Design for change. Leave service clearances and electrical, mechanical, and control capacity for the next hardware generation or for relocation of modular mining blocks.
  7. Verify with measured data. After commissioning, trend rack power, inlet temperatures, pump and fan energy, water use, and curtailment events against the design assumptions.

What the distinction means in one sentence

AI facilities are primarily constrained by how much dependable power and heat-removal capability can be delivered to very dense, rapidly changing compute, while crypto-mining facilities are often optimized around the lowest workable electricity cost and the ability to move or pause modular loads.
