On a new or freshly reset Windows 11 PC, start with app permissions and privacy, then review startup apps, background activity, notifications, and only then tune storage, power, display, and personalization. Keep User Account Control (UAC) enabled. This order removes unnecessary access and background work without breaking features that you still need.

Windows 11 places privacy controls under Settings > Privacy & security, startup and installed-app controls under Settings > Apps or Task Manager, and core hardware-related choices under Settings > System. Labels can move slightly after feature updates, so use the Settings search box if a path differs on your build.

The recommended order at a glance

Change settings in this sequence because each step addresses a different risk or annoyance. The “best” choice depends on whether you value privacy, instant notifications, longer battery life, or the fewest prompts.

Order Setting area Windows 11 path Main benefit Trade-off to check
1 App permissions Settings > Privacy & security Stops apps using capabilities they do not need An app may lose a feature such as camera, microphone, location, contacts, or calendar access
2 Startup apps Task Manager > Startup apps Reduces programs opening and working during sign-in A program you expect immediately may no longer launch automatically
3 Background permissions Settings > Apps > Installed apps > an app > Advanced options, when available Balances syncing and notifications against power use Delayed updates or notifications, especially on battery
4 Notifications and system controls Settings > System Removes distractions and fits display, sound, storage, and power to your use Fewer alerts or a display and power mode that does not suit your work
5 Recommendations and offers Settings > Privacy & security > Recommendations & offers Reduces personalized tips, recommendations, and app-launch tracking Turning off advertising ID does not remove advertisements
6 User Account Control Search Start for “Change User Account Control settings” Warns before apps make potentially unauthorized changes Lowering alerts weakens a security boundary

Before changing anything

  • Use an administrator account only when an action requires it; do not disable security prompts simply to make setup faster.
  • Change one group of settings at a time, then open the affected app. If a feature stops working, you know which change to reverse.
  • Record the original choice for permissions, startup status, and background activity. A screenshot or short note makes recovery easy.
  • Apply the checklist to the current Windows edition. Windows 11 and Windows 10 use different menu names, and Windows 10 support ended on October 14, 2025.

1. Review app permissions first

App permissions control access to specific capabilities and data rather than acting as one global privacy switch. In Windows 11, open Settings > Privacy & security, then select a permission under App permissions. Review each list and turn access off for apps that do not need it. Microsoft Support explains the effect directly: “If you turn off access for an app, that app can’t use the related data or feature.”

Permissions worth checking

Permission Keep it for Question to ask before disabling
Location Maps, local weather, and apps whose results depend on where you are Does this app need a location-based result, or is location unrelated to its job?
Camera Video meetings, scanning, and photography tools Will video or scanning fail if access is removed?
Microphone Calls, voice recording, dictation, and voice controls Does the app need to hear you, or can it work without audio input?
Contacts Communication tools that address people in your address book Is contact lookup a real feature you use?
Calendar Scheduling and calendar-integrated productivity tools Does the app need to read or add events?

How to make the change safely

  1. Open Settings > Privacy & security.
  2. Choose a capability, such as Location, Camera, or Microphone.
  3. Review the app list and switch off access for apps that have no clear need.
  4. Open the app and test its main task. Turn the permission back on if a required feature fails.
  5. Repeat for the other capabilities instead of switching everything off at once.

These Windows lists mostly cover Microsoft Store apps. A traditional desktop program may not appear, even when it can use a camera, microphone, contacts, or location. For those programs, open the program’s own settings and look for privacy, device, account, or permissions controls. A missing entry in Windows Settings is not proof that the desktop app has no access.

2. Trim startup apps without breaking your workflow

Startup apps launch when you sign in. Microsoft notes that unnecessary startup programs can slow boot and add background use, but disabling every entry is not a safe shortcut. Keep programs that provide a function you need immediately; disable programs that are occasional tools, launchers, update helpers, or utilities you prefer to open manually.

Windows 11 procedure

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. Select Startup apps in the left navigation. If the compact view appears, select More details first.
  3. Review the app name, publisher, and startup status. Use the listed startup-impact information as a clue, not as a promise of a specific speed increase.
  4. Select an app you do not need at sign-in, choose Disable, and restart or sign out to check the result.
  5. If a required tool stops appearing, return to the same list, select it, and choose Enable.

What to leave enabled

  • Security software and components you rely on for protection.
  • Hardware utilities that control a keyboard, touchpad, graphics feature, audio device, or accessibility function you use.
  • Communication or synchronization tools when you need them ready at sign-in.

What is usually a candidate for manual launch

  • Occasional meeting clients, game launchers, creative tools, and installers.
  • Programs that you open only for a particular project.
  • Duplicate assistants or tray utilities whose only purpose is to offer a quick launch.

Startup status is separate from uninstalling. Disabling an entry does not remove the app, its files, or its ability to run when you open it yourself.

3. Set background activity selectively

Background activity lets an app sync, stay current, or deliver notifications while its window is closed. It can also consume power and network resources. For apps that offer the control, Windows presents choices such as Power optimized (recommended) and Always. Microsoft notes that Always may use more power.

Dell Latitude 5420 14" FHD Business Laptop Computer, Intel Quad-Core i5-1145G7, 16GB DDR4 RAM, 256GB SSD, Camera, HDMI, Windows 11 Pro (Renewed)
  • 256 GB SSD of storage.
  • Multitasking is easy with 16GB of RAM
  • Equipped with a blazing fast Core i5 2.00 GHz processor.

