The safest setup is to check your carrier’s international terms, turn off data roaming on any line that should not use cellular data, and use airplane mode with Wi‑Fi when you want internet access without cellular-network exposure. On dual-SIM phones, configure each line separately. Download essential content before departure, and do not assume that disabling one roaming switch also blocks calls, texts, daily-pass triggers, or charges from ships and aircraft.
The right settings depend on your destination, carrier, plan, phone model, and whether you will use your home line, a travel eSIM or SIM, or Wi‑Fi only. Use the steps below as a control checklist, then confirm the exact prices and qualifying actions with your carrier.
Check your carrier before changing settings
International billing is controlled by your carrier’s plan as well as by the phone. Apple’s travel guidance says to contact the carrier before leaving; that is the only reliable way to learn whether your destination is covered, what data allowance and speed limits apply, how voice and SMS are billed, and what action starts a daily travel pass or pay-as-you-go charge.

Ask these questions
- Is the destination included in my plan, and are there country, territory, fair-use or high-speed-data limits?
- What are the rates for outgoing calls, incoming calls, outgoing texts, incoming texts and cellular data?
- Does a daily pass begin after any cellular data, call or text use, or only after a particular threshold?
- Will voicemail retrieval, visual voicemail, picture messages, hotspot use or background synchronization count as qualifying use?
- How do I add, remove or monitor an international option, and what alert will I receive when an allowance is nearly used?
Some plans include international roaming, while others charge separately or activate a pass after qualifying use. Therefore, do not automatically disable a setting you need if your plan already includes the service; follow the carrier’s activation instructions instead.

Turn off data roaming on an iPhone
Data roaming means cellular internet supplied by a network outside your home carrier’s coverage area. Turning it off prevents that line from using roaming data when the carrier does not support it or you do not want it. It does not, by itself, prove that voice, SMS or a carrier’s pass trigger is disabled.
Single-line iPhone
- Open Settings.
- Tap Cellular (called Cellular Data in some regions).
- Tap Cellular Data Options.
- Switch Data Roaming off.
Menu labels can vary by country and iOS version. If the option is missing, contact the carrier or consult its current device instructions rather than guessing.
Dual-SIM or dual-eSIM iPhone
- Open Settings > Cellular.
- Tap the phone number or label for the line you want to control.
- Open Cellular Data Options and switch Data Roaming off for that line.
- Return to Cellular and check which line is selected under Cellular Data.
Repeat the check for every line. A home line can remain active for calls or texts while a travel line supplies data, but that arrangement has to be deliberate. Also review Allow Cellular Data Switching; automatic switching can move data to a line whose roaming setting or plan you did not intend to use.

In Settings > Cellular, review the app list and switch off cellular access for apps that do not need it. Disable automatic downloads, cloud photo synchronization and app updates over cellular data where your iOS version provides those controls. These measures reduce accidental use if you later re-enable data, but they are not a substitute for checking the line’s roaming setting and carrier terms.

Find the equivalent control on Android
Android settings differ substantially among manufacturers, Android releases and carrier software. The available guidance does not establish one current menu sequence that is safe to present as universal.
- Open Settings and use the search field.
- Search for data roaming.
- Open the matching mobile-network or SIM setting, identify the correct SIM, and turn roaming off for the line that should not use it.
- Confirm which SIM is selected for mobile data and whether an option such as automatic data switching is enabled.
If search returns several results, use the phone maker’s support page or your carrier’s instructions for your exact model. On a dual-SIM Android phone, inspect each SIM independently; turning roaming off on one line does not change the other.
Use airplane mode when you want no cellular connection
For the most conservative configuration, turn on Airplane Mode before departure and then explicitly turn Wi‑Fi back on. This disconnects the phone from mobile networks while allowing internet access through a trusted Wi‑Fi network. It is useful on flights, in hotels and whenever you want to prevent a cellular registration altogether.
Download maps, boarding passes, reservations, translation packs, playlists, podcasts and shows before leaving home. Ofcom specifically recommends downloading entertainment in advance, and the U.S. Department of State notes that some calling and messaging apps work over Wi‑Fi without a data plan. Keep a screenshot or offline copy of addresses and emergency information in case Wi‑Fi is unavailable.

Wi‑Fi is not automatically private
Public Wi‑Fi can be insecure. Prefer a password-protected network, keep your phone and apps updated, avoid entering sensitive information on an untrusted hotspot, and use a reputable encrypted connection method if your organization provides one. Wi‑Fi access avoids cellular roaming data, but it does not remove ordinary security risks.
Understand Wi‑Fi Calling before enabling it
Wi‑Fi Calling can keep your regular number reachable when cellular service is off, but it is carrier- and destination-specific. It is not a guarantee of free international calling. For example, carrier terms can treat calls to the United States differently from calls placed to other countries, with international long-distance rates applying to the latter.
Before travel, ask the carrier whether Wi‑Fi Calling is supported abroad, whether incoming calls are free, which destinations count as international, and whether texting over Wi‑Fi is included. If the answer is unclear, use an internet messaging app over Wi‑Fi and keep the cellular line disabled for voice and data.
Do these 3 things before closing this tab:

