A launcher failing to find a Windows Dev Drive does not necessarily mean Windows failed to create it. First separate a Windows storage-status problem from an application-compatibility problem: run fsutil devdrv query <drive-letter>:. If Windows does not identify the volume as a Dev Drive, check its setup, host storage and machine configuration. If Windows does identify it but one launcher omits or rejects it, the launcher may not support that volume or file system for game libraries; use a location documented as supported by that publisher rather than changing Dev Drive security settings.

What “not recognized” can mean

The same symptom can come from two different layers. Windows may not classify the selected volume as a Dev Drive, or Windows may classify it correctly while the game or launcher does not accept it. Those cases require different fixes, so do not start by reformatting the disk or changing Defender settings.

What you observe What it establishes Next action
The launcher cannot see the drive, and fsutil devdrv query says it is not a Dev Drive The problem is at the Windows volume, setup or host-storage layer. Verify the drive letter, Windows prerequisites, policy, storage type and machine on which the designation was created.
fsutil devdrv query confirms a Dev Drive, but one launcher omits or rejects it Windows recognizes the volume; application support is now the leading question. Check that publisher’s supported file systems and install locations, then use a supported library location if Dev Drive is not listed.
A previously working library path disappeared The drive letter may have changed, or a virtual disk may no longer be mounted. Confirm the current letter and mount state before changing any storage settings.
The drive is not visible in File Explorer or Disk Management at all The problem occurs before Dev Drive and launcher logic. Check whether the disk or VHD is mounted, whether it has a letter, and whether the host storage is available.

Dev Drive is a ReFS-based Windows volume intended for developer workloads such as source repositories, package caches, build output and intermediate files. Microsoft’s general Dev Drive guidance says, “We do not recommend installing applications on a Dev Drive.” That recommendation makes launcher refusal plausible, but it is not proof that every launcher rejects ReFS or that Windows has a universal Dev Drive recognition defect.

Run the decisive Windows check first

Confirm the exact volume and drive letter

In File Explorer, open This PC and note the letter of the volume you are selecting in the launcher. You can also open Settings > System > Storage > Advanced storage settings > Disks & volumes and identify the volume there. A launcher can retain an old library path after Windows assigns a different letter, making a healthy disk look missing.

Check the complete folder path, not just the volume label. If the launcher expects a library folder that was renamed or moved, browsing to the current folder may be enough; do not delete files merely because the old shortcut is unavailable. If another disk has taken the old letter, verify which volume is actually being selected before changing assignments.

Check a virtual disk

If the Dev Drive is a virtual hard disk, verify that its backing file is mounted. From an elevated Command Prompt, DiskPart’s list vdisk command can help locate a mounted Dev Drive’s backing VHD. A VHD that is not mounted cannot be presented to a launcher, regardless of its file system. Mount it using the same Windows storage process you normally use, then confirm that it has a drive letter and appears in File Explorer.

A VHD can be present as a file while its volume is unavailable. That distinction explains why a launcher may lose a library after a reboot or after moving the VHD file. Record the current path to the VHD and the volume letter separately; the launcher needs the mounted volume path, not merely the location of the VHD file.

Query Dev Drive status

  1. Open Command Prompt or PowerShell with Run as administrator.
  2. Run fsutil devdrv query D:, replacing D: with the actual letter. Include the colon and use the letter currently assigned in Windows.
  3. Read the result for whether Windows treats the volume as a Dev Drive. The query also reports trust information and which file-system filters are allowed or attached.
  4. Save or copy the complete output if you need to contact the launcher publisher or an administrator. The trust and filter lines can distinguish a designation issue from a security-filter question.

This command is the useful dividing line for troubleshooting. A negative result sends you to Windows setup and storage checks. A positive result means the operating system has recognized the volume, so a launcher-specific support decision becomes more likely. A positive result does not certify that the volume is a valid game-library destination, and a negative result should not be “fixed” by changing only the volume label.

If Windows does not identify the volume as a Dev Drive

Check the Windows build and hardware prerequisites

Microsoft lists Windows 11 build 10.0.22621.2338 or later for Dev Drive, local administrator permissions, at least 50 GB of available space and at least 8 GB of memory; 16 GB is recommended. These are setup requirements, not performance measurements. Check the installed build in Settings > System > About or by running winver.

The 50 GB figure refers to available space for setting up the Dev Drive; it is not a promise that a game, updates or shader caches will fit in that amount. Likewise, the 8 GB memory minimum and 16 GB recommendation describe the Windows feature’s documented requirements, not a game’s own RAM requirement. Keep the launcher’s hardware requirements separate from the Dev Drive prerequisites.

If Windows was updated recently, restart it before judging that Dev Drive support is absent. A reboot can be required before a newly available feature or policy takes effect. On managed or enterprise PCs, policy can control whether Dev Drive is enabled, so contact the administrator if the relevant creation or designation options are missing. A standard user account may be able to browse an existing volume while still lacking the local administrator permission needed to create or designate one.

