AI data centers can be constructed faster than the electricity system that must serve them. A facility may be built in one to three years, while planning, permitting and completing the required grid infrastructure can take five to 15 years. Transmission projects, transformers, cables, generation equipment and connection approvals add separate queues, so a finished building may still lack dependable power. The International Energy Agency (IEA) estimates that around 20% of planned data-center projects could face delay if grid and supply-chain risks are not addressed; that is a conditional risk estimate, not a count of projects already late.

The central problem is a timing mismatch

An AI data-center proposal usually starts with a site, a construction schedule and a target date for servers to begin operating. Electricity supply follows a different timetable. A developer must secure an approved grid connection, confirm that local transmission and distribution networks have enough capacity, obtain permits for upgrades, procure specialized equipment and, where necessary, add generation. Each step can have its own queue.

The IEA’s broad comparison captures the mismatch: a data-center build can take one to three years, while planning, permitting and completing grid infrastructure can take five to 15 years. These are ranges rather than promises for a particular project. A site with spare capacity and an existing connection may move faster; a site requiring a new transmission route, substation or generation plant may take much longer.

This means “construction complete” and “ready for commercial operation” are different milestones. A building can be finished, racks can be installed and network links can be available while the permanent electrical connection is still waiting for an upgrade. Developers may then phase occupancy, run only part of the planned load or defer commissioning.

How large is the electricity challenge?

Data centers already represent a material global load. The IEA reported that they consumed about 415 terawatt-hours (TWh) in 2024, roughly 1.5% of worldwide electricity use. The same agency reported 17% growth in data-center electricity demand in 2025. Those figures describe the sector as a whole, not the demand of one AI campus, and they do not mean every project has the same power profile.

AI-related demand is arriving while utilities are also serving homes, factories, transport electrification and other large customers. A proposed campus therefore competes for transmission capacity, transformers, generation and engineering resources. A utility can agree that a project is desirable and still be unable to deliver the requested capacity by the developer’s target date.

The IEA’s estimate that about one-fifth of planned data-center projects could be at risk of delay if grid and supply-chain risks remain unaddressed should be read as a modeled exposure. It does not establish that one in five announced projects has already been delayed, nor that the percentage applies uniformly across countries or connection types.

Where AI data-center projects encounter bottlenecks

Interconnection and local grid capacity

Before construction can translate into operations, the project needs a formal connection to the electricity network. The interconnection process evaluates whether nearby lines, substations and distribution equipment can carry the requested load without violating reliability limits. If capacity is unavailable, the developer may be placed in a queue while the utility studies reinforcement options.

Queue position alone does not guarantee a date. The schedule can change when earlier projects withdraw, new projects enter, network studies reveal a constraint or a utility redesigns the required upgrade. Local constraints can also matter even when a region appears to have adequate generation overall; electricity must be deliverable to the specific site at the required time.

Transmission planning, permitting and construction

New transmission is often the longest physical link between available electricity and a data-center site. In advanced economies, the IEA cites four to eight years to build new transmission lines. Its analysis identifies permitting as the primary cause of transmission-project delays, especially in those economies.

A line project must move through route selection, environmental and land approvals, design, procurement, construction and testing. A delay in any stage can push back the energization date. The data-center schedule may therefore be governed by a line or substation that is not located on the campus and is being developed by another organization.

Long-lead electrical equipment

Choosing a route or receiving an interconnection approval does not put equipment on site. The IEA reports cable procurement lead times of two to three years and delivery times of up to four years for large power transformers. These are procurement intervals, not complete project durations.

Cables and transformers are specialized components. Manufacturing slots, design approvals, factory testing, shipping and installation all have to align with civil works. A project can therefore be delayed after its site and connection plan are settled because a transformer cannot be delivered in time. Equipment constraints should be treated separately from construction constraints: procurement can be the critical path even when crews and permits are ready.

Generation availability

Additional generation may be needed when existing supply cannot meet a new campus’s demand. Generation is not an instant workaround. The IEA says turbine deliveries for new gas-fired plants face lead times of several years, potentially pushing commissioning beyond 2030. A generation project also requires its own permits, fuel arrangements, grid connection and construction.

Onsite generation can improve a site’s ability to manage its grid interface, but it does not automatically provide a guaranteed shortcut. The equipment may have the same supply-chain exposure as utility projects, and the site still has to comply with applicable environmental, safety and interconnection requirements.

Planning, regulatory and construction capacity

The IEA describes planning and regulatory systems as strained by the volume of proposed projects. Reviews, connection studies and approvals can accumulate faster than agencies and utilities can process them. That pressure affects both the data center and the infrastructure needed to serve it.

A project’s construction schedule also depends on sequencing: civil works, electrical rooms, substations, generation, cooling systems and network equipment must be completed and tested in a workable order. Evidence does not support a universal claim that labor shortages or local opposition are the cause everywhere, so those factors must be assessed for each jurisdiction rather than assumed.

Siting and sequencing decisions

Power availability has to be tested during site selection, not after a building design is complete. A location with an existing connection and confirmed spare capacity can avoid some upgrades. A cheaper parcel may become more expensive if it requires a new line, substation and long equipment order.

Developers also need to sequence commercial commitments around electrical certainty. Ordering servers or signing occupancy agreements before the connection schedule is credible increases the cost of a delay. Conversely, a staged build can match initial operations to the capacity that is actually available.

