The Polygon PoS bridge’s governance risk depends on which deployed contract authority you mean. Upgrade authority can change contract logic; administrative roles can change mappings or configuration; and Polygon’s developer documentation says the existing multisigs cannot censor transactions, including bridge transactions. Those are distinct powers. PIP-54 proposes new upgrade routes, but its Peer Review status does not prove that the proposed transfers have happened. A present-day assessment therefore needs verification of the deployed contracts’ owners, role holders, and upgrade controls.
What does bridge governance control?
Polygon Support’s article, modified April 29, 2025, describes the native bridge at a high level: tokens sent from Ethereum to Polygon are locked on Ethereum, while pegged tokens are minted on Polygon at a 1:1 ratio. On the return path, pegged tokens are burned and the Ethereum tokens are unlocked. That simplified description helps explain why control over bridge contracts matters: upgrades or administrative changes can affect components involved in escrow, token mappings, deposits, and withdrawals.
This is not a complete account of bridge proofs, checkpoints, exit procedures, or every asset-specific path. Nor does the description establish the bridge’s solvency or prove the safety of any particular asset. It is a way to understand the governance surface, not a substitute for contract-level review.
Who does PIP-54 propose should be able to upgrade contracts?
Polygon Improvement Proposal PIP-54, dated December 17, 2024, proposes replacing legacy multisig upgrade rights—including rights over staking and bridge smart contracts—with two Protocol Council Safe multisig routes. The proposal is marked Peer Review. Its design should therefore be read as a proposal, not as proof that ownership or permissions have changed on-chain.

PIP-54 describes the standard and emergency thresholds as 54% and 77% consensus, respectively. Those percentages are the proposal’s characterization of its own thresholds, not an independent assessment of signer independence or key security. The proposal’s authors say the design is intended to improve transparency and security while preserving an emergency response option; that is their rationale, not evidence that the design has achieved those outcomes.
The ten-day standard delay creates time to observe a proposed action and, where a user has a viable route, consider an exit. It does not guarantee that every asset can be withdrawn, that every user can complete an exit, or that ten days is operationally sufficient in all circumstances. The emergency route removes that notice period, trading time for speed when the proposal’s higher threshold is met.

What contracts and roles are in the proposed authority map?
PIP-54 identifies Ethereum-side contracts associated with checkpointing and bridge activity. Its named proxies include RootChainManagerProxy, DepositManagerProxy, WithdrawManagerProxy, RootChainProxy, StakeManagerProxy, and token predicates for ERC-20, ERC-721, ERC-1155, mintable assets, and Ether. These names help define what to inspect; the proposal’s inventory does not establish the live owner or permissions of each deployed address.

- For RootChainManagerProxy, PIP-54 lists MAPPER_ROLE and DEFAULT_ADMIN_ROLE among the roles assigned to the proposed standard route, while the emergency route would hold proxy ownership for upgradeability.
- For ERC20PredicateProxy, the proposal lists DEFAULT_ADMIN_ROLE for the standard route and ownership for the emergency route.
- For MintableERC20PredicateProxy, it lists MANAGER_ROLE and DEFAULT_ADMIN_ROLE for the standard route, with ownership assigned to the emergency route.
These are proposed assignments, not confirmed current grants. PIP-54 also leaves Protocol Council route addresses on Polygon PoS as TBD, so it is not a complete live-state inventory across the system.
Does a multisig’s upgrade power mean it can censor bridge transactions?
No such equivalence is established by the available documentation. Polygon Developer Docs lists the Ethereum address 0xFa7D2a996aC6350f4b56C043112Da0366a59b74c as an active 5-of-9 multisig for upgrading PoS and staking contracts on Ethereum, including optimizations, upgrades, and responses to unexpected bugs. The same documentation says: “The existing multisigs do not have the capability to censor transactions, including bridge transactions.” That statement concerns the existing multisigs and the capability described on that page; it should not be stretched into a claim about every actor, contract, or possible effect on transaction processing.

Upgrade authority and transaction censorship are different questions. A party able to change contract logic may alter future behavior through an authorized upgrade, while an administrative role may affect a mapping or configuration. Neither fact, by itself, establishes the ability to selectively block an individual bridge transaction. Conversely, the documentation’s statement about the existing multisigs does not establish that all upgrade or administrative risks are absent.

What remains unresolved about current control?
The documentation does not settle whether all PIP-54 transfers were executed or who presently controls every relevant deployed proxy and role. Polygon Developer Docs lists the legacy Ethereum 5-of-9 multisig as active, while PIP-54 describes proposed Protocol Council routes. That discrepancy makes implementation status a question to verify, rather than a basis for silently treating either source as a complete account of current on-chain authority.

A contract-by-contract present-tense review should check:
- For each relevant proxy, the deployed implementation, proxy admin or owner, and any upgrade mechanism.
- For each bridge-related role, the current grants and the addresses or contracts that hold them, including MAPPER_ROLE, DEFAULT_ADMIN_ROLE, and MANAGER_ROLE where applicable.
- The live signer threshold and configuration for each controlling multisig, and whether any timelock is actually enforced for the action being reviewed.
- Whether governance records and on-chain state confirm any completed PIP-54 transfer, including the route addresses and permissions that the proposal leaves unspecified.
Those checks establish control more reliably than a proposal or a documentation listing alone. Even then, a threshold does not establish that signers are independent, keys are safely held, or emergency response will work as intended. The reviewed materials do not establish present signer identities, key custody, or incident-response practice.
