The White House Accord on Super Intelligence calls on participating companies to work with an “independent external auditor or evaluator,” but it does not define who qualifies, who selects that reviewer, or what the review must examine. The Accord establishes a place for outside assessment in a four-layer oversight plan; its text leaves the conditions that would make audits comparable and publicly understandable unspecified.
What does the White House Accord require?
Published September 29, 2026, the Accord describes four layers of controls and oversight for companies training and deploying frontier models:
- Internal controls: Monitor model capability and alignment during training and deployment, including cybersecurity, biosecurity, chemical threats, and unintended system access.
- An internal oversight team: Check that monitoring and detection work as intended and that problems are remediated.
- External assessment: Partner with an independent external auditor or evaluator to assess whether controls, monitoring, and detection are operating as intended.
- Board oversight: An independent board committee receives reports and oversees remediation.
The Accord says participating companies will meet regularly to establish standards and best practices. It also says that codifying the steps into laws or regulations may make sense over time. Who gets to audit frontier AI?
The Accord does not name an auditor, define auditor qualifications, or establish an accreditation process. It calls for an “independent external auditor or evaluator,” but the published text does not explain who chooses that reviewer or how independence should be assessed.

That leaves basic governance questions open: whether a reviewer is selected by company management, a board committee, or another party; what financial or professional ties would count as a conflict; and whether the same reviewer can assess a company repeatedly. These are unanswered by this Accord text, not proof that no other law, contract, or company policy applies.
What does “independent external auditor” mean in practice?
For an audit to test a company’s claims rather than simply restate them, the reviewer needs a defined scope and enough evidence to assess it. Miles Brundage and coauthors define frontier AI auditing as “rigorous third-party verification of frontier AI developers’ safety and security claims, and evaluation of their systems and practices against relevant standards, based on deep, secure access to non-public information.” Their 2026 paper proposes AI Assurance Levels (AAL-1 to AAL-4), ranging from time-bounded system audits to continuous, deception-resilient verification. Those levels are a research proposal, not requirements adopted by the Accord. Read the paper on arXiv.

The Accord does not set a minimum level of access to models, logs, or other evidence; prescribe a test scope or standard; or establish a reporting cadence. It also does not say whether assessments should be one-time or continuous. Without those details, the label “external audit” alone does not tell readers how rigorous or comparable a review is.

The Accord does not require public disclosure of audit findings or specify who beyond the independent board committee receives them. It does not state whether companies must publish a report, summarize the scope, disclose identified problems, or document remediation. As a result, the text does not establish how the public could judge what was assessed or whether a review found and resolved weaknesses.

Its mention of regular meetings to develop standards and best practices points to work the signatories say they intend to undertake; it is not itself a disclosure rule or a finished audit standard.
Is this the same as federal model review?
No. Executive Order 14409, dated June 2, 2026, sets out a separate federal framework. It directs agencies to develop a classified benchmarking process for advanced cyber capabilities and to determine when a model meets the order’s “covered frontier model” designation. It also directs the administration to design a voluntary process for developers to engage the government, provide covered models for up to 30 days before release to other trusted partners subject to safeguards, and collaborate on selecting partners.

The order explicitly says that this section does not authorize mandatory federal licensing, preclearance, or permitting for new models. That government-facing framework is distinct from an external company audit under the later Accord. Read Executive Order 14409.

What should readers look for in an audit regime?
The Accord leaves the following questions open. They are useful criteria for evaluating any later standard or company disclosure, not rules already established by the Accord:

- Qualification and independence: Who can serve, who selects the evaluator, and what conflicts or relationships are disallowed?
- Scope and standard: Which safety and security claims are tested, and against what stated benchmark or standard?
- Evidence access: Can the evaluator securely inspect the model and the records needed to verify those claims?
- Frequency: Is review time-bounded, repeated, or continuous?
- Recipients and transparency: Who receives the findings, and what can the public learn about the scope and outcome?
- Remediation: Must identified issues be corrected, and how is that correction checked?
The Accord’s text establishes the role of an external evaluator but does not answer these questions. Its practical meaning will depend on standards, selection procedures, access arrangements, and disclosure practices that the text does not yet specify.