Verify that the storage location is eligible

Dev Drive designation is not supported on removable or hot-pluggable media, nor on a VHD hosted on that kind of media. Dynamic disks are also documented as unsupported. A fixed internal disk or a VHD hosted on supported local storage is the appropriate starting point.

If the volume resides on an external enclosure, USB device or other hot-pluggable host, moving it to supported storage may be necessary; do not assume a different drive letter will change its eligibility. The restriction applies to the storage type and host, not to the name you give the volume. A VHD stored on removable media inherits the host limitation for this purpose.

Do not infer eligibility from capacity alone. Having more than 50 GB free does not make a dynamic disk or removable device eligible, and a large ordinary ReFS volume is not automatically designated as a Dev Drive. Check the physical or virtual storage arrangement as well as the free-space figure.

Account for machine-specific designation

A Dev Drive’s designation, trust state and filter settings are stored for the machine that configured it. If you moved a VHD to another PC, the designation does not automatically follow the file. On the destination machine, mount the VHD and designate it there according to Microsoft’s Dev Drive procedure. Query the volume again after mounting and designation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is especially important when a drive works on one computer but appears ordinary on another. Compare the host machine, Windows build and policy rather than assuming the VHD is damaged. Keep a backup of important files before making any storage changes, and do not overwrite the original VHD while testing a destination-machine setup.

Do not confuse an ordinary ReFS volume with a Dev Drive

Dev Drive uses ReFS, but the file system alone does not establish that Windows has designated the volume as a Dev Drive. The fsutil devdrv query result is the authoritative check for this troubleshooting path. If the result is negative, investigate designation and prerequisites rather than assuming that formatting or changing a label will make the launcher detect it.

If Windows confirms the Dev Drive but the launcher still refuses it

Treat this as an application-support question

A positive fsutil result proves Windows can identify the volume; it does not require a game launcher to offer that volume as an install destination. Launchers can impose their own rules for library locations, file systems, permissions, removable media and virtual disks. The Microsoft Dev Drive documentation does not name a universal game-launcher workaround or promise application installation support on Dev Drive.

Look up the exact launcher and game publisher’s current requirements for library locations and supported file systems. Use the publisher’s documentation or support channel rather than applying a generic Windows tweak. If the documentation does not list Dev Drive or ReFS as supported, create or select a game library on a location the publisher explicitly supports, such as an ordinary Windows volume accepted by that launcher.

Check whether the rule applies to the launcher, to an individual game, or to both. One title may impose a separate install-location requirement even when the launcher can manage another library. Record the launcher version and game edition when checking support; policies can change with updates, so an old forum answer is not a guarantee for the current build.

Re-add the library using the current path

When a launcher offers a library-management screen, remove the stale path only if you have confirmed where the files are now located, then browse to the current drive letter and library folder. Do not delete the game files while removing a stale entry. A changed letter or an unmounted VHD can explain an absent library even when the underlying data is intact.

If the launcher offers an import, locate, or scan function, point it at the existing library folder rather than starting a new installation. Avoid selecting the root of an unrelated disk simply because it is visible. Verify the folder contains the expected game files before confirming any move or repair operation.

Keep the compatibility conclusion narrow

Do not conclude that every game launcher categorically cannot use ReFS, and do not conclude that a single launcher’s refusal represents a Windows bug. Support can differ by launcher version, game, edition and publisher policy. Record the launcher version, Windows build, exact volume letter and the fsutil result when contacting support so the publisher can reproduce the relevant configuration.

Why trust and Defender settings are usually not the fix

Dev Drive trust and Microsoft Defender performance-mode settings concern security-filter behavior and scanning performance. The query output can show whether the volume is trusted and which filters are attached or allowed, while Defender documentation explains how scanning behavior can be adjusted for development workloads. Those controls do not guarantee that a game launcher will discover, list or permit the volume as an installation target.

Changing trust or disabling security scanning merely to make a launcher list a drive can reduce protection without addressing application compatibility. Leave those settings at an appropriate security level unless you have a separate, documented security or development reason to change them, and do not present them as a launcher-detection repair. If a security product is blocking access, follow that product’s documented support procedure rather than disabling protection broadly.

A complete troubleshooting sequence

  1. Write down the path the launcher is trying to use. Note the drive letter and folder shown in its library or installation dialog. Capture any exact error text.
  2. Check the volume in Windows. Use File Explorer or Settings > System > Storage > Advanced storage settings > Disks & volumes to confirm that the volume is present and mounted.
  3. Check a virtual disk if applicable. In an elevated DiskPart session, use list vdisk to locate the backing VHD and confirm that it is mounted.
  4. Run the Dev Drive query. Execute fsutil devdrv query <drive-letter>: and save the output, including trust and filter information.
  5. If the result is negative, validate prerequisites. Confirm Windows 11 build 10.0.22621.2338 or later, administrator access, 50 GB available space, 8 GB minimum memory, policy availability and a supported, non-removable storage host.
  6. Restart after a relevant Windows update. Re-run the query after the restart rather than relying on an earlier result.
  7. If the VHD moved between computers, remount and designate it on the new computer. Do not assume the original machine’s designation traveled with the VHD file.
  8. If the result is positive, stop treating this as a Windows-recognition failure. Check the specific launcher’s current support policy for Dev Drive, ReFS, virtual disks and library locations.
  9. Test a supported library location. If the launcher works on its documented file system and location but not on the Dev Drive, keep the game library on the supported location.
  10. Preserve evidence before contacting support. Provide the Windows build, launcher version, drive type, current letter, whether the volume is a VHD and the complete fsutil output.

