A game can average 100 frames per second and still stutter because average FPS measures overall throughput, not how evenly frames arrive. A few unusually slow frames can interrupt motion without moving the average very far. Check frame-time behavior and slow-frame metrics during a repeatable hitch before changing settings or buying hardware.
Why a high average FPS can feel uneven
At 100 FPS, the average frame interval is about 10 milliseconds. But that is only an average: frames may arrive mostly near that interval while occasional frames take much longer. Those longer intervals can appear as brief hitches even when the reported average remains high.
Average FPS, slow-frame metrics, and a frame-time graph describe different aspects of performance. None identifies the cause on its own. NVIDIA’s FrameView guide defines 1% Low as the average of the slowest one percent of frames and says, “Reports stutter—the closer 1% Low is to Avg FPS, the more consistent the experience will be.” NVIDIA FrameView
- Average FPS: overall frame throughput across the measurement period.
- 1% Low or percentile frame time: a summary of slower frames that can reveal problems an average obscures. Check each tool’s definition before comparing results.
- Frame-time graph: a view of frame intervals over time; spikes can help establish whether a hitch coincides with a slow frame or whether unevenness is more persistent.
- PC latency: a measure of parts of the input-to-frame pipeline, where supported. It relates to input responsiveness, but a latency number alone does not explain every visible hitch. NVIDIA FrameView NVIDIA PC latency overview
How to measure a stutter you can reproduce
- Choose a repeatable situation. Use the same route, scene, or action where you notice the hitch. A repeatable interval makes before-and-after comparisons more useful.
- Capture more than average FPS. Record average FPS along with 1% Low or percentile frame-time data and, if available, a frame-time graph. AMD’s Game Advisor, for example, reports average frame rate, 95th-percentile frame time, and frame-time graphs. AMD Game Advisor
- Watch the graph at the moment of the hitch. An isolated spike suggests a different pattern from repeated spikes or broadly uneven frame times. It narrows the question; it does not prove a specific cause.
- Change one setting, then repeat the same test. If a performance report points toward optimization, AMD describes recommendations that can include a lower graphics preset, advanced rendering options, render scale, or resolution. Generate an updated report after applying a change rather than assuming it helped. AMD Game Advisor
What might cause frame-time spikes
Several mechanisms can produce a similar-feeling hitch, so treat these as possibilities to investigate rather than a diagnosis of your PC.

- Shader compilation: NVIDIA identifies shader compilation as a common source of stutter. A hitch may be associated with the game preparing shaders, but the symptom alone cannot confirm that explanation. NVIDIA on shader compilation
- Game-data flow or memory pressure: NVIDIA discusses interruptions in the flow of game data involving storage, system RAM, and video memory. A slow frame does not by itself tell you which resource, if any, is constrained. NVIDIA RTX IO overview
- Frame caps or synchronization: the relationship between a cap, display refresh rate, and synchronization can matter. NVIDIA describes stutter around refresh-rate caps and Adaptive VSync behavior in its own guidance; that is relevant to the described GPU and display context, not a universal explanation for every game or setup. Why one study does not set a universal stutter threshold
A 2026 NVIDIA Research study with 21 participants used a custom FPS game and induced frame-time spikes of 0, 225, or 675 milliseconds. It reported that the spikes primarily reduced perceived smoothness, while graphics quality primarily affected perceived visual quality. Those test conditions demonstrate that frame-time spikes can affect perceived smoothness; they do not establish a universal millisecond threshold for every game, display, or player. A 100 FPS average and a stutter complaint do not establish that you need a new GPU, CPU, memory kit, storage drive, or monitor. First identify a repeatable frame-time pattern and test plausible settings or causes. If the measurements point toward a resource constraint, investigate that constraint in the context of your game and system before choosing an upgrade.

Smoothness and responsiveness are related but distinct. A PC latency measure can help assess parts of the input-to-frame path, while frame-time data describes delivery of frames. For variable-refresh or VSync troubleshooting, consider the actual display refresh behavior and GPU configuration rather than treating one vendor’s guidance as universal.
