Give an AI agent only the data, tools and actions required for its documented task. Use a separate identity, keep read and write capabilities apart, make access short-lived where possible, and require fresh approval for sending, deleting, purchasing, deploying or changing permissions. Review effective access—not just assigned roles—and revoke grants when the task, tools or owner changes.

Start with the least privilege the task can work with

AI agents can search files, call APIs, update records and trigger workflows. The security question is not simply whether an agent is trusted; it is what the agent can reach and what it can do if it makes a mistake, receives a malicious instruction or is manipulated through its data.

Microsoft’s security guidance states: “An agent should hold only the permissions it needs to complete its task, and nothing more.” OWASP’s AI Agent Security Cheat Sheet gives the same operational advice: “Grant agents the minimum tools required for their specific task.” Apply that rule to every layer:

  • Data: the repositories, records, tenants, sites or customer subsets the agent may read.
  • Tools: the approved search, database, messaging, cloud or business-system interfaces it may call.
  • Operations: whether each tool permits reading, drafting, editing, deleting, sending, purchasing or administration.
  • Identity: the account acting on the request and the user, if any, who delegated authority.
  • Time: whether access lasts for one task, a short session or indefinitely.

Document the agent’s purpose before assigning access. A vague purpose such as “help with operations” makes least privilege impossible to test.

Five dimensions define a safe permission boundary

Evaluate every proposed grant across resource scope, operation, duration, consequence and authority. A permission is safer when all five are narrow and explicit.

Resource scope

Identify the exact tenant, repository, site, project, customer group, database or cloud resource. “All files” and “the whole subscription” are warning signs. Scope a knowledge agent to the approved index, a CRM agent to the permitted customer segment and a cloud agent to the specific resource group it must manage.

Operation

Separate read, draft, update, delete, send, purchase, provision and administration rights. A search connector normally needs read-only access. An email connector can often create a draft without being able to send it. A CRM connector may update an approved status field without changing ownership or billing information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Duration

Prefer a task-bound or short-lived token to a standing credential. If an agent runs every hour, issue narrowly scoped credentials for each run or use a tightly controlled service identity with rapid rotation. Remove access when a workflow ends, an owner changes or an integration is retired.

Consequence

Classify actions as routine and reversible or high-impact and difficult to reverse. Sending an external message, deleting records, buying services, deploying code, changing a security policy or granting another identity access deserves a stronger control than retrieving a document.

Authority

Record whether the agent acts under a user’s delegated access or under its own service identity. Do not let an agent silently switch to a more privileged identity. Each agent-to-agent call and tool invocation should be an independently reviewed trust decision.

Permissions that should usually be restricted

Broad directory and tenant administration

Do not give an agent roles that manage users, roles, security settings or tenant-wide configuration unless there is a narrowly defined administrative requirement and strong governance around it. In Microsoft Entra Agent ID, several high-privilege directory roles—including Global Administrator, Privileged Role Administrator and User Administrator—are blocked for agent identities. That is a Microsoft implementation detail, not a universal rule for every identity platform; role availability can change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Owner-level infrastructure access

A cloud Owner role can change permissions as well as resources, so it can turn a limited automation mistake into a subscription-wide incident. Microsoft advises against assigning Azure Owner to an agent or tool except for a specific administrative scenario with strong governance. Prefer the narrowest Azure role at the smallest practical resource scope, and separate resource changes from access-policy changes.

Unrestricted shell, API, plugin or tool access

Do not expose a general-purpose shell, arbitrary HTTP client or unreviewed plugin simply because an agent might need it someday. Maintain an allow-list of tools, constrain each tool to approved resources and operations, and default-deny integrations that have not been reviewed. A tool’s description is not a security boundary; enforce limits in the service or policy layer that receives the call.

Write and external-action rights

Reading and editing should be separate grants. Editing should be separate from deleting, sending, purchasing, provisioning and approving. An agent that drafts an email does not need the ability to send it. An agent that proposes a cloud configuration does not need permission to apply it until an independent check confirms the change.

Cross-tenant and delegated access

Deny guest, cross-tenant and delegated paths by default. Bind every action to the initiating identity, the stated task and the target resource. If an agent calls another agent, pass an auditable authorization context and make the receiving agent validate it rather than trusting the caller’s label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Long-lived credentials and uncontrolled memory

Use short-lived, scoped tokens and rotate or invalidate them when access changes. Persist only the memory needed for the approved workflow. Treat stored prompts, retrieved documents, conversation history and generated outputs as governed data: they may contain secrets or personal information and can influence later actions.

Sensitive and overshared data

Grant access only to the approved repository, site, tenant or customer subset. Check effective access, not just the role shown in an administration console, because permissions can accumulate through groups, inherited shares, service connections and downstream systems. Clean up overshared content before expanding an agent’s reach; an agent can make an existing access gap much easier to discover.

