Start with a subscription- or resource-group budget that has both actual-cost and forecasted-cost thresholds, then add consistent tags and tag inheritance. Build a recurring Cost Analysis view, act on Azure Advisor recommendations, automate only well-understood responses, and consider reservations or savings plans only after usage is stable.
This order gives you an early warning system, shows who and what is spending, removes waste, and postpones long-term commitments until your usage data is reliable.
The right order for Azure cost controls
Azure has several cost-management features, but they solve different problems. A budget warns you that spending is approaching a limit. Tags explain which team or application owns that spending. Cost Analysis establishes the baseline. Advisor identifies waste. Automation can enforce a response, while reservations and savings plans trade flexibility for discounted rates.
| Control | Primary signal | Typical starting scope | Response | Commitment risk |
|---|---|---|---|---|
| Budget | Actual and forecasted spend | Subscription or resource group | Email notification; optional action group | None |
| Tags and inheritance | Ownership and allocation data | Subscription and resource group metadata | Better reporting and accountability | None |
| Cost Analysis | Historical and current spend by dimension | Subscription, resource group, management group or billing scope where available | Saved views, reports and scheduled alerts | None |
| Advisor | Low-utilization resources | Resources covered by your Azure environment | Remove, resize, stop or schedule resources | None |
| Action groups and APIs | Threshold events and queried data | Configured alert or API scope | Automated notification or remediation | Operational risk if actions are unsafe |
| Reservations and savings plans | Predictable usage over a term | Eligible resources and selected purchase scope | Discounted committed usage | High if usage changes or commitment is underused |
1. Create a budget with two kinds of threshold
In Azure Cost Management, create a budget at the subscription or resource-group scope. Use at least one threshold based on actual cost and another based on forecasted cost. Actual cost tells you that spending has already reached a defined level; a forecasted threshold can warn you before the current trend reaches it.

Configure accountable notifications
Send notifications to named owners, finance contacts or engineering leads rather than a single unattended mailbox. Include recipients who can identify the workload and take action. Budget notifications are normally sent within an hour of evaluation, so treat them as an early-warning control rather than a real-time kill switch.
Understand what a budget does not do
A budget monitors and reports spending. It does not, by itself, stop virtual machines, delete resources or prevent additional consumption when a threshold is crossed. If you need a response beyond email, connect the budget alert to an action group. The action group can orchestrate a workflow, but only enable a destructive or disruptive action after you have defined its scope, tested it, and confirmed that it is safe for the workload.
Choose useful threshold levels
Use a lower actual-cost threshold for an early signal and a higher one for escalation. A forecast threshold should leave enough time to investigate the trend before the billing period ends. The exact amounts depend on your baseline; the important design is to have both observed and projected spend represented.
2. Make tags and inheritance consistent
Budgets tell you that spend is rising, but tags help answer who is responsible and why. Establish a small required vocabulary across subscriptions and resource groups. At minimum, use tags for owner, application, environment, cost-center and lifecycle.
Define values people can report on
Agree on naming and capitalization before teams create resources. For example, decide whether environments are represented as prod, production or another single value. Keep owner and cost-center values tied to accountable teams or financial records, not informal descriptions that cannot be reconciled later.

Turn on tag inheritance
Tag inheritance copies subscription and resource-group tags into cost records. That makes allocation visible in Cost Analysis even when an individual resource was not tagged consistently. Inheritance is especially useful when a resource group represents one application or team and should carry that context into every cost record.
Use tags when investigating a threshold
When a budget alert arrives, filter Cost Analysis by owner, application, environment and cost center. This turns an account-level warning into a list of responsible workloads. If costs cannot be assigned, treat missing ownership as a control failure and correct the tagging standard before adding more automation.

3. Establish a recurring Cost Analysis view
After budgets and allocation metadata are in place, create a saved Cost Analysis view that stakeholders can revisit. Review spend by subscription, resource group, service, individual resource and tags. Each dimension answers a different question: subscriptions show account-level distribution, resource groups show team or application boundaries, services reveal the product category driving spend, and resources identify specific outliers.
Build a baseline before buying commitments
Use the view to observe normal hourly, daily and monthly patterns before purchasing a reservation or savings plan. A baseline exposes seasonality, deployments, idle periods and sudden changes that a short snapshot can hide. It also gives you a reference for measuring whether a later optimization changed cost or merely shifted it between services.
Schedule the reports people will use
Save separate views for engineering, finance and application owners when they need different dimensions. Use scheduled alerts or recurring reports for stakeholders who need regular updates. A report that arrives at a predictable cadence is more useful than a one-time dashboard nobody revisits.

