Configure runtime policy before you connect an agent to production tools or data. A model prompt is not an authorization boundary: the runtime, tool gateway, and downstream services must decide what an action may do. Before launch, apply this checklist:

  • Define every tool, MCP server, data source, operation, and destination; allow only the narrow scope the task needs.
  • Enforce authorization outside the model, in the gateway and downstream service, using the initiating user’s context where possible.
  • Run the agent and local tool servers in an isolated environment with restricted filesystem and network egress.
  • Keep production credentials out of agent environments; use dedicated identities and short-lived, narrowly scoped tokens when access is unavoidable.
  • Pause for a human decision before consequential or hard-to-reverse actions, showing the exact command and arguments.
  • Validate tool arguments and results at the side-effect boundary, fail closed on errors, and redact sensitive output.
  • Centralize tamper-resistant audit records, test prompt-injection and tool-abuse paths, and set limits for retries, rate, cost, tokens, and tool-chain length.

The sections below turn that checklist into a practical deployment design for engineers, security leads, and owners responsible for an agent in production.

Why runtime controls matter more than a careful prompt

Instructions in a system or developer prompt can describe the intended behavior, but they do not create a security boundary. An agent can receive malicious text through a document, web page, email, retrieval result, or tool response. A model can also misunderstand an instruction, select an unexpected argument, or continue after a partial failure. If the only protection is “the model should not do that,” the deployment has no enforceable authorization decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Runtime controls sit between the model and the effect. They decide whether a particular identity, session, tool, operation, record, argument, destination, and resource budget are permitted. The downstream API, database, source-control system, or cloud service must enforce its own authorization as well; a gateway rule is a second layer, not a substitute for service-side access control.

Choose the strictness of those controls from four properties of the workload:

  • Impact and reversibility: deleting a record, changing permissions, or deploying code has greater consequence than reading a public document.
  • Permission scope: an agent that edits one repository or one customer’s records should not receive organization-wide access.
  • Untrusted-input exposure: browsing, retrieval, inbound messages, and user-uploaded files can carry instructions intended to manipulate the run.
  • Observability and containment needs: regulated data, production access, and autonomous loops require stronger logging, isolation, and emergency stop mechanisms.

These dimensions determine which controls are automatic, which require approval, and how much evidence you must retain about each decision.

1. Inventory capabilities and write an explicit policy

List the complete execution surface

Start with an inventory that an operator can review without reading model prompts. Include every built-in and custom tool, MCP server, retrieval index, file mount, database, API, queue, browser capability, shell or code executor, credential, and network destination. Record the operation exposed by each capability, not merely its product name. “Repository access” is too broad; distinguish listing, reading, creating a branch, merging, changing CI configuration, and deleting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each item, document the data it can reach, the identity under which it runs, the expected caller, the maximum useful scope, and whether the operation is reversible. Keep this inventory versioned with the deployment configuration so a newly added server or permission produces a reviewable change.

Use allowlists, not wildcard permissions

Represent policy as code or an equivalent machine-enforced rule set. Each rule should bind an identity and session to a named tool, operation, resource scope, and argument constraints. Reject wildcard tools, unrestricted filesystem paths, “any host” network rules, and unpinned MCP server dependencies in committed configurations. A gateway or proxy can evaluate the request before execution against the user identity, agent identity, tool name, and arguments.

Separate read and write capabilities whenever the platform allows it. A summarization agent may need read access to a specific index but no write tool at all. An agent that drafts a change can write to a temporary branch while a separate, approval-gated operation performs a merge. Smaller capabilities make both policy review and incident investigation clearer.

Preserve the initiating user’s authorization context

When an agent acts for a user, pass that user’s authorization context to downstream systems instead of allowing the model to decide whose data it may access. Services should evaluate tenant, project, record, and role permissions themselves. A service account that can read every customer record defeats a narrow prompt telling the agent to “use only the current customer.” If delegated access is unavoidable, issue a dedicated identity with an explicit scope and an auditable link to the initiating user and session.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Classify actions by impact and reversibility

A simple action classification helps determine whether a call can run automatically, needs an additional automated check, or must stop for a person. Classify the operation, not just the tool: one tool may expose both harmless reads and irreversible writes.

