Short answer: buy Civilization VI Anthology if you want the most mature Civilization experience with its major expansions, passes and listed add-on packs in one clearly defined bundle. Buy Civilization VII if you specifically want the newest mainline game; select Standard, Deluxe or Settler’s by checking the exact included content and your current platform price.
There is no evidence-based universal winner. The right purchase depends on whether you value Civ VI’s accumulated content, Civ VII’s newer release, physical ownership, cosmetics and personas, or avoiding DLC you already own.
The fastest way to choose
| Your priority | Best starting point | Why |
|---|---|---|
| A large, established content bundle | Civilization VI Anthology | Includes the base game, both major expansions, all six New Frontier Pass packs, all six Leader Pass packs and the listed leader, civilization and scenario add-ons. |
| The newest mainline Civilization | Civilization VII Standard | Provides the current newer entry without paying for additional bundled content you may not want. |
| Civ VII plus substantial announced DLC | Civilization VII Deluxe or Settler’s | Compare the named collections, leaders, civilizations, wonders, personas and cosmetics against the current store listing. |
| A physical console copy | Civ VII console edition, or a physical Civ VI listing where available | Format availability differs by platform, edition and region. Check the exact retailer listing before payment. |
| The lowest total cost | Whichever bundle fills the gaps in your existing library | Prices change by region and sale date, and buying duplicate DLC can erase the apparent discount. |
The rest of this guide explains what each game and edition actually contains, what the official format information says, and how to make the comparison without relying on an edition name alone.

What Civilization VI offers
The base game
2K lists Civilization VI’s release date as October 2016. It is a turn-based empire-building game built around researching technology and culture, managing diplomacy, waging war and pursuing different victory conditions. Its tutorial systems are designed to introduce new players to those interconnected systems.
#1 Best Overall
- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
The base game is a complete starting point, but much of the game’s long-term variety comes from its expansions and smaller civilization, leader and scenario packs. That makes the bundle you choose more important than the base-game label.
Rise and Fall
Rise and Fall adds systems that make an empire’s internal stability and historical momentum matter more directly:
- Loyalty: cities can become less secure when the population does not identify with your rule, creating pressure to manage surrounding territory and local conditions.
- Governors: specialized administrators provide city-level bonuses and help you shape settlements for defense, production, culture or other roles.
- Dark Ages, Golden Ages and Heroic Ages: your performance across eras affects the type of age you enter, creating different strategic opportunities and risks.
- Expanded diplomacy and government features: the expansion gives political decisions more weight as your civilization develops.
Gathering Storm
Gathering Storm adds environmental and late-game systems that can change the value of land and infrastructure over time. Its features include climate and tectonic effects, weather hazards, possible ice-cap melt and rising sea levels. It also adds a future era for technology and civics, extra scenarios, and additional civilizations and leaders.
For a player who wants the fullest version of Civ VI’s strategic model, these two expansions are the important dividing line. They do not merely add cosmetic items; they add systems that affect city planning, diplomacy, production and the risks of a long campaign.
Smaller packs and passes
2K lists separate Civ VI add-ons including the Australia, Khmer and Indonesia, Nubia, Persia and Macedon, Poland, and Vikings packs. The Anthology bundle includes those listed add-ons. Civ VI also received the six-pack New Frontier Pass and the six-pack Leader Pass, along with additional leader and scenario DLC.
Because store pages can display owned and unowned content differently, an existing player should open the platform’s Civ VI add-on list before buying. The relevant question is not “Do I own Anthology?” but “Which of the Anthology components are missing from my account?”

What Civilization VI Anthology includes
2K describes Civilization VI Anthology as including:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- The Civilization VI base game.
- Rise and Fall.
- Gathering Storm.
- All six New Frontier Pass packs.
- All six Leader Pass packs.
- The additional leader and scenario DLC packs listed on the official Civ VI pages, including the Australia, Khmer and Indonesia, Nubia, Persia and Macedon, Poland and Vikings packs.
That unusually broad, itemized coverage is why Anthology is the clearest all-in choice for a new Civ VI buyer. It is not a promise that every future Civilization product is included, and the exact store package should still be checked for your platform. It is also not automatically the best purchase for someone who already owns the base game and several passes; calculate the missing pieces first.
What Civilization VII changes in the buying decision
Civilization VII is the newer mainline entry identified by the official Civilization site. Its purchase page lists three principal options: Standard, Deluxe and Settler’s. The names are less useful than the itemized contents, especially because the more expensive tier is not automatically better value for every player.
Standard Edition
The official edition FAQ lists Standard as the base game. It is the straightforward choice when you want to play Civ VII and do not need the additional collections, leader personas or cosmetic items bundled in the higher tiers.
Deluxe Edition
The official FAQ lists Deluxe as including:
- The Civ VII base game.
- Tecumseh and Shawnee content.
- The Crossroads of the World Collection.
- Two leader personas.
- Profile customizations.
- An alternate Scout skin.
The purchase page describes the Deluxe tier’s additional content as the game, Tecumseh and Shawnee, Crossroads content and the listed Deluxe cosmetics and personas. Read the current platform listing for the exact wording, since store descriptions can be revised.
Settler’s Edition
The purchase page describes Settler’s as including the full base game, Tecumseh and Shawnee, the Crossroads of the World Collection, the Right to Rule Collection, four leader personas and a Deluxe Cosmetics Pack.