What not to do

  • Do not reformat an existing volume just to make a launcher detect it. Reformatting destroys the contents, and Microsoft says preserving existing content while reformatting as a Dev Drive is unsupported.
  • Do not delete or repartition the disk as a first response. Back up important data before any storage-level change and exhaust path, mount, prerequisite and compatibility checks first.
  • Do not infer support from the word “Dev.” The name and ReFS file system do not obligate a launcher to accept the volume.
  • Do not use a trust change as a discovery workaround. Trust affects security-filter behavior, not a publisher’s library-location policy.
  • Do not assume a moved VHD is portable as configured. Its Dev Drive designation and trust state are machine-specific.
  • Do not install third-party optimizer utilities as a shortcut. There is no demonstrated need for a PC-optimizer product to correct this Windows or launcher compatibility question.

How to decide where the game should live

Use the following evidence-based rule. If Windows cannot identify the volume, fix the Windows-side condition that prevented designation: build, permissions, available space, memory, policy, host storage or machine-specific setup. If Windows identifies it and only the launcher objects, treat the launcher’s supported-location list as authoritative and install the game on a supported volume. The two branches are not competing Dev Drive modes; they are different ownership of the failure.

Evidence Most defensible interpretation Safe choice
Dev Drive query is negative Windows configuration or storage eligibility is unresolved. Correct the Windows-side issue, then query again.
Dev Drive query is positive; launcher works elsewhere The launcher’s support rules likely exclude or mishandle this volume. Use the documented supported library location and ask the publisher whether support has changed.
Drive is absent in Windows itself The issue precedes both Dev Drive and launcher logic. Check mounting, drive-letter assignment, VHD state and storage hardware before changing format.
Files exist but the old library path is missing The path reference is stale. Re-add the current path without deleting the existing files.
Only one game rejects the location The title or its publisher may have a narrower rule than the launcher. Follow that title’s current installation guidance.

Key facts to keep in mind

  • Dev Drive is a ReFS-based volume optimized for development files and workloads, not a universal application-install target.
  • Microsoft’s documented recommendation is not to install applications on a Dev Drive.
  • fsutil devdrv query <drive-letter>: is the first practical check for Windows recognition, trust and filter information.
  • Designation and trust are machine-specific, so a VHD moved to another PC needs remounting and re-designation there.
  • Removable or hot-pluggable storage and dynamic disks are documented as unsupported for Dev Drive designation.
  • Defender performance mode and Dev Drive trust address security scanning and filter behavior; neither guarantees launcher discovery.
  • The documented setup figures are Windows 11 build 10.0.22621.2338 or later, 50 GB available space, 8 GB minimum memory and 16 GB recommended memory.

Frequently Asked Questions

Does a positive fsutil result mean my launcher must support the Dev Drive?

No. It confirms that Windows recognizes the volume as a Dev Drive and reports trust and filter information. The launcher can still restrict file systems, virtual disks or installation locations. Check the publisher’s current support policy and use a supported library location if necessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is every ReFS drive a Dev Drive?

No. Dev Drive uses ReFS, but an ordinary ReFS volume is not automatically designated as a Dev Drive. Run fsutil devdrv query <drive-letter>: to check the Windows designation.

What Windows requirements should I verify?

Microsoft lists Windows 11 build 10.0.22621.2338 or later, local administrator permissions, at least 50 GB available space and at least 8 GB memory, with 16 GB recommended. Restart after a relevant update and check enterprise policy if the feature is unavailable.

Can I use a USB or other removable disk for Dev Drive?

Microsoft documents removable or hot-pluggable media, VHDs hosted on that media and dynamic disks as unsupported for Dev Drive designation.

Why did a Dev Drive VHD work on one PC but not another?

The designation, trust state and filter settings are machine-specific. Mount the VHD and designate it on the destination computer, then run the query again.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will changing Dev Drive trust or Defender performance mode make a launcher detect it?

Not reliably. Those settings concern security-filter behavior and scanning performance, not a publisher’s library-location rules. Do not lower protection solely to make a launcher list the volume.

Will reformatting fix an unrecognized game library?

It can destroy the files and is not a safe first step. Microsoft says preserving existing content while reformatting as a Dev Drive is unsupported. Verify the path, mount state, prerequisites and launcher compatibility first.

The Bottom Line

Run fsutil devdrv query <drive-letter>: before changing anything. If Windows does not recognize the volume, verify the Windows 11 build, administrator access, 50 GB free space, memory, policy, supported storage type and machine-specific designation. If Windows does recognize it but one launcher does not, treat that as an application-support issue: confirm the publisher’s rules and keep the game on a documented supported location. Do not reformat the disk or weaken security settings just to force discovery.
