A power bank’s percentage is an estimate of the energy remaining in its internal cells—not a promise that the same percentage of its advertised milliamp-hours will reach your phone. The label, the bank’s output-rated capacity and the energy finally stored in your phone describe different points in the charging path. Voltage conversion, circuit and cable losses, the phone’s charging electronics, temperature and your phone’s activity all widen the gap.

What the percentage actually represents

A numeric screen or group of LEDs reports the bank’s estimated state of charge. It answers “how full is the bank’s internal battery?” It does not directly report how many USB-output milliamp-hours remain, how many watts the ports are delivering, or how much energy your phone will store.

Some displays show several measurements at once. Belkin’s UltraCharge Pro Power Bank 10K guide, for example, distinguishes a remaining-percentage screen from live wattage by port. Percentage is a stored-energy estimate; wattage is an instantaneous power reading. Neither reading alone predicts an exact number of phone charges.

Manufacturers use different fuel-gauge hardware and software. A percentage can therefore move in uneven steps without indicating a fault. The exact behavior must be judged against the manual for your model.

Three capacity figures that are easy to confuse

Figure What it describes Why it differs from the next figure
Cell (battery) capacity Charge stored by the internal cells, usually stated in mAh at a nominal cell voltage such as 3.7 V. It is measured before the bank’s boost converter, protection circuitry and USB output.
Output-rated capacity Energy the bank can make available at a specified USB output voltage under the manufacturer’s conditions. Voltage conversion and electronic losses reduce the available charge compared with the cells.
Energy stored in the phone What reaches the phone battery after the bank, cable and phone charging circuits operate. Phone use while charging, heat, cable resistance and charging-control behavior consume or reject part of the output.

Huawei describes rated capacity as output capacity and says it is affected by conversion efficiency and is lower than battery capacity. Xiaomi likewise explains that the boost circuit’s conversion losses reduce output-rated capacity and calls that normal rather than a product defect. Those statements concern the named manufacturers’ products; they are not a universal efficiency guarantee for every bank.

Why voltage makes the mAh label look misleading

Milliamp-hours measure electric charge only when the voltage is known. Watt-hours include both charge and voltage, so they are the safer basis for comparing a bank with a phone:

Wh = (mAh ÷ 1,000) × voltage

Anker’s illustrative example converts 20,000 mAh at a nominal 3.7 V to 74 Wh at the cell level. That is a manufacturer example, not a universal specification or a measured output from every 20,000 mAh bank.

USB output is commonly around 5 V or higher for fast-charge modes, so the bank must convert the cells’ lower voltage. No converter is lossless. The output current in mAh therefore cannot be obtained by simply subtracting a displayed percentage from the cell-level label.

An illustrative conversion

Energizer Power Packs gives an example for a 10,000 mAh bank whose cells are rated at 3.7 V. Assuming 85% conversion efficiency, the calculation is approximately:

  1. 10,000 mAh × 3.7 V ÷ 1,000 = 37 Wh in the cells.
  2. 37 Wh × 0.85 = 31.45 Wh available after the assumed conversion loss.
  3. 31.45 Wh ÷ 5 V × 1,000 ≈ 6,290 mAh at 5 V.

The 6,290 mAh figure is an illustrative calculation based on an assumed 85% efficiency, not a universal efficiency rate or a product guarantee. Actual output changes with load, temperature, output voltage, converter design and the bank’s cutoff settings.

Losses continue after the USB port

Even a correctly functioning bank cannot deliver all of its output energy into a phone battery.

  • Conversion and protection electronics: The boost converter, regulation circuitry and safety controls consume energy.
  • Cable resistance: A long, thin or damaged cable produces voltage drop and heat. The phone may reduce its charging current when the voltage at its port falls.
  • Phone charging circuitry: The phone converts incoming USB power to the battery’s charging voltage and manages current to protect the cell.
  • Phone activity: A bright display, cellular radio, navigation, games or background synchronization can use some incoming power while charging.
  • Temperature and charging state: Heat and a nearly full phone battery can cause the phone to taper or pause charging.

Consequently, “number of full charges” is always an estimate based on both devices and the conditions. A bank’s advertised cell capacity is not a promise of a fixed number of complete phone recharges.

Why indicators do not always fall in equal steps

Four-LED banks

Huawei’s support guidance for the specific models listed on its page says four indicator lights theoretically represent 25% each, while the actual level can vary. Huawei attributes differences in how long a light remains on to current and time, including the difference between charging current and discharging current.

That explains a common pattern: three lights may stay on for a long time, followed by a faster drop to two. It can be normal for that model’s estimation method. The guidance does not establish that every brand uses four equal 25% bands, or that every LED bank is calibrated the same way.

Numeric screens

A numeric percentage is still a gauge estimate. It may be smoothed so the number does not jump whenever the load changes, and it may be recalculated when the bank switches between charging and discharging. A screen that also shows wattage is not claiming that wattage and percentage are interchangeable: wattage changes from moment to moment, while percentage describes remaining stored energy.