- Sleek 7-in-1 USB-C Hub: Features an HDMI port, two USB-A 3.0 ports, and a USB-C data port, each providing 5Gbps transfer speeds. It also includes a USB-C PD input port for charging up to 100W and dual SD and TF card slots, all in a compact design.
- Flawless 4K@60Hz Video with HDMI: Delivers exceptional clarity and smoothness with its 4K@60Hz HDMI port, making it ideal for high-definition presentations and entertainment. (Note: Only the HDMI port supports video projection; the USB-C port is for data transfer only.)
- Double Up on Efficiency: The two USB-A 3.0 ports and a USB-C port support a fast 5Gbps data rate, significantly boosting your transfer speeds and improving productivity.
- Fast and Reliable 85W Charging: Offers high-capacity, speedy charging for laptops up to 85W, so you spend less time tethered to an outlet and more time being productive.
- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
The named Crossroads additions are:
- Leaders: Ada Lovelace and Simón Bolívar.
- Civilizations: Carthage, Great Britain, Nepal and Bulgaria.
- Four natural wonders.
The named Right to Rule additions are:
- Leaders: Genghis Khan and Lakshmibai.
- Civilizations: Assyria, Dai Viet, Qajar and Silla.
- Four wonders.
Standard and Deluxe owners can buy the DLC included in Settler’s individually, according to the official purchase page. That means an existing owner should compare the individual missing items with the upgrade price instead of repurchasing a complete tier.
What Settler’s does not prove
Do not treat Settler’s Edition as a guarantee that it contains every future Civ VII expansion, update or 2026 addition. The official purchase page provides a defined list of included content, while current Steam franchise and listing notices show ongoing activity in 2026. The available edition information does not establish a complete inventory of every later release or its inclusion status. Before checkout, compare the live store’s itemized list with the latest DLC you want.
Civ VI versus Civ VII: compare the experience, not just the edition
| Decision axis | Civilization VI | Civilization VII |
|---|---|---|
| Release position | Released in October 2016 and supported by a large catalog of expansions and passes. | The newer mainline entry. |
| Most complete named bundle | Anthology: base game, Rise and Fall, Gathering Storm, six New Frontier Pass packs, six Leader Pass packs and listed add-ons. | Settler’s: base game, Tecumseh and Shawnee, Crossroads of the World, Right to Rule, four personas and Deluxe Cosmetics Pack. |
| Major systems highlighted by official descriptions | Loyalty, Governors, Dark and Golden Ages, climate effects, weather hazards, rising seas, future-era technology and civics. | Edition differentiation centers on named leaders, civilizations, wonders, collections, personas and cosmetics in the listed packages. |
| Best fit when | You want a mature rule set with its major released content consolidated. | You want the current mainline game and prefer to choose among its current tiers. |
| Future-content certainty | The Anthology list is broad but applies to the Civ VI catalog identified by 2K. | Do not assume Settler’s includes later Civ VII content not named on the live listing. |
The sources establish the games’ release position and bundle contents, not a universal enjoyment ranking. Your choice should therefore follow the campaign systems and content scope you want, rather than a claim that one title is objectively superior.

Physical and digital editions by platform
The official Civ VII FAQ, dated August 18, 2025, gives the following format information. Availability can vary by region, retailer and later reprints.
| Edition or platform | Format information listed by the FAQ |
|---|---|
| Civ VII Standard on Nintendo Switch | Physical or digital. |
| Civ VII Standard on PS5 | Physical. |
| Civ VII Standard on Steam or Epic | Digital. |
| Civ VII Standard on PS4/PS5 | Digital cross-gen. |
| Civ VII Standard on Xbox One/Xbox Series X|S | Physical or digital cross-gen. |
| Civ VII Deluxe on consoles | Physical or digital. |
| Civ VII Deluxe on Steam or Epic | Digital-only. |
If you are shopping specifically for a PS5 disc, the phrase Sid Meier's Civilization VII PS5 is a practical search term. The existence of a physical PS5 edition does not confirm a particular retailer’s stock, seller, region or price, so inspect those fields on the listing.
Collector’s Edition warning
The FAQ also describes a physical Collector’s Edition with themed collectibles and warns buyers to distinguish between versions. One version includes a Steam PC Founders Edition; another has no game key. A box containing physical memorabilia is not automatically a playable copy. Confirm whether your package includes the platform license you need before buying.

