Internal communication metrics tell you something when they connect a defined objective to what employees understood, felt, or did—not merely what they opened or viewed. Track distribution indicators to diagnose reach, then pair them with measures of understanding, behavior, and relevant organizational results where the timing and evidence allow.

Use a measurement ladder, not a pile of channel statistics

AMEC’s Integrated Evaluation Framework starts with organizational and communication objectives, then recommends setting benchmarks and targets before measurement. It separates activity from audience response, outcomes, and organizational impact. Not every communication needs a measure at every stage; choose the stages that fit the goal and the evidence you can reasonably collect.

  • Outputs and distribution: delivery, reach, channel use, page views, attendance, and content volume show what was distributed or seen. They help identify whether a channel reached its intended audience, but do not demonstrate understanding or action.
  • Immediate response: attention, recall, understanding, usefulness, and engagement indicate whether employees noticed and understood the information, and can identify a next step.
  • Outcomes: learning, knowledge, attitudes, trust, preference, intention, and advocacy show whether the communication changed what employees know or think. Depending on the objective, that might mean understanding how work aligns with strategy, trusting the information, knowing where to ask questions, or intending to follow a process.
  • Behavior and organizational impact: observed adoption of a practice or completion of a process can indicate action. A related organizational measure—such as process performance, productivity, retention, absence, or service results—may show whether the outcome mattered to the organization. Neither measure alone proves communication caused the result.

AMEC’s Integrated Evaluation Framework and its measurement taxonomy provide the underlying stages and explain that impact may not be demonstrable, particularly when evaluation happens soon after a communication.

Measure understanding and alignment directly

For strategy, change, or policy communication, test whether employees can explain the main point, connect it to their work, and state what they should do next. A short pulse or knowledge check is more direct evidence of those things than an open or page view. CIPR Inside recommends tying survey questions to organizational objectives and avoiding double-barrelled questions.

A historical figure reported by CIPR Inside in 2015 attributes to Kevin Ruck the finding that 55–65% of employees usually say they understand their organisation’s strategy. Treat this as a context-dependent historical benchmark, not a current universal rate or target. The same article reports a historical 45–55% satisfaction figure for employees being able to have a say; it should likewise be used only with its date and context. See CIPR Inside’s measurement advice.

Measure voice and sentiment with more than a score

To assess whether employees can respond—and whether the organization listens and acts—combine repeated pulse questions with comments, interviews, focus groups, and feedback from leaders or managers. Formal surveys show patterns; conversations and open responses can help explain them. The Institute of Internal Communication’s second-edition strategy guide recommends combining formal measurement with less formal listening and feedback, and seeking input from broad, representative groups to help minimize bias.

Survey findings depend on who responded, how questions were worded, and how well respondents represent the workforce. Collect only demographic details that are necessary, and consider whether response patterns leave important groups out. CIPR Inside’s measurement guidance also emphasizes asking what information employees want and whether they are satisfied with what they receive—not just whether they like a channel.

Connect behavior measures to an intended action

Define the action before choosing the metric. Examples include using a new process, completing a required task, adopting a safety practice, or seeking information through a specified route. Record a baseline and a follow-up so you can see whether the behavior changed.

Then consider other explanations: manager actions, workflow changes, incentives, and external events may also affect behavior. The IoIC guide recommends asking both whether the intended behavior changed and whether communication was responsible. Report a change as a change; describe communication as a contribution only when the evidence supports that wording, and claim causation only when the evidence can establish it. The IoIC guide to internal communication strategy discusses continuous measurement, listening, and adjustment alongside this attribution challenge.

Choose organizational results that match the objective

When an organizational impact measure is appropriate, select a result that corresponds to the communication objective—for example, a process outcome or relevant workforce measure. A result moving in the desired direction is useful evidence, but it does not isolate communication’s effect if other factors could have produced the same change.

A CIPR report published in 2025 about organizations with fewer than 500 employees found that 80% of respondents who had internal communication resources said they saw an impact of internal communication on their organisation’s financial success. This is respondents’ perception, not a causal estimate or a universal rate; the report also describes proving impact as a challenge. See CIPR’s 2025 report.

Build a small, defensible measurement plan

  1. Define the objective. State the organizational aim, then specify the communication objective, intended audience, and timeframe.
  2. Set the baseline and target before launch. Decide what behavior or outcome would count as progress before seeing the results.
  3. Choose a few relevant measures. Select measures across the stages that fit the objective: distribution, understanding or response, behavior, and an organizational result when evidence and timing permit.
  4. Compare channels on meaningful criteria. Consider whether each reaches the intended groups, supports accessible understanding, offers a way to respond, and leads toward the intended action. A high channel-use figure is useful only in context.
  5. Pair trends with explanation. Repeated, smaller pulses can show direction over time; interviews and open comments can help explain why a measure moved. Protect honest participation by collecting only necessary demographic information.
  6. State the strength of the evidence. Note other factors that could explain a result instead of crediting communication automatically.

When comparing channels or communication approaches, use consistent criteria: intended-audience reach, accessibility, understanding, opportunity to respond, behavior tied to the objective, and the time or resources needed to measure them. The priority depends on the objective; there is no universal set of internal communication metrics.

Use activity metrics as diagnostics, not verdicts

Opens, views, reach, attendance, and likes can show whether people encountered content or used a channel, and trends can help diagnose distribution. They cannot, by themselves, establish that employees understood a message, changed behavior, or improved an organizational result. AMEC’s framework and taxonomy distinguish exposure from later stages, while CIPR Inside’s guidance emphasizes measuring whether employees receive information they need and can respond to it.

As AMEC Board Director Richard Bagnall puts it: “Measurement and evaluation should reveal a story, based on evidence, it should explain what has happened, what has worked, what hasn’t, and it should lead to actionable insights.” See AMEC’s expert opinion.