How the delay chain develops

  1. Load request: The developer submits the requested capacity, ramp-up plan and technical requirements to the relevant utility or grid operator.
  2. Network study: The operator checks local lines, substations and system reliability. The study may identify reinforcements or a different connection point.
  3. Queue and agreement: The project receives a place in the interconnection process and negotiates responsibilities, costs and milestones for upgrades.
  4. Permits and route approvals: New lines, substations or generation proceed through planning and regulatory reviews. A permit delay can move the entire energization date.
  5. Equipment procurement: Cables, transformers, switchgear and generation equipment are ordered. Factory capacity and delivery windows become schedule constraints.
  6. Construction and testing: Civil works, electrical installation, protection systems and commissioning must be completed before the connection can be energized.
  7. Operational ramp: The site may begin with a partial load, defer additional halls or adjust workload timing until firm capacity is available.

Because these steps overlap imperfectly, a delay in one can consume the float built into another. A completed data hall cannot compensate for a missing transformer, and a delivered transformer cannot compensate for an unapproved line route.

Key timelines at a glance

Item Indicative timing What the figure means
Data-center construction 1–3 years IEA broad range for building a facility; it does not include every grid or generation dependency.
Grid infrastructure planning, permitting and completion 5–15 years IEA broad range covering the full infrastructure process; actual timing varies by project and jurisdiction.
New transmission lines in advanced economies 4–8 years IEA estimate for line delivery, with permitting a major source of delay.
Cable procurement 2–3 years IEA-reported procurement lead time; installation and approvals are additional.
Large power transformers Up to 4 years IEA-reported delivery time; design, transport, installation and testing are additional.
New gas-plant turbines Several years IEA reports lead times that can push commissioning beyond 2030 in some cases.

Mitigation options and what each can—and cannot—solve

No single measure removes every bottleneck. The useful comparison is whether an option adds firm power, shifts demand, requires new grid work and fits the site’s schedule.

Option Primary benefit Limitations and checks
Choose a better-connected site May avoid some connection and capacity upgrades when spare capacity and a credible connection date already exist. Requires early verification with the grid operator; regional generation does not prove that the selected node has capacity.
Flexible computing and operations Shifting workloads or coordinating server operation with grid conditions can reduce stress during constrained periods. It manages timing rather than automatically adding firm supply. The evidence does not quantify how much schedule delay it resolves.
Onsite generation Can support the site’s load and reduce reliance on the grid during selected periods. Generation equipment has its own procurement, permitting, fuel and emissions requirements; it is not a guaranteed shortcut.
Battery or other storage Can smooth peaks and provide operating flexibility at the grid interface. Storage does not create unlimited energy or replace a durable connection and network upgrade.
Grid expansion and early equipment orders Adds the transmission, substation and components required when existing capacity is insufficient. Still depends on routes, permits, manufacturing slots, construction and testing; early orders carry financial and specification risk.

These measures work best as a coordinated plan. Flexible operation can reduce the size or urgency of an initial connection, while a better site can reduce the amount of new construction. Neither changes the fact that a permanently larger load ultimately needs dependable electricity and a network capable of delivering it.

A practical planning checklist for developers

Before selecting a site

  • Request written information on available capacity, connection voltage, study status and the utility’s estimated energization date.
  • Identify which upgrades are local to the site and which depend on a regional transmission project.
  • Ask what assumptions underlie the date: permits, transformer delivery, line route, generation additions and testing.
  • Compare sites by time to firm capacity, not only land price, tax treatment or construction access.

Before committing to a build schedule

  • Map every electrical dependency to a named owner, approval and milestone.
  • Place orders for long-lead components only after technical specifications are stable, while reserving manufacturing capacity where feasible.
  • Define staged-load scenarios so the first operational phase matches confirmed capacity rather than an aspirational total.
  • Set decision gates for proceeding with server purchases, occupancy commitments and additional buildings.

During construction and commissioning

  • Track permits, factory acceptance tests, shipping, installation and energization as separate schedule lines.
  • Test protection, backup and control systems before assuming that a physical connection is an operational connection.
  • Coordinate workload ramp-up with the grid operator’s confirmed operating limits.
  • Keep a contingency plan for partial occupancy or workload relocation if the permanent upgrade slips.

How to read project announcements without overstating certainty

An announced capacity target is not the same as an energized facility. Readers should distinguish among a land or partnership announcement, an executed interconnection agreement, construction completion and commercial operation. Public statements may use “planned” or “up to” capacity while the grid study, equipment orders and permits remain unfinished.

The IEA’s approximately 20% figure is useful for understanding exposure across planned projects, but it cannot predict whether a specific campus will be delayed. Project-specific confidence depends on the connection agreement, the status of required transmission work, equipment delivery dates, generation availability and the jurisdiction’s permitting process.

Bottom line for investors, utilities and communities

AI data-center growth is colliding with infrastructure that moves on a slower clock. Global data-center consumption reached about 415 TWh, or 1.5% of electricity use, in 2024, and demand grew a reported 17% in 2025. The binding constraint for a particular project may be a connection queue, a permitted transmission route, a transformer, a turbine or the ability to complete and test the system in sequence.

The most defensible response is to verify power availability at site selection, treat grid work and equipment procurement as critical-path projects, and design operations that can flex while permanent capacity is delivered. Flexible computing, storage and onsite generation can help manage the transition, but they do not eliminate the need for timely grid expansion where the load is genuinely new.