A step-by-step buying method
- Choose the game first. Select Civ VI if you want the mature, expansion-heavy catalog described above. Select Civ VII if the newer mainline release is your priority.
- Write down what you already own. On your platform, list the base game, expansions, passes and individual packs in your library. Do not rely on memory or on the name of a bundle.
- Compare itemized content. For Civ VI, check Anthology against the two expansions, six New Frontier Pass packs, six Leader Pass packs and the listed add-ons. For Civ VII, compare Standard, Deluxe and Settler’s by each named collection, leader, civilization, wonder, persona and cosmetic.
- Check format and compatibility. Confirm console generation, physical versus digital delivery, cross-gen entitlement, and whether a disc or collector’s package includes a game key.
- Check the live regional price. Prices and discounts vary by platform, country and sale date. Compare the cost of the bundle with the cost of only the missing components.
- Check for later Civ VII content. If you are considering Settler’s, look for any post-launch expansion or pack listed separately on the current store page. The named package is not proof of future-content inclusion.
- Save the receipt and content list. Keep the order confirmation or screenshot showing the edition and included DLC, particularly when buying a physical collector package or a time-limited upgrade.
Common buying mistakes and how to avoid them
Paying for duplicate Civ VI content
Anthology can be excellent value for a new buyer but wasteful for someone who already owns the base game, one expansion and several passes. Use your platform’s “owned” indicators and price only the missing components.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Assuming a higher Civ VII tier is automatically better
Deluxe and Settler’s add named content, personas and cosmetics; they do not make the base game itself a different class of product. If you do not want the listed leaders, civilizations, wonders or cosmetic items, Standard may be the rational choice.
Confusing a collection with all future DLC
Settler’s has a defined list. Current 2026 store activity means you should inspect later additions separately instead of interpreting “Settler’s” as a permanent all-content pass.
Buying the wrong physical package
Console formats, PC digital editions and collector packages do not have identical contents. Verify the platform, generation, disc or download format and the presence of a game key before opening the box.
Comparing sale prices from different regions or dates
A price seen in another country, on another storefront or during an earlier promotion is not a reliable current benchmark. Use the price displayed for your account and region at checkout.

New to Civilization and want one long-term purchase
Start by comparing Civ VI Anthology with Civ VII Standard at your local price. Anthology gives the clearest consolidated Civ VI catalog. Civ VII Standard gives you the newest mainline entry without committing to additional bundles. Choose based on whether the mature expansion set or the newer release matters more.
Best Value

- Powerful Pass-Through Charging: Supports up to 85W pass-through charging so you can power up your laptop while you use the hub. Note: Pass-through charging requires a charger (not included). Note: To achieve full power for iPad, we recommend using a 45W wall charger.
- Transfer Files in Seconds: Move files to and from your laptop at speeds of up to 5 Gbps via the USB-C and USB-A data ports. Note: The USB C 5Gbps Data port does not support video output.
- HD Display: Connect to the HDMI port to stream or mirror content to an external monitor in resolutions of up to 4K@30Hz. Note: The USB-C ports do not support video output.
- What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.
You already own Civ VI
Inventory your missing Civ VI content. If you lack both major expansions and most passes, Anthology may still be the cleanest route if the platform offers an appropriate upgrade price. If only one or two packs are missing, individual DLC can avoid duplication.
You already own Civ VII Standard
Compare the Deluxe or Settler’s upgrade with the individual price of the collections and personas you actually want. Settler’s is relevant only if its Right to Rule content and four-persona package justify the difference for you.
You insist on a disc
Check the console-specific format table, then verify the retailer’s region, generation and stock. On PS5, the FAQ supports a physical Standard listing; on Steam and Epic, the listed editions are digital.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteYou collect physical memorabilia
Read the Collector’s Edition contents line by line. The FAQ’s warning about one version having no game key makes this a format-and-license decision, not just a collectibles purchase.
Final checkout checklist
- Is this Civ VI or Civ VII, and is that the release you actually want?
- Does the edition include the base game?
- Which named expansions, passes, collections, leaders, civilizations, wonders, personas and cosmetics are included?
- Which of those items are already in your library?
- Is the package physical or digital, and is it compatible with your console or PC storefront?
- For cross-gen products, does the entitlement cover the generation you will use?
- For a Collector’s Edition, is a playable game key included?
- What is the live price in your region today, and is it a sale or recurring price?
- Does the current listing identify later Civ VII content separately?
Verdict
For the clearest mature, content-rich bundle, Civilization VI Anthology is the strongest recommendation supported by the official package descriptions. For the newest mainline game, choose Civilization VII and treat Standard, Deluxe and Settler’s as itemized content choices rather than automatic quality rankings. Your final value depends on platform, region, sale timing and the DLC already attached to your account.
