What makes a racing game feel like the PS2 and Dreamcast era?
There is no single design formula behind that nostalgia. For a modern interpretation of classic arcade influences: Xenon Racer
The developers of Xenon Racer said they studied Ridge Racer, Daytona, OutRun and Wipeout while making a game intended to honor old-school arcade racers with modern visuals and physics. That makes it an influence-based recommendation, not a remake of any one classic. The available source does not establish current platform or regional availability.

If your favorite arcade-racing memories are about risky contact rather than perfect lines, Dangerous Driving is the closest fit in this selection. Alex Ward discussed recreating the arcade feel associated with his work on Burnout, and a Three Fields Entertainment interview describes modes centered on takedowns and survival, including Road Rage and pursuits. It is a recommendation for crash-focused action, not for reproducing the handling or presentation of a specific PS2 or Dreamcast racer.

What about Onrush?
Onrush is an option if you want a wider-ranging, all-out arcade racer rather than a close match for the era. PlayStation Blog introduced it in 2017 as an arcade racer from creators associated with MotorStorm and Driveclub. That source does not specifically connect its design to PS2 or Dreamcast racing, so it is less directly relevant than the games above. Verify current availability before seeking it out.