- Download essential files: save maps, tickets, hotel details, medical information, playlists and podcasts over home Wi‑Fi.
- Check app permissions: in cellular or mobile-data settings, allow only apps that genuinely need cellular access.
- Stop background transfers: pause automatic app updates, cloud photo uploads and large backups until you are on Wi‑Fi.
- Record account details: save the carrier’s international-support number and instructions for checking usage.
- Test offline access: briefly enable airplane mode at home and open your maps, tickets and travel documents to verify that downloads are complete.
- Confirm the phone is unlocked if needed: a local SIM or eSIM generally requires an unlocked device and compatibility with the destination’s network and SIM type.

| Option | How charges start | What to verify | Effect on your home number |
|---|---|---|---|
| Home-carrier travel plan | Usually a recurring add-on or a daily pass after qualifying use; exact trigger is carrier-specific. | Destination coverage, allowance, speed or fair-use limit, voice and SMS treatment, pass duration and overage rates. | Normally keeps the home line and number active. |
| Local physical SIM | Payment for a local prepaid or subscription plan; roaming on the home line can remain off. | Unlocked phone, supported bands, SIM size, identity requirements, local coverage and whether the plan includes calls or only data. | May require removing the home SIM or using dual-SIM functionality; home-number calls and texts may not work unless that line remains enabled. |
| Local or travel eSIM | Payment for the selected eSIM package; data use follows that provider’s terms. | eSIM support, unlocked status, destination network, activation timing, data-only restrictions and hotspot policy. | Can preserve the home line on a compatible dual-eSIM phone, but you must select the intended data line. |
| Wi‑Fi only | No cellular roaming data; ordinary internet or app charges may still apply. | Reliable Wi‑Fi availability, offline downloads, messaging alternatives and the carrier’s Wi‑Fi Calling rates. | Cellular calls and SMS stop when the home line is off or the phone is in airplane mode. |
The Canadian Radio-television and Telecommunications Commission identifies local SIMs, digital SIMs/eSIMs and prepaid plans as alternatives. Availability and price depend on the destination, the unlocked status of the phone and the specific plan. There is no universal savings figure: a meaningful price comparison must name the carrier, destination, allowance and verification date.
Know what data roaming does not block
Turning off data roaming is a data control, not a complete international-billing switch. Depending on the plan, the following can still have separate rules:
- Outgoing or incoming voice calls.
- SMS and multimedia messages.
- Voicemail retrieval and call forwarding.
- Wi‑Fi Calling to destinations outside the carrier’s home country.
- Cellular use by another active SIM or by automatic data switching.
- Connection to non-terrestrial networks on aircraft or ships.
Ask the carrier which actions trigger a pass. A brief call, a text, or a small amount of data can be enough under some plans, while other plans require explicit enrollment. Monitor usage in the carrier’s app or account rather than relying only on the phone’s data counter.

Canada
Under Canada’s Wireless Code, roaming charges are limited to CAD $100 per billing cycle unless the customer explicitly agrees to pay more. This is a Canadian regulatory cap, not a worldwide limit and not a guarantee that a trip will cost CAD $100 or less. Carrier plan terms and alerts still matter.

European Union
EU “roam like at home” protections generally allow eligible customers to use their phones at domestic rates in covered EU countries, subject to fair-use rules, plan conditions and exceptions. Coverage is not automatically worldwide or valid in every nearby territory.
The European Commission warns that a phone connected to a non-terrestrial network on a plane or boat can incur additional charges. Ferries, cruise ships and aircraft may use satellite or maritime systems instead of ordinary land networks. Keep airplane mode on or follow the operator’s instructions until you are back on a recognized land network.
Carrier-specific example
Verizon’s TravelPass materials illustrate why generic advice can fail: qualifying use can start a pass, and data roaming or cellular data may need to be enabled for the service to work. Its terms also distinguish Wi‑Fi Calling to the United States from calls to other countries. Treat this as an example of carrier behavior, not a rule for every provider.
Quick Recap
Arrival and departure checklists
Before leaving home
- Confirm destination coverage, rates, allowances and pass triggers with the carrier.
- Choose a strategy: home-carrier plan, local SIM/eSIM or Wi‑Fi only.
- Install and label any travel SIM/eSIM, but set the intended data line explicitly.
- Turn off data roaming on every line that should not roam.
- Disable automatic data switching and unnecessary app cellular access.
- Download travel content and test it in airplane mode.
- Save support contacts and account-login recovery details.
When you land
- Check the status bar and SIM settings to confirm which line supplies data.
- Verify that data roaming remains off on the home line.
- If using a carrier travel plan, enable only the settings the carrier says are required.
- Open the carrier account and confirm that the expected plan or allowance is active.
- Use Wi‑Fi for large downloads and monitor alerts during the first day.
If an unexpected charge appears
- Turn on airplane mode, then leave Wi‑Fi on if you need internet access.
- Disable mobile data and data roaming on every SIM, including a secondary line.
- Check whether the phone connected to a ship, aircraft or other non-terrestrial network.
- Review call, text and data logs in the carrier account to identify the qualifying event.
- Contact the carrier promptly, ask which plan rule produced the charge, and request any available roaming block or spending limit.
Common mistakes to avoid
- Assuming one roaming switch covers every SIM or eSIM.
- Believing that data-roaming-off also blocks calls, texts or daily-pass activation.
- Leaving automatic data switching enabled on a dual-line phone.
- Using Wi‑Fi Calling abroad without checking rates for the number being called.
- Trusting a ferry, cruise or aircraft connection to have land-network pricing.
- Buying a local SIM/eSIM before confirming that the phone is unlocked and compatible.
- Relying on streaming or cloud files that were never downloaded for offline use.
