There is no universally correct reporting line for product managers. In a small company with no dedicated product executive, reporting to the CEO can keep product strategy close to company decisions. As the product portfolio and team grow, a CPO or head of product usually provides a functional home, coaching, and portfolio coordination. A business-unit general manager can be the right manager when the product belongs to one autonomous line of business. Reporting through engineering can work for a technically led organization, but only if product retains authority over customer discovery, market judgment, and cross-functional priorities.
The practical test is not the org-chart box. It is whether the manager has the authority, access, capacity, and cross-functional relationships required to set outcomes and make tradeoffs. Before choosing a reporting line, define who sets priorities, commits engineering and go-to-market capacity, resolves conflicts, and evaluates product results.
What the reporting line is supposed to accomplish
A product manager (PM) is accountable for identifying valuable problems, choosing outcomes, and aligning design, engineering, commercial, and operational work around those outcomes. The reporting line should make that work easier, not merely place product under the most convenient executive.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesA sound structure gives the PM four things:
- Product judgment and coaching: someone who can improve discovery, prioritization, roadmap communication, and outcome measurement.
- Strategic access: a route into company strategy, budgets, portfolio choices, and executive tradeoffs.
- Decision rights: a known owner for product priorities and a clear process when functions disagree.
- Cross-functional reach: practical access to customers, market information, engineering capacity, design, sales, marketing, operations, finance, analytics, and customer-facing teams.
A reporting line can support those conditions, but it cannot create them by itself. A PM who reports to a CPO without budget influence may have less authority than a PM who reports to a hands-on CEO. Conversely, a CEO reporting line can become a bottleneck when many PMs need coaching and portfolio decisions.

McKinsey summarizes the central principle in “Turn product managers into super conductors”: “The right structure is generally a function of the product, the business, and the market.” That is a better decision rule than copying the structure of a larger or more fashionable company.
What survey evidence says about common reporting lines
ProductPlan’s 2024 State of Product Management report found that CEO reporting was more common among smaller-company respondents. The chart reported the CEO as the reporting destination for 35% of small-company respondents, 17% of medium-company respondents, and 9% of large-company respondents. It reported product leadership (CPO) at 26% of small companies, 27.5% of medium companies, and 23.5% of large companies.
The same report found that 16% of organizations with one to four product people reported Product to a CPO, compared with 35% of organizations with 50 to 99 product managers. These are respondent findings from a 2024 report, not a rule that a particular structure produces better outcomes. The available summary did not disclose the sample size or detailed methodology, so the figures should not be treated as representative of every geography or industry.

ProductPlan’s 2023 annual report illustrates how broad a product-leadership umbrella can be among respondents. Departments reported under product leadership included product management (83%), product design (56%), product operations (34%), product marketing (30.2%), engineering (28.5%), and customer success (15.7%). Those percentages describe which functions respondents placed under product leadership; they do not establish that all of those functions belong together.
Spencer Stuart describes at least two viable designs: a CPO and CTO can be peers who both report to the CEO, or product and engineering resources can be distributed through business units under a general-manager model. TSIA’s annual organizational-survey interpretation likewise identifies direct reporting to the CEO or to a business-unit GM as workable patterns, while emphasizing collaboration with engineering, IT and operations, marketing, sales, customer success, finance, analytics, and service functions. None of these sources identifies a universal or regulated reporting standard.
The main reporting models
| Model | Where it fits best | Primary advantage | Main risk | Safeguard |
|---|---|---|---|---|
| PM to CPO or head of product | Growing companies with multiple PMs or a shared portfolio | Coaching, consistent practice, and portfolio coordination | The product leader becomes a gatekeeper without executive authority | Give the CPO access to strategy, budgets, and peer-level decisions |
| PM to CEO | Early-stage or small companies with one main product and no product executive | Fast connection between product choices and company strategy | CEO bottleneck and limited day-to-day product coaching as the team grows | Define decision boundaries and add a product leader when span or complexity demands it |
| PM to business-unit GM | Companies with distinct business lines, customers, and economics | Direct accountability for the unit’s results and resource choices | Fragmented roadmaps and duplicated capabilities across units | Use portfolio forums, shared-platform ownership, and escalation rules |
| PM through engineering or technology | Technically led organizations or technical products | Close coordination on architecture, delivery, and technical constraints | Customer and commercial evidence can be subordinated to delivery throughput | Separate product and engineering accountabilities and protect discovery time |
| Matrix or shared leadership | Organizations balancing a product function with a business or delivery structure | Combines functional expertise with business proximity | Conflicting priorities and unclear performance management | Name the solid-line manager, decision owner, allocator, and escalation route |
Reporting to a CPO or head of product
A CPO or head of product is usually the strongest default once a company has several PMs, multiple products, or a portfolio that needs coherent investment choices. The product leader can establish discovery and outcome practices, coach PMs, prevent duplicated roadmaps, and represent product strategy in executive discussions.