Action class Typical examples Minimum runtime treatment
Low impact, reversible Read an approved document, query a non-sensitive index, calculate a value in a temporary workspace Narrow allowlist, argument and result validation, ordinary audit record
Moderate impact or sensitive data Read private records, create a draft ticket, write to a disposable branch, call an approved internal API User-scoped authorization, data minimization, output redaction, stronger monitoring and resource limits
High impact or externally visible Merge or deploy code, send a message, modify production data, change a permission, contact a new destination Human approval immediately before execution, exact-argument binding, post-action verification and alerting
Irreversible or financially consequential Delete data, spend money, rotate or revoke access, release a destructive migration Explicit approval by an authorized person, independent policy checks, confirmation of target and recovery plan; deny by default

Document the reason for each classification. A “reversible” label is not enough if recovery is slow, expensive, or unavailable to the operator. Treat a new destination, a permission change, and a bulk operation as high impact even when the individual API call appears routine.

3. Isolate the runtime and restrict outbound access

Use a sandbox as the execution boundary

Run model-generated code, shell commands, and local tool servers in an isolated runtime. Limit the filesystem to the directories required for the task, mount sensitive paths read-only or not at all, and prevent access to host sockets and metadata services. Apply operating-system or container controls that constrain processes, privileges, CPU, memory, disk, and execution time.

Verify what the selected sandbox actually covers. Some environments isolate code execution but leave browser sessions, mounted files, or tool servers outside the boundary. Document those gaps and apply separate controls to each capability. Isolation reduces blast radius; it does not make an unrestricted tool safe.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make network egress an explicit allowlist

Default-deny outbound traffic from the agent and local servers. Permit only the domains, ports, and protocols required for the declared task, and route requests through a policy enforcement point that records allow and deny decisions. Treat DNS resolution, redirects, proxy settings, and IPv6 paths as part of the egress policy so an apparent domain allowlist cannot be bypassed through an unexpected route.

Require a new approval or policy review when a run attempts to contact a destination not in the allowlist. This matters for prompt injection: untrusted content may instruct an agent to upload secrets to an attacker-controlled host, even if the tool call itself looks syntactically valid.

Keep production credentials out of agent workspaces

Do not copy long-lived production keys into development sandboxes, prompts, notebooks, or environment files. Prefer a dedicated agent identity and short-lived token with the smallest practical scope, audience, and lifetime. Rotate and revoke these credentials through the normal identity system, and prevent the agent from reading credential stores that are not required for its task.

Credential necessity should be an exception documented in the policy. If a secret must be presented to a downstream service, inject it through a broker that can enforce the target, operation, and lifetime, rather than exposing the raw value to model-visible text or logs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Put human approval at the side-effect boundary

Stop before consequential actions, not after

Require a person to approve deployment or merge operations, deletion, external communication, spending, permission changes, and contact with a new network destination. Approval belongs immediately before the tool that causes the effect. A general “agent approved” status from the beginning of a long run is not sufficient because later retrieval results, tool outputs, or model steps may change the proposed action.

Show and bind the exact action

The approval screen should display the initiating user, target system, operation, exact arguments, affected records or files, estimated scope, and any diff or message that will be sent. Bind the approval to a cryptographic or otherwise tamper-evident representation of those parameters. If any argument, target, recipient, amount, or file changes, invalidate the approval and require a new decision. Never let the model paraphrase an approved command into a different command.

Separate automatic guardrails from human decisions

Use automatic checks for schema validation, allowlisted values, output redaction, size limits, and policy evaluation. Use human review when the question is whether a sensitive action should proceed. Guardrails can pause or stop a run, but an agent-level guardrail may not cover every custom tool in a chained workflow. Place validation and approval logic next to each side-effecting tool, including tools invoked by another agent or workflow stage.

