There is no universally best face-recognition dataset. Choose one that matches your task—such as one-to-one verification or one-to-many identification—and the conditions in which your system will operate. Then check its labels, population coverage, provenance, protocol, and current access terms. A benchmark score is meaningful only in the context of the task and evaluation conditions that produced it.

Start by defining the task

“Face recognition” can refer to different technical tasks, and their results are not interchangeable. The EU AI Act distinguishes biometric verification, which checks whether a person is who they claim to be in a one-to-one comparison, from biometric identification, which compares biometric data against a database to establish identity. NIST also separates its Face Recognition Technology Evaluation into 1:1 and 1:N tracks.

  • Verification (1:1): Does this face match the face associated with a claimed identity?
  • Identification (1:N): Does this face match an identity in a search gallery, and if so, which one?
  • Detection: Where are faces in an image or video?
  • Clustering: Which images appear to show the same person, without necessarily assigning a known identity?
  • Video-based recognition: How does the system process faces across video frames or full-motion video?

Write down the task before choosing a dataset. A verification result cannot stand in for an identification result: the comparison setup, protocol, and consequences of errors differ.

Dataset or benchmark Documented role or scale Important qualification
VGGFace2 The 2018 paper reports 3.31 million images of 9,131 subjects, averaging 362.6 images per subject. It was designed to cover variation in pose and age. The paper’s reported results concern its own experimental setup. Scale and intended variation do not establish that the dataset represents every population or application.
IJB-C NIST describes challenges spanning verification, identification, detection, clustering, and full-motion-video processing. Its page reports 138,000 face images, 11,000 face videos, and 10,000 non-face images. NIST says it discontinued distribution of IJB-A, IJB-B, and IJB-C on March 14, 2023. Confirm current lawful access with the relevant owner.
LFW, CFP-FP, AgeDB-30, CPLFW, CALFW A 2025 review lists these as face-verification evaluation sets. This is a map of commonly cited benchmark names, not confirmation of present availability, licensing, representativeness, or suitability for a proposed use.
IJB-B and IJB-C A 2025 review lists these for face-identification evaluation. The review’s task listing does not establish that either dataset is currently distributed or licensed for your intended use.

VGGFace2’s authors reported improved performance on pose and age in their experiments. Treat that as a result from that study, not as a guarantee about a new model or a deployment population.

How do you choose a dataset for your use case?

Compare candidates against the system you intend to build or evaluate. Dataset size is only one part of the decision; composition, capture conditions, labels, and permitted use can matter just as much.

Match the task and protocol

Check whether the dataset supports verification, identification, detection, clustering, or video processing, and read the benchmark protocol. Record how comparisons are constructed, what counts as a match, and how training, validation, and test data are separated. Do not compare scores produced by different tasks or protocols as though they measured the same outcome.

Compare capture conditions with deployment conditions

Look for the kinds of variation your system will encounter: pose, age, image quality, occlusion, and still images versus video. VGGFace2 was designed to cover pose and age variation; NIST describes IJB-C as including both face images and videos. Neither description by itself demonstrates coverage of your particular operating environment.

Assess population coverage and labels

Review what the dataset documentation says about population makeup and demographic labels, where available. Decide which groups and conditions are relevant to your use, then evaluate them directly where the data and protocol permit. A large image count does not establish representative demographic coverage.

Inspect identity and annotation quality

Read the documentation for identity labels, duplicate handling, annotations, and train/test separation. NIST’s guidance on biometric and forensic datasets discusses collection and use considerations, but it is not a universal audit checklist and does not guarantee the quality of any particular dataset.

Record composition, not just total volume

For each candidate, record the numbers of identities, images, videos, and non-face samples when those figures are documented. These counts describe composition; they do not, on their own, show that a dataset is suitable for a target population or application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify provenance and permitted use

Establish where the images came from, who controls the dataset, whether it is currently distributed, and whether its terms allow the planned processing. Historic descriptions of access can become stale: NIST discontinued distribution of the IJB challenge datasets in 2023.

How should you evaluate a face-recognition system?

  1. Specify the operational question. State whether the evaluation concerns 1:1 verification, 1:N identification, or another task. Describe the intended population, capture conditions, and consequences of a false match or a missed match.
  2. Select a task-appropriate protocol. Follow the dataset’s documented evaluation protocol and keep training, validation, and test use distinct as specified. Record the protocol so results can be interpreted and reproduced.
  3. Choose measures and operating points that reflect the application. Document relevant error rates and thresholds, and explain the trade-off between false matches and missed matches for the system’s use. A headline score without its protocol and operating conditions is not enough to judge fitness.
  4. Check relevant groups and conditions. Evaluate performance across demographic groups and capture conditions relevant to the deployment, where the data and labels support such analysis. NIST’s demographic-effects project reports empirical demographic differences for the majority of the algorithms it examined.
  5. Keep claims within the evidence. Report which dataset, protocol, groups, and conditions were evaluated. Do not present benchmark performance as proof that performance will transfer to a different population or deployment.

NIST’s project summary describes work evaluating nearly 200 algorithms from nearly 100 developers using four collections containing more than 18 million photographs of more than 8 million people. These are figures from the demographic-effects work summarized by NIST, not a new 2026 evaluation or a current ranking of models.

What provenance and governance questions should teams answer?

Dataset suitability includes more than technical fit. Document the collection and distribution history, the owner’s access conditions, and whether the proposed use is allowed. NISTIR 8361, Best Practices in the Collection and Use of Biometric and Forensic Datasets, addresses collection, dissemination, and deciding whether a dataset is appropriate for testing or research. Its stated scope excludes privacy and human-subjects aspects, so it does not settle consent, privacy, or legal authority.

Legal review is a separate workstream. For processing covered by EU law, GDPR Article 9 places biometric data processed to uniquely identify a natural person within special-category rules, which include exceptions to the general prohibition. The consolidated EU AI Act text includes a restriction concerning AI systems that create or expand facial-recognition databases through untargeted scraping of facial images from the internet or CCTV footage. Whether a provision applies depends on the dataset, purpose, actors, jurisdiction, and current law; these summaries are not a legal determination. Involve a qualified privacy or legal lead and review current law for the relevant jurisdictions.

  • Record the dataset owner, provenance information, and the version or documentation reviewed.
  • Confirm current distribution status and the terms that apply to your intended use.
  • Document the planned purpose, processing, retention, and access controls for the data.
  • Assess applicable privacy, human-subjects, and other legal obligations separately from benchmark suitability.

What should a dataset selection record include?

A concise written record helps explain why a dataset fits—or does not fit—the evaluation. Include:

  • the target task and the protocol used;
  • documented counts of identities, images, videos, and other samples, with their source;
  • known capture variation, population coverage, and available demographic labels;
  • identity-label, annotation, duplicate, and data-split details from the documentation;
  • provenance, current access status, and permitted-use terms;
  • the deployment conditions and relevant limitations that the benchmark does not cover.

Recheck the dataset owner’s current documentation before downloading or using a dataset: availability and licensing can change.