This model works only when the CPO has real influence. If engineering, sales, or a business-unit leader can unilaterally set the roadmap, the CPO may be a nominal manager rather than the owner of product direction. The CPO should coordinate as a peer with the CTO, commercial leaders, operations, and finance, with an explicit forum for resolving tradeoffs.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Centralization does not require every function to report to product. Some companies place design, product operations, product marketing, or customer success under product leadership; others keep those functions separate and use operating agreements. The right choice depends on whether shared management improves decisions or merely adds another layer.
Reporting to the CEO
CEO reporting is practical when the company is small, the product is central to the business, and the CEO is still actively setting strategy. It can shorten the path from customer evidence to a company-level decision and avoid inventing a product hierarchy before there is enough scope to support one.
The model becomes fragile when every PM needs the CEO for prioritization, staffing, or conflict resolution. A CEO may also lack the time or product-management expertise to coach discovery, experimentation, and product craft. Set a written boundary: the CEO owns company strategy and major investment choices; the PM owns day-to-day product decisions within agreed outcomes and constraints. Review the arrangement when the number of PMs, products, markets, or dependencies makes that boundary hard to maintain.
Reporting to a business-unit general manager
A GM is a strong fit when a product serves a clearly defined business with its own customers, economics, sales motion, and operating plan. The GM can connect product choices to revenue, retention, cost, service levels, and other unit outcomes while allocating resources within the unit.
Recommended Free Tools
The danger is local optimization. Several GMs may prioritize incompatible features, duplicate platform work, or make different promises to the same customer. A shared-product council, common architecture ownership, and an executive escalation path can preserve company-wide coherence. The PM should know which decisions belong to the unit and which require portfolio approval.

Reporting through engineering or technology
Engineering-led reporting can work for infrastructure, developer, security, data, or other technical products, and in organizations where technology is the primary competitive advantage. Close proximity can improve feasibility decisions, sequencing, architecture communication, and delivery coordination.
The risk is reducing product management to backlog administration. If performance is measured mainly by velocity, release dates, or closed tickets, the team may underinvest in customer discovery, market analysis, pricing, adoption, and commercial outcomes. The engineering leader must protect those activities and treat product priorities as evidence-based choices rather than a list of requests.
Keep responsibilities explicit even in one chain of command. The PM owns problem selection, desired outcomes, and priority recommendations; engineering owns technical design and implementation quality; both leaders jointly manage sequencing, risk, and learning. A CTO who cannot or will not represent customer and market evidence is a poor product manager’s manager, regardless of title.
Matrix or shared leadership
A matrix can combine a functional product leader with a business-unit, regional, or delivery leader. It is useful when PMs need craft coaching from product leadership but must remain close to a particular market or operating unit.
Never leave the matrix implicit. Document the solid-line manager for performance reviews and compensation, the person who owns roadmap decisions, the leader who commits engineering and go-to-market capacity, and the executive who resolves conflicts. If two leaders can assign work but neither can decide, the matrix will slow the organization and make success measures contradictory.
Should product managers report to the CEO or CTO?
Choose the CEO when the PM’s remit is company-wide, the product is the central business, and no capable product executive exists. Choose the CTO when the product is deeply technical and the CTO can preserve customer, market, and commercial decision-making rather than treating product as a delivery function.

