No single BIOS or operating-system switch makes USB4 universally faster. Firmware determines whether Windows or Linux receives control of the USB4 host router and whether tunneled protocols such as PCIe are permitted; the operating system then authorizes devices, allocates shared bandwidth, and manages power states. Your actual result is also limited by the host port, cable, dock or device, drivers, displays, and simultaneous traffic.

What actually determines USB4 performance

USB4 performance is the result of a negotiated link, not a setting displayed as a speed boost. The computer’s specific USB-C port must contain a USB4 host router and support the intended link rate. The cable and peripheral must support compatible capabilities, and a dock may have several devices competing for the same upstream connection.

USB 3.x, PCIe and DisplayPort traffic can all travel through the USB4 fabric. Storage transfers, external graphics or PCIe expansion, and one or more monitors therefore affect one another. A benchmark run with one SSD attached is not directly comparable with a test made while two high-refresh displays are active.

Firmware and the operating system influence whether those paths are available and how they are managed. They do not turn a lower-capability port, cable or peripheral into a higher-rate one.

BIOS and UEFI settings that matter

Native USB4 control and the operating-system handoff

On Windows 11 systems that implement Microsoft’s USB4 architecture, firmware must hand the USB4 domain to the operating system through the ACPI _OSC (Operating System Capabilities) mechanism. Microsoft’s USB4 ACPI requirements state: “The BIOS must grant control to the USB4 connection manager as per ACPI 6.4 specification.” The Windows connection manager then initializes the domain, configures routers and paths, controls tunnel bandwidth and coordinates power states.

This is normally an OEM implementation detail rather than a user-selectable performance mode. A setup utility might expose a label containing USB4, Thunderbolt compatibility, native support or connection-manager behavior, but names and effects vary by model. Do not assume that an option on one computer has the same meaning on another. Use the computer maker’s firmware documentation and apply a complete reboot after changing a relevant handoff setting; testing across hibernation can leave the old firmware state in memory.

PCIe tunneling and security policy

PCIe tunneling determines whether PCIe devices behind a USB4 or Thunderbolt-compatible dock can be created and enumerated. If it is disabled, an attached NVMe enclosure, network adapter or expansion device that depends on PCIe may not appear even though USB ports and displays work.

Microsoft’s Windows USB4 ACPI requirements require USB and DisplayPort tunneling for the Windows connection-manager design, while PCIe tunneling can be restricted by platform security policy or a user-facing firmware option. Linux documentation describes systems with a BIOS policy sometimes represented by a nopcie setting. Firmware labels are not standardized: examples found in Linux documentation include terms such as “Legacy mode,” “Unique ID” and “Display Port Only,” but those labels are not universal vendor names.

Restricting PCIe tunneling is a security and device-availability decision, not a speed optimization. Removing authorization barriers or automatically accepting peripherals can increase exposure to DMA-capable devices. Change such a policy only when you understand which devices will stop working and the security trade-off.

Firmware or platform control What it changes What it does not do
USB4 native-control/OS handoff through ACPI _OSC Allows the operating system’s USB4 connection manager to initialize routers, paths, bandwidth and power behavior. It does not raise the negotiated capability of the port, cable or peripheral.
PCIe tunneling policy Controls whether PCIe devices behind the link can be created and used; restrictive policies can hide storage or expansion devices. It is not a throughput switch and should not be disabled as a routine performance tweak.
Firmware-specific security or compatibility mode May alter device authorization or which connection manager owns the domain, depending on the computer. There is no standardized label or universal behavior across manufacturers.

Windows 11 settings and behavior

Use USB4 Hubs and Devices as a detection check

On Windows 11, open Settings > Bluetooth & devices > USB > USB4 Hubs and Devices. Microsoft introduced this page in Windows 11 build 22621.1778 (KB5026446) and later. When Windows detects a USB4 host router, the page lists attached USB4 hubs and devices and reports their capabilities.

The page is an inventory and diagnostic view, not a link-speed slider. If it is missing, Windows may not be detecting a USB4-capable host router. That absence does not by itself prove that an attached device is slow: an OEM may have a different implementation, the port may be USB 3.x-only, or a driver and firmware combination may be incomplete. Check the host specifications and current drivers before drawing a conclusion.

DisplayPort bandwidth allocation

Display output competes with USB and PCIe traffic. On supported hardware and software, Windows 11 build 22621.1344 (KB5022913) introduced dynamic DisplayPort tunnel bandwidth allocation. The graphics stack can request capacity based on each display’s resolution, refresh rate and bit depth. This can produce a different result from systems that allocate DisplayPort bandwidth first-come, first-served.

If the negotiated link cannot satisfy every request, available display capabilities may be reduced. A dock that drives two high-resolution, high-refresh monitors while an external SSD is writing can therefore deliver less storage throughput than the same SSD tested alone. Conversely, reducing refresh rate or resolution can release capacity for other tunnels, provided the hardware and driver support that arrangement.

The 90 percent allocation policy

Microsoft’s Windows USB4 connection-manager design documents a policy in which no more than 90% of USB4 link bandwidth may be explicitly allocated to USB 3.x isochronous, PCIe and DisplayPort traffic. This is an implementation detail of the Windows connection manager, not a USB4 standard promise, measured application throughput or guarantee that a device will receive 90% of the link. The remaining capacity, protocol overhead, lane bonding and negotiated rate all affect what an application observes.

