For recovery after a wildfire or other abrupt disturbance, use a consistent Normalized Burn Ratio (NBR) time series as the primary signal and calculate differenced NBR (dNBR) to quantify change between a pre-disturbance baseline and later observations. Add NDVI for an easy-to-read greenness trend, EVI when dense canopy or atmospheric and soil-background effects weaken NDVI, SAVI or MSAVI where exposed soil is prominent, and NDMI or NBR2 when moisture stress is part of the question. These indexes measure spectral conditions, not proof that native species, habitat structure, or ecosystem function has returned.

Which satellite vegetation indexes are best for monitoring plant recovery?

The best index depends on what changed and what you mean by recovery. Fire removes or chars vegetation and changes canopy moisture, so NBR and dNBR are the most directly targeted choices for a fire-recovery record. NDVI and EVI describe greenness and canopy density; they are useful complements but can respond to seasonal growth, clouds, or non-vegetation conditions. SAVI and MSAVI reduce the influence of bright exposed soil, while NDMI and NBR2 add moisture information.

The recommendation here is strongest for wildfire and other disturbance monitoring. For drought recovery, harvest regrowth, storm damage, or restoration on bare ground, select the index that matches the mechanism and keep a stable local baseline. No index has a universal value that proves an ecosystem has recovered across all biomes.

Choose the index by the decision you need to make

Index Best role in a recovery workflow Main limitation
NBR Disturbance-focused baseline and repeated monitoring, especially after fire; contrasts near-infrared and shortwave-infrared reflectance. Needs consistent sensor, timing, processing, and site context. A spectral response is not an ecological verdict.
dNBR Difference between NBR observations, commonly pre-fire and post-fire, for mapping disturbance change or severity; repeated differences can describe a recovery trajectory. Interpretive bands vary with ecosystem, date, sensor, and sign convention. NASA’s example ranges are guides, not universal thresholds.
NDVI Simple, familiar red/near-infrared greenness or vegetation-density trend; useful for broad monitoring and rapid within-season changes. Can saturate in dense vegetation and is confounded by clouds, aerosols, seasonality, cold conditions, and non-vegetation surfaces.
EVI Complement to NDVI in high-biomass canopies or where atmospheric haze and land-surface background need stronger correction. Still depends on clear, quality-screened observations and does not replace a disturbance-specific index.
SAVI or MSAVI Soil-adjusted greenness in sparse, arid, or recently disturbed areas with substantial exposed ground. Context-specific; compare against a stable local baseline rather than a generic target value.
NDMI or NBR2 Moisture and water-stress context. NBR2 uses two shortwave-infrared bands and is especially sensitive to vegetation moisture. Moisture can change independently of longer-term species, structure, or functional recovery.

Why NBR is the core signal after fire

NBR is calculated as (NIR - SWIR) / (NIR + SWIR). For Landsat 8 and 9, NASA’s product uses Operational Land Imager (OLI) Band 5 for near-infrared and Band 7 for shortwave-infrared at 30-meter resolution. Healthy, moisture-rich vegetation generally produces a higher positive NBR, while recently burned or charred surfaces tend to produce lower or negative values.

NBR is useful because fire changes both vegetation structure and moisture, creating a stronger near-infrared/shortwave-infrared contrast than a generic greenness measure alone. Build a time series from the same product and processing method, then compare each recovery observation with a pre-fire or pre-disturbance baseline. A single post-fire image tells you condition at one moment; the sequence shows whether the spectral signal is moving toward the baseline, staying flat, or diverging.

Use dNBR to measure change, not to label an ecosystem

Define your subtraction before you begin. A common convention is dNBR = pre-disturbance NBR - post-disturbance NBR, so a large positive value indicates a strong decline after burning. For later recovery intervals, apply the same orientation to the baseline and follow-up dates and document it in the map metadata. Reversing the order reverses the sign and can make an otherwise identical event appear to have the opposite meaning.

NASA’s HLS explainer gives these illustrative dNBR ranges: −0.5 to −0.1 for regrowth, −0.1 to 0.1 for unburned areas, 0.1 to 0.66 for low-to-moderate severity, and values above 0.66 for high severity. They are guide ranges for the stated interpretation, not universal thresholds for every ecosystem, sensor, time window, or restoration endpoint. Ash, bare soil, topography, season, and the interval between images can all shift the value.

