When a link will not open, first identify whether the problem affects one link, one website, or every link—and note whether clicking does nothing, opens a blank tab, starts a download, or shows an error. That quick check helps distinguish a blocked pop-up or browser issue from a broken link, a connection problem, or a fault on the destination site.
First, identify what is failing
Before changing browser settings, click a link you know should work and observe what happens. A link that does nothing is a different symptom from a page that opens with an error, a blank tab, or an unexpected download.
- One link fails, but other links work: The link may be broken, or the destination site may be unavailable.
- Links to one website fail: The problem may be with that site, its cookies, or its security configuration.
- Links to many websites fail: Check the device’s connection and browser state.
- A link clicked in another app opens in the wrong place: Check which browser is set as the device’s default.
These comparisons narrow down the source without requiring you to reset the browser or weaken its security settings.
Check whether Chrome blocked a pop-up
If clicking a link appears to do nothing, look for Chrome’s blocked-pop-up indicator in the address bar. Some legitimate links open a destination in a separate window or tab, which Chrome blocks by default. If you trust the site and expected that pop-up, use Chrome’s site-specific permission controls to allow it for that site only. Avoid allowing pop-ups everywhere. Google’s Chrome instructions for blocking or allowing pop-ups describe the indicator and site-level exception.

Use the error message to guide the next step
If the browser displays an error, note its wording or code before changing settings. In Chrome, common codes point to different kinds of failures:

The device is not connected to the internet. |

ERR_CONNECTION_RESET |
Something interrupted the connection. Possible factors include unstable connectivity, an outdated browser, a VPN, or security software. |
ERR_NETWORK_CHANGED |
The device changed or lost its network connection while the page was loading. |
ERR_CONNECTION_REFUSED |
The site refused the connection or access is blocked. |
ERR_EMPTY_RESPONSE |
The page did not send data and may be down. |
These are Chrome’s descriptions, not one-to-one diagnoses: a code can have more than one possible cause. Chrome’s error-message guide also covers redirect loops and secure-connection errors. A redirect loop can be related to cookies; a secure-connection error may reflect outdated security configuration on the site. Do not bypass a security warning just to reach a page.

Check the internet connection and compare
- Open a website you know usually works. If several sites fail, check whether the device is connected to Wi-Fi or mobile data.
- If possible, open the same destination in another browser. If it works there, the issue may be specific to the original browser.
- If another network is available, try it. If the destination works on a different network, the problem may be tied to the original connection.
Each comparison helps separate a link or site problem from a browser or network problem. Chrome’s page-loading troubleshooting guidance also starts by checking the internet connection.

Try opening the page in an Incognito window. If it works there, browser state—such as an extension or stored site data—may be involved. Incognito is a comparison, not a fix by itself; review what is different before removing data.

- Review extensions and temporarily turn off a relevant extension to see whether the page changes.
- Close tabs you do not need if Chrome is low on available memory, then try again.
- Restart Chrome and check whether it needs an update.
- Clear cache or cookies only when the symptom points to stored data or other checks have not helped.
Clearing cookies can sign you out of websites and remove site-specific stored preferences. It is not a harmless first step, and it is not necessary for every link problem. Google lists Incognito, cache and cookie removal, extension checks, freeing memory, restarting, updating Chrome, and checking for unwanted software among its troubleshooting steps.
Check which browser receives links from other apps
If a link clicked in email, a document, or another app opens in an unexpected browser—or seems not to open—check the device’s default-browser setting. Google states, “When you set Chrome as your default browser, links open automatically in Chrome.” The setting is managed through the operating system and differs by platform; use Google’s instructions for setting Chrome as the default browser on a computer or its platform-specific default-browser help.

When the destination site is likely responsible
If other websites load normally but one destination does not, the site or the specific link may be at fault. Check whether the address is mistyped, try the site’s homepage and navigate to the page from there, or try again later if the site may be down. Chrome’s guidance notes that a site may be the cause when other sites open normally. Redirect-loop errors can involve cookies, while secure-connection errors can point to the site’s security configuration. Do not disable browser protections or proceed past a security warning to force the page to load.

Unexpected redirects, unwanted extensions or toolbars that return after removal, and browser settings changing without permission can be signs of unwanted software. If you notice these behaviors, consult Google’s guidance for removing unwanted ads, pop-ups, and malware and use trusted security tools for your device. Do not install an unfamiliar utility simply because a link failed to open.
