The main Xbox control for voice chat, text messages, and game invites is Others can communicate with voice, text, or invites. Set it to Friends to limit communication to Xbox friends, or Block to prevent the communication covered by that control. Cross-network voice and text use a separate setting, You can communicate outside XBOX with voice and text. A Block in the first, universal setting takes precedence over a permissive cross-network value.
Which Xbox setting blocks voice chat and text messages?
Open Xbox privacy settings and look for Others can communicate with voice, text, or invites. Microsoft maps this control to the Communications privilege, which allows voice or text communication with users of Xbox services.
| Value | Practical effect | Who can communicate |
|---|---|---|
| Everyone | Allows the communication covered by the setting, subject to the other player’s settings and any per-player mute or block. | Xbox-network users generally can communicate. |
| Friends | Limits covered communication to people who are Xbox friends. | Friends can communicate; people outside that friends list cannot use the permitted channel with you. |
| Block | Prevents the communication covered by the setting. | No Xbox-network voice or text communication, and inbound game invites are blocked by this control. |
The setting combines several functions instead of offering a separate Xbox-network switch for voice, another for text, and another for invites. That is why changing it can affect more than the symptom you noticed. For example, selecting Block to stop voice chat also blocks the communication covered by the same control and stops inbound invites.

How to allow or restrict cross-platform chat
Communication with players outside the Xbox network is governed by You can communicate outside XBOX with voice and text. “Outside XBOX” covers cross-network communication, such as talking with players on another gaming network when a game supports that feature.

| Value | Effect on cross-network voice and text |
|---|---|
| Everyone | Permits cross-network voice and text communication, subject to the universal communication control and the other participant’s settings. |
| In-game Friends | Limits cross-network communication to people who are friends with you in the game. |
| Block | Prevents cross-network voice and text communication. |
This setting does not replace the universal control. Think of it as an additional filter: the universal control establishes whether Xbox communication is allowed at all, while the cross-network control narrows communication with people outside Xbox.
Why cross-network chat can remain blocked when its setting says “Everyone”
Xbox privacy permissions have precedence rules. If Others can communicate with voice, text, or invites is set to Block, communication stays blocked even when You can communicate outside XBOX with voice and text is set to Everyone or In-game Friends.
To permit cross-network chat, check both settings in this order:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Set Others can communicate with voice, text, or invites to Everyone or Friends, depending on the audience you want.
- Set You can communicate outside XBOX with voice and text to Everyone or In-game Friends.
- Check the game’s own cross-play and voice-chat options. A title must still support the feature and honor Xbox privacy permissions.
If the first setting remains Block, changing only the cross-network option will not restore chat.
What happens to game invites?
Game invites are included in Others can communicate with voice, text, or invites. Microsoft’s policy guidance makes the direction important: a restricted value blocks inbound invites, but does not prevent you from sending outbound invites.

- With a restrictive value, other players may be unable to invite you.
- You may still be able to send an invite to someone else.
- A player you have blocked cannot send invites to you.
This directional behavior explains why two players can see different results after one privacy change. Your account may still display an invite option even though incoming invitations are being filtered.
How to change Xbox privacy settings
On an Xbox console, Microsoft’s documented path is:
Recommended Free Tools
- Open Settings.
- Select General.
- Open Online safety & family.
- Select Privacy & online safety.
- Open Xbox privacy.
- Choose the communication profile or custom settings, then adjust Others can communicate with voice, text, or invites and, when needed, You can communicate outside XBOX with voice and text.
- Save or submit the changes if the screen presents a confirmation control.
Xbox also provides an online privacy-and-safety settings page. The labels and layout can differ between console generations, the web interface, and managed child accounts, but the two setting names identify the relevant permissions.
If the account is managed through a family group, the organizer may control which values are available. In that situation, sign in with the organizer account or ask the organizer to change the child account’s communication permissions.
How mute and block differ from account-wide privacy settings
Privacy settings apply broadly to communication. Xbox also provides per-player controls for situations involving one person.