When NDVI is the right complement

NDVI uses the contrast between near-infrared and red reflectance and is widely understood as a greenness or vegetation-density indicator. Its familiarity makes it useful when communicating a recovery trend to people who do not work with burn metrics, and it can reveal quick within-season changes that a slower structural signal may miss.

Do not call NDVI a complete plant-health score. NASA notes that low NDVI can also result from cold conditions or clouds, not only reduced growth. Atmospheric haze, view-angle differences, changing soil exposure, and seasonal phenology can produce apparent recovery or decline without a corresponding ecological change. In dense canopies, NDVI may saturate, so additional biomass produces little extra index response. Keep acquisition dates comparable by season and mask observations with poor quality flags before calculating trends.

Why EVI helps in dense or hazy scenes

EVI is designed as a complement to NDVI where vegetation is dense and the red/near-infrared signal loses sensitivity. NASA describes it as more sensitive to differences in heavily vegetated areas and better at correcting for atmospheric haze and land-surface background. That makes EVI useful for closed forests, vigorous shrublands, and post-fire areas where a recovering canopy becomes dense enough for NDVI to flatten.

EVI is not a universal replacement for NBR. It remains vulnerable to cloud contamination and missing observations, and it describes canopy greenness rather than burn severity or moisture status. Plot EVI beside NBR or dNBR so a rise in greenness can be evaluated alongside the disturbance-specific signal.

When exposed soil makes SAVI or MSAVI preferable

Recently burned slopes, deserts, shrublands, and restoration sites may contain more soil than green vegetation. Bright or dark soil can dominate the red and near-infrared reflectance and make a greenness index appear to change even when vegetation has not. Soil-Adjusted Vegetation Index (SAVI) and Modified SAVI (MSAVI) are designed to reduce that soil-brightness effect.

Use one of these indexes when field conditions or imagery show substantial bare ground, then compare the result with NBR and a local pre-disturbance baseline. Soil adjustment reduces one confounder; it does not remove cloud, shadow, topographic, seasonal, or moisture effects. A site-specific baseline is more defensible than applying a single SAVI or MSAVI target to every landscape.

Add moisture information with NDMI or NBR2

Recovery can look green while plants remain water-stressed, or moisture can increase temporarily before species composition and structure recover. The Normalized Difference Moisture Index (NDMI) adds that water-stress context. NASA’s HLS description also identifies NBR2, based on the two shortwave-infrared bands, as a moisture-sensitive view.

Use NDMI or NBR2 when the management question includes drought, fuel moisture, irrigation, seasonal drying, or hydrologic stress. Treat a moisture rebound as evidence of changing water conditions, not as proof that native plants, habitat layers, or ecosystem functions have returned. Compare moisture indexes with precipitation, soil-moisture, or field observations when those data are available.

Use a data stream that can support a time series

NASA’s Harmonized Landsat and Sentinel-2 (HLS) vegetation-index suite combines Landsat 8/9 with Sentinel-2A, 2B, and 2C. The product is described as 30-meter resolution with a stated one-to-two-day revisit. That interval is a constellation-level opportunity, not a guarantee that every location has a valid observation every one or two days: clouds, aerosols, shadows, snow, and quality screening can leave gaps.

NASA’s Landsat NBR product is also 30 meters. Its portal notes that products may be experimental or research-grade and are not guaranteed to be routinely updated, so check the product status and processing documentation when designing an operational program. Keep the sensor or harmonized product, band definitions, scaling, cloud mask, and compositing method consistent throughout the series.