Define denial, timeout, and emergency-stop behavior

A denied or expired approval must fail closed: do not retry the same action with altered wording, silently downgrade to a broader permission, or continue to another tool that produces the same side effect. Provide operators with a run-level stop control and a way to revoke the agent identity or token. Ensure queued actions are canceled or rechecked when the run is stopped.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Validate every tool call and result

Validate arguments before execution

Use a strict schema for each tool. Reject unknown fields, unexpected types, oversized strings, shell metacharacters where they are not required, paths that escape the permitted root, and identifiers outside the user’s scope. Normalize paths, hostnames, encodings, and Unicode before policy evaluation so equivalent representations cannot bypass a rule. Check quantities, recipients, dates, and selectors against business limits.

Policy evaluation should use the normalized values that will actually reach the downstream service. Log the original request and the normalized decision representation without retaining secret values.

Validate results before they return to the model or user

Tool output is untrusted input too. Enforce response size and type limits, detect malformed or unexpected content, redact credentials and personal data that the next step does not need, and mark external text as data rather than instructions. If a result violates its contract, stop or route it to an operator instead of asking the model to “try to interpret” it.

Fail closed and contain partial failures

Define what happens when a policy service, approval service, downstream API, or logging pipeline is unavailable. For high-impact operations, the safe behavior is denial until the control plane is healthy. Use idempotency keys and transaction boundaries where available so retries do not duplicate a payment, message, ticket, or migration. Verify the final state after execution and alert when it differs from the approved target.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Build an audit trail an investigator can use

Capture decisions, not only uptime metrics

Record the agent identity, initiating user, tenant or project, session and run identifiers, model or provider version, tool and MCP server name, normalized arguments, policy decision, approval request and outcome, execution result, returned diff, and timestamps. For network activity, include the destination and whether the egress policy allowed or denied it. Record file writes, command execution, data-access scope, and relevant error paths.

These records let an investigator answer what the user asked, what the agent attempted, which policy allowed or blocked it, what a human approved, and what actually changed. Service-health dashboards alone cannot answer those questions.

Keep logs outside the agent’s control

Stream audit events to a centralized system with access controls, integrity protection, and retention matched to your legal, contractual, and incident-response requirements. Do not allow the agent to delete or rewrite its own records. Avoid logging passwords, tokens, full payment details, or unnecessary personal data; use hashes, redaction, field-level encryption, or references to protected records when investigators do not need the raw value.

Alert on high-signal anomalies

Define alerts for credential-file access, unexpected destinations, bulk reads, unusual record selectors, repeated denied calls, newly introduced MCP servers, attempts to alter instructions or CI configuration, and sudden increases in retries or tool-chain length. Route alerts to owners who can pause the run and revoke credentials, not only to a team that monitors infrastructure availability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Some deployment platforms expose agent-aware telemetry for prompts, tool approvals, tool results, MCP use, and network allow or deny events. Such telemetry is useful context for investigations, but a vendor’s description of its own platform is not a universal guarantee. Confirm which events your chosen platform emits, where they are stored, and whether custom tools are covered.

7. Set limits on autonomy and resource use

Bound the resources an agent can consume in one run and across a time window. Configure limits for:

  • model tokens and total cost;
  • number of retries per tool and per run;
  • request rate and concurrency;
  • maximum tool calls and chain depth;
  • wall-clock duration, CPU, memory, disk, and output size;
  • records read, files changed, recipients contacted, and amount or quantity processed.

Unlimited retries can repeat a harmful action after a partial failure. Unrestricted chaining can amplify a mistaken or manipulated instruction across many tools. Stop when a limit is reached, preserve the reason in the audit record, and require an explicit operator decision to resume with a new budget.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

8. Test the changing system before and after launch

Test agent-specific abuse cases

Before production, run structured tests for prompt injection through documents, web content, retrieval results, and tool responses; unauthorized cross-tenant access; path traversal; secret exfiltration; malicious or malformed tool arguments; approval bypass; replay of an old approval; unsafe retries; and unexpected network destinations. Include both single-agent and chained or multi-agent flows if your design uses them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each case, preserve the tested configuration, prompt and tool versions, policy revision, input, expected decision, observed decision, approval or denial behavior, timeout path, and any accepted residual risk. A passing model response is not evidence that the runtime control worked; verify the gateway decision and downstream effect.