Mute
Muting a player prevents you from hearing that player’s voice. It is a listening control: it does not function as a general account-wide ban on messages or invitations.
Block
Blocking a player restricts voice and text communication with that person and prevents that blocked player from sending invites to you. Blocking is therefore narrower than setting the universal communication control to Block, but stronger than mute for the selected player.
Per-player controls can explain an apparent contradiction: your global settings may allow communication, yet a particular person remains unable to reach you because one of you muted or blocked the other.
Why text permission can differ from what you expect
Text communication is target-sensitive. Microsoft’s privilege documentation describes cases in which the text permission, often represented as CommunicateUsingText, is false even when the account is not globally blocked:
- Your communication level is Friends and the target is not your friend.
- The target player has blocked you.
- Your communication level is Block.
Consequently, being able to message one person does not prove that messaging is enabled for every player. Test with the specific recipient whose messages are failing, and check whether that person is on your friends list or has blocked you.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
Why voice permission can differ from text permission
Voice is also evaluated for the particular player. If you have muted the target, the voice permission is false for that interaction. A game can therefore show voice chat as available in general while you still hear no audio from one muted player.
- Check that the player is not muted in the Xbox guide or the game’s player list.
- Check the global communication setting if voice is unavailable with everyone.
- Check the cross-network setting when the other player is outside Xbox.
- Check the game’s voice-chat mode, party channel, and audio-output selection.
The last checks are game-level conditions; Xbox privacy permissions remain the account-level gate that titles must honor.
Do these settings control standalone friend requests?
The documented passages for the current controls do not establish a separate, named setting specifically for standalone friend requests. The communication control explicitly covers voice, text, and invites, while a friend-request toggle is not identified in that evidence.
Do not assume that changing Others can communicate with voice, text, or invites will always govern every friend-request workflow. If friend requests are the only feature failing, inspect the live Xbox privacy interface for a friend-request option and check whether the account is subject to family restrictions. Also distinguish a friend request from a game invite: the documented invite behavior concerns invitations to join or enter a game, not necessarily the separate action of adding someone as a friend.

You cannot hear anyone in Xbox voice chat
- Open Settings → General → Online safety & family → Privacy & online safety → Xbox privacy.
- Confirm that Others can communicate with voice, text, or invites is not Block.
- If the players are outside Xbox, confirm that You can communicate outside XBOX with voice and text is not Block.
- Check whether the individual players are muted.
- Verify the game’s party or in-game voice channel and the console’s headset or audio output.
You can hear someone, but cannot send or receive messages
Check the same universal communication setting, then test the recipient relationship. A Friends value prevents text communication with a target who is not your Xbox friend. A block by either player can also make text permission false.

Cross-platform chat does not work
Check both communication settings rather than only the cross-network one. A universal Block overrides an Everyone or In-game Friends cross-network value. The game must also implement cross-network communication and obey Xbox privacy permissions.
You cannot receive invites, but you can send them
This is consistent with the documented directional rule. A restricted universal communication value blocks inbound invites while allowing outbound invites to remain possible. If one particular player cannot invite you, check whether that player is blocked.
Friend requests fail while chat works
Because a standalone friend-request control is not established by the cited Microsoft passages, check the current privacy UI and any family-account restrictions instead of changing voice or text permissions blindly. The request may also be affected by the other account’s settings or by a service-side limit that is separate from communication privileges.
How games are required to handle these permissions
Microsoft’s XR-015 guidance requires game titles to respect Xbox privacy permissions. When the account does not allow a type of communication, the title must not transmit the related data or enable communication over Xbox. A game cannot legitimately bypass a blocked Xbox permission by exposing the same communication through its Xbox-connected features.
That requirement does not mean every game presents identical menus. A title may have its own voice-channel, cross-play, or messaging switches, but those options operate within the limits imposed by Xbox privacy settings.
A practical privacy setup
| Goal | Universal setting | Cross-network setting | Result |
|---|---|---|---|
| Talk and message with anyone supported by the service | Everyone | Everyone | Broadest permitted communication, still subject to other players’ blocks, mutes, and game support. |
| Talk only with Xbox friends | Friends | Block | Xbox-network communication is limited to friends; cross-network voice and text are prevented. |
| Talk with in-game friends across networks | Everyone or Friends, as appropriate | In-game Friends | Cross-network communication is limited to in-game friends, provided the universal setting allows it. |
| Stop Xbox-network communication and incoming invites | Block | Any value | The universal block takes precedence; changing the cross-network value cannot restore communication. |
Use the least permissive value that meets your goal. If you want to stop one person rather than everyone, a per-player block is more targeted than changing the account-wide setting.
