This title appears to refer to a Kubernetes admission webhook, but it does not identify an organization or implementation. Kubernetes offers a general reason to let some mutating admission webhooks fail open: keep compliant resources from being blocked when the mutation service is down, then validate the resulting resource. That guidance does not establish why any unnamed organization chose this design or what safeguards it uses.
What “fail open” means for a Kubernetes webhook
Kubernetes admission webhooks can be configured with a failurePolicy of Ignore or Fail. The policy applies when the API server cannot successfully call or interpret the webhook—not to every decision the webhook makes.
| Configuration | When the webhook call errors | When the webhook explicitly denies a request |
|---|---|---|
failurePolicy: Ignore |
The API request can continue without the webhook’s response. | The denial still applies if the API server successfully receives it. |
failurePolicy: Fail |
The API request is rejected. | The denial still applies if the API server successfully receives it. |
Kubernetes documents Fail as the default. Errors covered by the policy include network failures, timeouts, non-2xx responses, and malformed responses. An explicit denial delivered successfully is a policy decision, not a failed webhook call. Kubernetes: Failure policy

Why let a security webhook fail open?
A mutating admission webhook changes an object as it is admitted—for example, by adding defaults or required configuration. If that service becomes unavailable and the API server rejects every affected request, even resources that would otherwise be compliant may be unable to deploy. Kubernetes therefore recommends that mutating webhooks can fail open where appropriate, with a validating controller checking the final object state. The validator can enforce requirements after mutation without making successful mutation service availability a prerequisite for every compliant deployment. This is an availability tradeoff, not a guarantee that security enforcement is unaffected. During a call failure, the mutation may not happen. The design is safe only when the remaining admission path or another control prevents an unsafe final resource from being accepted. Kubernetes’s recommendation concerns mutating webhooks; it should not be treated as a blanket instruction to fail open for every security check.
Does fail-open bypass a webhook denial?
No. If the webhook responds successfully and denies the request, Kubernetes applies that denial under either failure policy. Ignore concerns an error reaching or interpreting the webhook; it does not tell the API server to disregard a valid rejection. This distinction is why fail-open can preserve availability during an outage without making deliberate policy denials optional. Kubernetes: Failure policy

What happens when the webhook times out?
Kubernetes documents a default admission webhook timeout of 10 seconds and allows configuration from 1 to 30 seconds. A timeout is handled under the webhook’s configured failure policy: with Ignore, the request can continue without that webhook’s result; with Fail, it is rejected. These are Kubernetes configuration values; check the documentation for the version you run. Webhooks add latency to API requests, so Kubernetes advises keeping their evaluation quick. - Define what can be skipped. Identify the exact mutation or check that will not run during a call failure, and which resource types and operations invoke the webhook.
- Validate the final state. For a fail-open mutating webhook, ensure a validating admission control checks the requirements that must hold after mutation. Do not assume the object will be safe merely because admission continued.
- Limit the webhook’s scope. Invoke it only for the resources and operations that need it. Kubernetes recommends limiting webhook scope and warns about dependency loops—for example, arrangements in which a webhook can block components required to restore the webhook itself. Kubernetes: Limit the scope of webhook invocations
- Set and review the timeout and failure policy. A timeout that is too short can turn transient slowness into errors; a long timeout adds latency. Choose values with the consequences of both rejection and skipped processing in mind.
- Make failures visible and recoverable. Monitor webhook errors and skipped calls, and determine how to identify or reconcile resources admitted while the webhook was unavailable. Otherwise, an availability measure can become a quiet enforcement gap.
Admission webhooks are not all webhook systems
“Webhook” can also mean an inbound event notification sent by an external service to an application. That delivery system has different retry and acknowledgement rules from Kubernetes admission; do not infer one system’s behavior from another’s.

For example, GitHub recommends that receivers return a 2XX response within 10 seconds and suggests queueing work for asynchronous processing. GitHub also says failed deliveries are not automatically redelivered, so recovery may require manual or scheduled redelivery. The Standard Webhooks specification, by contrast, recommends retries over multiple days using exponential backoff and jitter. These are provider- and specification-specific examples, not universal webhook guarantees. Kubernetes guidance supports a general availability rationale for failing open a mutating webhook and validating the final state. It does not verify that an unnamed organization uses Kubernetes, identify its particular webhook, or establish its threat model, compensating controls, or actual reason for shipping fail-open behavior. Those specifics require confirmation from the responsible engineering or security team.
