For making a conventional meme image from the command line, Meme has the clearest evidence for quick local-image macros and built-in templates. If you need a broader toolkit for static images, animated GIFs, editing, or software integrations, meme-generator-rs is the most capable option described here. The other three have narrower fits: memegen is a small shell script with external dependencies, memethesis-cli is a terminal meme generator with limited documented detail, and doge makes amusing terminal login messages rather than shareable meme graphics.
These are command-line-oriented projects, not browser-based meme sites. The comparison below reflects features and licenses reported by LinuxLinks reviews and project documentation; it is not a claim of independent testing.

Meme: a straightforward image-macro workflow
Meme is the strongest match if you want to put captions on a familiar template or your own image without building a larger application around the task. LinuxLinks describes a Go utility that accepts local images and image URLs, supports built-in templates, and can draw on animated GIFs. The review also lists resizing, a “triggered” banner, and optional Imgur upload when supplied with a client ID. It reports more than 60 built-in templates.

doge: terminal humor, not an exported meme picture
doge is a Python message-of-the-day script inspired by the Doge meme. It prints randomized, colored phrases in the terminal, including some drawn from local system details such as the hostname and running processes. The review also notes stdin support and says it used Manjaro and Ubuntu 25.04 as installation environments. This is a novelty for terminal sessions, not a tool for captioning an image and saving a shareable graphic.

memegen: small script, explicit prerequisites
memegen is a POSIX shell script for making memes from the command line. LinuxLinks names ImageMagick and the Impact font as prerequisites, so account for both before choosing it; the source does not provide enough detail to claim additional editing or output-format features. It may suit someone who prefers a small shell-based tool and is comfortable installing and maintaining its dependencies.
meme-generator-rs: a toolkit as well as a CLI
The 2026 LinuxLinks review describes meme-generator-rs as a Rust toolkit for creating static images and animated GIFs from pictures and text. Alongside its command-line interface, it includes an HTTP server, a reusable Rust library, and Python and Node.js bindings. That makes it the broadest described choice if meme creation needs to fit into another program or service.

Its described template system can specify required images and text, captions, shortcuts, tags, and options. The review also lists image operations such as flipping, rotating, resizing, cropping, joining, and recoloring, plus GIF operations such as splitting, merging, reversing, and changing frame duration. It mentions resource downloads and verification. These are features reported by the review; check the project’s own documentation for current setup and exact behavior.
memethesis-cli: a real option, but hard to rank
The LinuxLinks page identifies memethesis-cli as a terminal meme generator and the roundup reports Python and GPL v3.0. The available description does not establish its supported templates, image formats, dependencies, or other detailed capabilities, so there is not enough evidence to compare its workflow fairly with Meme or meme-generator-rs.

How to decide based on your workflow
- For a quick image macro from a local picture: Start with Meme; the review specifically describes local-image input and built-in templates.
- For GIF creation or image editing: Consider meme-generator-rs, whose review describes static and animated output plus image and GIF operations.
- For an application or service integration: meme-generator-rs is the only entry here with a documented HTTP server and language interfaces in addition to its CLI.
- If you prefer shell scripts: memegen is the shell-based choice, provided you can install ImageMagick and the Impact font.
- For a joke in your terminal rather than a meme file: doge is designed for login-message amusement.

Licenses do not grant rights to meme images
The listed software licenses describe the code: the roundup reports MIT for Meme, doge, and meme-generator-rs, and GPL v3.0 for memegen and memethesis-cli. That does not automatically grant permission to reuse template images. A separate Rust project, tenequm/memegen-rs, explicitly distinguishes its MIT-licensed code and template metadata from bundled meme backgrounds, which remain subject to their respective owners’ rights. For any tool, check the rights and terms attached to the particular image you plan to publish; an open-source generator’s license is not an image license.

What to verify before installing
The cited reviews report languages, licenses, and selected features, but they do not establish current release cadence for all five tools or fully document installation prerequisites for each one. Check the project’s current installation and license information before adopting a tool, especially if you need a maintained dependency or a particular operating system. Compatibility noted by a review should not be treated as a guarantee for every current release.
