Rhiannon is a playable six-star Beast-afflatus Arcanist introduced in Reverse: 1999 version 3.7. Her arrival is tied to Meryl’s disappearance at the end of the 3.7 story, but Bluepoch has explicitly said that Rhiannon is not Meryl, a replacement for her, or a “better Meryl.” She is a separate character whose discovery opens another thread in the mystery of the Storm.

What Rhiannon is in Reverse: 1999
Rhiannon is a six-star Arcanist with the Beast afflatus. She was added in the version 3.7 anniversary update, alongside a dedicated character story titled The You That’s Meant To Be. The official announcement presents her as a playable character rather than a name mentioned only in background lore.

The timing creates an intentional connection between the two characters, but the available developer explanation draws a firm line between that connection and the idea that they are one person.

What happens when Vertin finds Little Rhiannon
The key scene occurs after Meryl disappears into the curtain of rain at the end of version 3.7. Vertin follows a golden thread and finds Little Rhiannon. Bluepoch describes this encounter as a crucial clue in the continuing investigation of the Storm’s truth.
That wording is important. The scene establishes a narrative link between Meryl’s disappearance, the golden thread and Rhiannon’s appearance. It does not establish that Rhiannon is Meryl in another body, a replacement created by the Storm, or a transformed version of the same character. The developer statement treats the encounter as a clue whose full meaning has not yet been disclosed.
What the scene confirms
- Meryl’s 3.7 arc ends with her entering the curtain of rain.
- Vertin follows a golden thread after Meryl disappears.
- Vertin encounters Little Rhiannon at the end of that search.
- The encounter is connected to the ongoing mystery of the Storm.
What the scene does not confirm
- It does not identify Rhiannon and Meryl as the same individual.
- It does not explain Rhiannon’s complete origin or purpose.

Is Rhiannon Meryl?
No. Bluepoch’s post-version-3.7 explanation explicitly rejects reading Rhiannon as a replacement for Meryl. The development team says the creation of Little Rhiannon was not meant to “dilute or overwrite Meryl’s existence and character arc,” and says Rhiannon is not intended to be a “better Meryl.”
The two characters are therefore best understood as separate people whose stories meet at a pivotal supernatural event. Their relationship is narratively significant, but the currently stated canon does not provide a shared identity.

Meryl’s story and why it matters to Rhiannon’s introduction
Bluepoch’s explanation places Meryl’s ending in the context of a long progression. According to the development team, Meryl began as a student at the First Defense Line school, became a guard in Antarctica, deserted the front lines, and later worked as an independent operative during the Battle of the Steppe.
The developer says that, at the end of this arc, Meryl chose to leave the hope of survival to the people around her. This is the company’s own summary of her development, so it should be read as the intended framing of her conclusion rather than as a separate plot recap that resolves every detail.
Rhiannon appears immediately after that emotional endpoint, which explains why players may initially suspect a substitution. Bluepoch’s clarification instead presents both characters as searching for themselves beneath the rain curtain. Meryl’s completed arc is not erased; Rhiannon’s story begins alongside the unanswered questions left by the Storm.
How Bluepoch describes Rhiannon
The development team describes Little Rhiannon as “a young, adorable, yet somewhat clumsy genius Arcanist.” This line comes from a post-version-3.7 statement reproduced in a community forum; the forum is an accessible copy of the statement, not the original publication channel.

Each part of that description helps distinguish her from a simple plot device. “Young” and “somewhat clumsy” suggest a character whose personality is still developing, while “genius Arcanist” indicates unusual ability. The description does not, however, provide a complete biography, a detailed account of her powers or a definitive explanation of how she is connected to the Storm.
Her own place in the story
Bluepoch says Rhiannon has her own place in future stories. That is a statement of intended direction, not a complete spoiler for those stories. The developer has not disclosed the full sequence of her later appearances or explained every implication of the golden-thread encounter in the material covered here.
For that reason, claims that Rhiannon is secretly Meryl, that she definitively represents a particular version of Meryl, or that her future role has already been fully explained go beyond what the developer has stated.
How Rhiannon fits the Storm’s setting
The official setting synopsis says the Storm began at 23:59 on December 31, 1999. It swept away contemporary signs of the era and returned the world to an earlier period. The Timekeeper, Vertin, is immune to the Storm and guides Arcanists from different times and countries.

This setting context explains why a rain curtain, a golden thread and a character discovered across a strange transition can carry more than ordinary symbolism. It does not, by itself, explain Rhiannon’s origin. The synopsis establishes the rules and broad premise of the world, while the 3.7 ending supplies a new clue that the game has not fully decoded.
Rhiannon’s character story and release details
Rhiannon’s dedicated story is The You That’s Meant To Be. The main version 3.7 chapter is titled On Another’s Sorrow. Keeping those titles separate is useful: the first is the character-focused story attached to Rhiannon, while the second is the main chapter in which Meryl’s disappearance and the discovery of Little Rhiannon occur.

The banner dates are historical information from the official announcement. The window ended on September 24, 2026, so those dates should not be interpreted as proof that Rhiannon is currently obtainable. The announcement also does not establish a present-day rerun schedule or another acquisition method.
How to reach the version 3.7 story
The official announcement says access to the new main-story chapter requires completing The Campaign’s Tale. That requirement concerns entry to the chapter; it is separate from the question of whether Rhiannon’s banner is active.
- Complete the prerequisite story listed in-game as The Campaign’s Tale.
- Open the version 3.7 main-story content and select On Another’s Sorrow.
- Play through the chapter to see Meryl’s disappearance and Vertin’s encounter with Little Rhiannon.
- Use the separate character-story entry for The You That’s Meant To Be when it is available in your game version.
Menu names and access conditions can change with later updates. The requirement above is the one specified in the version 3.7 announcement, not a guarantee that every later client presents the same layout.

Several questions therefore remain open:
- Why does Vertin find Rhiannon after following the golden thread?
- What, if anything, is the precise relationship between the rain curtain and Rhiannon’s existence?
- How will Rhiannon’s own character story expand her personality and history?
- When and how will she return in later stories?
- What are the consequences of Meryl’s disappearance?
Bluepoch has said that Rhiannon will have a place in future stories, but it has not supplied those future plot details in the statement explaining her introduction. Treat theories as theories unless a later in-game chapter or official announcement confirms them.

Reverse: 1999 often uses time, recurrence and altered history as parts of its setting, so a new character appearing immediately after another character’s disappearance naturally invites identity theories. In this case, the developer’s wording gives readers a useful boundary: the connection is deliberate, while the identity claim is rejected.
That boundary preserves two different kinds of storytelling. Meryl’s choices retain their meaning because her arc is not overwritten. Rhiannon can then develop as a new person rather than functioning only as an explanation for what happened to Meryl. The golden-thread scene can carry unresolved mystery without requiring the game to collapse both characters into one.