4. Work through Azure Advisor cost recommendations
Once you can see and assign the spend, review Azure Advisor’s cost recommendations. Microsoft states that “Azure Advisor cost recommendations should be your first stop when interested in optimizing existing resources.” Advisor analyzes usage and configuration telemetry to identify resources that appear underused.

Check recommendations for resources that are no longer needed. Confirm ownership and dependency before deleting anything, particularly in shared resource groups. Record the decision so an owner can explain why a resource was retained or removed.
Resize or stop underused virtual machines
For a VM that is required but oversized, evaluate a smaller size. For a workload that runs only during working hours, consider stopping it outside those hours. Validate performance, availability and restart behavior with the application owner before making the change.
Use auto-shutdown for development and test
Auto-shutdown is appropriate for many development and test VMs that do not need to run overnight. Do not apply it blindly to production or time-sensitive workloads. The saving comes from eliminating unattended runtime, so verify that teams can restart the VM when they need it.
5. Add automation only after the response is designed
Azure action groups and Cost Management APIs can turn manual review into a repeatable process. APIs support tasks such as creating budgets, running cost queries, exporting data, working with dimensions, retrieving benefit recommendations and reporting utilization.

Start with non-destructive automation
Automate notifications, data exports and owner reports before automating shutdown or deletion. A query can identify resources above a threshold, while a human confirms whether the resource is safe to change. This approach reduces the chance that a broad alert will affect a shared or production workload.
Document the action-group contract
For every automated response, specify the triggering threshold, scope, target resources, allowed hours, exclusions, owner and rollback method. Test the workflow with a non-production resource. Make sure the action group cannot act outside the intended subscription or resource group.
Use APIs for repeatability
When many subscriptions need the same budget structure, use the Cost Management APIs to create budgets and query dimensions consistently. Export data for longer-term analysis and utilization reporting. Keep the policy definition and recipient list under your normal change-control process so that a script does not silently create different controls in different subscriptions.

Commitment discounts belong at the end of the sequence, not the beginning. First understand your baseline, remove waste and confirm ownership. Then compare the usage that is likely to continue for the length of the commitment.
When reservations fit
Reservations are suited to stable, predictable usage for eligible resources. Reservation recommendations simulate prior hourly usage over 7-, 30- and 60-day periods. Examine the recommended quantity, scope, utilization and term, and account for commitments you already hold before purchasing more.

When savings plans fit
Savings plans are designed for eligible compute when the exact resource or region may change but overall usage is expected to continue. In Advisor, savings-plan recommendations currently use a 30-day lookback based on actual on-demand usage. Check the eligible services, scope, commitment term and expected hourly spend rather than assuming that all compute will qualify.
Interpret the advertised maximums correctly
Microsoft Cost Management documentation accessed in 2026 lists savings plans at up to 65% versus pay-as-you-go and reservations at up to 72% versus pay-as-you-go. These are “up to” figures, not guarantees. Eligibility, negotiated pricing, purchase scope, utilization and workload behavior determine the result. An underused commitment can cost more than flexible on-demand usage, so do not purchase until the Cost Analysis baseline supports it.
What to do when a cost alert fires
If actual cost crossed the threshold
Open the saved Cost Analysis view and narrow the period to the alert window. Filter by subscription, resource group, service, resource and inherited ownership tags. Ask the named owner whether the increase is expected. If it is not, use Advisor recommendations and resource-level usage data to remove, resize or stop the cause.

Check whether the forecast reflects a temporary deployment or a sustained run rate. Review recent changes and compare the forecast with your baseline. A forecast alert is a prompt to investigate and adjust the workload or budget; it is not evidence that a resource should be terminated automatically.
If nobody owns the spend
Do not solve an ownership gap by buying a commitment. Apply the tagging standard, use inheritance from the relevant subscription or resource group, and assign an accountable recipient for future budget notifications. Unallocated spend makes every later optimization decision less reliable.
If an automated action behaves unexpectedly
Pause the action group or remove the risky step, then review its trigger, scope and target list. Restore the workload using the documented rollback procedure and test the workflow against a narrowly scoped non-production resource before re-enabling it.
Quick Recap
A practical first-week rollout
- Create subscription- or resource-group budgets with actual and forecasted thresholds and accountable recipients.
- Require owner, application, environment, cost-center and lifecycle tags, and enable inheritance from subscriptions and resource groups.
- Save Cost Analysis views for the dimensions your engineering and finance teams use, then schedule the recurring reports or alerts they will actually review.
- Review Advisor recommendations and remove idle resources, resize or stop underused VMs, and configure auto-shutdown for suitable development and test machines.
- Document any action-group response and begin with notifications or exports before introducing disruptive remediation.
- Only after the baseline is stable, compare reservation and savings-plan recommendations with existing commitments, scope, utilization and term.