Retest after material changes

Repeat the relevant suite after changes to prompts, tools, MCP servers, memory, retrieval sources, policy, model provider, sandbox image, identity integration, or network rules. Treat a new tool or server as a new capability requiring inventory and review, not as a minor configuration edit. Keep the tested artifact identifiable so an incident can be compared with the exact behavior that was approved for deployment.

Use implementation aids without outsourcing responsibility

Security-testing frameworks such as promptfoo and mediation layers such as Docker MCP Gateway can help exercise agent and MCP controls. They are implementation examples, not substitutes for your authorization model, downstream enforcement, approval workflow, logging, or incident response. Verify current features and suitability in your own environment before adopting them.

9. Apply the controls to common deployment patterns

Read-only knowledge assistant

Allow retrieval only from the user’s permitted indexes, enforce tenant filters in the data service, and return citations or record identifiers that can be audited. Disable write, shell, browser-upload, and arbitrary network tools. Still validate retrieved content and cap query breadth, because a read-only agent can leak sensitive records through an answer or perform an expensive bulk scan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Code-change agent

Use an isolated workspace and a branch or change request that is separate from protected production branches. Permit tests and static analysis within resource limits. Keep merge, release, secret rotation, and CI-policy changes approval-gated, with the exact diff and target branch shown to the reviewer. Restrict network access to required package registries and internal services, and prevent access to unrelated repositories.

Operations or support agent

Scope records and actions to the requesting customer, case, or service. Draft messages and tickets automatically, but require approval before external communication, refunds, account changes, or permission updates. Add rate and volume limits to prevent a loop from contacting many recipients or modifying many records.

Multi-agent workflow

Give each agent a distinct identity and capability set rather than sharing a universal service account. Treat messages between agents as untrusted tool input, validate them at the receiving boundary, and enforce approval on the agent that performs the side effect. Log the full chain so an investigator can connect the initiating user to every delegated action.

10. Standards context and what it means for a launch

The OWASP Agent Control Standard resource describes an emerging initiative focused on runtime inspectability, traceability, instrumentation, and portable policy enforcement. Its official resource page is dated September 1, 2026. It should be treated as a developing standard initiative, not as a finalized universal compliance requirement.

NIST’s Cybersecurity and Privacy Control Overlays for Artificial Intelligence Systems (COSAiS) project describes work toward SP 800-53 control overlays for AI systems, including single-agent and multi-agent use cases. The project is under development, so its agent overlays should not be represented as finalized requirements. You can still use its direction to organize control ownership, evidence, and risk treatment.

The practical principle shared by these efforts is that an agent must be inspectable and controllable at runtime: operators need visibility into what it is, what it can access, what it did, why it did it, and how to stop or constrain it.

Launch gate: questions to answer before enabling production access

  • Is every tool, operation, data source, MCP server, and destination explicitly allowed and scoped?
  • Does authorization execute outside the model and in each downstream service, using the initiating user’s context where appropriate?
  • Are filesystem access, code execution, credentials, and egress limited to the task’s requirements?
  • Do high-impact or hard-to-reverse actions pause for an authorized human before execution?
  • Does the approval bind to exact arguments and invalidate when any target or parameter changes?
  • Are arguments and results validated next to each side-effecting tool, with fail-closed behavior when controls are unavailable?
  • Can a central log reconstruct user intent, identities, tool activity, policy decisions, approvals, results, and network outcomes without exposing secrets?
  • Have prompt-injection, tool-abuse, data-isolation, approval-bypass, and retry-amplification cases been tested?
  • Will those tests be repeated after meaningful changes to prompts, tools, memory, retrieval, policies, providers, or sandbox configuration?
  • Are token, cost, retry, rate, duration, resource, and tool-chain limits enforced and observable?

Set the actual thresholds, retention periods, approval roles, and emergency procedures according to the agent’s purpose, data sensitivity, and potential consequences. The launch decision should be based on evidence from the runtime and downstream services, not on confidence in the model’s instructions.