Use these tests:
- Who can approve a change in product strategy or target customer?
- Who can secure engineering, design, sales, marketing, and service capacity?
- Who has regular access to users, market signals, and commercial data?
- Who can coach the PM on discovery and prioritization?
- Who resolves a conflict between technical risk, customer value, and near-term revenue?
If the CTO controls implementation but cannot answer those questions, place product under a CPO, CEO, or GM and establish a close CTO partnership instead. If the CEO is unavailable for product decisions, direct CEO reporting may look senior on paper while functioning as an unstaffed escalation queue.
When should a company hire a CPO or head of product?
There is no universal headcount threshold. Hire product leadership when the organization’s coordination cost and product risk exceed what the CEO, GM, or technical leader can manage directly. Typical signals include:
- Several PMs need regular coaching, calibration, and consistent performance expectations.
- Multiple products compete for shared engineering, design, data, or go-to-market capacity.
- Roadmaps are optimized by team rather than by customer, portfolio, or company outcome.
- Different units make conflicting promises to the same customers.
- The CEO is the routine tie-breaker for prioritization and staffing.
- Product strategy, discovery, and outcome measurement vary so much that teams cannot learn from one another.
The new leader must have more than a title. Give the CPO or head of product a mandate covering product strategy, portfolio choices, product-management standards, and the forums where capacity and tradeoffs are decided. ProductPlan’s 2024 respondent figures show CPO reporting among both small and large organizations, so company size alone does not determine the answer; scope and leadership capability do.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Where should product management sit in the org chart?
Start with the product’s economic and organizational reality:
- Map the remit. List the customers, products, markets, outcomes, and decisions the PM is expected to own. Include platform dependencies and shared capabilities.
- Map authority. Identify who sets priorities, approves investment, commits engineering and go-to-market capacity, and resolves disputes.
- Assess the proposed manager. Confirm that the manager has product judgment, coaching time, executive access, and credibility with engineering and commercial teams.
- Check customer connection. Make sure the structure gives the PM direct access to users, research, support signals, sales feedback, usage data, and market intelligence.
- Choose the smallest structure that can handle the complexity. Avoid adding a CPO layer for prestige, but do not keep every PM under the CEO after coordination has become a bottleneck.
- Publish operating rules. Write decision rights, success measures, planning cadence, capacity commitments, and the escalation route before changing reporting lines.
- Review outcomes, not appearances. After a planning cycle, examine decision speed, quality of customer learning, cross-team alignment, and progress against product outcomes.
The result may be a centralized product function, product embedded in business units, or a hybrid. The org chart should reflect where accountability and authority already need to sit, then make any gaps visible.

Every business unit builds its own version of the product
Create a portfolio-level decision forum for shared customers, platforms, data, security, and brand commitments. Give one accountable owner to common capabilities and publish how units request changes.
The CPO has responsibility without resources
Align the CPO’s mandate with actual budget and capacity forums. If another executive controls all engineering and commercial allocation, state that boundary openly and give the CPO a formal route to challenge portfolio choices.
Dual reporting creates contradictory goals
Use one performance manager and one written priority owner. A second leader can provide input, but should not silently change the PM’s commitments or evaluation criteria.

The CEO remains the permanent bottleneck
Move recurring decisions into a product operating cadence. Reserve CEO involvement for strategy, major bets, and unresolved cross-functional tradeoffs, while delegating routine prioritization to the PM or product leader.
A practical decision checklist
Before approving a reporting line, answer these questions in writing:
- Is the product a shared portfolio or part of one business unit?
- How many PMs, products, markets, and shared dependencies must the manager coordinate?
- Does the proposed manager understand product discovery and outcome-based prioritization?
- Can that manager influence strategy, budgets, and senior tradeoffs?
- Who owns the final roadmap decision when evidence conflicts?
- Who commits engineering, design, sales, marketing, operations, and service capacity?
- How will product performance be measured, and who can change those measures?
- Where does a PM escalate a conflict, and how quickly must it be resolved?
- What portfolio decisions require coordination beyond the PM’s immediate team?
If the answers are vague, changing the org chart will not solve the underlying problem. Clarify authority and operating mechanisms first, then select the reporting line that supports them.