Where to look

  1. Open Settings > Apps > Installed apps.
  2. Find the app, select its three-dot menu, and choose Advanced options.
  3. Under Background apps permissions, choose the option that matches how you use the app. The control is not available for every program.
  4. Test synchronization and notifications after changing it.

Use Always for an app whose alerts or synchronization must arrive promptly, such as a work messenger or a time-sensitive calendar tool. Use Power optimized (recommended) when you want Windows to balance freshness and battery life. Restrict background activity for apps you rarely use or do not want running between sessions.

Traditional desktop apps may not obey this Windows control. Check the app’s own settings for options such as “run at startup,” “keep running in the background,” or notification delivery.

4. Tune notifications and core system settings to your needs

Windows 11 groups display, sound, notifications, storage, and power controls under Settings > System. There is no universal set of switches: a laptop user on battery, a desktop gamer, and someone who depends on accessibility features have different priorities.

Notifications

  1. Open Settings > System > Notifications.
  2. Turn notifications off for sources that interrupt you without providing useful information.
  3. Keep alerts for security, account access, deadlines, or communication that you genuinely need.
  4. Open an individual app’s notification entry when you need to control banners, sounds, or lock-screen display separately.

Reducing notifications changes what you see; it does not necessarily stop the app from syncing. If an app continues background work, revisit its background permission.

Display and sound

Open Settings > System > Display to set scale, resolution, and the arrangement of multiple screens. Choose a scale that keeps text readable rather than assuming the smallest setting is best. Use Settings > System > Sound to select the correct output and input devices and to set a comfortable volume. These choices are usability decisions, not privacy controls.

Storage

Open Settings > System > Storage to see which categories consume space. Remove temporary files only after checking what is selected, and review large apps before uninstalling them. Storage settings are useful when the drive is actually filling; buying hardware or deleting files is not a required first step for every new PC.

Power

On a notebook, open Settings > System > Power & battery. Choose a power mode based on whether the immediate priority is battery duration, quieter operation, or sustained performance. Check which apps use power before restricting background activity, because an app that must deliver notifications may need to remain active.

5. Decide how much personalization you want

Windows 11 includes controls under Settings > Privacy & security > Recommendations & offers. Review options for personalized tips, recommendations, ads, advertising ID use, and app-launch tracking, then turn off the forms of personalization you do not want.

The advertising ID setting applies to Windows apps that use that identifier. Turning it off does not reduce the number of advertisements; it changes how ads can be personalized. If your goal is a quieter desktop, also review notification sources and recommendation settings instead of relying on the advertising-ID switch alone.

6. Keep User Account Control enabled

User Account Control (UAC) warns when an app tries to make changes to the computer. The default setting provides a prompt for those requests and is an important barrier against unauthorized changes.

  1. Open Start and search for Change User Account Control settings.
  2. Open the matching Control Panel result.
  3. Leave the default notification level in place unless you have a specific, understood reason to adjust it.
  4. Select OK and approve the prompt when Windows asks for confirmation.

Microsoft Support states that the Never notify (Disable UAC) option “isn’t recommended due to security concerns.” A prompt can be inconvenient, but disabling UAC removes a protection that is meant to distinguish ordinary use from software attempting system-level changes.

Windows 10: different path and an important support warning

On Windows 10, privacy controls are under Settings > Privacy, not Windows 11’s Privacy & security. Startup management is still available through Task Manager, while display, sound, storage, power, and notifications are reached through the System category in the older Settings layout. Menu labels can vary by release.

Microsoft says Windows 10 support ended on October 14, 2025. That end includes free software updates, technical assistance, and security fixes through Windows Update. If a PC still runs Windows 10, treat these settings as short-term risk reduction rather than a substitute for moving to a supported operating system when the hardware and software allow it.

A practical change-and-recovery checklist

  1. Start with one permission category and test the affected apps.
  2. Disable one unnecessary startup entry, sign out or restart, and confirm that essential tools still work.
  3. Set background activity for apps whose notifications or synchronization matter most.
  4. Silence low-value notifications before changing broad system behavior.
  5. Adjust display, sound, storage, and power for the device and the person using it.
  6. Review Recommendations & offers if you want fewer personalized suggestions.
  7. Confirm that UAC remains enabled.

If something stops working

  • Camera or microphone fails: return to Privacy & security, open the relevant permission, and restore access for the app.
  • No notifications arrive: check both the app’s notification entry and its background-permission setting; desktop apps may require their own controls.
  • A needed program no longer opens at sign-in: re-enable it in Task Manager’s Startup apps list.
  • A prompt disappears after a system change: verify that UAC was not set to Never notify.
  • A setting is missing: use Settings search and check the app’s own preferences, since not every desktop app is represented in Windows’ lists.

Choosing the right balance

Your priority Emphasize Be cautious about
Maximum privacy Permission-by-permission review and fewer personalized recommendations Disabling camera, microphone, contacts, or location that an essential app requires
Fast, quiet sign-in Disabling unnecessary startup entries and low-value notifications Security, hardware, and communication tools you need immediately
Longer battery life Power-optimized background permissions and a suitable Power & battery mode Apps that must sync or alert you while closed
Reliable alerts and syncing Required permissions, app notifications, and background activity for those apps Blanket restrictions that silently delay updates
Fewer prompts and interruptions Notification filtering and deliberate Recommendations & offers choices Lowering UAC, which Microsoft does not recommend for security reasons