Power management and graphics drivers

Windows links tunneled PCIe, USB 3.x and display devices to the USB4 host router through ACPI port mappings and driver relationships. When tunneled devices are idle, the connection manager can place the USB4 domain into a lower-power state and wake it when activity resumes. The exact transitions depend on the platform, connected hardware and workload.

For display paths, Microsoft’s requirements call for Windows Display Driver Model (WDDM) 3.0 or later and appropriate graphics-driver capabilities. If a monitor disappears after sleep, wakes slowly or falls back to a lower mode, update the OEM chipset, USB4 and graphics drivers before experimenting with broad Windows power-plan changes. There is no general Windows setting established by these requirements that means “maximum USB4 speed.”

Linux controls and authorization

Security levels and PCIe tunnel creation

The Linux USB4/Thunderbolt driver supports firmware and software connection managers. Its security level determines whether a newly connected device is trusted automatically and whether a PCIe tunnel is created. At user or secure levels, a device may need explicit authorization before PCIe tunneling starts. Until that happens, a dock can appear partly functional: USB devices or displays may work while a PCIe storage device does not.

Check the distribution’s Thunderbolt or USB4 management tools and authorization state when a device is detected but its PCIe function is absent. Treat authorization as an availability and security diagnostic. A rule that automatically authorizes every device bypasses the protection provided by those security levels and can increase DMA risk; it is not a recommended performance setting.

Controller power controls

Some platforms expose an OEM-specific force_power control that keeps the controller powered. Availability and semantics are platform-dependent. Keeping a controller awake can help diagnose wake or hot-plug behavior, but it is not a general bandwidth control and may increase power use. Do not assume that a permanently powered controller negotiates a faster link.

How to troubleshoot a slow USB4 dock or device

  1. Identify the host capability. Confirm that the particular USB-C port, not merely the computer family, contains a USB4 host router and supports the rate and protocols you need. Check whether the port supports PCIe tunneling and the required DisplayPort features.
  2. Check the cable and peripheral. Match the cable’s USB4 data-rate capability to the host and device. Test the peripheral directly on the host before adding a dock or hub. A cable or enclosure with lower capability establishes the practical ceiling.
  3. Inspect firmware policy. Enter UEFI only if the manual documents a USB4, Thunderbolt compatibility or PCIe-tunneling option. Verify that the operating system is allowed to manage USB4 and that PCIe tunneling is not intentionally blocked. Save changes and perform a full reboot.
  4. Verify Windows detection. On Windows 11, open Settings > Bluetooth & devices > USB > USB4 Hubs and Devices. Record whether the host router and attached hub are listed. Install the computer maker’s BIOS, chipset, USB4 and graphics updates when the page is absent or capabilities look incomplete.
  5. Check Linux authorization. If Linux shows the dock but not its PCIe function, inspect the USB4/Thunderbolt security level and authorize the device according to your distribution’s policy. Do not solve the problem by globally auto-authorizing unknown peripherals.
  6. Reduce competing traffic for a controlled test. Disconnect extra USB devices, stop storage transfers, and temporarily test with one display. Then add displays and peripherals one at a time. Note resolution, refresh rate and bit depth when a display mode changes.
  7. Separate idle, wake and sustained-transfer symptoms. A delay after sleep points toward power-management, firmware or driver behavior; a lower sustained transfer rate with several active tunnels points toward shared capacity. Test each condition separately rather than changing several settings at once.

Why changing a setting may appear to help

A previously hidden PCIe device appears

Allowing PCIe tunneling or authorizing a device can make an NVMe enclosure or expansion function enumerate. That is a change in availability, not proof that the link became faster. Measure the same workload with identical displays, cable and device state before and after the change.

Performance improves when displays are lowered

Reducing a monitor’s resolution or refresh rate reduces DisplayPort demand. The resulting storage improvement indicates that tunnels were sharing capacity; it does not indicate a BIOS speed mode.

Performance changes after a reboot

A full reboot can apply a new ACPI handoff or reload updated firmware and drivers. Hibernation may preserve the previous state, so it is not a reliable substitute when validating a firmware change.

Comparison checklist for two USB4 setups

  • Host and port: USB4 host-router presence, supported link rate and protocol support.
  • Firmware: operating-system handoff and PCIe-tunneling policy.
  • Cable and device: matching USB4 capability across the host, cable, dock and endpoint.
  • Concurrent load: number of displays, resolution, refresh rate, storage activity and other USB/PCIe traffic.
  • Software: Windows build, USB4/chipset and graphics drivers, or Linux kernel, connection manager and authorization state.
  • Power state: behavior during idle, sleep, wake and sustained transfers.

A newer dock or hub can add ports, but it is not automatically a speed upgrade. It can place more traffic types on the same upstream link. Interoperability among the system, hub, cable and accessory matters more than the product category alone.

What is not established as a universal tweak

The documented Windows and Linux controls do not establish a cross-platform “USB4 performance mode,” a guaranteed throughput gain from disabling power management, or a universal BIOS label that should be enabled. Firmware labels, supported link rates, driver behavior and available menus depend on the particular computer and operating-system release. Current macOS user controls are model- and version-specific and are not identified by the Windows and Linux documentation described here; consult Apple’s documentation for a particular Mac before naming or changing a setting.