A practical workflow for monitoring post-fire recovery

  1. Define the recovery question. Decide whether you need burn severity, return of green cover, canopy-density change, soil-confounded regrowth, or moisture stress. Identify the disturbance date, area, ecosystem type, and intended management decision.
  2. Set a baseline. Select one or more cloud-free pre-fire observations from the same season, preferably over multiple years if phenology is variable. Record the date range, sensor, product version, projection, and quality-screening rules.
  3. Prepare the imagery. Apply the provider’s cloud, cloud-shadow, aerosol, snow, and saturation masks. Remove pixels affected by glare, instrument artifacts, or poor geolocation. NASA Earth Observatory warns that clouds and aerosols can block the surface, glare can saturate pixels, and temporary instrument malfunctions can distort an image.
  4. Calculate the core index. Generate NBR for every accepted date using the same bands and scaling. If your platform supplies NBR directly, verify its band mapping and units rather than combining products with different definitions.
  5. Calculate change layers. Compute dNBR from the documented baseline and each follow-up date. Keep the subtraction order fixed. For interval-to-interval change, label the dates explicitly so a positive or negative value has an unambiguous meaning.
  6. Add complementary indexes. Plot NDVI for an accessible greenness view, EVI for dense canopy or haze-sensitive conditions, SAVI or MSAVI for exposed soil, and NDMI or NBR2 for moisture questions. Do not add every index automatically; each should answer a stated question.
  7. Use comparable timing. Compare like seasons or apply a phenology-aware baseline. A spring post-fire image compared with a late-summer pre-fire image can show seasonal growth rather than recovery.
  8. Summarize uncertainty. Report the number of valid observations, cloud and shadow masking, compositing window, spatial resolution, and any gaps. Longer averages can reduce cloud-related noise but sacrifice temporal and spatial detail.
  9. Validate the pattern. Where decisions or safety consequences are significant, visit field plots or use independent observations. Check whether spectral changes correspond to live cover, species composition, canopy height, litter, erosion, or other ecological measures.

How to interpret a recovery trajectory

Look for a sustained, seasonally consistent movement rather than one favorable pixel or date. A rising NBR toward the pre-fire range can indicate that live, moisture-rich vegetation is replacing char and bare ground. A rising NDVI or EVI can indicate increasing green cover. A falling dNBR under a fixed pre-fire-minus-follow-up convention can indicate reduced contrast with the baseline. Confirm that the pattern persists across several valid observations and is not caused by a change in cloud masking, illumination, snow, or soil exposure.

Separate spectral recovery from ecological recovery. A grass flush after rain may raise NDVI quickly while woody structure, native species, nesting habitat, nutrient cycling, and erosion control remain far from their pre-fire state. Conversely, a recovering forest may show modest greenness while structure develops over years. Use field plots, vegetation surveys, repeat photographs, lidar, or other structural and functional measures when those outcomes matter.

What the Black Hills study does—and does not—show

Chen and Ohlen’s 2009 USGS-recorded study examined fire-related land-cover change in the Black Hills of South Dakota using 18 Landsat images spanning 1987–2007. Nine field plots were selected using the Index of Fire Impact (IFI) and Composite Burn Index data. In that Jasper Fire and Black Hills setting, NBR and IFI were more suitable for long-term monitoring, while NDVI and EVI were more sensitive to rapid changes within one year.

This result is useful for choosing complementary signals, but it is not a universal ranking. Different fuels, climates, burn severities, canopy types, image timing, and restoration goals can change which index responds first or most clearly. Treat the study as evidence from one landscape and design a local validation plan before transferring its conclusions elsewhere.

Common failure modes and fixes

A single cloudy image looks like severe decline

Discard or mask the observation using quality bands and inspect neighboring dates. Clouds, haze, and shadows can lower greenness and distort NBR. If gaps are frequent, use a documented compositing window, understanding that longer windows reduce temporal detail.

NDVI rises but the burn scar still looks structurally damaged

Early herbaceous growth can increase greenness without restoring canopy height, woody cover, or habitat. Keep NBR, EVI, and field or structural measurements in the analysis instead of treating NDVI as a recovery certificate.

Recovery appears only where soil is dark or wet

Inspect SAVI or MSAVI for soil influence and NDMI or NBR2 for moisture. Compare against an unburned reference area with similar soil, slope, and season. A temporary moisture pulse can mimic broader recovery.

Different sensors produce a step change

Do not splice raw index values from unrelated processing chains without checking band definitions, calibration, spatial resolution, and atmospheric correction. HLS is intended to harmonize Landsat and Sentinel-2, but retain product metadata and quality flags for every observation.

A defensible reporting template

For each map or chart, state the index, formula or product, sensor and bands, spatial resolution, acquisition dates, baseline definition, dNBR sign convention, masking rules, compositing window, number of valid observations, and ecological limitations. Report trends by management unit or burn-severity class rather than implying that every pixel shares one trajectory. Include representative field checks and identify areas where clouds, shadows, topography, or mixed pixels make the result unreliable.

The strongest general design is therefore a deliberately small stack: NBR and dNBR for disturbance change, NDVI or EVI for green-cover dynamics, SAVI or MSAVI where soil dominates, and NDMI or NBR2 where moisture is central. Keep the stream consistent, interpret it seasonally, and verify spectral trends against the ecological attributes your project actually promises to restore.
