There is no defensible universal winner between Claude Code, Cursor, and Codex: the right choice depends on how you work and what kind of coding task you need done. Claude Code is documented as a tool you install and run from a development machine; Codex spans desktop, terminal, IDE-extension, and cloud workflows; Cursor is another option to assess in the editor workflow you actually use. Published pull-request data also shows that results vary by task type. This is a workflow comparison, not a report of a completed same-task test: no reproducible prompt, repository snapshot, product settings, outputs, or correction log is available here to substantiate a winner.
Which should you choose?
Start with where you want the agent to work and how much control you want over the process—not with a claim that one tool is best at every coding job.
- Choose Claude Code if a tool installed and run from your development machine, with documented CLI controls for sessions, models, permissions, and tools, fits your workflow. Anthropic lists authentication through Anthropic Console, a Claude Pro or Max subscription, and enterprise platforms including Amazon Bedrock and Google Vertex AI. - Choose Codex if you want to consider more than one work surface: OpenAI documents Codex in the ChatGPT desktop app, terminal, compatible IDE extension, and Codex Cloud. Cloud tasks can continue on OpenAI-managed computers while your own computer is asleep. These are documented product options, not a claim that every surface suits every project. - Consider Cursor if its editor-centered workflow is the one you want to evaluate. Be especially careful if your choice depends on using OpenAI models through Cursor: OpenAI’s October 7, 2026 guidance describes a proposed transition, not a confirmed final termination date. Details appear below.
If you are choosing for a team, run the same task under the permissions, account access, and review process the team would actually use. A result produced with different models, context, or tool access is not a clean product comparison.
What can and can’t be claimed about a same-task test?
A credible claim that all three completed the same task requires a reproducible record: the exact prompt, same repository state, product and model versions, settings, permissions, tool access, outputs, elapsed time, tests, and human corrections. Without that record, naming a winner would present an unverified test as fact. The comparison here therefore focuses on documented workflows and published observational evidence, not invented hands-on results.

For a useful test, define acceptance criteria before starting and give each product the same repository, instructions, context, and permitted tools. Record whether network access is allowed and which permission mode is used. Then compare the resulting changes and the effort needed to verify and repair them—not just whether an agent produced code.
What to measure
- Correctness: Does the result meet each acceptance criterion, and do relevant tests pass?
- Change quality: Is the diff focused and maintainable, or does it include unrelated or risky edits?
- Verification: Did the agent run useful checks and report their results accurately?
- Human effort: How much correction or review was needed before the result was acceptable?
- Workflow fit: Did the actual editor, terminal, cloud, permission, and oversight options fit the task?
- Time and usage: How long did it take to reach a verified result, and what usage or subscription cost applied to the specific account and conditions?
If you compare several tasks, group the outcomes by task type. One aggregate score can hide meaningful differences between, for example, fixing a defect and adding a feature.

Cursor and OpenAI model access: a dated caveat
In guidance dated October 7, 2026, OpenAI said it was planning to wind down its contract providing models to Cursor and proposed November 12, 2026, as a transition period. The guidance said Cursor could end access sooner and that OpenAI would share an official termination date once confirmed. Those statements were provisional as of the guidance date; check OpenAI’s current Cursor model-access guidance before relying on them.
The same guidance describes bringing an OpenAI API key for supported local Cursor Chat and Agent use, using the Codex IDE extension inside Cursor, or using a compatible gateway. It says those options do not cover Cursor Tab, Auto, Cloud or Background Agents, Automations, CLI, or API/SDK. This is a narrow statement about OpenAI model access, not a full description of Cursor’s products or other model providers.

What does published acceptance evidence say?
A peer-reviewed MSR ’26 study analyzed 7,156 pull requests across five coding agents and found a 29-percentage-point difference in acceptance between task types. Its detailed results do not identify one agent as consistently best across all categories. The figures below are category-specific results from that study, not a controlled test of current versions or a prediction of what will happen on your repository.

The study’s authors caution that repository-level and user-related confounders were not controlled and that acceptance rate is not a complete measure of code quality. Its findings are useful context for testing different task types, not proof that an agent will win a particular head-to-head run. Read the MSR ’26 paper for its methods and limitations.

How should you interpret your own results?
Score each run against the same acceptance criteria, then examine the work rather than treating a single pass rate or speed result as a verdict. A fast answer that needs extensive repair may be less useful than a slower change that is easy to verify. Likewise, a tool that fits one developer’s terminal workflow may be a poor fit for a team that needs a different editor or review process.
Keep the test conditions with the result: product and model versions, date, account or plan, settings, context, tool permissions, and network access. If any of those differ across runs, say so; do not attribute the difference solely to the product. Repeat the comparison on representative work before making a team-wide decision, and report failures as well as successful runs.