How to estimate what remains without overpromising

For a rough planning figure, start with the bank’s stated output-rated Wh, if the manufacturer provides it. If only cell mAh is available, convert it to cell Wh using the formula above, then treat every later conversion as a loss. Compare that energy with the phone’s battery Wh, not just its mAh; phone batteries operate at their own nominal voltage.

This upgraded USB Type C tester can detect safety and maximally protect the appliances from damaging. It will cut off output automatically, while it will save data when power off suddenly.

Do not apply one “standard” efficiency percentage to every bank. The Energizer 85% example demonstrates the method, but product design and operating conditions determine the real value. A displayed 50% therefore means approximately half of that model’s estimated internal energy remains, not that half of the label’s mAh will arrive at a particular phone.

Measure USB output with a controlled test

An inline USB power meter can measure what reaches a test load. It cannot prove that the bank’s internal percentage gauge is correctly calibrated. For a repeatable check:

  1. Identify the limits. Use a meter and load compatible with the bank’s connector, voltage and maximum current. Do not exceed either device’s rating.
  2. Fully charge the bank. Leave it connected until its own indicator reports completion, then note the date and charging conditions.
  3. Connect the meter in series. Place the meter between the bank and a consistent electronic load or USB load tester. Keep the cable, port and load the same for every comparison.
  4. Record energy, not only mAh. Log voltage, current, watt-hours, elapsed time and the load setting. Watt-hours allow comparisons when output voltage changes.
  5. Run until the bank shuts off. Record the cutoff voltage or shutdown point reported by the meter, and note any automatic low-load timeout.
  6. Repeat if the result matters. A single run is a controlled measurement under those conditions, not a cross-load guarantee. Different ports, temperatures and fast-charge modes can produce different results.

A USB tester measures delivered output under the chosen load. It does not reveal the gauge algorithm, its calibration error or how the percentage would behave while charging a phone. A difference between cell-level mAh and measured output mAh alone is not evidence of a defective product.

Troubleshoot a percentage that seems wrong

The percentage stays high, then drops quickly

Check the model’s manual first. Uneven LED bands or a smoothed numeric estimate can produce this pattern, especially when discharge current differs from the current used during the gauge’s calibration. Test again with a steady load before concluding that the indicator is faulty.

The phone receives fewer charges than expected

Check that you are comparing like with like: cell mAh versus output-rated capacity, and mAh at the same voltage. Inspect the cable and connector, note whether fast charging is enabled, and account for phone use and heat. Compare measured Wh at the USB output rather than subtracting the phone’s mAh from the bank’s label.

The screen shows a percentage and a changing wattage

This is normal for products that expose both readings. Wattage is the present power draw or delivery on a port; percentage is the estimated remaining level. A high wattage during one minute does not mean the percentage should fall by a fixed amount.

The indicator appears to malfunction

Document the behavior with the exact model, charging state, cable and load, then consult that model’s support page. Huawei advises owners of the models covered by its guidance to take the power bank and proof of purchase to an authorized Huawei Customer Service Center when an indicator problem persists.

How to compare power banks fairly

When choosing between models, keep energy, output and display features in separate columns. A useful comparison sheet includes:

Comparison item What to record Why it matters
Cell capacity and cell voltage mAh and nominal V; calculate cell Wh. Shows the stored-energy basis of the headline capacity.
Output-rated capacity Manufacturer’s rated mAh and the voltage at which it is specified. Provides a more realistic output figure than cell mAh alone.
Output power and ports Maximum watts, port type and supported charging modes. Determines compatibility and charging speed.
Indicator information LED steps, numeric percentage, live wattage or both. Describes usability of the gauge, not its proven accuracy.
Measured output Wh from a meter under a stated load, voltage, temperature and cutoff. Makes independent measurements comparable when conditions match.
Size and weight Published dimensions and mass. Reveals the portability trade-off of carrying more energy.

Do not treat a numeric display as evidence that one model delivers more energy than another. The sources available for these examples establish that displays report remaining level and, on some models, wattage; they do not establish a universal gauge-accuracy tolerance, calibration procedure or algorithm.

What the available evidence can—and cannot—establish

The manufacturer explanations cited here support the distinction between cell capacity, output-rated capacity and phone-delivered energy. They also provide the 74 Wh Anker illustration, the approximately 6,290 mAh-at-5-V Energizer calculation and Huawei’s model-specific four-step indicator explanation. The pages do not provide publication dates, a named independent cross-brand benchmark or a universal percentage-accuracy tolerance. Treat the figures as manufacturer guidance or illustrative calculations unless you perform a controlled measurement yourself.

The practical conclusion is straightforward: read the percentage as a model-specific estimate of energy left inside the bank, use Wh and output-rated specifications for comparisons, and use an inline meter when you need to know what a particular bank delivered under a particular test load.