Safer starting permissions for common tasks

Agent task Safer starting permission Add a gate when
Search an approved knowledge base Read-only access to approved indexed content Results may include sensitive records outside the task
Draft an email Draft creation only; no send permission The user requests sending or the message is external-facing
Update a CRM record Write only approved fields for the allowed customer scope The change affects ownership, billing or a customer commitment
Query billing data Read access for the current tenant only The task exports, changes or exposes payment details
Provision a cloud resource A narrow role at the smallest practical resource scope The action creates public exposure, changes access or incurs significant cost

The permission in the middle column is a starting point, not an automatic approval. The final column identifies circumstances that make a fresh authorization or human confirmation appropriate.

How to implement a restricted agent

  1. Define the job. Write the purpose, approved data sources, allowed actions, tools, environment, owner and expected outputs. Include explicit exclusions such as “may not send,” “may not delete” or “may not access other tenants.”
  2. Create a distinct identity. Give the agent its own attributable identity rather than sharing a user account or borrowing an administrator’s credentials. Record the owner and the delegated user when a user starts a task.
  3. Grant the smallest scope. Select the narrowest repository, customer set, project or resource group. Choose read-only before write, and one approved field or endpoint before a whole system.
  4. Separate tools and operations. Authorize search, drafting, updating, deletion, sending, purchasing and administration independently. Remove capabilities that are not required for the current workflow.
  5. Put an independent check in front of impact. Require a fresh confirmation or policy decision before irreversible, externally visible, financially significant or privilege-changing actions. The check should evaluate the actual target, parameters and resulting scope, not merely the agent’s request.
  6. Inventory dependencies. List models, plugins, connectors, data stores and agent-to-agent calls. Deny unreviewed integrations and cross-tenant routes until someone approves their trust relationship and data flow.
  7. Log and monitor. Capture the agent identity, effective scope, action, target resource, time, correlation details and delegated user where applicable. Alert on unusual data volume, new destinations, privilege changes and attempts to use denied tools.
  8. Test revocation. Disable the agent, rotate credentials, invalidate active tokens and remove stale grants in a controlled test. Confirm that queued jobs, cached sessions and downstream connectors cannot continue acting after revocation.
  9. Re-review after change. Repeat the review when the task, model, tool, data source, owner or operating environment changes. A previously safe scope can become excessive when a new connector or memory store is added.

Designing approval gates for consequential actions

A human approval step is useful only when it is specific and timely. Show the approver the action, target, affected records, data leaving the boundary, estimated cost and permissions that will change. Require a new decision for each high-impact operation or a tightly bounded batch; do not treat an old approval as permanent consent.

Use an independent policy check where possible. The service enforcing the action should verify the agent identity, resource scope and operation even if the agent claims that approval was granted. For example, an email workflow can allow draft creation, then require the user to approve the final recipients and body before the sending service accepts the request.

Monitoring, effective access and recovery

Assigned roles do not reveal the whole boundary. Calculate effective access through group membership, inherited permissions, connector credentials, shared indexes and downstream APIs. Review both successful and denied calls so you can see attempted escalation.

  • Disablement: stop new runs and prevent scheduled jobs from starting.
  • Token invalidation: revoke active sessions and rotate secrets, keys and certificates.
  • Grant removal: remove direct, inherited, delegated and connector-level permissions.
  • Data cleanup: delete unnecessary memory, cached outputs and copied sensitive records according to retention policy.
  • Incident response: preserve logs, identify accessed resources and suspend related integrations while the scope is reassessed.

Keep an owner accountable for periodic review. Revoke access when the owner leaves, the workflow is retired or the agent’s purpose changes.

Microsoft-specific cautions

Microsoft Entra Agent ID restrictions, Azure role guidance and Microsoft’s secure-agent recommendations illustrate the principles but do not define behavior on every platform. Service capabilities and blocked-role lists may evolve. Verify the current Microsoft documentation for the tenant, edition and identity type you operate before implementing a role or assuming that a platform blocks it automatically.

Common mistakes and fixes

“It only reads, so broad access is harmless”

Read access can expose secrets, personal data and confidential strategy. Replace organization-wide indexing with approved collections and test search results using a user who should not see the restricted material.

“The agent needs admin rights to avoid failures”

Administration often combines unrelated capabilities. Identify the exact failed operation, create a narrow role or endpoint permission for it and keep permission-management rights separate.

“Approval happened when the workflow was created”

Standing approval becomes stale as recipients, resources and costs change. Request confirmation at the point of impact and show the concrete parameters.

“The dashboard shows the right role”

Inherited grants and downstream tokens may still widen access. Review effective permissions and exercise revocation in a test environment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Memory is just context”

Persistent memory can retain sensitive information and influence future decisions. Store only what the task needs, restrict who can retrieve it and include memory deletion in disablement tests.

A practical default policy

For a new agent, begin with a distinct identity, read-only access to one approved data set and only the tools needed to answer the defined task. Add narrowly scoped write access only after testing. Keep delete, send, purchase, provisioning, administration and permission changes disabled unless the job genuinely requires them; place a fresh, independent approval in front of those actions. Log every call, inspect effective access, test revocation and repeat the review whenever the agent or its environment changes.
